Redistributing farmland to the landless in Fezile Dabi District Municipality: A synthesis of the Sustainable Livelihoods Framework

Magister Economicae - MEcon / When looking at South African land policy, one would agree there is a clear commitment to ensuring land ownership for the previously disadvantaged. South Africa’s 1996 Constitution is widely regarded as among the most progressive in the world in terms of its emphasis on human, social and economic rights. Despite this, many South Africans desiring land ownership and access through land redistribution instruments, generally struggle to do so. This study is a mixed-method study, through its survey and interviews, calls into question the criteria used for land redistribution in South Africa. Furthermore, it makes a case why landlessness should be prioritised in the allocation criteria. Because of its interest in livelihoods and capital asset framework of the poor, the study’s basic points have caused us to explain the meaning of landlessness using the Sustainable Livelihoods Framework. However, the study believes the Sustainable Livelihoods Framework is not adequate to conceptualise landlessness; therefore, it comes up with a new conceptual framework to landlessness that is rooted in the Sustainable Livelihoods Framework The study uses Fezile Dabi District Municipality as a case study and, as a result, this process has now created an opportunity for the study to identify the broad typologies of landlessness which exist within the municipality. The thesis believes that considered holistically, the social and economic (tangible and intangible) assets of the rural poor will ensure that the land redistribution leg of South African land reform will achieve its main objective which is poverty alleviation.

Is land reform working? A critical evaluation of the Bergland Development Trust (BDT) land reform project in Porterville, Western Cape

This is because many people believe that land reform is a valuable tool in addressing the land question and combating poverty in South Africa. It is also evident that government and experts on land reform are clear that in order to enhance land reform in the country, the land must be used to improve the livelihoods of those who need it the most. It is also pivotal that land reform is successful in order to ensure food security. It is important to evaluate these types of land reform models in order to gain valuable insights and lessons that can enhance successful land reform projects in the country that can also serve as a manual for farmers and governments. Although much research focuses on the failure of land reform projects, this research focuses on a successful land redistribution programme that improved the livelihoods of rural people. More specifically, this research critically evaluated the Bergland Development Trust (BDT) land reform project in the Porterville region in the Western Cape province of South Africa. The BDT land reform project is a joint venture between the workers of the Berghoff Farm and their employer, the farmer who also served as a valuable mentor to them. My research found that BDT land reform project improved the livelihoods of the beneficiaries of the project. The BDT beneficiaries earn a sustainable income which, in turn, helps them to buy clothes, vehicles, and enrol their children at the local former ‘Model C’ school. Furthermore, active participation in the project has enhanced the self-image and bargaining power of the beneficiaries which, in turn, extended their livelihoods base. This study is guided by the sustainable livelihoods approach to development. This study critically analysed the factors contributing to their successes and also explored the lessons it holds for other land reform projects. A qualitative research design was employed in order to obtain the necessary data for the research. The data was collected by means of semi-structured interviews and questionnaires with the management of the Bergland Development Trust land reform project. After a critical assessment of the BDT land reform project, the recommendations will be forwarded to the Local Government and other projects that will benefit from the experiences of the BDT land reform project.

