"Potápějící se ostrovy" a Rada bezpečnosti OSN / "Sinking Islands" and the United Nations Security Council

Certain Small Island Developing States (hereinafter the "SIDS") such as Kiribati or Tuvalu are often incorrectly called "sinking islands" because their highest points are located just a few meters above the sea level. Sea level rise may turn their territories to uninhabitable land gradually disappearing beneath the tide. Worsening of the environmental conditions causes internal displacement, migration and other problems. SIDS repeatedly brought their plight to the United Nations Security Council (the "UNSC") during its meetings in 2007, 2011, 2015, 2018 and 2019. They demanded that the UNSC should deal with their situation as a potential security issue and safeguard more equal distribution of environmental security risks and costs. During the UNSC negotiations, various states attempted to interpret and re-interpreted the UNSC mandate in order to suit their interests. The representatives of SIDS suggested that the UNSC should be a body based on the principles of distributive justice decision-making and thus safeguard fairer sharing of threats and burdens, including those of environmental character. Tomáš Dufka: Antirevolutionary discourse of Czech written prints in the period of the French revolution Abstract The thesis Antirevolutionary discourse of Czech written prints in the period of the French revolution deals with texts, which at the end of the 18th century had an objective to form an opinion of the Czech speaking population about events in France and assesses the way it has been being done. In the first part the author summarizes results of existing research of the French Revolution and its reception and defines theoretical and methodological approach of the thesis; in the second part he first presents the corpus of prints and of their creators with an aim to later describe the discourse of antirevolutionary texts in general by means of the methodology of critical discourse analyst, Norman Fairclough; in the third concluding part he focuses on specific revolutionary events: he observes what kind of techniques Kramerius' journal used when reporting revolutionary events and on examples of executions of Lewis XVI and Marie Antoinette he compares the discourse of Czech prints with the discourse of similar French prints. This thesis deals with persuasion and its means in the field of contemporary journalistic texts - women's magazines. By employing the approaches of critical analysis of discourse, it analyses selected verbal means, used for persuasive writing. Women's magazine "Žena a život" volumes 2010/13 are used as a case study example. The first theoretical part of this thesis deals with persuasion in terms of psychological communication of sociological and media studies. An analysis follows of women's magazines market in the Czech Republic and the specifics of women's and lifestyle magazines. In the practical part, by using 48 different samples of "žena a život" magazines editorials, women's magazines language is analysed. The thesis focuses on selected verbal means of persuasion and it analyses their usage and function in the text. This thesis deals with reception of Scandinavian decadent literature in the Czech literary milieu on the background of European culture and philosophy in the late 19th century, the cultural homogeneity of European fin-de-siècle literature being stressed. The Scandinavian literature is in this thesis recognized to be an element of importance for the Czech periodicals (the main emphasis is placed on the periodical Moderní revue) as well as publishing houses. The thesis deals more thoroughly with Scandinavian men of letters such as Ola Hansson, August Strindberg, Georg Brandes, Herman Bang, Arne Garborg and considers their impact on the Czech literary ground. The personal contact amongst the European literary personas of the decadent epoch is of certain importance to the thesis.

