Informacinės visuomenės plėtra ES (lyginamoji analizė) / Development of Information Society in EU (Benchmarking)

Informacinės visuomenės vystymas glaudžiai susijęs su šalies ekonomikos raida, todėl šio sektoriaus plėtra aktuali kiekvienai ekonomikos raidos siekiančiai valstybei. Darbo tyrimo iškelta problema siekiama atsakyti į klausimą, kokių veiksmų ir priemonių reikia imtis, siekiant paspartinti Lietuvos informacinės visuomenės plėtros procesą ir tokiu būdu pasiekti bent ES vidurkį šioje srityje. Darbo tyrimo objektas yra informacinės visuomenės plėtros procesas ir jo rezultatai ES valstybėse narėse. Tyrimo tikslas – įvertinti Lietuvos informacinės visuomenės plėtros galimybes ir perspektyvas pasivyti ES rodiklių kontekste. Darbe keliami šie uždaviniai: išanalizuoti informacinės visuomenės plėtros ES valstybėse narėse politiką bei teisinį šios srities reglamentavimą; įvertinti informacinės visuomenės plėtros rodiklius ES ir Lietuvoje, atlikti jų lyginamąją analizę. Tyrimo hipotezė: Lietuvos informacinės visuomenės plėtros 2009 m. rezultatai atsilieka nuo ES vidurkio dėl organizacinių ir socialinių priežasčių. Magistro darbe iškeltų uždavinių siekiama teoriniais bei analitiniais tyrimo metodais ir priemonėmis. Darbe pateikiama glausta ES valstybių narių informacinės visuomenės plėtros lyginamoji analizė: lyginamos lygiagrečios sritys, įgyvendintos iniciatyvos, pasiekti rezultatai. Atlikta lyginamoji analizė tarp ES valstybių narių parodė, kaip skirtingai formavosi informacinės visuomenės plėtra Europoje, kaip netolygiai vystėsi ir vystosi šio sektoriaus plėtra. The research aims to answer what steps and measures must to be taken to accelerate the development of Lithuanian information society process and thus to achieve at least the EU average in this area. The research object of information society development process and its results in the EU Member States. Research aim – to assess the Lithuanian information society development opportunities and prospects for the EU to catch up in the context of indicators. The work must meet the following objectives: to analyze the information society development in the EU policy and legal regulation in this area and assess the development of information society indicators for the EU and Lithuania, the performance of their benchmark. Private higher education in the UK: a contribution to the commodification of knowledge in the information society

The UK higher education sector is currently undergoing changes that will impact on the way students learn in the future. National, European and global education policy discourses underline the importance of higher education to the development of an active citizenry and as a way of sustaining economic growth. Corresponding to the rise of higher education on the political agenda there have been huge increases in the numbers of students going on to university education in the UK and further afield. These two aspects have placed a brighter spotlight on the problems the sector faces and change is stated to be necessary and desirable in order for higher education to fulfil its role in society. The growing political will to devise clear linkages between those individuals who benefit from a university education and those who pay for it, advances in information communication technologies, and the related requirements of the knowledge society, form the receptive landscape for moves towards private higher education in the UK. This thesis focuses on the particular phenomenon of corporate or private enterprise providing higher education in competition with government funding-dependent, so called public universities. The activities of private higher education, or independently-funded, non-state dependent higher education providers in the UK suggest that as the relationship between state and the academy goes through significant changes, these providers have become a sensitive issue. Different parties view the activities of private providers in very different ways; however they are viewed, the activities of these providers are a hot topic in higher education at present. Despite this interest, there are only small amounts of information available about this subsector of HE provision, or about the experiences of staff and students working at these companies. This thesis attempts to address this point by offering an overview of the current situation, referring to quantitative data and with a qualitative investigation. Whilst the concept of private versus public in the higher education sector in the UK is increasingly complex, and the context of a speeding up in the transformation of the sector means it is difficult to paint an accurate picture of such a fast moving object of enquiry, the thesis will attempt to shed some light on the activities of corporations in the higher education sector in the UK within the global context.

