Você decide..." o que nos ensinam os grafismos urbanos sobre paz e violência -, mostrar como as práticas culturais dos grafismos urbanos fazem circular discursos em torno das noções paz e violência e como verdades são instituídas. Para a análise descrevo os enunciados presentes em registros fotográficos realizados na cidade de Porto Alegre (RS), durante o período de um ano. Diante da materialidade de oitocentos textos culturais, elegi aqueles que me pareciam mais significativos para a minha investigação. Compus quatro conjuntos de significados: sofrimentos e morte diante do humano, conflitividade da presença das armas, multiplicidade de caminhos e ambivalência das guerras. Organizei cada um destes conjuntos com quatro textos culturais onde percebia recorrências enunciativas que os interligavam e que condensavam a conflitividade das noções paz e violência imbricadas na dinâmica das experiências de vidas como acontecimentos contemporâneos. You decide...”what the urban grafisms on “peace and violence” teaches us-, i intend to show how the cultural practices of urban grafisms cause the circulation of speeches around the notions “peace and violence”, and how truth is instituted. For this analysis I describe the statements present in photographic registrations taken in the city of Porto Alegre (RS), during the elapsed period of one year. Before of the materiality of eight hundred cultural texts, i chose those that i thought were more significant to my investigation. I composed four groups of significance: suffering and death in the presence of human kind, conflict of the weapons presence, multiplicity of ways and ambivalence of wars. A partir de um mapeamento fotográfico, inserido no processo metodológico da Etnografia, que se realiza no contexto de 2013-2014, período em que se dão as manifestações sociais que eclodem em todo o país, este estudo passa a acompanhar a forma como grafites e pichações contribuem para as relações de diálogo, denúncia e contestação das pautas levantadas por essas manifestações. Da mesma forma, torna-se central compreender a relação que se estabelece entre a apropriação do espaço urbano por grafiteiros e pichadores em diálogo com a cidade e como os atos de pichar e grafitar podem ser compreendidos enquanto microrresistências diárias de uma cultura política urbana e transgressora. / This dissertation investigates political messages in urban graphic expressions such as graffiti and pichação (an internationally recognized Brazilian variation of the first, consisting in writing and painting on public walls, often cryptically and illegally) in the central area of Porto Alegre, Brazil. It starts with a photographic survey, structured with etnographic methodology, and it covers the years 2013-2014, when popular demonstrations bursted all over the country. It focuses in the way graffiti and pichação did contribute to the debate, denunciation and contestation around the issues arisen from such protests. Another focal point is the understanding of the relationship set between the urban space appropriation by the graffiti and pichação agents in their dialogue with the city and how their daily micro-political resistance acts can be understood as part of a political culture both urban and transgressive.

The purpose of this study, from a systemic-complex analysis, it was tranlate in what manner the urban graphics can be analyzed from the bias of the cultural manifestation, thus making part of Brazil's cultural heritage, thus creating a legitimate way to search for access sustainable city. Therefore, the work remains divided into three chapters. The first analyzed the evolution of the concept of cultural heritage in Brazil, analyzing the possibility of expanding its role to include various cultural events, like the urban graphics, passing by a critical lack of focused cultural policies for urban artwork. In the second chapter we sought, dialectically, analyze urban typefaces from the perspective of the anthropological and legal concept of culture and the Environmental Crimes Act, to finally bring the existing dialectics in taggers speech, graffiti artists and society, from the reading of the documentary Pixo and the documentary PixoAção. Finally, in the third chapter, we sought to examine the right concept to the city in line to the faceteds concept of sustainability and the reality of the city of Santa Maria, RS. / O presente estudo objetiva, a partir de uma análise sistêmico-complexa, descortinar em que medida os grafismos urbanos podem ser analisados a partir do viés da manifestação cultural, fazendo parte assim do patrimônio cultural brasileiro, configurando uma forma legítima de busca pelo acesso à cidade sustentável. Para tanto, o trabalho restou dividido em três capítulos. No primeiro, analisou-se a evolução do conceito de Patrimônio Cultural no Brasil, analisando a possibilidade de ampliação de seu rol, para permitir a inclusão de manifestações culturais diversas, a exemplo dos grafismos urbanos, perpassando por uma crítica à falta de políticas culturais voltadas para os grafismos urbanos, com objetivo de democratização da cultura. No segundo capítulo, buscou-se, de forma dialética, analisar os grafismos urbanos a partir da ótica do conceito antropológico e jurídico de cultura e da Lei de Crimes Ambientais, para por fim, trazer as nuances existentes no discurso de pichadores, grafiteiros e da sociedade. Tal pesquisa foi possível com a análise do documentário Pixo e do documentário PixoAção. Por derradeiro, no terceiro capítulo, buscou-se analisar o Conceito de Direito à cidade em consonância ao conceito multifacetado de sustentabilidade, trazendo à baila, por meio de um levantamento fotográfico, a realidade da cidade de Santa Maria, RS.