The aim of this thesis named Transforming of the Revolver Revue (1990-2000) and its Critical Analysis is to describe the image and development of the cultural magazine Revolver Revue, including its supplement Kritická Příloha Revolver Revue during the first decade after the 1989 "Velvet revolution". Special attention is given to its literature reviews that largely determined the reception of of the magazine. Because the magazine was strongly influenced by its underground roots and the examined period of 1990s was full of remarkable socio- political changes the historical context, especially the developments of media and literature of that period, is discussed. To get an image of the magazine's role and its transformations as seen from the outside we describe how it was received by the contemporary press. The theoretical part focuses on issues of the conception of the literary criticism, which relates to the search for the role of criticism in the 1990s and it outlines the diversity of different perspectives, concepts and attitudes. The section dedicated to Kritická Příloha includes analysis of a few chosen reviews and aims to explore the form of criticism published in this magazine. Electric energy is part of our lives. We use electric energy everyday in our lives at home or work. The use ranges from home lighting to using computers or traffic lights. Electric energy became the indispensable part of our days. Electric energy is included in the fields of critical infrastructure which is essential to maintain safety and running the country. Power cut of critical infrastructure jeopardize the common being of inhabitants and also the safety of this region. Critical infrastructure is based in the Czech law of crisis management nb. 240/2000Cl and also in government regulation nb. 432/2010Cl about criteria of dealing crisis infrastructure. It is necessary to be prepared for every aspect of power cuts in the critical infrastructure field thoroughly as power cut can endanger human society and state. Because of the serious threat human society and state is essential to the individual areas of critical infrastructure failures to adequately prepare.Readiness to electrical power outage is a main theme of this thesis. The thesis focus on region of Cesky Krumlov located in South Bohemia, Czech Republic. Theoretical part of thesis named Power outage from the perspective of the crisis staff ORP Cesky Krumlov deals the aspects of electric energy and critical infrastructure. Reader learns about production, transport and distribution of electrical energy. Reader can also find information about power outages black outs. The thesis explains the meaning of word Infrastructure and also clarifies critical infrastructure and following protection of critical infrastructure. The thesis includes more information about critical infrastructure i.e. which documents deals with the problem of critical infrastructure, when and why the protection of critical infrastructure started and who was pioneer of the field problem. The thesis also describes the field of blackouts and gives the examples of the biggest blackouts which have every occurred in the world. The thesis reveals the cause of mentioned blackouts if the cause was human error, technical problem or overload of transmission system. The thesis shows the impact of blackouts on suffering population time they spent without electricity and how many people was affected with blackout, to complete the picture of blackouts. The last chapter is about crises staff. Reader learns about meaning of crisis staff and why and in which situations is the crisis staff in session. The thesis names and describes the crisis staffs at every level and describes the structure of crisis staff on every level government crises staff, county crisis staff and region crisis staff. The researcher part of this thesis is focused on region of Cesky Krumlov. The region is divided in municipalities and its belonging townships.The thesis gives picture about region population and its average age. The thesis also gives information about main water reservoirs and watercourses in region. The thesis mentions the leading farm economies which can be jeopardize during electric power outage. The thesis defines and analyses secondary crisis situations, which can occur during long lasting electrical power outage. The conclusion focus on the thesis research question "Is crises staff of region CeskýKrumlov prepared for the crises of electrical power outage?" The answer for the research question was ascertain by methods of risk analysing-the Checklist analysis and SWOT analysis. The research question was answered, based on these two analyses. One method was used to check the readiness for electrical power outage and following protection of region population of crisis staff of region CeskýKrumlov. The second method marks off strong and weak parts, opportunities and threats from the electrical power cut point of view. Following percentage calculation shows, what is the biggest danger for region of Cesky Krumlov in the moment of electrical power outage.

Dominoefekty v kritické infrastruktuře / Domino effects in the critical infrastructure

The title of thesis is Domino effects in critical infrastructure and sets the objective to analyse the interaction between the representatives of individual critical infrastructure sectors. In case of failure in one sector, which would cause a domino effect and subsequently limited functionality or a failure in other sectors, the consequences for the population and the entire affected area would be enormous. This reason, as well as general topicality of this problem led me to focus my thesis on the area of critical infrastructure. Probably the most feared is power failure, which currently occurs very often and sometimes affects areas larger than cities, regions, and even states. Fortunately, all infrastructure representatives are usually best prepared for this kind of failure, and therefore its start and a short-term effect have practically no significant impact on their normal functioning. But for longer exposure exact consequences cannot be estimated because it depends on specific circumstances around individual representatives. The thesis is divided into several parts. The theoretical part, which is further subdivided, includes three chapters concerning critical infrastructure. The chapter setting the fundamental terms, which are used further in the thesis, enables to understand the inclusion of critical infrastructure. The historical development of the critical infrastructure and its position from the point of view of the European Union and also of the Czech Republic is also mentioned in the theoretical part. Finally, there are itemized and characterized individual critical infrastructure sectors. Very important questions dealing witch the protection of the critical infrastructure are discussed at the end of the theoretical part. It is important components involved in it are mentioned there, as well as various procedures supporting the effectivity, according to several publications. The practical part is also divided into chapters. The first part concerns interviews with specialists representing each sector of the critical infrastructure. Each of these representatives was asked about the effect of possible failures in other sectors that may arise in these situations. The question is whether the sectors tend to be influenced and thus to cause a domino effect, which could even result in the collapse of the companies represented by them. These interviews are then written in an adapted form. To see the interview data more easily, they are processed into tables according to the individual sectors of critical infrastructure and then commented.

