A meta-avaliação como instrumento para a qualificação da avaliação de políticas públicas de saúde / Meta-evaluation as a tool for the improvement of public health policies evaluation

Trata-se da meta-avaliação de um processo avaliativo desenvolvido por secretários e assessores técnicos municipais de uma região de saúde do estado de São Paulo, com foco nos critérios de utilidade e participação. É uma pesquisa qualitativa, cuja base empírica foi 1) o material produzido em sete oficinas realizadas com os representantes municipais, com vistas à avaliação de um aspecto da linha de cuidados em saúde sob a ótica da integralidade; e 2) as entrevistas semiestruturadas realizadas com os mesmos atores após a finalização do processo avaliativo. Para a avaliação do critério de utilidade, utilizou-se principalmente o referencial de KIRKHART (2000), com o objetivo de ampliar a análise para além do uso instrumental dos achados avaliativos e focá-la na identificação de influências múltiplas exercidas por um fenômeno complexo como um processo avaliativo. A análise do critério participação se deu com base no referencial de COUSINS e WHITMORE (1998), buscando a identificação no material empírico de decisões ou aspectos contextuais que fizeram com que a opção participativa fosse aprofundada ou limitada no processo em foco. O trabalho destaca a importância de explicitar pressupostos que baseiam a metodologia da avaliação/ meta-avaliação escolhida, e a necessidade de se buscar referenciais teóricos de análise compatíveis com a opção realizada, frisando a inexistência de posturas neutras ou estudos totalmente objetivos; e a importância de capacitar avaliadores a acompanharem a demanda dos participantes de um processo participativo com a flexibilidade necessária para conferir-lhe o maior aproveitamento possível. Conclui-se pela viabilidade, com vantagens, da realização de processos participativos locais com gestores na Saúde Pública, destacando a possibilidade de ganhos em formação e o enriquecimento dos processos de negociação em nível do território, de forma coerente à política de construção das regiões de saúde no SUS. / This study aims to meta-evaluate an evaluation process developed by policymakers and technical advisors of a Health Region of Sao Paulo, centering on criteria of utility and participation. It analyzes the feasibility and possible benefits of using a participatory methodology in Public Health evaluations, highlighting aspects that facilitate and hinder this undertaking. It is a qualitative research, which empirical basis was 1) the material produced in seven workshops with municipal representatives, aiming the evaluation of an aspect of health care from the perspective of integrity; and 2) semi-structured interviews with the same actors after completion of the evaluation process. KIRKHART´s theoretical framework (2000) was used to evaluate the utility criterion, in order to expand the analysis beyond the instrumental use of the evaluation findings, and focus it in identifying multiple influences exerted by a complex phenomenon as an evaluation process. The evaluation criterion of participation was based on references of COUSINS e WHITMORE (1998), aiming to identify decisions or contextual aspects in the empirical material that made participatory option limited or depth in the focused process. The work highlights the need to seek theoretical frameworks of analysis consistent with the methodological choice carried out in order to enhance the identification of evaluation gains and limitations, and enable evaluators to monitor the demand of participants in the evaluation process with flexibility to reach its best use, even in those cases where there are limitations on the possibilities of participation. The results confirmed the viability, with advantages, of holding local participatory processes with policymakers and managers in Public Health, highlighting the possibility of gains in education and the enrichment of the negotiation process in the territory level, consistent with the policy of building health regions in SUS.

