Previous issue date: 2007 / A importância das relações do homem com o meio ambiente e seus impactos na saúde da população levou o Ministério da Saúde a estruturar a vigilância em saúde ambiental no Brasil, no âmbito do Sistema Único de Saúde (SUS). Ela vem sendo operacionalizada por meio do Subsistema Nacional de Vigilância em Saúde Ambiental (SINVSA). Com objetivo de contribuir para o fortalecimento deste subsistema, o presente estudo se propôs a elaborar um modelo lógico do SINVSA baseado na experiência profissional da própria autora e em uma análise crítica da percepção de seus gestores federais quanto à concepção e operacionalização da Vigilância em Saúde Ambiental no SUS. Para tanto se realizou uma pesquisa qualitativa de natureza exploratória descritiva. Os dados foram coletados mediante análise documental e entrevistas semi-estruturadas com 11 informantes-chave provenientes da Coordenação Geral de Vigilância em Saúde Ambiental, da Secretaria de Vigilância em Saúde do Ministério da Saúde, a quem compete a gestão federal do SINVSA. Após sistematização dos dados coletados referentes a percepção dos informantes procedeu-se a análise do material usando-se a técnica de análise de discurso, cujas categorias analíticas constituíram-se na práxis e concepção. Estas categorias foram operacionalizadas em diversas dimensões, que expressavam a percepção dos gestores do Subsistema quanto sua concepção e operacionalização, servindo de base à elaboração do modelo lógico proposto, o qual foi denominado modelo lógico condutor do SINVSA. Além disso, foi possível descrever a construção da vigilância em saúde ambiental no Brasil e seu contexto sócio-histórico. / Salvador

The use of informers during precious medals undercover operationsFlynn, Hendrik Frans 10 1900 (has links)
The research was conducted as a result of the long standing criticism against undercover operations due to the conduct of informers and agents during these operations. Since both undercover operations and informers are controversial issues it may cause serious judicial problems if the system is not applied correctly.
The problem was investigated by means of qualitative research. A thorough literature study and semi-structured interviews were used to gather the required data. Semi-structured interviews were conducted with advocates of the Director of Public Prosecutions Free State and detectives from the Organised Crime Unit of the South African Police Service.
It has been found that undercover operations are an effective manner to address organised crime and especially precious metals related crimes. Undercover operations are an excellent barometer to determine the extent of organised crime. It gives investigators a clear view of the compilation of a syndicate and the roles of leaders, runners and associates. Informers are invaluable sources of information. Without the use of informers it will be virtually impossible to engage in undercover operations, since the police will have no intelligence to engage into an investigation of this nature.
The implications of the findings are that it is the responsibility of investigators, agents and informers to keep the system transparent, fair and acceptable. Their conduct may never violate their mandate and the boundaries of the investigation. national liberation struggle from 1960 to 1980. The study describes and explains how and
to what extent Bulilima youths were involved and participated in Zimbabwean guerrilla
war. Bulilima is a border district between Zimbabwe and Botswana which, from 1960 –
1980 became Zimbabwe People’s Revolutionary Army (ZIPRA) guerrillas’ central and key
strategic entry point into and exit out of Rhodesia (Zimbabwe). For the purposes of this
study, the term youth refers to young people between the ages of twelve and twenty-five,
born in Bulilima District between 1945 and 1967. During the guerrilla war, the use of the
category youth was political, with biological and cultural aspects also taken into account.
The study is primarily based on the war experiences of twenty-six women and twenty-six
men who were youths during the time period of the study (1960 – 1980). It is qualitative
and involves forty-eight open-ended interviews in the major villages of Bulilima District.
The interviews are complemented by a survey of both primary and secondary sources. It
is hoped that the results of this study will raise salient issues on the involvement and
participation of Bulilima youths in Zimbabwe’s liberation struggle.

The use of physical surveillance in forensic investigationKnoesen, Andre Leon 11 1900 (has links)
The problem that was identified is that physical surveillance is not generally used by general detectives in the South African Police Service as a technique during their investigations. According to the researcher’s experience, this can be due to lack of understanding or experience or may stem from ignorance. A lack of training on the use of physical surveillance as a method to obtain information for the investigation process was also identified as a problem. This study therefore investigated the role and use of physical surveillance within the forensic investigation process. The focus of the research was on basic static (stationary), foot and vehicle surveillance as these types of surveillance are usually conducted in conjunction with each other. An empirical research design was used to conduct the research. A qualitative research approach enabled the researcher to obtain first-hand information from interviews with general detectives. Information was also obtained from a thorough literature study and from the researcher’s own experience on the topic.
To conduct effective investigation, it is important for investigators to be familiar with the concept of physical surveillance, its elements, its influence and its values. A physical surveillance operation is a forensic tool used to gather evidence, to recover stolen property, and to identify and arrest the perpetrator. The use of physical surveillance during investigations serves the purpose of gathering evidence and information that can be used as intelligence. Successful forensic investigation requires skill and places extraordinary demands on detectives to utilise all available methods and techniques. The recognition of the use of physical surveillance as a method of evidence gathering is of outmost importance. The research has revealed that general detectives do not acknowledge the importance of physical surveillance as a method to obtain information for the investigation process. It is of vital importance that all detectives be properly trained with the necessary knowledge and skills to make use of this valuable investigative tool. / Police Practice / M. Tech. Text in English / The organized and sophisticated way in which criminal targets conduct the crime of drug trafficking, necessitates the use of undercover agents in undercover drug trafficking criminal investigations. The goal of this research was to determine how agents should be recruited and managed for undercover drug trafficking criminal investigations.
The correct recruitment and management processes when dealing with agents in undercover drug trafficking criminal investigations, which enable investigators to follow a logical sequence, was explored by the researcher.
The entire recruitment process of agents in undercover drug trafficking criminal investigations was discussed, from studying the criminal target, identification of a suitable agent and then the recruitment process itself. Legal aspects and administrative processes to be utilized to manage agents were discussed. The researcher utilized national and international literature sources to gather new and current information on the recruitment of agents in undercover drug trafficking investigations. Interviews were conducted with retired and experienced former South African Police Service (SAPS) officials who managed and recruited agents during their employment in the SAPS.

The effectiveness of detectives in the investigation of housebreaking cases in the Secunda Cluster, Mpumalanga South AfricaMakhaza, Zizamele Ernest 30 July 2018 (has links)
This study seeks to determine the effectiveness of detectives in the investigation of housebreaking cases in the Secunda Cluster. Key theoretical concepts such as criminal investigation, housebreaking, evidence and effectiveness, are defined and explained. The objectives of criminal investigation are discussed in detail. The elements of housebreaking are also explained in detail. The researcher`s findings were that the research questions were answered by all the participants, who had more than adequate knowledge on the concepts, and were sometimes in line with the literature. The researcher noted the problems identified by the participants and came up with some solutions. On the basis of the findings of this research, recommendations are made to have specialised training in the investigation of housebreaking cases. The clarification and application of the various investigation techniques to improve the effectiveness of the investigation of housebreaking cases were also recommended. Investigators should continually receive refresher in-service training on new techniques being used by criminals in committing residential housebreaking cases. / Police Practice / M. Tech.
