Posouzení vlivu územního plánování na cenu pozemků v Bernarticích nad Odrou / Assessment of the impact of planning on land prices in Bernartice nad Odrou

This thesis deals with the impact of a planning on land prices in the village Bernartice nad Odrou. A theoretical basis for an evaluation of an immovable property is described, then a documentation of the planning in the village is analysed and in the end, an evaluation via a case study of two selected lands is made. Both of these lands are evaluated by a determined price and a usual price in the three levels according to the conditions of a local plan. There are levels using plots such as an agricultural land, a land designed for building-up according to the local plan and a building land. The evaluation is based on calculation results in the particular phases. Finally, results justification is presented.

This term project deals with creating visual tool for building image processing applications that is performed using the graphical interconnection of functional blocks. Graphical interconnection is realised by so-called node editor that is implemented in Qt framework. This framework is used across the project - for the user interface and management of dynamic libraries. OpenCV library is used as the basis for image processing, this tool can be extended to other methods of image processing using plugins included in the dynamic libraries. The tool interprets the proposed application, the proposal application is supported by the preview mode of the change in real time. The tool also contains a history of actions (Undo/Redo system).

Ubytování pro mládež / Youth Apartment Building

The aim of this thesis is the design of an youth apartment building in the range of designing the documentation for building construction. The building is situated on the flat plot no. 873/21 in the cadastral area „Horní Heršpice“ 612065. In the building there is 42 rooms, 2 wheelchair-accessible rooms and 4 student apartments. The capacity of the building is designed to accommodate 86 students under 18 years and 16 students older than 18 years. In the building there is also a dining room, a library, a fitness room and a gym for free time. It is partly a two-storey and partly a four-storey building without a basement, roofed by a flat roof. Masonry is designed from clay blocks and floor slab is designed by a cast-in-place reinforced concrete floor structure.

The aim of this thesis is design of an apartment building for students. The design is in the range of the documentation for designing building construction based on the decree 499/2006 Sb. as amended by decree 62/2013 Sb. The building is situated on the plots 1220, 1219/1, 1218/11 and 1218/2 in the cadastral area „Letovice“. The new building is designed to accommodate students for year-round occupancy. There is a dining room for staying students and students from nearby schools as well. In the new building are also multimedia classrooms, library, reading rooms, club rooms, gym and lecture hall available for students. In the building are 30 rooms. The capacity of the building is designed to accommodate 81 students. The building has three floors, a loft and no basement. Masonry is designed from clay blocks and floor slab is designed as a cast-in-place reinforced concrete floor structure.

