Gender and informal urban sanitation : experiences and management of shared sanitation in Phomolong Informal Settlement in Pretoria, South Africa

In informal settlements, shared sanitation facilities offer pragmatic solutions as it allows inhabitants to access sanitation because they cannot install in-house toilets. However, the World Health Organisation (WHO) classifies shared sanitation as unimproved because there is a tendency for facilities to be mismanaged resulting in unhygienic practices. This study addressed the issues around the quality of shared sanitation by looking at how sanitation activities between men and women shape the use and management of shared sanitation facilities within and between households. The study adopted a qualitative research paradigm, at both macro and micro levels, of data collection. It made use of a thorough review of literature and in-depth interviews which provided a deeper insight into how sanitation policy and practice shape and influence sanitation processes in informal settlements and the wider implications they have on state-society relations. A case study method of inquiry of Phomolong informal settlement revealed that shared sanitation is embedded in a host of a complex and overlapping processes, which revolve around tenure insecurity, urban poverty, gender power relations and the historical legacies of racialised urban planning. The study concludes that the absence of a coherent sanitation policy for informal settlements has not only widened sanitation backlogs in informal settlements, but it has significantly deteriorated these communities’ sense of citizenship and belonging. To understand Phomolong’s informality, one has to appreciate that self-management underpins its sanitation processes as a result of inadequate state-led service delivery. Although the Free Basic Sanitation policy (FBSan) is designed to specifically cater for poor urban communities, it has done little to alleviate the challenges of informal urban sanitation. A host of social issues shape how shared sanitation is accessed, perceived and managed on a daily basis. Implementing sanitation for informal settlements: conflicting rationalities in South Africa

Includes bibliographical references / From 1994 to 2008, South Africa's national government disseminated numerous policies, laws, regulations and strategies to support its objective of providing basic sanitation access to the urban poor by 2014. The state has yet to attain this objective - ostensibly due to poor municipal execution of national policy. This thesis challenges this assessment, as it overlooks how non-municipal actors have shaped implementation and ignores possible weaknesses in policy. After assessing the delivery of sanitation services in Cape Town informal settlements, I found that disputes among municipal implementers, policy beneficiaries and social advocates about broadly framed policy, as well as policy gaps in servicing informal settlements, contributed to the City's failure to achieve national objectives. The local actors'differences and policy gaps necessitated the re-formulation of sanitation policy and programmes in Cape Town according to conflicting rationalities that accommodated the'lived' and 'practical' realities of servicing informal settlements. In light of these circumstances, this thesis argues that there is a disproportionate focus on turning national policy into practise - for this viewpoint misses how policy oftentimes is re-formulated according to local actors' perspectives and experiences. Understanding the complex interplay between policy rationales and implementation realities can contribute to more constructive means of effectively providing sanitation services for South African informal settlements.

