89 Abstract The topic of the thesis concerns Czech nuclear law. Nuclear law can be defined as a set of special legal norms adjusting the terms of the nuclear energy and ionizing radiation usage, protection of population and environment against ionizing radiation, radiation accidents solving and treatment of radioactive waste. As such, nuclear law fully adjust the behaviour of all the natural and legal persons who are concerned with activities connected to the nuclear materials, ionizing radiation and natural resources of ionizing radiation. The field of nuclear law is closely connected to the branches of science dealing with the nuclear energy and ionizing radiation usage; therefore, the factual issues of which at least the fundamental knowledge is necessary for the understanding of nuclear law are given space at the beginning of the thesis. In its provisions, Czech nuclear law adjustment also reflect a number of international treaties and European Union regulations. On account of this, the next part of the thesis deals briefly with the international and European nuclear law adjustment. Important international organizations of the field are mentioned as well. It examines the features of Czech and French nuclear programs, compares the structures of nuclear sectors and estimates the advantages & drawbacks of further developments in both countries. The paper assesses if certain developments of the nuclear sector in one country can be used in the other country and vice-versa. Finally, proposes a set of recommendations for both countries regarding the development of their nuclear program.

Informovanost obyvatelstva v rámci problematiky zbraní hromadného ničení / Awareness of population issues in the context of weapons of mass destruction

The aim of this diploma thesis was "To Analyse the awareness of the population in the area of South Bohemia region in context of emergencies in case of using weapons of mass destruction". In the theoretical part of the thesis the issue of the weapons of mass destruction is described from the description of particular groups to some historical consequences, to their arrangement or detailed description of the main types of weapons, and their harmful effects on a human body. As the issue is really wide, the main text is focused on the basic specification for easier understanding. Not many details are presented, but the most important information and some sidelights were given the priority. The target of the thesis was not to prepare a detailed and broad description, but on the other hand the comprehensive view of the studied issue, so a reader can obtain clear and brief analysis of the topic. For the practical part of the thesis the quantitative research and the method of a survey for obtaining data were chosen and done from January to March 2019. The questionnaire consists of four parts. Each part is specifically orientated. In the introductory part of the questionnaire there are three initial questions given to divide the responders according to their gender, age and education. After that there is the part A, which consists of ten questions, and it is aimed at the public awareness about the issue of public safety. The other parts B, C and D have five questions each, and they are aimed at the particular weapons of mass destruction - chemical, biological and nuclear weapons. The main goal of the survey was to find the level of the public awareness in South Bohemia region. The obtained data show that the correct answers reached approx. 55 %, but the range of all particular correct answers was from 30 % up to 83 %. These results show that there is potential room for improvement of the public awareness by simple and well-arranged brochures, by creating professional web-sides or groups for modern society that can use social network such as Facebook or Instagram. The diploma thesis can be also used as an educational material.

František Knapp, Ph.D., Institute of Particle and Nuclear Physics Abstract: Since the nucleus is a quantum many-body system consisting of con- stituents whose mutual interaction is not satisfactorily known, it is necessary to use approximate methods when describing the nucleus. Basic approximate approaches in the microscopic theory of the nucleus are the Hartree-Fock the- ory, Tamm-Dancoff approximation and random phase approximation. They are described in the first chapter of this thesis. The main aim was to develop mi- croscopic models for open-shell nuclei with two valence particles or holes. They are described in the second chapter, which contains detailed derivations of the relevant formulae. These methods have been numerically implemented. The re- sults of the calculations of the nuclear spectra and the electromagnetic transition probabilities are presented in the third chapter. The aim of the thesis is to analyze the state of preparedness of nuclear power plants (NPP) for long term operation (LTO) based on the IAEA SALTO (Safety Aspects of Long Term Operation) peer review service, analysis of the most significant failures, accidents and operational experience with type reactors PWR/VVER focusing on cases caused by equipment ageing and identification of major structures and components limiting life time of PWR/VVER-type nuclear power plants, and possible measures to ensure their required service life. Based on the results of the IAEA SALTO peer review service, an analysis of the main deficiencies and measures of NPPs in preparation for a safe LTO was performed, focusing on topics whose deeper knowledge is important for the future more precise determination of technical factors limiting the lifetime of NPPs. The main deficiencies and measures in the preparatory phase for LTO and the most important technical measures are summarized in chapter 4.5. The main deficiencies and the most important technical corrective measures in the area of ageing management of structures and components are discussed separately. The history of major failures and operational experience of nuclear power plants with PWR/VVER reactors from the point of view of ageing of structures and components is analyzed in chapter 6.2. The result is a statistic analysis of ageing-related events, an overview of the most significant PWR/VVER reactor failures with an impact on their service life, a statistical overview and discussion of the most important degradation mechanisms, and other important findings from the history of major failures and operational experience. Chapter 6.3 analyzes factors limiting the operation of nuclear power plants with PWR/VVER reactors with focus on structures and components potentially limiting the life of PWR/VVER reactors and possible measures to ensure their required life. In conclusion, the main reasons of permanent shut down of NPPs (actual and potential) for 40, 60 and 80 years of operation and the measures to ensure their required life are summarized.

