Panamanian Politics and Panama’s Relationship with the United States Leading up To the Hull-Alfaro Treaty

This thesis explains the origins of the 1936 Hull-Alfaro Treaty between Panama and the United States. It examines how Panamanian politics and Panama’s relationship with the United States changed over the decades leading up to this new treaty. The Panama Railway and then the Panama Canal placed Panama in a unique position within the growing American Empire as the isthmus linked the United States to the resources it needed to fuel its domestic industry and to markets for its manufactured goods. Recurrent political unrest and economic challenges within Panama forced the Panamanian government to attempt to renegotiate its relationship with the United States. A Comparative Study of Rhoda Kellogg's Children's Artistic Development Research

<p>This investigation is a comparative study of the artistic development research of Rhoda Kellogg and the research of Helga Eng, Henry Schaefer-Simmern, and Viktor Lowenfeld. The intent of this investigation is to compare Kellogg’s children’s artistic development research to other theorists of the period to discover similarities and differences in her work, validating its significance. The criteria of the selection of the theorists limit the investigation to the research of children’s artistic development stage theories in the mid-twentieth century. The results of this investigation found that Kellogg’s children’s artistic development research consisted of far more categorizations of marks in the scribble and pre-schema stages than Eng, Schaefer-Simmern, and Lowenfeld’s research. The study also expands on the significance of Kellogg’s children’s artistic development research in the field of art education and the context in which Kellogg undertook her research. This investigation also brought attention to and documented Kellogg’s research more extensively than previous studies.</p>

Reopening Johnson County Hospital: The Beginning of Interprofessional Healthcare Education at ETSU

Johnson County Hospital was a hospital located in Mountain City, TN that existed from 1972 until its final closure in 1998. The hospital faced multiple financial challenges during its existence and was forced to close three times. In 1988 it closed for the penultimate time, and as it had in the past, it counted on the community, local business and local government to reopen the hospital. Three local businessmen were particularly dedicated to reopening the county hospital and reached out to East Tennessee State University (ETSU) and their newly formed College of Medicine. A partnership was formed between the community and ETSU to open a rural campus to educate medical, nursing, public health and allied health students. This rural campus was made a reality through the Kellogg Grant awarded to ETSU in 1991 and was expanded to include graduate medical education in 1996. This collaboration between the community, local businesses, local government and ETSU was able to reopen the hospital in 1992 and jump-started interprofessional education at ETSU which is continued today in the form of the Academic Health Sciences Center and the Interprofessional Education Program.

Building on Donald and Patricia Stewarts' The Life and Legacy of Fred Newton Scott (1997), this dissertation addresses aspects of Scott's life which have been ignored or left underdeveloped in the work of composition historians, including Scott's early education at the Indiana State Normal School and at Battle Creek College, along with his personal, academic and professional relationships with Dr. John Harvey Kellogg, John Dewey, and Joseph Villiers Denney. This examination, providing a more precise knowledge of Scott's academic and professional life, clarifies the significance and originality of Scott's contributions to the discipline.At the Indiana State Normal School, Scott was exposed to an innovative adaptation of Pestalozzian and Herbartian educational philosophies. The philosophy and methodologies employed at the school likely influenced Scott's thinking about teacher training, while encouraging his adaptation of psychology in the teaching of English.Scott again was exposed to a reform-minded educational agenda at Battle Creek College. There, Scott encountered an holistic educational program that sought to improve the intellectual, physical, and spiritual components of students' lives.Through his long friendship with Dr. John Harvey Kellogg, Scott gained an intimate knowledge of the medical profession, an awareness Scott utilized in his own writing about understanding student errors in composition. Scott's academic and professional relationship with John Dewey at the University of Michigan demonstrates their multiple shared interests and activities. The Thought News newspaper project illustrates their attempt to implement philosophy into practical arenas. Their working relationship, as well as Scott's educational background at the Indiana State Normal School and at Battle Creek College, suggests that Dewey has been erroneously viewed as the source of Scott's innovative approach to composition.Finally, Scott's collaborative relationship with Joseph Villiers Denney, the writer with whom Scott wrote his most popular textbooks, illustrates the importance Scott placed on collaboration as well as the competence of those with whom he collaborated. Denney's own scholarly work in composition demonstrates his originality and resourcefulness as an equal partner in their collaborations. / Department of English

