Utilization of M-Government Service in Rural ChinaXie, Yun, Wang, Hao January 2012 (has links)
Electronic government (e-government) has developed rapidly, the Mobile Government service (m-government) as one of the import branches play a significant role in recent years, and it would be also an effective way to satisfy Chinese rural citizen’s information needs. Our research question is how the m-government service satisfies Chinese rural citizen’s information needs. The investigation is conducted with questionnaires in a rural town where in Guangdong Province. We find that the most needed information perceived or expresses by rural citizen are closely related to their basic survival. There is a big potential to develop m-government service in rural areas since most of rural citizen haven’t paid attention on it. Last we put forward some suggestions for improving m-government services for Chinese rural citizen.

Citizen Evaluation of Local Government Performance and ServiceJanuary 2012 (has links)
abstract: Government performance and accountability have grown to be predominant areas within public administration literature over the last forty years. The research presented in this dissertation examines the relationship between citizen satisfaction and local government performance. Citizen review of service delivery provides vital feedback that facilitates better resource management within local government. Using data from a single jurisdiction, two aspects of citizen satisfaction are reviewed. This includes citizen review of overall city performance, and citizen satisfaction with individual service delivery. Logit regression analysis is used to test several factors that affect citizen evaluation of service delivery in local government, while ordinary least squares regression is used to test the relationship between personal factors and citizen evaluation of specific local services. The results generated four major findings that contribute to the scholarly body of knowledge and local government knowledge application. First, citizens who are predisposed to supporting the local jurisdiction are more likely to rate service delivery high. Second, customer service is important. Third, those who experience government services similarly will collectively react similarly to the service experience. Finally, the length of residency has an impact on satisfaction levels with specific services. The supervision of local government in Zambia: An imbalance between supervisory powers and local autonomy?Maina, Lutangu January 2018 (has links)
Magister Legum - LLM (Public Law and Jurisprudence) / Since gaining independence in 1964, Zambia has embarked on a number of reforms,
including legislative, aimed at improving the effectiveness of its decentralised system of
government. Local government received constitutional recognition in 1996. In 2002, the
national government adopted the National Decentralisation Policy (NDP) which was
reviewed in 2013. The NDP established Ward Development Committees (WDCs) as the
lowest tier of government. It also defined the roles and responsibilities of local authorities,
provinces, and national government. The NDP aimed to address, among other things, the
problem of poor service delivery in Zambia that was partially attributed to a high
concentration of power at the centre. Despite these various legislative and policy reforms,
service delivery remained largely poor in many parts of Zambia. Local government still
failed to supply potable water, maintain roads, provide proper sanitation and collect refuse on
time, among other service delivery failures.

Yes / E-government services involve many stakeholders who have different objectives that can have an impact on success. Among these stakeholders, citizens are the primary stakeholders of government activities. Accordingly, their satisfaction plays an important role in e-government success. Although several models have been proposed to assess the success of e-government services through measuring users' satisfaction levels, they fail to provide a comprehensive evaluation model. This study provides an insight and critical analysis of the extant literature to identify the most critical factors and their manifested variables for user satisfaction in the provision of e-government services. The various manifested variables are then grouped into a new quantitative analysis framework consisting of four main constructs: cost; benefit; risk and opportunity (COBRA) by analogy to the well-known SWOT qualitative analysis framework. The COBRA measurement scale is developed, tested, refined and validated on a sample group of e-government service users in Turkey. A structured equation model is used to establish relationships among the identified constructs, associated variables and users' satisfaction. No / I-MEET is an Integrated Model for Evaluating E-government services Transformation from stakeholders' perspectives. It is based on an integration of concepts from value chain management and business process transformation to optimize the system-wide value chain of providers and users simultaneously. It aims to align stakeholders on a common global value against traditional disintegrated approaches where each stakeholder optimizes its e-service local value at the expense of others. The measured variables are derived from the literature and focused groups. They are then categorized into cost and risk (Inputs) and (benefit and opportunity) Outputs after a validation process based on Structured Equation Models using a sample of 1540 user-responses of e-services in the UK. Finally, Data Envelopment Analysis is conducted to derive an aggregated of an e-service satisfaction value using the various inputs and outputs. The empirical results demonstrate that data-derived weights for aggregating indicators are variable rather than fixed across e-services. The novelty of the assessment approach lies in its capability to provide informed suggestions to set targets to improve an eservice from the perspective of all engaging users. Hence it provides a better transformation of public administration services and improved take up by citizens and businesses.

官僚體系創新的動態分析:以臺北市大同區公所為例 / Analyzing the Dynamics of Bureaucratic Innovation: The Case of Tatung District, Taipei林淇勻 Unknown Date (has links)
過去的研究多認為領導者若採用威權領導風格,對組織創新行為會有負面的影響。而本研究選擇基層公部門組織「臺北市大同區公所」進行個案研究,並觀察到該機關的領導者雖然以威權方式領導,但組織卻從各項評比落後的窘境,逐漸展現出諸多與其他區公所不同的創新服務,甚至因此獲得第六屆政府服務品質獎的殊榮。經過深入訪談及文獻分析之後,發現該機關正因為領導者重視「紀律」的威權風格,任期長又讓紀律深化落實到組織中,加上首長主動提出創新服務,並在機關內建立「制度」藉以養成同仁的創新習慣,又機關內高流動率的人力結構形成為年輕有幹勁的初任公務人力,紀律的壓力使組織成員產生團結的情誼與向心力,因此讓大同區公所在我國傳統的科層官僚體系中,成功展現出大不同的創新風貌。只可惜區公所囿於其定位與功能的限制,且官僚體系內創新的誘因制度尚未完善,因此無法將其蘊藏的創新能量發揮的淋漓盡致,目前做為引領我國政府創新改造的政府服務品質獎,也未有明確的追蹤機制,因此機關的創新作為能否內化成公部門的組織文化,仍有待後續觀察。 / While new technologies, ideas, and values keep emerging, innovation has been emphasized by public as well as private organizations to meet the expectations of their clients. Factors contributing to an innovation-oriented organization have widely been detected, seldom any studies would endorse the idea that an authoritarian leadership would facilitate the innovation. By examining the case of “Tatung District Office” of Taipei City, this study points out some conditions that actually makes an iron-fist leading style an essential contributor to successful initiatives of innovation. Through in-depth interviews and participatory observation, this study presents evidence about the effects of personal engagement of the leader and stable tenure in indoctrinating the innovation attitude to the subordinates. This study also provides some discussion on institutional settings for the bureaucratic system to avoid maintaining idle in facing rapid environmental changes.
