During the big yellow fever epidemics in 1889, the city was in poor sanitary conditions, lack of water and waste supply infrastructure and also with some flooding areas. Those conditions made this city a favorable place to epidemics diffusion in the urban area. In the period between 1893 and 1990, the actions of sanitary authorities were strengthen in fighting against epidemics and sanitary improvements among urban area promoting a urban reconfiguration of Campinas. The study evaluate this reconfiguration analyzing two different moments: from 1893 to the beginning of 1896, when there was activities from the city sanitary authorities, the "Intend?ncia Municipal" and from July 1896 to 1900, when the activities were under the responsibility of the Sanitary Commission of S?o Paulo State lead by Doctor Em?lio Ribas and also the Sanitary Commission lead by the sanitary Engineer Saturnino de Brito. / Este trabalho tem como objetivo investigar a reconfigura??o urbana de Campinas, no per?odo entre 1880 e 1900. Quando da grande epidemia de febre amarela ocorrida em 1889, a cidade se encontrava em prec?rias condi??es sanit?rias, com falta de redes de infraestrutura de abastecimento domiciliar de ?gua e canaliza??o de esgoto sanit?rio e ainda, com a presen?a de ?reas alagadi?as, condi??es estas que tornaram a cidade um local prop?cio para a difus?o de epidemias em sua ?rea urbana. No per?odo entre 1893 e 1900, a atua??o das autoridades sanit?rias foi conduzida com maior rigor no combate ?s epidemias e no saneamento do meio urbano promovendo uma reconfigura??o urbana de Campinas. O trabalho analisa esta reconfigura??o atrav?s do estudo do per?odo que foi dividido em dois momentos: de 1893 at? os primeiros meses de 1896, onde h? a atua??o das autoridades sanit?rias municipais, ou seja, a Intend?ncia Municipal e engenheiros da C?mara; e de julho de 1896 at? 1900, onde h? a atua??o da Comiss?o Sanit?ria do Estado de S?o Paulo, chefiada pelo m?dico Em?lio Ribas e da Comiss?o de Saneamento, sob a responsabilidade do engenheiro sanit?rio Saturnino de Brito.

O ouro branco abre caminho: o algod?o e a moderniza??o do espa?o urbano da Cidade da Parahyba (1850-1924)

This study on urban history was developed by focusing on the understanding of the city s spatial formation, and despite its emphasis on the economic aspects involved, other factors that also contribute to the development of the social life were not put aside. The modernization process of the Cidade da Parahyba was also analyzed during the period established for the study according to a chronological and thematic approach that established comparisons with the financial situation of the State, whenever this was necessary, with special attention to the contribution of the cotton economy to the State?s revenues. It was possible to detect a lack of financial help and loans from the federal and municipal administrations for finishing several public works already underway in the capital, since the federal funds allocated to the State of Parahyba do Norte were rather employed in emergency works against droughts and in agricultural development. One can then conclude that the financial resources required for the urban interventions were withdrawn from the State s treasury itself, resources that were collected mainly from activities such as cotton exportation and cotton trading. Another factor shows the interdependence between the urban remodeling and the cotton economy: during the years marked by great droughts or by hard plagues on the cotton plantations, cotton production decreased, as well as the State s finances. The first measures taken by the State s administrators were to halt all projects of urban remodeling in progress in the Cidade da Parahyba, which was, clearly, the most privileged city by the State s presidents during the period analyzed. 2 The city of Jo?o Pessoa was named Cidade da Parahyba, a designation that remained until September 1930, when it received its present-day name in order to pay homage to the president of the State, Jo?o Pessoa Cavalcanti de Albuquerque, murdered in the city of Recife in August of that same year. At that time, the State of Para?ba was known as Parahyba do Norte. Since this work is limited to a period of time comprised within the First Republic, the names employed respect the terms used in those days / Esta disserta??o enfatiza a moderniza??o urbana da Cidade da Parahyba1, entre os anos de 1850 e 1924, e a sua rela??o com a economia algodoeira, fonte principal de acumula??o de riqueza p?blica e particular do Estado da Parahyba do Norte durante toda a Primeira Rep?blica. Esse estudo de hist?ria urbana desenvolveu-se atrav?s de uma perspectiva historiogr?fica de compreens?o da forma??o espacial. Apesar da ?nfase sob