A evolução do capitalismo ao seu estágio supremo, a universalização das relações sociais capitalistas, implicou em uma ampla transformação da base estrutural dos países periféricos, modificando-lhes a organização social, política e econômica. Esse processo de transformação tem sido comumente denominado de modernização. A modernização pode ser entendida como um conjunto articulado de ações que se desenvolvem nas esferas política, social e econômica, visando dotar o complexo sistêmico que compõe o Estado Nacional, de maior racionalidade e eficiência no que tange aos seus objetivos. Essa racionalidade e eficiência que se expressam através da maior divisão e especialização das funções de todos os setores que compõe o organismo do Estado, é acompanhada pela emergência dos grupos de intelectuais geralmente identificados com os novos e dinâmicos setores produtivos, que inevitavelmente entram em conflito ideológico com a antiga elite intelectual dominante. O conflito ideológico é tido como inevitável, porque reflete a luta pela transferência do poder político de uma elite reconhecida como arcaica, para outra considerada moderna. No Rio de Janeiro de meados do século XIX aos primeiros anos do século XX, este conflito revelouse de forma explícita através das reivindicações dos engenheiros politécnicos, identificados ideologicamente com os interesses industriais nascentes. Nesse sentido, os engenheiros irão defender a reorganização do Estado, que neste trabalho foi estudada em uma das suas características, a reforma urbana da cidade do Rio de Janeiro, então capital do país. O termo reforma aqui empregado, tem um sentido muito mais amplo do que o termo remodelação, e deve ser compreendido como ruptura com o modelo organizacional sócio-econômico, espacial e político até então dominante. Aspecto mais visível dessa ruptura, o saneamento urbano da cidade do Rio de Janeiro, conhecido como Reforma Passos, modificou-lhe profundamente não apenas alguns aspectos fisiográficos, mas toda uma estrutura social e econômica que perdurava desde o período colonial. A velha cidade colonial, entendida como símbolo do atraso, desapareceria, e em seu lugar surgiria a moderna cidade industrial. This transformation process has been commonly denominated: modernization. The modernization can be understood as an articulated group of actions developed on political, social and economic layers aiming at to endow the complex that composes the State-Nation with more rationality and efficiency when concerning its objectives. The expression of this rationality and efficiency, trough the biggest division and specialization of the functions of all sectors that composes the State, is followed by the emergency of intellectual groups often identified as new and dynamic productive sectors that, inevitably, get in ideological conflict witch the old dominating intellectual elite. The ideological conflict is seen as inevitable because reflects the struggle for the transference of political power form an elite defined as archaic to another one considered as modern. In Rio de Janeiro, around the XIX century in the beginning of the XX, this conflict revealed itself through claims of polytechnic engineers, who would identify ideologically with the emerging industrial interests. In this direction, engineers would stand up for the reorganization of the State, wich in this paper work was studied in one of its characteristics, the urban reform of the city Rio de Janeiro, capital of the country on that time. The term reform here used, has a much more ample meaning than the term remodeling, and must be understood as the rupture with the social, economic, geographic and political organizational patterns. A more visible aspect of this rupture, the urban sanitation of Rio de Janeiro city, Known as Passos Reform, changed not only its physiographic aspects but also the whole social and economic structure wich had lasted since the colonial period. The old colonial city, seen as a symbol of the delay, would disappear to give place to the modern industrial one. Conducted by capitalist engineers and businessmen, the Reform enormously privileged the economic interests without concerning about serious social problems inherited by the Empire time, even increasing them as we can see in the housing crises which continuous until today. Using as reference this historical reality, the proposal of this work is to think over the mental representations, spread out and materialized by these engineers in the city of Rio de Janeiro, and on what basis they have developed them, aiming, with this scientific exercise, at correcting past mistakes and to help formulating more fair social urban public politics.

Este período de significativas transformações no Brasil, não apenas políticas, também modificaram notoriamente as questões referentes à saúde, tanto no país como na cidade de Campinas. Campinas se destacou como produtora agrícola, inicialmente, e mais tarde como centro industrial e comercial. This period of significant transformations in Brazil, not just policies also changed markedly issues relating to health, both at home and in the city of Campinas. Campinas excelled as agricultural production, initially, and later as industrial and commercial center. The work highlights the various changes which the city went through during successive epidemics that ravaged the city, especially yellow fever; highlights the organization and deployment of the first institutions for the treatment of health and disease. Governance and service delivery a case-study of sanitation in Inanda, Durban.