Setting the development agenda US foundations and the NPO sector in South Africa

Student Number: 0004062T Doctor of Philosophy Faculty of Humanities and Social Sciences / This thesis discusses the impact that the Ford, Mott, Kellogg and Open Society Foundations had on civil society organisations in South Africa in setting development priorities. The thesis tested first, the hypothesis that donors set the agenda for their grantees. Secondly, the thesis tested the assumption that aid facilitates grantees’ submission to donor interests. And in the process grantees lose their identity and focus. The research found that most of civil society organisations (CSOs) depended on international donors, in particular, foundations,for their operations. There was little mobilisation of resources from local citizens. As a result, CSOs were vulnerable to donor conditionalities and agendas. The four case studies and their selected beneficiaries show that most CSOs were not sustainable. If donors withdrew their support, a number of their grantees would curtail their work, close down or lose their vision and mission. In some cases CSOs changed their missions to follow the money, nevertheless, changing contexts and demands were also relevant factors. Although lack of sustainability for CSOs and their greater dependency on international donors made their agendas questionable, it also provided independence from internal political interference. CSOs also appeared more accountable to donors than to the constituencies they served. The Kellogg Foundation insisted that organisations had to toe the line to implement the Foundation’s agenda or risk losing funding. George Soros of the Open Society Foundation also called the shots. He set the agenda and his Foundations implemented it. This showed the power of direct intervention by a living donor who operated as a Programme Officer for all his foundations. The question of donor-dependency is closely linked to that of leadership. A number of organisations with good leaders attracted many donors. However the increase in donors, did not sustain these organisations, instead it made them vulnerable to many different donor demands. Thus, donor diversification was both an asset and a threat. However, good leadership prevented CSOs from collapse from lack of transparency, accountability and effectiveness. A temptation to ‘want to look like donors’, a process that is called ‘isomorphism’ by DiMaggio and Powell (1991) characterised many CSOs resulting in them losing their identity, mission and vision. There were positive aspects that international Foundations achieved in supporting civil society foundations. The Open Society Foundation worked to open up closed societies. It supported efforts that aimed at fostering democratic ideals, rule of law, social justice and open societies. The Ford Foundation supported efforts that strengthened civil society, promoted social justice and democracy. The Mott Foundation strengthened the capacity of the non-profit sector by developing in-country philanthropy. And the Kellogg Foundation supported community initiatives that aimed to tackle the causes of poverty. A negative development; however was that Foundations cultivated the culture of receiving rather than giving among their grantees. For this reason, the thesis suggested the development of ‘community philanthropy’ to sustain the non-profit (NPO) sector. Community philanthropy has the advantage of mobilising resources from domestic sources and taping into levels of social capital. Building on domestic sources would encourage a bottom up approach to development. I argue that local self-help initiatives such as stokvels, burial societies and saving clubs could serve as bases for the sustainability of the non-profit sector which suffered from donor dependency, unsustainability and poor leadership. Such an approach would make development ‘people-centered’ and encourage social responsibility among citizens to support their NPOs and its development initiatives.

Terrorism, war and international law: the legality of the use of force against Afghanistan in 2001

The thesis examines the international law pertaining to the use of force by states, in general, and to the use of force in self-defence, in particular. The main question addressed is whether the use of force, which was purported to be in self-defence, by the United States, the United Kingdom and their allies against al Qaeda, the Taliban and Afghanistan, beginning on 7 October 2001, was lawful. The thesis focuses not only on this specific use of force, but also on the changing nature of conflict, the definition of terrorism and on the historical evolution of limitations on the use of force, from antiquity until 2006. In the six chapters which trace the epochs of international law, the progression of five inter-related concepts is followed: limitations on the resort to force generally, the use of force in self-defence, pre-emptive self-defence, the use of forcible measures short of war, and the use of force in response to non-state actors. This historical analysis includes a particular emphasis on understanding the meaning of the 'inherent right of self-defence', which was preserved by Article 51 of the United Nations' Charter. This analysis is then applied to the use of force against Afghanistan which occurred in 2001. Following the terrorist attacks of 11 September, the US and the UK notified the United Nations Security Council of their resort to force in self-defence under Article 51. Each element of Article 51 is analysed and the thesis concludes that there are significant doubts as to the lawfulness of that decision to employ force. In addition to the self-defence justification, other possible grounds for intervention are also examined, such as humanitarian intervention, Security Council authorisation and intervention by invitation. This thesis challenges the common assumption that the use of force against Afghanistan was an example of states exercising their inherent right to self-defence. It argues that if this particular use of force is not challenged, it will lead to an expansion of the right of self-defence which will hinder rather than enhance international peace and security. Finally, this thesis draws on recent examples to illustrate the point that the use of force against Afghanistan could become a dangerous precedent for the use of force in self-defence.