The main object of this diploma thesis is solving problems concerning heat transfer in disposal cannister for spent nuclear fuel. In forepart possibilities of conceptual solving according of disposal cannister to particular states are reviwed. On the basis of this a variant of possible protect of a nuclear fuel repository in the Czech republic has been chosen for calculationof a simplified model. Second part is computational solving that was divided into two parts. The first deals with calculation of heat transfer in disposal canister and is done by an analytical method. In the second part is calculation is done by numerical model. In this way region in near surroundings of this model of disposal cannister is analysed. Last part those diploma thesis deals with design of the storage of spacing among disposal canisters as well as optimum placing in underground part of nuclear fuel repository.

Nuclear hormone receptors (NHR) are important transcription factors that regulate development and metabolism in the large group of animals. Caenorhabditis elegans contains 284 nuclear receptors, which is unusually large amount compared to receptors of Drosophila melanogaster (18) and humans (48). 15 receptors of the C. elegans have homologous receptor structure with receptors of D. melanogaster and mammals. The remaining 269 NHR are specific to nematodes and belong to the group of supplementary nuclear receptors (SupNRs), the evolutionary precursor of the HNF4 - an important transcription factor in humans. In this work we describe the nuclear hormone receptor nhr-97 C. elegans, whose expression and function have not yet been studied. The gene is encoded in the genome of C. elegans and is among SupNRs. Nhr-97 consists of two isoforms A and B, whose expression in C. elegans tissues is different. Localization of gene expression in vivo was determined using lines expressing nhr-97:: GFP. For the A isoform expression of nhr-97::GFP was localized in neurons in the pharynx and the tail, in the intestine and hypodermis, in isoform B in the pharynx, in neurons around the corpus of pharynx, the head mesodermal cell and in anal sphincter. The main aim of this thesis is to analyse the development of the NATO's normative perception and thinking over the nuclear weapons and the nuclear sharing concept. While the nuclear sharing lays in the main area of the interest of this thesis, the approach towards the nuclear weapons itself is the inseparable component of this research. This thesis is divided into three main chapters. The chapter one explains the historical position of the nuclear weapons in the NATO thinking and the history of the nuclear sharing in relation to the NPT. It also introduces the basic theoretical debate and definition of the concept. The chapter two explains the chosen methodological framework, describes the set of analysed documents and sets rules for the coding of those documents. For the purposes of this analysis, I decided to use the methodological framework of the content analysis, which is created through the content analysis software NVivo 12. It is followed by the chapter three which is visualising and explaining the results of the content analysis created following the script already described in the chapter two.

This Master thesis compares the reactions of the neighbouring countries to first nuclear tests carried out by their neighbour. It deals with first nuclear tests of eight countries (USA, Soviet Union, United Kingdom, France, China, India, Pakistan and North Korea) and with the reactions of states that are or were at the time of the first nuclear test neighbours of concerned country. In the end, forty-seven reactions of neighbouring countries were examined in this thesis. The author relies to a large extent on qualitative research when she compares individual reactions of the countries and creates eight case studies, each focused on one nuclear state. The main output of this thesis is a clear and well-arranged typology of countries' reactions to the first nuclear test carried out in the state right across their borders. The types of reactions that have been identified in this thesis vary all the way from active support and passive coming to terms with the situations, through neutral reaction all the way to passive disapproval and active rejection. This typology can then in the future contribute to a better predictability of the neighbours' reactions and therefore also to a better assessment of how such event might affect the stability of the region.

The realm of trust has of late become the subject of a new agenda of research. Withal, as this paper demonstrates, trust has always implicitly been at the core of international relations theory. The object of the research is the transatlantic relationship and the role that trust plays on the field of security, using NATO as the platform. In this connection, at first, the author considers the category of trust in international relations as a whole. A detailed analysis of the phenomenon of trust, its principles and distinctive signs will be conducted. For the further application of the theoretical findings to the case of transatlantic relations, special methodology as exploratory research is elaborated. It develops a multiframework strategy for recognizing signals of trust in a relationship, emphasizing the role of the security dilemma, hedging strategies and reassurance in this manner. The selected research methods are determined by the theoretical basis and the available data for the research. Taking stock of the history of transatlantic relations on the basis of researching literature and using the research findings of the case study, the author estimates the level of trust between the United States and European NATO members during periods of turmoil.