The sanitation crisis is a growing pandemic in most developing countries, globally, including in South Africa. It is exacerbated by increasing urbanization, poverty, lack of political will, poor institutional response and limited financial resources to address the increasing demands. The sanitation situation in Inanda in Durban is no different. This study examines a ‘trialogue’ of governance, sanitation and service delivery in Inanda. It investigates the approach to sanitation delivery, capturing the impact of policy implementation through the real experiences of communities in Inanda. The theorisation for this study is built on debates relating to governance as an analytical lens. It also draws on Foucault’s theory of governmentality to understand how government functions in an environment internal and external to itself to manage and distribute public resources as a service to the governed. Government employs the ‘art of governing’ through regulation and the rule of law to achieve its service delivery goals. In the delivery of sanitation in South Africa the government adopts a multi-stakeholder governance approach, requiring inter-spheral and inter-department synergy, together with cooperation from the local communities and other sectors. The predominant qualitative account of sanitation governance is achieved through utilising a case-study design as a methodological approach. The case-study design allowed the researcher to delve deeper into smaller cases employing multi-method data gathering techniques. Triangulation increased the reliability and credibility of the findings presented. The empirical investigation of this research concentrates on the experiences of local communities in Inanda, exploring the impact of policy choices for sanitation delivery. In addition, it captures the application of governance principles by practitioners to meet sanitation demands in the varying geo-spatial formations, different housing typologies and absence of bulk infrastructure in the peri-urban and rural settings in the study area. The study paid special attention to imperatives such as local governance and participation; access to basic services as a Constitutional right; access to sanitation to advance a better quality of life through adequate facilities, improved hygiene education and access to water to complement sanitation goals. The study revealed that sanitation delivery in Inanda was fraught with developmental challenges. The eThekwini Municipality’s Water and Sanitation Unit, responsible for the provision of sanitation to the communities of Inanda is challenged with increasing populations, unplanned settlements, weak institutional response to operations and maintenance, limited financial resources, inadequate integrated and spatial planning, and moving targets due to increasing demands for sanitation services in Inanda. Poor sludge management threatens environmental integrity and community health. The Municipality’s interim response to the sanitation needs of informal/unplanned settlements had little impact on user satisfaction as the high cost of infrastructure limits the quantity and quality of facilities provided. Communities find it difficult to utilise governments’ choice of sanitation facilities provided to them due to poor quality infrastructure, inadequate of maintenance and care of facilities, lack of effective sludge evacuation strategies for ventilated improved pit toilets, and inability to use and maintain the eco-san innovations instituted by the eThekwini Water and Sanitation Unit. Inadequate sanitation facilities exposed communities to the hazards of crime, disease, indignity, perpetuation of poverty and discrimination as well as a perception that, approximately 18 years into the democratic era, government has failed the people, as majority of the households in Inanda still do not have their own toilet facility. / Thesis (Ph.D.)-University of KwaZulu-Natal, Durban, 2012.

Propuesta de nuevas funcionalidades del Cuaderno de Obras Digital (CODI) para la Mejora del Control y Seguimiento en la Ejecución de las Obras Públicas de Saneamiento en el Ámbito Urbano

En el presente trabajo de investigación, se pretende optimizar la plataforma digital denominada “Cuaderno de Obra Digital” (CODI) para mejorar el seguimiento y control durante la etapa de ejecución de obras públicas de saneamiento urbano. Se ha estructurado el presente trabajo en cuatro capítulos. En el primer capítulo, se analizan los antecedentes del sector saneamiento urbano, y se plantea la problemática en base a las causas por las cuales las obras de saneamiento urbano del PNSU están presentando problemas durante su ejecución. En el segundo capítulo, se busca entender la situación actual del sector saneamiento urbano y su funcionamiento, e investigar las mejores prácticas, metodologías y tecnologías implementadas a nivel mundial, y compararlas a nuestra realidad. En el tercer capítulo, se analiza la información registrada en los sistemas de saneamiento y la información proporcionada mediante juicio experto por los profesionales del PNSU, la cual se contrasta con los informes oficiales tanto del Ministerio de Vivienda, Construcción y Saneamiento como de la Contraloría General de la República, logrando identificar los principales problemas y sus consecuencias. En el cuarto capítulo, se proponen cuatro soluciones tecnológicas innovadoras, lo que significa agregar nuevos módulos y mejorar el módulo de seguimiento actual de ejecución física y financiera, para finalmente realizar un control adecuado y notificación y escalamiento prudente. Finalmente, se demuestra que la propuesta es rentable y factible con un horizonte de implementación de dos años del 2021 al 2022. / In this research, the objective is to optimize the digital platform called "Cuaderno de Obra Digital" (CODI) to improve the monitoring and control during the execution stage of public urban sanitation works. The present work has been structured in four chapters. In the first chapter, the background of the urban sanitation sector is analyzed, and the problem is proposed based on the causes for which the PNSU urban sanitation works are presenting problems during execution. The second chapter seeks to understand the current situation of the urban sanitation sector and its operation, and to investigate the best practices, methodologies and technologies implemented worldwide, and compare them to our reality. In the third chapter, the information registered in the sanitation systems and the information provided by the professionals of the PNSU as expert judgement are analyzed, then all this is contrasted with official reports from both the “Ministerio de Vivienda, Construcción y Saneamiento” and the “Contraloría General de la República”, managing to identify the problems and their consequences. In the fourth chapter, four innovative technological solutions are proposed, which means adding two new modules and improving the module about physical and financial execution monitoring; this will carry out adequate control and prudent notification and escalation. Finally, it is shown that the proposal is profitable and feasible with an implementation horizon of two years from 2021 to 2022. / Trabajo de investigación

