Ddos Defense Against Botnets in the Mobile CloudJensen, David 05 1900 (has links)
Mobile phone advancements and ubiquitous internet connectivity are resulting in ever expanding possibilities in the application of smart phones. Users of mobile phones are now capable of hosting server applications from their personal devices. Whether providing services individually or in an ad hoc network setting the devices are currently not configured for defending against distributed denial of service (DDoS) attacks. These attacks, often launched from a botnet, have existed in the space of personal computing for decades but recently have begun showing up on mobile devices. Research is done first into the required steps to develop a potential botnet on the Android platform. This includes testing for the amount of malicious traffic an Android phone would be capable of generating for a DDoS attack. On the other end of the spectrum is the need of mobile devices running networked applications to develop security against DDoS attacks. For this mobile, phones are setup, with web servers running Apache to simulate users running internet connected applications for either local ad hoc networks or serving to the internet. Testing is done for the viability of using commonly available modules developed for Apache and intended for servers as well as finding baseline capabilities of mobiles to handle higher traffic volumes. Given the unique challenge of the limited resources a mobile phone can dedicate to Apache when compared to a dedicated hosting server a new method was needed. A proposed defense algorithm is developed for mitigating DDoS attacks against the mobile server that takes into account the limited resources available on the mobile device. The algorithm is tested against TCP socket flooding for effectiveness and shown to perform better than the common Apache module installations on a mobile device.

Public-private partnerships are the latest form dated complex relations between public authorities and industry operators or services. The technique of delegation of public service is widely used in the world and adapted states follow there own internal laws in different approaches of the delegation. Notes that the amplitude of the subject is a challenge. A systematic approach will reduce difficulties. Several factors most be taken into consideration. The first concerns the delegable activity, the second door on the contractual forms of delegation and the third focuses on international transposition delegation contracts. In our research, we will study contracts delegation of public service in the broadest sense and from an international point of view without going into the internal classification of those contracts in each country. Based on the French model of th "concession" and the Anglo-Saxon model "BOT" which are the two basic models of the most common we will follow all the steps of delegation contract : Procurement, life and termination of the contract and its contents. We will also try to highlight the answers to the problems arising from this experience and widespread in almost all countries and applications whose success depends on the geographical area and population of the country.

An analysis of the nurse internship program at Naval Medical Center San DiegoGillard, Elizabeth K. 03 1900 (has links)
Approved for public release; distribution is unlimited / This thesis examines the implementation elements of the Nurse Internship Program (NIP) at Naval Medical Center San Diego. The NIP provides nurses with no or little nursing experience an opportunity to participate in professional development as United States Navy Nurse Corps officers. The resolution to implement a NIP requires resource allocation decisions and commitment from top leaders in the organization. A review of adult learning and teaching methods is presented as a foundation for the NIP. It emphasizes the Dreyfus sk ill acquisition model adapted to the nursing profession by Benner that depicts the "novice to expert" continuum. Next, an overview of nursing orientation framework as found in the civilian and military healthcare organizations focuses on the program implementation. A discussion of resource allocations made by organizations for a NIP or a nursing orientation program is then presented. Historical accessions data are examined to demonstrate the trend in new nurse appointments to the Navy. The NIP offers po tential benefits to the organization and the nurse interns. Planning, evaluation, and leadership support are important drivers in the NIP framework. Recommendations are presented for further study based on the foundational aspects of this study. / Lieutenant Commander, United States Navy