Dans le contexte actuel de crise énergétique mondial, la consommation d'énergie et l'empreinte carbone, prennent une influence inévitable dés la conception architectonique,premier maillon du processus de construction. Les nouvelles contraintes associées aux accords internationaux tels que, le Sommet de Rio (1992), le protocole de Kyoto (1997) et,spécifiquement en France, le Grenelle Environnement (2007), diversifient le nombre des intervenants dans la conception architecturale, réservée traditionnellement aux architectes.La course pour diviser par deux la consommation énergétique des bâtiments (RT 2012),ainsi que lʼobjectif de diviser par quatre les émissions de gaz à effet serre à l'horizon 2050,mettent en péril la liberté du processus créatif architecturale. Des exigences si fortes dérivent vers des solutions techniques banalisantes et amènent à la standardisation et à la délocalisation des éléments architecturaux. L'objectif de cette recherche est de placer la démarche architectonique de nouveau au centre de la conception durable. Ceci devient possible en validant la performance de la forme de la maison en tant que réponse efficace face à des contraintes environnementales. Pour cela nous nous intéressons à la maison vernaculaire, toujours caractérisée par des formes simples et adaptées à leur contextes socioculturel et géo-climatique. Cet habitat, qui est le résultat d'une optimisation sur du long terme, est forcément durable. L'habitat vernaculaire est analysé ici à la recherche des motivations qui l'ont façonné. Pour cela sont considérés des circonstances géographiques et climatiques qui peuvent déterminer la forme de ces maisons. Nous estimons qu'il est possible d'obtenir de l'information sur l'environnement géoclimatique à partir de l'analyse de déterminants architectoniques visibles, et d'identifier des relations d'influence qui les lient. Ces relations d'influence sont modélisées suivant une approche qui s'appuie sur une représentation qualitative de la connaissance. L'établissement d'un modèle construit à partir de fonctions qualitatives, permet d'effectuer un raisonnement automatique, à partir de la connaissance recueillie sur l'environnement géo-climatique, pour établir les déterminants architectoniques visibles correspondants. Finalement l'outil proposé a une double vocation : permettre d'évaluer la performance de la forme des nouvelles constructions et structurer une démarche de conception d'habitations adaptées à un contexte local. / In the context of the current energy crisis, energy consumption and the carbon trace have become a mayor influence in the architectonic conception, the first link in the construction process. Recent constrains associated with international agreements such as the Rio Summit (1992), the Kyoto Protocole and, specifically in France, Grenelle delʼEnvironnement Round Table (2007), have diversified the number of stakeholders in the architectural conception, traditionally reserved to architects. The race to reduce by hal fenergy consumption in buildings (RT 2012) as well as the goal to cut by four greenhouse gas emissions by 2050 (Grenelle de lʼEnvironnement), puts the architectural creative process in jeopardy. Such demanding requirements favor trivial technical solutions and encourage standardization and off shoring of architectural elements.This researchʼs purpose is to place the architectural approach at the center of the sustainable conception. This allows the validation of the performance of a houseʼs shape as an effective response to environmental constrains. For this, we have placed our interest in the vernacular house, usually characterized by simple forms and adapted to their sociocultural and geo-climatic context. This habitat, which has resulted from a long term optimization, is inevitably sustainable. The vernacular habitat is analyzed herein in the search of the motivations that have shaped it. In consequence, geographical and climate circumstances that could have determined the shape of houses have been considered. We claim that from the analysis of visible architectural features it is possible to obtain information on the geo-climatic environment as well as the influence relationships that connect them.These influence relationships are modeled following a qualitative approach supported by a qualitative representation of knowledge. The representation, based upon qualitative functions, enables automatic reasoning, starting from gathered awareness of geo-climatic environment, for establishing corresponding architectural features. Finally, the modeled result both allows the evaluation of the form of new houses and assist the conception of houses adapted to their local context.

Posouzení vlivů ÚP na cenu pozemků v Otrokovicích a Napajedlích / Assessment of the Impact of Planning on Land Prices

The aim of this thesis is to assess and interpret the impact of spatial planning on the prices of selected plots in Napajedla and Otrokovice. In order to achieve this goal, the appropriate sites were selected and simulated to be located both in non-construction areas and in built-up areas according to different levels of spatial planning. The plots were considered as agricultural land for construction and construction. The valuation was made using the price determined by means of a valuation decree and also the price usual by direct comparison. Prices of compared land were obtained from realized purchase contracts from the real estate cadastre and from offers from real estate servers. In conclusion, the results in both cities will be compared and the factors influencing the results will be evaluated.

This thesis addresses the changes in land-use planning and their overall impact on the final price of land. Selected sites are in locations Dolní Rožínka and Žďár nad Sázavou, in the local area Stržanov. Both plots are established and customary prices recorded for individual phases of spatial planning. These phases are divided into agricultural land, other land-use plan that is designed for building and land intended to be built according to zoning. Final evaluation determines how different land prices in the three phases of spatial planning and price comparison of the two plots each other in different locations.

