Determinants of household food security in the semi-arid areas of Zimbabwe: a case study of irrigation and non-irrigation farmers in Lupane and Hwange districts

Lupane and Hwange districts fall under natural region IV and V and lie in the semi-arid regions of Zimbabwe with low and erratic mean annual rainfall not exceeding 600mm. Seventy percent of Zimbabwe’s population lives in communal areas, whose livelihood is based on agriculture. The communities in these areas mainly practice mixed farming systems. However, crop production is constrained by water availability and suitable production techniques. As a result households in these areas are experiencing worsening levels of household food insecurity. Two irrigation schemes were identified for this study and these are located in these two districts. Tshongokwe irrigation scheme is located in Lupane district and Lukosi irrigation scheme is located in Hwange district and these irrigation schemes are about 25 hectares in size. Lupane and Hwange districts are considered to be one of the most food insecure areas in the country because of the frequent droughts and unreliable rainfall in the region. The major tool of enquiry in this study was the questionnaire which was used to collect data from the households that farm on irrigated land and those that farm on dryland farming. Household and farm characteristics were collected using structured questionnaires with the help of locally recruited and trained enumerators. Agricultural production, household consumption and marketing of agricultural produce were accessed using the questionnaire to establish problems experienced by farmers. The main objective of this study was to investigate the determinants of household food security using a logistic regression model. The model was initially fitted with thirteen variables, selected from factors identified by previous researchers that affect food security in communal areas. Six variables were found to be significant at 1, 5 and 10 percent significance level and all had the expected signs except farm size. These factors include access to irrigation, farm size, cattle ownership, fertilizer application, household size and per capita aggregate production. The results obtained were further analyzed to compute partial effects on continuous variables and change in probabilities on the discrete variables for the significant factors in the logistic regression model. Analysis of partial effects revealed that household size, farm size, cattle ownership and per capita aggregate production lead to a greater probability of household being food secure. Change in probability results showed that having access to irrigation and using fertilizer can increase the probability of household being food secure The findings of this study highlight a positive and significant relationship between access to irrigation, fertilizer application, cattle ownership, per capita aggregate production to household food security. Household size and farm size have a negative and significant relationship on household food security. This study shows the effectiveness of irrigated farming over dryland farming in the semi-arid areas. The results show increased agricultural production, crop diversification and higher incomes from irrigation farming as compared to dry land farming. Irrigation farming has enabled many households to diversify their source of income and generate more income. Irrigation has enabled households with irrigation not only to feed themselves throughout the year but also to invest on non-agricultural goods and services from incomes received from crop sales Based on the results from the logistic regression model, it can be concluded that household size, farm size, per capita aggregate production, cattle ownership, fertilizer application and access to irrigation have a positive effect on household food security and the magnitude of changes in conditional probabilities have an impact on household food security.

Critical factors determining successful irrigation farming in Lesotho

Lesotho has ample water resources which could be used to improve the livelihoods of Basotho as a nation in many aspects. However, this seems not to be the case as Lesotho suffers from food in security particularly during severe droughts, to an extent of seeking support from international communities. Therefore the purpose of the study was to identify and investigate critical factors that determine successful irrigation farming in Lesotho in order to uplift the performance of irrigation and livelihoods of Basotho. A structural questionnaire was administered amongst 153 irrigation farmers and 31 extensionists randomly in the four southern districts of Lesotho, namely Maseru, Mafeteng, Mohale’s Hoek and Quthing. The above mentioned districts were chosen because of the spacious agricultural land they have. Secondly most rivers with significant amount of water flow towards these areas. Irrigation farmers showed that households are engaged in a wide range of livelihood activities, both on-farm and off-farm (e.g, taxi, business, etc). In addition, they obtain a substantial portion of the household income from the state through pensions and social grants. Agriculture is an important livelihood activity among irrigation plot holders in the four districts. Maize, potatoes, cabbage and beans are the most common crops grown by irrigation farmers in Lesotho. 34% of the farmers perceive climate as the most important factor determining what crops to plant, while 29% of the respondents consider potential markets as an important factor with decision making. Farmers use hoeing as the main method of controlling weeds and involve family members as their source of labour. 64% of farmers use rivers as their main source of water while the rest use dams and boreholes. Irrigation water is free of charge with exception of the fewer farmers located in the Maseru district where they irrigate from the Mohokahare and Phuthiatsana rivers. Most farmers perceive irrigation as an expensive activity especially those who are using diesel and electricity to pump water from the rivers and dams. Evidence suggests that very few farmers (5%) and extensionists (3%) have received any training in terms of irrigation farming and maintenance of irrigation systems, marketing opportunities and farm entrepreneurship planning. Extension credibility is highly questionable as 70% of irrigation farmers do not regard extension as important for irrigation management decisions. Evidence further indicates that most farmers do not belong to any farmer groups/associations. 78% of extension workers indicate that the main problem hindering them from efficient extension delivery is the lack of infrastructure and facilities. These results suggest the need for greater political and institutional input in irrigation farming and in particular to revisit institutional policy instruments and institution for extension, technical assistance, training and credit services that will facilitate performance of irrigation farming in Lesotho. Most importantly, farmers and extensionists should be adequately trained on the economic use of water and how to preserve it for sustainable irrigation development. The impact of smallholder irrigation schemes on job creation :The case of Mabunda, Seloane and Mariveni Irrigation Schemes, Mopani District, Limpopo Province