Le conseil supérieur de la magistrature : essai sur la "représentation" de l'autorité judiciaire / The High Council of the judiciary : essay on the "representation" of the Judicial AuthorityLapeyre, Marie-Pierre 13 December 2017 (has links)
The High Council of the judiciary has, according to the Constitution, the mission to assist the President of the Republic in his role as the protector of the Judicial Authority’s independence. It’s both a constitutional organ attach to the judicial function and a tool for the public service of justice’s administrative management. Yet, another dimension can be drawn from the written law as well as legal practice:“representation” the Judicial Authority’s interests. The High Council appears more and more as the representative of the “Judicial Authority” (not the body of magistrates which is only a part of it), but foremost it appears as the representative of its values (unity of the judiciary, independence, ethics, …). In this view, studying sources of the law (provisions and opinions of the High Council) shows that the High Council, beyond the institution and its missions, builds gradually an idea of what ought to be the Judicial Authority and intends to defend it against lobbying. In this meaning of the word, the High Council represents the Judicial Authority. If some legal scholars would like to see its missions broadened, in the name of Human Rights, to encompass all the organs that carry out materially judicial duties, it seems wise that the High Council stays the representative of the Judicial Authority alone. Indeed, its composition pluralist, of magistrates and outside persons, keeps it from politics and corporatism, this detachment laying the conditions needed for guarantying the Judicial Authority’s independence.

The association between the lunar cycle and patterns of patient presentation to the emergency departmentFutcher, Grant Dudley January 2015 (has links)
A research report submitted to the Faculty of Health Sciences, University of the
Witwatersrand, in partial fulfilment of the requirements for the degree
of
Master of Science in Medicine in Emergency Medicine.
Johannesburg, 2015 / Aim: To determine any association between the lunar synodic or anomalistic
months and the nature and volume of emergency department patient consultations
and hospital admissions from the emergency department (ED).
Design: A retrospective, descriptive study.
Setting: All South African EDs of a private hospital group.
Patients: All patients consulted from 01 January 2005 to 31 December 2010.
Methods: Data was extracted from monthly records and statistically evaluated,
controlling for calendric variables. Lunar variables were modelled with volumes of
differing priority of hospital admissions and consultation categories including;
trauma, medical, paediatric, work injuries, obstetrics and gynaecology, intentional
self harm, sexual assault, dog bites and total ED consultations.
Main Results: No significant differences were found in all anomalistic and most
synodic models with the consultation categories. Small but significant increases
were found with a small number of synodic models around full moon with some
categories, P2 medical, total paediatric consultations and total admissions.
Significant decreases in admissions, particulary total admissions, were found
around perigee. The effect sizes of all significant lunar associations were smaller
than those of the calendric variables.
Conclusions: Most comparisons demonstrated no lunar association. Small but
significant associations were demonstrated around full moon with some synodic
models. A number of anomalistic admission models demonstrated small but
significant decreases in admissions at perigee.

"TheVolunteer Who Seeks to Help Others Also Helps Himself": Religion, Class, and the Development of Youth Volunteer Service in the United States, 1934–1973Staysniak, Christopher January 2017 (has links)
Thesis advisor: James M. O'Toole / This dissertation examines the development of youth volunteer service in the United States through a constellation of religious, private, and government programs. It explores how this larger impulse, which includes “service trips,” service–learning courses, and postgraduate programs like the Peace Corps, became a normative and ubiquitous opportunity for middle class, and consequently largely white, Americans. This study weaves together multiple programs, and a rich array of ideas and events such as social gospel concerns, pacifism, William James’ arguments for a “moral alternative to war,” gender and class anxieties, Great Depression and Cold War–specific exigencies, the Catholic Lay Apostolate, 1960s student activism, and the War on Poverty. The dissertation further demonstrates the religious roots of this phenomenon, as seen through Protestant and Catholic programs in the 1930s, 1940s, and 1950s. Further, it shows that this paradigm of volunteer has always been twofold in its aim; it has focused both on the growth and education of the volunteer as they served others. It also shows that impulse has always been a limited agent for large–scale social change. Service programs were by their nature short–term projects meant to expose and educate volunteers to more entrenched social problems. Finally, while adult organizers often made service opportunities a possibility, it was the desire of many young women and men to “do more” with their time and abilities outside of traditional educational or professional options was the engine that truly drove and grew this movement. / Thesis (PhD) — Boston College, 2017. / Submitted to: Boston College.
