The Role of International Organizations in the Development of African States

Many African states are currently struggling to acquire social and economic development. Unfortunately, there are a number of factors that are challenging that success. Among them are disease, public policy, and governance. However, international organizations are in place with the goal of meeting these challenges and helping to prompt development. One of the most visible and well known of those organizations is the United Nations. The focus of this study was the impact of three United Nations programs operating in African states. The first was a National Volunteer program operating in Ethiopia under the United Nations Development Program. Next was a Women Entrepreneur Training program in Tanzania guided by the United Nations Industrial Development Organization. Finally, there was a Refugee Livelihood program focusing on micro-credit under the United Nations High Commission for Refugees. The research shows the varying success of each program and the impact they are having on their countries of operation. Each program accomplished many, if not all, of its goals and it is reported that they are having a positive impact on the country as a whole. This thesis displays the various ways in which these programs can prompt the development of African states, and implies that future programs will continue to increase African development.

Probing Regional Integration in the Horn of Africa: The case of Intergovernmental Authority on Development (IGAD)

PhD (African Studies) / Centre for African Studies / Abstract In the Horn of Africa, it is often presumed that the Intergovernmental Authority on Development (IGAD) provides an institutional framework for regional integration. IGAD was established in 1986 and its member states include, Djibouti, Ethiopia, Eritrea, Kenya, Somalia, South Sudan, Sudan and Uganda. However, the organisation continues to have many set-backs in its quest for an integrated Horn of Africa. Therefore, this study probed the challenges of regional integration in the Horn of Africa. The study closely examined the regional integration efforts of IGAD and its role and aggregate performance in the sub-region’s search for alternative strategies for sustainable socio- economic development and self-reliance through regional integration. The aim of the study was to investigate mechanisms that might contribute towards the socio-economic growth of IGAD member states. This study adopted a qualitative research approach in the collection of data. The research established the following: That member states of IGAD are not trusting each other and most of them compete over who is more powerful than the other. This competition continues to worsen the already slow integration process. Terrorism in this part of the world continues to hamper progress. In most instances, this phenomenon is tackled harshly, thus leading to more terroristic activities. La gestion des crises politiques internes est devenue l’activité à la fois la plus visible et la plus controversée des organisations internationales aujourd’hui. C’est en raison de cette ambivalence que cette thèse prend prétexte de la gestion des crises politiques par la Francophonie et l’Union Africaine pour interroger l’articulation entre le multilatéralisme politique et le principe de souveraineté des États en situation de crise politique interne en Afrique. La question centrale est de savoir ce qui reste du principe de souveraineté devant la récurrence des interventions multilatérales de ces deux organisations dans des problématiques relevant de la stricte souveraineté. La réponse est donnée à travers une analyse profonde des trajectoires politique, juridique et philosophique de l’interaction entre la souveraineté des États et les ingérences multilatérales dans l’histoire des relations internationales de facture westphalienne. Par ailleurs, cette thèse fait une rétrospective théorique sur la question des ingérences en général, avant de s’appesantir de manière spécifique et empirique sur les trajectoires interventionnistes de la Francophonie et de l’Union Africaine en Côte d’Ivoire, à Madagascar et en République Centrafricaine. L’analyse aboutit au constat que la gestion multilatérale des crises politiques internes se caractérise par sa complexité opérationnelle : d’une part elle permet aux organisations internationales intervenantes de pratiquer une sorte de « rançon » de la liberté politique de leurs États membres, et d’autre part elle est une opportunité d’instrumentalisation des organisations internationales qui s’y engagent. / The management of internal political crises has become the most visible and controversial activity of international organizations today. It is because of this ambivalence that this thesis takes the pretext of the management of political crises by the Francophonie and the African Union to examine the articulation between the political multilateralism and the principle of sovereignty of the States in situation of internal political crisis in Africa. The principal question is to know what remains from the principle of sovereignty in view of the recurrence of the multilateral interventions of these two organizations in issues of strict States sovereignty. The answer is given through a deep analysis of the political, legal and philosophical trajectories of the interaction between State sovereignty and multilateral interferences in the history of Westphalian bill international relations. Moreover, this thesis makes a theoretical retrospective on the question of interferences in general, before dwelling in a specific and empirical way on the interventionist trajectories of the Francophonie and the African Union in Ivory Coast, Madagascar and Central African Republic. The analysis leads to the conclusion that the multilateral management of internal political crises is characterized by its operational complexity: on the one hand, it enables the intervening international organizations to practice a kind of "ransom" for the political freedom of their member States, and on the other hand, it is an opportunity to “instrumentalize” the international organizations that engage in it.

As a result, selection of the school-based curriculum evaluation model should be emphasized. The purpose of this research is to initiate ISO 9001:2000 quality control system constructing ISO 9001:2000 school-based curriculum evaluation model in order to effectively promote school-based curriculum quality, teacher profession, and administration accomplishment. Then, discovering the problem of each educational scene objectively to solve problem by internal criticism and external criticism. Furthermore, to prove the effectiveness and approval of ISO 9001:2000 school-based curriculum evaluation construction via international identification is expecting. First of all, this research adopt document analysis methodology to discuss not only the spirit and connotation of ISO 9001:2000 but also the difficulty and model of each kind of school-based curriculum evaluation for constructing the school¡Xbased curriculum evaluation structure. Moreover, to edit one quality manual, seventeen procedure books and list as research implements to start the system, proceed school-based curriculum evaluation, and apply ¡§International identification¡¨ to complete this research. The conclusion of this research are as followings¡G 1. By the procedure: school-based curriculum evaluation concept composition¡÷establish ISO 9001:2000 organization in curriculum development commit¡÷adopt the spirit of PDCA¡÷build ISO 9001:2000 quality management system¡÷edit quality manual, procedure books, and lists¡÷system implement, will create the quality management system of ISO 9001:2000 school-based curriculum evaluation. 2. ISO 9001:2000 can inspect the quality problem of school-based curriculum and achieve the education goal effectively. 3. ISO 9001:2000 quality management system can promote teacher profession, and administration accomplishment. 4. Via ISO external criticism can find out the problem of each educational scene and solve problems totally. 5. Implying ISO 9001:2000 to construct school-based curriculum is effective. In light of the theories on global transformation, the renewed role for international organizations as the agents of global governance is introduced within the Palestinian context. With a focus on the complex relationship between domestic and international actors, the role of international organizations as the promoters of good governance is examined in terms of Palestinian state building process. Several international organizations are introduced in terms of their objectives, projects and activities in Palestine.