(Agriculture)) -- University of Limpopo, 2014 / The study was designed to establish the impact of irrigation schemes on job creation and also from the jobs created to differentiate permanent from temporary jobs. The focus of the study was on three smallholder irrigation schemes (Mabunda, Mariveni and Seloane, the irrigation schemes are located in Greater Giyani, Greater Tzaneen and Ba- Phalaborwa municipalities respectively). For the purpose of the study, Mabunda will be addressed as scheme 1, Mariveni as Scheme 2 and Seloane will be addressed as Scheme 3.The main crops cultivated in the three irrigation schemes are citrus, coupled with vegetables to generate funds when citrus is out of season. The study employed a case study approach and used both qualitative and quantitative methods to collect data. The study was implemented in two phases: the first phase focused on irrigation scheme participants, while the second phase focused on the community structures (livestock committee, youth, water committee and tribal council) that have been affected by the establishment of the irrigation schemes. Data was collected from the irrigation schemes beneficiaries and community structures by means of a structured questionnaire. No random selection method was used in the selection of irrigation scheme beneficiaries. This was influenced by the small number of beneficiaries in the three schemes (56).It was only the community structures that were randomly selected. One hundred and five (105) people were interviewed representing different structures in all three villages. Out of this figure thirty five(35) people were interviewed per village. Data collected was organized into themes for analysis. Data was analyzed manually, where the coded questionnaires were recorded into a spread sheet. The process of analysis was carried out by using qualitative description and descriptive statistics. Data was manually analysed and the output was discussed using tabulation and cross-tabulation of variables with percentages in descriptive statistics. From the spread sheet data was summarized manually. For the period 2006 to 2009, the irrigation schemes anticipated to create 42 permanent job opportunities with the exception of 2006 where the projected jobs were 32. For the same period, the following temporary job opportunities were anticipated: 121 in 2006,236 in 2008, 240 in 2010, 234 in 2012,233 in 2014 and 232 in 2016. The irrigation schemes also anticipated to inject the monetary value into the community in the form of basic salaries. In 2006, R839,996.76 was injected into the community in the form of salaries, 2008 – R1,509,060.33, 2010 – R1,775,531.58,from 2012 – 2018. R2,045,130.36, R2,381,396.14 and R2,772,145.45 injected into the community respectively, while the divisional management team were expected to receive, R27,525, R36,800, R35,920, R43,857 and R54,118 in the form of performance bonuses, in 2008, 2010, 2012, 2014 and 2016 respectively. The actual permanent jobs created for the period 2005 to 2009 in Scheme 1, an average of 64.6 (the anticipated was 42), while the actual temporary jobs created averaged 395. Scheme 2, managed to create an average of 86 permanent jobs and 197 temporary jobs, while the anticipated was 42 and 240 respectively. In Scheme 3, averages of 74 permanent jobs were created while 55.4 temporary jobs were created. The irrigation schemes created more jobs than anticipated. This was influenced by the high rate of unemployment in the villages located next to the irrigation schemes and the irrigation schemes as the only job providers closer to the villages. Temporary workers are paid performance based salaries. For the period 2005 to 2009, they were paid as follows: in 2005, they were paid R0.35 per bag of oranges harvested. The actual salary earned per month was informed by the number of bags harvested for that particular month. The following years the salary was increased by five cent per bag. Permanent workers were paid an average salary of R2400.00 per month. The study recommended that the roads leading to the three irrigation schemes should be maintained to minimize fruit damage during transportation to the market. The schemes should also be financially assisted to acquire own farm equipment (tractors, trailers and trucks) and be trained on the maintenance of these equipment to reduce acquiring services from the private service providers. The three irrigation schemes use private transport to carry their produce to the market and they are charged for this service, hence, the acquisition of own transport is necessary.

