The Labor Market for Medical Interns in Sweden : A Case for the Existence of a Compensating Differential for RemotenessPuranen, Arvid January 2014 (has links)
By applying the theory of compensating differentials on a self-compiled data set on the 67 sites in Sweden that offer medical internships, I seek to identify the factors of an internship that determine its salary. Because prospective interns tend to queue for popular internships, I use an estimated equilibrium salary that incorporates the opportunity cost of delaying the internship. I find a significant independent correlation between the travel time to the nearest major city and salary that is suggestive of a compensating differential. The results imply that a larger salary differentiation can mitigate the widespread phenomena of maldistribution of physicians.

Essay 1: Does Public Education Spending Increase Human Capital?
I investigate the effect of public education spending on the quality of human capital as measured by international student test scores in science and mathematics, conditional on the efficiency of a country's governance. Combining World Bank country level data on government efficiency with rich micro data from the OECD PISA-2009, I estimate a human capital production function from student level data. Prior work suggests that public education expenditures are inconsequential for student achievement. I illustrate that public education spending matters for student test scores when one uses student level data instead of aggregate country level data. These results are robust to controlling for governance measures such as corruption control and regulatory quality. An implication is that less efficient government does not preclude improving test scores through education spending.
Essay 2: Inequality of Opportunity in Education: International Evidence from PISA.
I provide lower-bound estimates of inequality of opportunity in education (IEO) using micro-data from the Programme for International Student Assessment (PISA). The measure represents variation in student mathematics test scores which can be explained by predetermined circumstances (including parental education, gender, and additional community variables). I explore the heterogeneity of the measure at the top and bottom of the test score distribution, and demonstrate that IEO accounts for 10 percent of the variation in test scores for students at the top and bottom of the test score distribution. Using this inequality measure I establish three main conclusions. (1) IEO decreases overall in response to an increase in preprimary enrollment rates. An implication here is that improvements in early childhood education might mitigate the effects of IEO factors for some students. (2) IEO increases in a manner which relates to overall inequality. This indicates the possibility of a more general persistence to inequality factors. An implication is that equity-based education policies can be a key tool for reducing income inequality. (3) There is evidence of an equity-efficiency tradeoff in education. An implication here is that public education policies aimed at reducing IEO might hinder overall education efficiency, in that it decreases academic achievement for some groups of students.
Essay 3: Public Education Spending and Economic Growth: The Role of Governance.
Although the theoretical literature often connects public education spending to growth, individual empirical findings sometimes conflict. In this paper I propose that inefficiencies in public education spending might explain these inconsistencies. Using a dataset from both developed and developing countries observed over the period of 1995 to 2010, I demonstrate that the efficiency of public education spending on growth depends on a country's level and quality of governance. I also find evidence that increasing educational spending is associated with higher economic growth only in countries that are less corrupt. These findings have important implications for the formation of effective education policies in developing countries. They illustrate that efficient public education spending augments economic growth in a way that increased spending alone does not match.

Regional Determinants of the Gender Pay Gap in the United StatesJohnson, Kyle 01 January 2016 (has links)
The persisting gap between male and female wages in the United States offers a seemingly unusual disconnect between what is observed in the data and what is suggested by labor economics theory. Many authors have used aggregate or case methods to attempt to explain this gap. One characteristic of the earnings gap which has rarely been discussed is the large variation in female earnings as a percentage of male earnings by state. Why would median female earnings be 65% of male earnings in Louisiana while being 87% of median male earnings in New York? In this paper, using yearly Census data, I first find that the wage gap varies widely by state even when controlled for traditional determinants of wages and the gender pay gap. Then, deriving new variables to represent this controlled variation, I further find evidence that several state-specific characteristics represented by cross-section data explain a large portion of the controlled variation in gender pay gap by state. I conclude that the variables representing the structure of state economies as well as key measures of ideology and gender-related attitudes by state are significant determinant factors in why we see so much geographic variation in the gender pay gap.

THREE ESSAYS ON THE BLACK WHITE WAGE GAPOgunro, Nola 01 January 2009 (has links)
During the 1960s and early 1970s, the black – white wage gap narrowed significantly, but has remained constant since the late 1980s. The black – white wage gap in the recent period may reflect differences in human capital. A key component of human capital is labor market experience. The first chapter of this dissertation examines how differences in the returns and patterns of experience accumulation affect the black – white wage gap. Accounting for differences in the nature of experience accumulation does not explain the very large gap in wages between blacks and whites. Instead, the wage gap seems to be driven by constant differences between blacks and whites which may represent unobserved differences in skill or the effects of discrimination. The second chapter of the dissertation examines the role of discrimination in explaining the wage gap by asking whether statistical discrimination by employers causes the wages of never incarcerated blacks to suffer when the incarceration rate of blacks in an area increases. I find little evidence that black incarceration rates negatively affect the wages of never incarcerated blacks. Instead, macroeconomic effects in areas with higher incarceration rates play a more important role in explaining the variation in black wages. The third and final chapter of the dissertation examines the black – white wage gap and its determinants across the entire wage distribution to determine if the factors that are driving the wage gap vary across the distribution. I find that at the top of the conditional distribution, differences in the distribution of characteristics explain relatively more of the black – white wage gap than differences in the prices of characteristics. At the bottom of the conditional distribution, differences in the distribution of characteristics explain relatively more of the wage gap—although this finding varies across different specifications of the model.