A simulação de eventos discretos é uma das mais poderosas ferramentas disponíveis para modelagem e análise de problemas. Freqüentemente ela é utilizada para o planejamento, projeto e controle de sistemas complexos em diversos segmentos; entre eles, a área de sistemas logísticos, que a tem aplicado extensivamente para analisar as capacidades logísticas, avaliar os impactos de mudanças nos processos produtivos, testar diferentes configurações na alocação de recursos limitados, determinar parâmetros das operações, validar novos projetos, entre outras aplicações. Esta popularização da simulação despertou o interesse das empresas especializadas no desenvolvimento de softwares, resultando em diversas opções com diferentes características e custos. Desta forma, identificou-se a necessidade de um método para seleção de softwares de simulação de eventos discretos voltados à resolução de problemas logísticos, pois os trabalhos disponíveis na Literatura abordam somente a escolha de softwares para fins genéricos. Para preencher essa lacuna, foi proposto um conjunto de critérios que endereçam as necessidades específicas do desenvolvimento de modelos voltados à análise de sistemas logísticos. Esses critérios formaram a base do método proposto, que incorporou as melhores características dos trabalhos identificados na Literatura. Sua primeira fase gerou uma lista com os softwares que suportaram os critérios definidos como essenciais por meio da aplicação de um método de atribuição de pesos e pontuação, cuja eficiência e simplicidade são amplamente reconhecidas; já a segunda fase, utilizou o método de análise hierárquica (AHP), recomendado para a tomada de decisão baseada em múltiplos critérios, por permitir a identificação e correção das inconsistências geradas pelo julgamento humano. Dois problemas testes também foram propostos para o desenvolvimento de aplicações em sistemas logísticos e condução de experimentos durante a segunda fase. Os softwares Arena, ProModel e @Risk, extensivamente utilizados para ensino e pesquisa na Escola Politécnica da Universidade de São Paulo, foram avaliados durante a aplicação prática do método proposto. Os resultados obtidos confirmaram a percepção, adquirida durante a segunda fase do método, de que os softwares Arena e ProModel apresentam características semelhantes, dada a discreta diferença em suas pontuações totais. Os diversos cenários desenvolvidos na análise de sensibilidade também ratificaram essa tendência. / The discrete event simulation is one of the most powerful tools available for modeling and problem analysis. Frequently it is used for planning, designing and controlling complex systems in several segments. The logistic system area has also applied it extensively to analyse the logistic capacities, evaluate the impacts of changes in the productive processes, test different configurations in the allocation of limited resources, determine operation parameters, validate new projects, among other applications. Thus, the growth of the simulation awoke the interest of the companies specialized in software development. This fact resulted in several options with different characteristics and costs. Because of this, it was identified the necessity of a selection method for discrete event simulation software dedicated to the resolution of logistic problems. The available works in Literature only approach the choice of softwares for generic purposes. To fill in this gap, a set of criteria that address the specific necessities of the development of models dedicated to the analysis of logistic systems was proposed. These criteria formed the base of the proposed method. It has incorporated the best characteristics of the works identified in Literature. Its first phase generated a list with softwares with widely recognized efficiency and simplicity that supported the essential criteria through the application of a scoring model. Its second phase used the Analytic Hierarchy Process (AHP) which is recommended for the decision taking based on multiple criteria because it allows the identification and correction of the inconsistencies generated by the human judgment. Two test problems have also been proposed for the development of applications in logistic systems and performance of experiments during the second phase. Arena, ProModel and @Risk, extensively used for education and research in the Polytechnical School of the University of São Paulo, were evaluated during the practical application of the proposed method. The results confirmed the perception acquired during the second phase of the method that Arena and ProModel present similar characteristics. They presented a discrete difference in their total score. The several scenes developed in the sensitivity analysis also ratified this trend.

At the beginning of the work is a comparison of the textbooks research in our country and abroad, the development of chemistry at primary and secondary school and historical development of chemistry textbooks in our country. Subsequently, there are criteria mentioned for evaluating textbooks, possible methods of research and finally evaluation of eight selected textbooks is carried out. The intetion is to make certain retrospective kind of writing history textbooks, which can be an inspiration to the authors of textbooks of chemistry. Presented perspectives, evaluation of textbooks and summary closure of analyzed textbooks can also help teachers to choose textbooks from a wide range of offers on the market.

<p>The purpose of this study was to examine the routines of performance related pay systems in two Swedish municipal upper secondary schools. A second purpose was to examine what data was included for evaluation of a co-worker’s performance and how a principal collects data. The purpose was also to examine a principal and teachers´ view of performance related pay systems and if it was possible to note an agreement. Principals have been interviewed and teachers have answered a questionnaire to fulfil the purposes of this study.</p><p>The study shows that the municipality had a good routine that included individual discussions with co-workers about their salary and had fixed municipal criteria. Data for evaluation were these fixed criteria together with unspoken criteria. Principals collected data verbally. It in-creases the risk of subjective evaluation, which increases insecurity and inefficiency of per-formance related pay systems. The teachers gave an insecure and divided image of perform-ance related pay systems. Increased dialogue and defined criteria for the teachers’ salary are needed to improve the image.</p>