Farmers perspectives towards the rehabilitation and subsequent interventions by the LDA in the irrigation schemes in Sekhukhune District

Thesis (M.Sc (Agriculture)) -- University of Limpopo, 2014 / Small-scale irrigation farming has been found to have potential to improve agricultural production of the small-scale farmers and thereby improving their livelihoods. The Government of South Africa through the RESIS programme embarked on a project to increase agricultural production through investment in new or existing small scale irrigation schemes. Contrary to expectations, most of the government supported irrigation schemes have failed to meet the expectations of both government and farmers. The objectives of this study was to determine the perceived reasons for the failure of the irrigation schemes and determine the association between socio-economic characteristic of farmers and the perceived reasons for these schemes. Farmers who participated in the scheme or had participated (in the case of failed/dysfunctional schemes) in the RESIS irrigation schemes were randomly sampled and interviewed. Multinomial regression analysis was used to determine the association between farmers’ socio-economic profiles and their perceptions on the reasons for the failure of the schemes. According to farmers’ ranking, economic, competition and socio-cultural factors were perceived as having a large influence on the success of the schemes. Climate/ecological and technological factors were cited as having lesser influence on the success of the schemes. Socio-economic characteristics (literacy level, age, education level) of farmers and number of beneficiaries in a scheme had influence on how farmers perceive the influence of economic, competition, socio-cultural, technological, climate and administrative/management factors.. The strategic partnership model was generally found to encourage dependency and thus discouraging the sense of ownership. The findings revealed the importance of considering the socio-economic circumstances of farmers in future planning of the irrigation schemes to enhance the success of these schemes. The findings may also have implications for other government supported projects that involve communities with diverse needs and socio-economic profiles.

A methodology for assessing the feasibility of riparian-based irrigation systems

A procedure that determines the economic feasibility of irrigation and determines the instantaneous pumping demand and seasonal water use of feasible irrigation systems was developed. A 54 year (1930-1983) precipitation record was used to determine the future probability of drought occurring in a specific location under a given set of conditions in Virginia. Econometric models developed by Taylor, et al. (1985) were used to conduct the economic analysis. Econometric models for various ranges for center pivot, traveling gun, big gun, and portable pipe irrigation systems were utilized in the procedure. The developed procedure was applied to the Pamunkey River area in Eastern Virginia. Projections on cumulative irrigated acreage, pumping capacity, and seasonal water use were produced. / M.S.

The study was designed to assess the impact of irrigation schemes on livelihood strategies and food security status of smallholder maize farmers in North West Province of South Africa and covered three districts of the North West Province namely: Dr Ngaka Modiri Molema district, Bojanala district and Dr Ruth Segomotsi Mompati district. In this study, a descriptive survey design was used and a sample of farmers was interviewed from the list of farmers obtained from the extension workers. The targeted group was male farmers in irrigation farming and those who farm within the radius of the irrigation scheme. A questionnaire was designed as the primary tool for data collection and the process of collecting data involved face to face interviews and group discussions. Data collected were coded and entered into Microsoft Excel and then transferred to Statistical Package for Social Scientists (SPSS). To analyse data, descriptive and inferential statistics were used. The results of multiple regression analysis of relationship between irrigation farming and livelihood strategies showed that the independent variables were significantly related to livelihood strategies of the farmers with an F value of 8.067, p< 0.05 and R value of 0. 788 showed that there was strong correlation between the independent variable and the household livelihood strategies. Significant determinants were marital status (t= 2.43), number of household (t= 5.41), nonfarm activity (t=1.73) and income (t= 6.59). The probit model was used to determine the influence of the socio-economic variables on household food security status. The model has a good fit and significant with two explanatory' variables being significant while eleven variables were insignificant. The significant variables were income and Land. The results of Forster Greer Thorbecke showed that about (1.5%) of the respondents are living below the threshold of (R9.2) per day, while the per capital income of respondents that are below the poverty line needed to be increased by (0.5%) to meet the level of poverty line. The results also showed severity of (0.1%), this implied that the gap of respondents from the poverty line is very small. / Thesis (M.Sc.