During the big yellow fever epidemics in 1889, the city was in poor sanitary conditions, lack of water and waste supply infrastructure and also with some flooding areas. Those conditions made this city a favorable place to epidemics diffusion in the urban area. In the period between 1893 and 1990, the actions of sanitary authorities were strengthen in fighting against epidemics and sanitary improvements among urban area promoting a urban reconfiguration of Campinas. Water for a few : a history of urban water and sanitation in East Africa

<p>This licentiate thesis describes and analyses the modern history of the socio-technical systems for urban water supply and sanitation in East Africa with focus on Uganda and Kenya. The key objective of the thesis is to evaluate to what extent the historic processes frame and influence the water and sanitation services sectors in these countries today. The theoretical approach combines the Large Technical Systems approach from the discipline of History of Technology with New Institutional Economics. Throughout, urban water and sanitation service systems are regarded as socio-technical systems, where institutions, organisation and technology all interact. The thesis consists of three separate articles and a synthesis in the form of a framework narrative. The first article provides a discussion of the theoretical framework with special focus on the application of Public Goods theory to urban water and sanitation. The second article describes the establishment of the large-scale systems for water supply and sanitation in Kampala, Uganda in the period 1920-1950. The third article focuses on the politics of urban water supply in Kenya with emphasis on the period 1900-1990.</p><p>The main findings in this thesis are that the socio-technical systems for urban water and sanitation evolve over long periods of time and are associated with inertia that makes these systems change slowly. The systems were established in the colonial period to mainly respond to the needs and preferences of a wealthy minority and a technological paradigm evolved based on capital-intensive and large-scale technology. Attempts to expand services to all citizens in the post-colonial period under this paradigm were not sustainable due to changes in the social, political and economic environment while incentives for technological change were largely absent. History thus frames decisions in the public sphere even today, through technological and institutional inertia. Knowing the history of these socio-technical systems is therefore important, in order to understand key sector constraints, and for developing more sustainable service provision.</p>

A operação de coleta e transporte de resíduos sólidos urbanos é indispensável dentro de quaisquer sistema de limpeza urbana. É necessário que se intensifique a pesquisa nessa área de conhecimento afim de produzir-se material de auxílio ao poder público municipal e o setor privado. Deste modo o objetivo geral deste trabalho é o estudo da utilização de ferramentas computacionais para a otimização dos roteiros dos serviços de coleta de resíduos sólidos domiciliares. Foi feito um comparativo entre os itinerários percorridos pelos caminhões de coleta quando dimensionados de forma empírica e quando dimensionados com o auxílio de ferramentas computacionais. Verificou-se as vantagens e desvantagens de cada modelo de dimensionamento e o grande potencial de redução de custos quando utilizadas ferramentas computacionais. / The operation of collection and transportation of municipal solid waste is essential within any system of urban sanitation. It is necessary to intensify research in this area of knowledge in order to produce up to aid the municipal government and the private sector material. Thus the objective of this work is to study the use of computational tools for the optimization of routes of solid waste collection services. A comparison between the routes traveled by pickup truck when scaled empirically and when scaled with the aid of computational tools was made. There are advantages and disadvantages of each model sizing and great potential for cost savings when used computational tools.