This thesis deals with the aging of population and the possibility of adaptation of the elderly people to the social changes, particularly the changes of information and communication technologies. The aim is to analyze the position of seniors in the information society, focusing on the integration seniors into the society by voluntary education at universities of the third age. I will judge how U3A courses influenced the ability of integration seniors into the information society in the Czech Republic. The theoretical part is conceived as the underlying definition of basic terms used in the thesis the senior population, the information society and universities of the third age. The analytical part uses the method of questionnaire based on qualitative research and analysis of internal information from U3A by using my own observations.

Nödvändighetens väg : Världsbildande gränsarbete i skildringar av informationssamhället

This dissertation aims at describing the worldview and the ontological boundary work that descriptions of ”the information society” presuppose as well as understanding how these relate to technocratic descriptions of the world. The theoretical point of origin of this work is that worldviews are communicated, and that when this transpires, three worlds are related to (the objective, the social, and the subjective) which contain ideological components that make them plausible. The material that has been studied is public documents from 1994 – 2004. These materials have been analysed with the help of text analysis, where a reconstruction of the ideological components of the worldview is the objective. The results of the analysis show that these descriptions, first of all, presuppose an objective world where an ontological boundary between technology and values is drawn. Technology is driven by one form of logic and values are driven by another. Technology does not in itself contain values, but when put to use, only certain types of value can be created. The subsequent theoretical consequences are that these values (for instance effectiveness) are presented as objective, independent of value conflicts in society. Second, the analysis shows that descriptions partly presuppose a social world that is divided into a normative centre and a normative periphery, and partly a historicist description of historical development. These two ideological components provide a logical consequence, that in the social world, identifiable groups who live according to lifestyle patterns of the future can already be found today. Third, results show that descriptions presuppose a subjective world that is possible to change and direct. Man is to be made responsive to certain aspects of his existence and unresponsive toward others. This requires causing him to be responsive to change and unresponsive to that which hinders change. The logical consequences become a description of a system integrated information society where the individual is to adapt himself to changes on the system level. All in all, the three results of the study show that the world view which the descriptions presuppose have clear elements of technocracy and the art of social engineering.

Diskurser om informationssamhället : Analys av några offentliga texter

The interest of this thesis is how the information society will be expressed in some public texts. The focus is especially on how such concepts as learning, knowledge, identity and IT as a tool will be constructed discursively. In a social constructionist meaning the future will be created through communication and interaction between people. Some Swedish Government Official Reports (SGOR) and journals have been analyzed with critical discourse analysis. On a wide level four strong discourses will constitute the discourse order of the information society. These four are the discourses of the market economy, the discourse of globalisation, the discourse of individualisation and the discourse of IT. Further IT has been the cause to a “new” dynamic society that is “in advance”, under “change” and “refinement”. This society is at the same time global and local, which means “glocal”. It is populated by the “new” human who is a “nomad” who will have a great own responsibility to adapt to the “loose structures” of the new society. The individual will be held before the collective. IT will “deliver” and reinforce the human abilities. Knowledge has been a commodity, which can be bought and sold worldwide. Knowledge will grow old very fast and because of that we need access to “fast knowledge” “just-in-time”. To describe the qualities of IT the analysed texts use metaphors. The metaphor “ghost” will fulfil our wishes in an unexplained way, the metaphor “wings” is about freedom and the metaphor “lever” explains that our abilities will be enhanced, in this specific case our cognitive abilities. The analysed texts both confirm earlier pictures of the information society and develop them further. Three positions can be distinguished. The first of them is that the IT will be expressed as ”force of nature” which as a revolution will change our society. The second one is how the force in IT is expressed almost like science fiction stories. The texts tell about the future as it already was here. The third position says that the new society is full of paradoxes. The problems in the world, even those that have been caused by the technology, can and should be solved, not only with more technology, but with the same technology which have caused the problems. The discursive paradoxes, which will be highlighted in the results, make the development of IT to an unavoidable part of the social practice of the future. There are no choices or alternatives.