o aspecto econ?mico, os outros fatores que contribuem conjuntamente na forma??o da vida em sociedade n?o foram deixados ? parte. O processo de moderniza??o da Cidade da Parahyba, no per?odo em quest?o, tamb?m foi analisado segundo uma l?gica cronol?gica e tem?tica estabelecendo-se, sempre que necess?rio, uma compara??o direta com a situa??o financeira vivenciada pelo Estado, observando-se, especificamente, a participa??o do algod?o nessa receita. Constatou-se a inexist?ncia de empr?stimos e de aux?lios federais e municipais para a concretiza??o das diversas obras empreendidas na capital os aux?lios federais destinados ? Parahyba do Norte foram utilizados em obras emergenciais de combate ? seca e de desenvolvimento agr?cola -, donde se conclui que foram utilizados recursos do pr?prio tesouro estadual, que em sua maioria provinham dos impostos arrecadados sobre a exporta??o e comercializa??o do algod?o no Estado. Al?m desse fator, um outro demonstrou a interdepend?ncia entre a remodela??o urbana e a economia algodoeira: o fato de que, nos anos de grande seca ou de acentuado ataque de pragas nos algodoais, reduzia-se sua produ??o e, em conseq??ncia, os n?meros de receita. Diante de tais circunst?ncias, a primeira atitude tomada pelos administradores estaduais era a suspens?o dos servi?os de remodelamento da cidade da Parahyba, declaradamente privilegiada pelos presidentes estaduais do per?odo em an?lise. 1 A cidade de Jo?o Pessoa se chamava Cidade da Parahyba e assim ficou conhecida at? setembro de 1930, quando teve seu nome alterado em homenagem ao presidente do Estado, Jo?o Pessoa Cavalcanti de Albuquerque, assassinado na cidade do Recife, em agosto do referido ano. It covered from the design of water supply and sewage works, road and rail transport networks, works against drought in the Northeast, hydroelectric and harbor facilities to the urbanization planning and architectural projects, which displays a systematic and multiple production. City and territory conformed to his fields of verification, practical and above all, transformation. The search for understanding of the inclusion of a social actor in this process thus contributes to the specific analysis of the doings of Henrique de Novaes, who graduated at Polytechnic School of Rio de Janeiro in 1906. From a polymorphic activity in different scales, one tries to figure how, through academic education or professional practice, urban history in Brazil can be told or built. The introduction of technological innovations matched the purposes of planning and urban sprawl, as well as met the specifications of regulation and institutionalization of public infrastructure services at the time. The overall plans proposed by the engineer thought of the city as a whole, interconnected to the structural networks. At the same time, the knowledge of a larger physical scale the territory bounces back in the urban in a relationship of reciprocity and completeness. The objective research, therefore, tries to understand the roles played by Henrique de Novaes s works and academic education in the accomplishment of systematic modernization of Brazilian urban space and territory, recovering a little known historical figure by current historiography. It is proposed, as methodological axis, that the study of this professional career configures itself as an essential element for understanding the idea of progress embodied in the technical studies and proposals for improvements and sanitation nationwide in the first half of the twentieth century . The primary sources for the construction of this analysis were technical articles in journals of the period ( Clube de Engenharia , Via??o e Revista Brasileira de Engenharia ), and technical reports, government messages, newspaper articles published at the time, autobiographical reports and the engineer s verbal communications with relatives. The work is structured in three chapters: "Biographical traces, academic education and 'technical and political' activities" illustrates the initiation into the technical, public and political environment; Chapter 2, "Technique and territory" outlines his network understanding through sanitation and transport services; Chapter 3 "Technique and City" describes the influence of polytechnics knowledge on the propositions of modernization of cities; Finally, "Final Thoughts: An Evaluation," presents an overview of the affiliations and practice of an engineer in the different scales, and its contribution to the modernization of Brazilian urban and territorial space / A trajet?ria profissional do engenheiro civil Henrique de Novaes, uma figura de relev?ncia no meio acad?mico, t?cnico e pol?tico, demonstra sua extensa e relevante atua??o pelo Brasil, na primeira metade do s?culo XX.