Three Essays on the Health Insurance Coverage of Young AdultsYaskewich, David M. 01 January 2012 (has links)
This dissertation examines the health insurance status of young adults during the transition to adulthood. In a series of three essays, I analyze what happens as young adults reach important milestones and the effects of public policies. The first essay is a descriptive study on how insurance status changes after reaching age 19 and graduating from college. The likelihood of becoming uninsured rises sharply once turning age 19 and then peaks at age 23. While the proportion uninsured also increases following college graduation, this increase disappears after one year. The second essay analyzes the effect of a dependent age law in New Jersey, which allowed dependent coverage for young adults up to age 30 and did not require full-time student status. Pennsylvania did not pass a law and was used as a control state. Among 19-to-22-year olds, there was a rise in health insurance coverage in New Jersey relative to Pennsylvania. There also was a negative effect on college enrollment in New Jersey relative to Pennsylvania. The final essay considers other unintended consequences of dependent age laws. Using a national dataset, I estimate that there were no clear effects on decisions related to living arrangements, marriage, and full-time employment.

Strategic Responses to Tax and Transfer Policy: Welfare Competition, Tax Competition and the Elasticity of Taxable IncomeBurns, Sarah K. 01 January 2013 (has links)
My dissertation consists of three essays focused on identifying the strategic responses of governments and individuals following changes in the tax and transfer system. Two essays contribute to the literature on fiscal competition, focusing on state level polices aimed at redistributing income. A third essay contributes to the literature estimating the responsiveness of individual’s incomes to changing marginal tax rates. A better understanding of these responses contributes to our ability to design an optimal tax and transfer system in a federalist nation.
In essay 1 I employ a spatial dynamic approach to investigate interstate welfare competition across multiple policy instruments and across three distinct welfare periods - the AFDC regime, the experimental waiver period leading up to the reform, and the TANF era. Results suggest the strategic setting of welfare policy occurs over multiple dimensions of welfare including the effective benefit level and the effective tax rate applied to recipient's earned income. Furthermore, strategic behavior appears to have increased over time, a finding consistent with a race to the bottom after welfare reform.
Another form of interstate competition examined in Essay 3 is the spatial patterns in state level estate tax policy. My examination follows a major reform which greatly altered both the state and federal estate tax landscape. This study develops a model in which a state’s tax base and rate are simultaneously determined. Results indicate a state’s estate tax base is negatively influenced by its own tax rate and positively influenced by the tax rate set in neighboring jurisdictions. A state’s own tax rate is also found to be positively influenced by the tax rates set in neighboring jurisdictions.
Last, Essay 2 uses matched panels from the Current Population Survey for survey years 1980-2009 to estimate the elasticity of taxable income (ETI) and how it varies in response to measurement of the tax rate, heterogeneity across education attainment, selection on observables and unobservable, and identification. Substantial variation in the ETI across all key economic and statistical decisions is found.

Explaining the “Explained”: An Examination of the Gender-Based Education Gap in India and its Impact on the Wage GapRungta, Kanupriya 01 January 2013 (has links)
Analysis of the National Sample Survey Data from 2011-2012 shows that a gender-based education gap exists. Women are more likely than men to be illiterate. Some parents continue to view household duties as more important than education in the case of girls, causing some to drop out in primary and middle school, which leads to lower experience accumulation. However, females are almost equally as likely as males to be enrolled in school, and an equal proportion of males and females earn higher education degrees. More importantly, the difference in resource allocation seems to be minimal. Although education has a strong, positive impact on wages, returns to education for women are lower than those for men. This is taken into account by parents when making education decisions for their children. As a result, the wage gap appears to be a cause and effect of the education gap.

The Relative Impact of the GED on Labor Market Outcomes for the Formerly IncarceratedVandenberg, Sally 01 January 2017 (has links)
This paper shows that while incarceration is associated with economic losses, the economic benefits associated with a GED may be nearly twice as large for high school dropouts that have been incarcerated than for dropouts who have not been incarcerated. My results, though imprecisely estimated, suggest that this relationship may be one of correlation, rather than causality. I find that among the formerly incarcerated the GED is associated with other positive outcomes, particularly lower rates of drug use.

Compensating Against Turnover: Managers' Talent Retention Decisions in Major League Baseball Under a Budget ConstraintKnoesen, Emma 01 January 2017 (has links)
From 1997 to 1999 and 2003 to the present, Major League Baseball has had a luxury tax on high payroll teams. This paper analyzes the impact of the tax as a budget constraint on teams’ ability to reward and retain high performing players. In contrast to other papers, we use wins above replacement (WAR), a popular sabermetrics statistic, to measure performance. Using this metric, we quantify the number of top performers, how this performance is rewarded with salary, and how salary impacts players’ mobility decisions. We conclude that when using WAR, the distribution of performance is not heavy tailed and rather follows an exponential distribution. Our results suggest that there are fewer top performers in periods with a luxury tax/budget constraint. We use efficiency wage theory to understand this decrease in top performers as the result of a decrease in motivators. We understand two different mechanisms of motivating performance: (1) under a stochastic budget constraint, managers did not choose to extend the contracts of top players; and (2) under a fixed budget constraint, managers decreased the monetary reward for an increase in performance. Both these mechanisms decrease the motivation for top talent to perform highly.