Analýza rozdílů podrobnosti rozpočtu v závislosti na stupni dokumentace / Analysis of budget detail differences depending on the level of documentation

This thesis is dedicated to comparing overall prices as well as the creation of budget indicators in individual phases of documentation for buildings belonging among public orders. The thesis primarily determines fundamental terms and definitions regarding this issue. The creation of a new database for the buildings that is compiled of twenty subjects projected in the last four years is described in the second more detailed part. Objects in this database are indexed by temporal indexes for the sake of future more accurate comparisons and the creation of indicators. The comparison of the objects' prices in different phases of documentation can be found in this part along with two calculated specific budget indicators corresponding to unit price per one cubic meter of building volume and to the price per one meter squared of floor area. The average indicator for informative price based on previous indicators is then created for faster evaluation of similar types of objects in their study phase. Performed research has revealed significant differences between study phase prices and the prices of more detailed phases of documentation that can negatively affect the future of a specific project. The main conclusion of this thesis are average overall unit prices for civil constructions, production and service buildings as well as other specific buildings. In the final part I have created methods of a more accurate calculation for the unit price of buildings in the study phase of documentation.

The designed area of residential buildings responds to the surrounding buildings, the development of existing block and defines the frontage streets of Gorkého and Údolní street. The ends of the lines extend to the building of a hospital and between them is the private garden for the residents. Recessed floor apartment buildings react to remote vista through Čápkova street to the Orthodox durch of sv. Václav from the 30s of the 20th century. The proposed passage in the extension of Čápkova street, bordered on one side with three-story apartment buildings, allowing access to Špilberk, which is an alternative to the uncomfortable route along the busy Úvoz stree. The new use of the historic building should be private fertility clinic and center for assisted reproduction, which follows the 130 years of unbroken tradition, and the object corresponds to the developing trend of contemporary luxury parenthood.

The dissertation explores the history and activities of the Brno-located Town and Country Planning Department of The Research Institute for Building and Architecture (RIBA) since its foundation in 1954 until its abolishment in 1994. As a part of the department functioning, a description of its main research tasks and publications, which had played an essential part while formulating theory and methodology of urban planning after the 2nd World War in Czechoslovakia, are introduced. Special attention is paid to tasks and publications whose authors and research workers applied interdisciplinary approaches and – in spite of the prevailing totalitarian regime – managed to apply their experience acquired abroad to produce highly influential works such as The Principles and Rules of Spatial Planning. Another objective of the dissertation is the creation of a complex bibliography of texts that were produced by the department (books, reports on the outcomes of research tasks that had been explored at the Town and Country Planning Department and that were released internally as handbooks serving research workers of the institute and other institutions focusing on building and architecture). Depictions of the Brno department of RIBA from the perspective of two of its significant representatives who have outlived the institution they had witnessed to be founded and to the functioning of which they had significantly contributed, become a key part of the text: Ing. arch. Vladimír Matoušek, CSc., the second head of the Town and Country Planning Department of RIBA and Ing. arch. Dušan Riedl, CSc., a theoretician of architecture and urban planning and a top expert on Czech national herritage. As the topic has not yet been subjected to scholarly research, the main objective of the work is to create the very first complex text on the Brno department of RIBA and its activities. The circumstances surrounding the constitution of RIBA in the context of other similarly functioning research institutes are pursued with a special focus on the fields of building, architecture and urban planning as well as legislative embedding of its foundation and functioning, its organization structure, staff, definition of taskmasters and the way the tasks were approached, relations to other institutions in the field, publishing activities and transfer of theoretical research outcomes to practice. The text also deals with the state of present-day research of architecture and urban planning. Archive material and publications released by the institute represent a predominant source of information about RIBA activities. They are now stored at the archive of ABF Foundation in Prague (the foundation has been administering both the archive and library of the Prague department of RIBA since its abolishment), at the library of The Institute for Spatial Development in Brno (the institute administers the library of the former Brno department) and at the Moravian Land Archive in Brno. Both of the archives have been thoroughly researched by the author. Critical reflections upon the urban-planning department of RIBA occurring in contemporary publications and periodicals are another important source of information which help to specify the character of its activities (recent literature mentions RIBA scarcely, a complex evaluation is still missing). Oral history reported by former employees of RIBA, who had contributed to the first-rate quality of its research activities.