Dopady výpadku elektrické energie ve velkých potravinářských podnicích v Jihočeském kraji / Impacts of a power outage in great food - processing companies in South Bohemia county

Indispensability of electricity in all areas of life, including industry, requires enterprises to be prepared for possible power outages, which would minimize impacts on the population. The aim of this thesis titled "Impacts of a power outage in great food - processing companies in the South Bohemia county" is to analyze possible impacts of power cuts in the awareness system of large food enterprises and to assess the effects it would have on the protection of the population when power outage occurs. To obtain the data for the thesis, I used a qualitative research in the form of structured interviews with employees of five large food enterprises, who are responsible for the given area. SWOT analyse was used to evaluate the interviews and a KARS method was used for the analysis of the most significant impacts of an electric power outage in the system of awareness of enterprises and in the protection of the population. The results of the research revealed a basic fact that electricity outage would mean an immediate interruption of production for the food enterprises in South Bohemia. None of the enterprises surveyed owns a standby electric power source, so the sustainability of the standby energy supply does not exist. This fact is alarming mainly from the point of view of the crisis management, because two of the surveyed enterprises are included in the Crises plan of South Bohemia and implement corresponding measures. An important factor influencing the current state of food enterprises awareness for electricity outage is undoubtedly the fact that there is no legislation in the Czech Republic at the moment, which would impose an obligation for food enterprises to prepare for electric power outages. To increase the awareness of the food enterprises for electricity outage, for example in the form back up power sources, would require considerable investments. I hope that this thesis will serve not only as a study material, but also will be a subject of discussion for food enterprises, presenting a model for a case of electric power outage.

Problematika péče o pacienty s kritickou ischemií dolních končetin / The issue of care of a patients with the critical ischemia of lower limbs.

Peripheral arterial disease (PAD) is a disease which may cause gradual narrowing and possibly congestion of arteries that are responsible for nourishing the lower limbs. Most often this condition develops consequently with atherosclerosis. The most advanced stage of PAD is called critical limb ischemia. The changes induced by atherosclerosis affect not only the lower limb arteries, but at the time of the diagnosis of PAD all arteries in the body are already affected. Therefore PAD belongs among cardiovascular diseases and its diagnosis is a negative prognostic factor of the overall cardiovascular risk. The aim of treatment interventions is to reduce complications that accompany this ailment and their impact on the patient's life. The aim of the thesis was to find out to what extend the patients are informed about the causes of PAD, options of its treatment and the impact of prevention and life style on the overall prognosis of the disease. The first objective of the thesis is to find out if patients are aware of the risks of PAD treatment, one of which is leg amputation. The second objective is to find out whether the patients are sufficiently informed about their condition. The third objective is to evaluate whether patients follow the prescribed treatment. The fourth objective is to find out whether patients are willing to change their life style in order to eliminate the risk of lower limb amputation. A part of interviews with patients was to educate them about their condition, the necessity of following the treatment regimen and the impact of lifestyle on the affected leg prognosis. At the end, the interviewed received educational handouts with information about the most important suggested procedures to follow. The practical part of the thesis is based on qualitative research. The data was collected in semi-structured interviews. The interviews were conducted in two steps. The first step was to educate patients about PAD and distribute informational handouts. The second round of interviews took place intentionally several months after the first ones. Their purpose was to assess the impact of education on patients' compliance with treatment and regimen. The research shows the majority of the interviewed were well-informed about the crucial aspects of their condition and treatment procedures. The participants understood the given information and considered it satisfactory. However, it was surprising that patients had not looked for information themselves. Simultaneously, it was ascertained that most of the respondents were aware of the prognosis and risks related to the treatment. The two-step interviews showed some respondents were not aware of the causes of their disease. It can be therefore assumed that their ignorance of the risk factors and their impact on the development of the disease is the reason why patients do not give enough importance to the suggested treatment regimen. Furthermore, it was found out that they had not look for a substitute solution if they are not able to follow the recommended treatment regimen. The results of this thesis show that although the elimination of the risk factors is crucial for patients' future they do not pay enough attention to them. There are two aspects to it; either patients trivialize the potential risks or are apathetic or are not sufficiently informed. It is hard to have some impact on patients' apathy and trivialization of their condition. Nevertheless, it is possible to influence the second aspect, which is the subject of the final part of the thesis and the educational handout. As was discovered during the interviews, the information provided by doctors during ambulatory treatment is not thorough and does not include practical advice how to follow treatment regimen. Patients should be informed by nurse either personally or during the sessions. In this way the patient should be also selfmotivated in their treatment.