The study focused on the voices of the newly resettled farmers because the socio-economic outcomes of the FTLRP have been analyzed at a high level (government, NGOs and international organisations), thus ignoring the voice of the people at the grassroots. For example, scholars like Moyo (2004) asserted that the land question has generated a lot of emotional debate and there is a general consensus that it represents the dimension to the crisis the country is going through. On the other hand according to Mukamuri (2000) land is a very crucial factor in the eradication of insecurity and rural poverty. The study focused on the socio-economic outcomes of the Fast-Track Land Redistribution Programme (FTLRP) in Kippure-lram Resettlement Scheme, Masvingo province, Zimbabwe. The research employed qualitative research methods which were descriptive. The population of the study was constituted by the beneficiaries of the Kippure-lram Resettlement Scheme. Data collection in this study was done through the use of focus group discussions and secondary data was collected from government (Zimbabwean Government, 2003 and 2005), NGOs (FAO, 2003), international organisations (Oxfam International, 2002 and 2003) and literature from various scholars. The population comprised of all the newly resettled farmers of the Kippure-lram Resettlement scheme. Thirty (30) out of forty (40) respondents were interviewed and the researcher made use of non-probability sampling, which was purposive. Ten (10) of the farmers were not interviewed because they were not true representation of the beneficiaries of the FTLRP because they were not active in the programme. iii The researcher divided the participants into five groups. Each group had six participants. Each group of participants was interviewed on three different sessions; each session had its own thematic question. Totally, fifteen sessions were conducted during the focus group discussions. The discussions were carried out at Kippure-Iram Resettlement Scheme from the 10th to 15th of December 2010. Each session of the interviews lasted for two hours. The researcher made use of pseudo names during the interviews, a way of protecting the identity of the participants. Analysis of data in this study was carried out through the use of content analysis. Seventy-six percent (76%) of the participants observed that the FTLRP’s outcomes in Kippure-Iram Resettlement Scheme were positive to a larger extent, mainly because they can now practise various farming projects to earn a living on their new land and the programme has managed to distribute land to its rightful owners. On the other hand, twenty-four per-cent (24%)) of the participants indicated that the results of the FTLRP were negative because after the FTLRP they were left unemployed.

An investigation of the success of comprehensive agricultural support programme projects on the farms allocated under land redistribution for agricultural development: a case study approach in the Waterberg District, Limpopo Province

The redistribution programme consists of Land Redistribution for Agricultural Development settlement and non-agricultural enterprises. Land Redistribution for Agricultural Development programme was established to redress the imbalances of land owners aroused from the previous government and its policies. A person who qualifies to purchase farms through the Land Redistribution for Agricultural Development programme is a previously disadvantaged person, that is, an African, Coloured and Indian. If a person belongs to a previously disadvantaged group and that particular person works for the government he/she does not qualify to be funded by the Land Redistribution for Agricultural Development programme. The National Department of Agriculture introduced a new programme called the Comprehensive Agricultural Support Programme. The primary aim of the Comprehensive Agricultural Support Programme is to make provision for agricultural support to targeted beneficiaries of the land reform and agrarian reform programme. This dissertation proposed an investigation of the success factors of Comprehensive agricultural Support programme on the farms allocated under the Land redistribution for Agricultural Development in the Waterberg District of the Limpopo Province. The objectives of study were: i. To determine factors influencing the success of the Comprehensive Agricultural Support Programme projects on farms allocated under the Land Redistribution for Agricultural Development farms ii. To suggest recommendations for the improvement of the implementation of the Comprehensive Agricultural Support Programme. iv A case study approach was used to investigate the Comprehensive Agricultural Support Programme funded projects. Personal interview questions were posed to participants who were the farmers who receiving the Comprehensive Agricultural Support Programme grant and managers who were managing the Land Redistribution for Agricultural Development farms. Open-ended questionnaires were used to collect data and four farms allocated under Land Redistribution for Agricultural Development funded by the Comprehensive Agricultural Support Programme and four municipal managers in the Waterberg District of the Limpopo Province were interviewed. The qualitative approach was used to process the data The chapter layouts of this research are as follows: Chapter 1: Problem Statement, Aims and Objectives of the Study, Chapter 2: Literature Survey, Chapter 3: Research Design, Chapter 4: Analysis of Data and Interpretation, and Chapter 5: Recommendations and Conclusion. The analysis of the data revealed that Comprehensive Agricultural Support Programme is a success on the farms allocated under the Land redistribution for Agricultural Development in the Waterberg District of the Limpopo Province.

Effectiveness of land redistribution programme in improving the quality of life : a case of Vhembe District in Limpopo Province

Dev.) -- University of Limpopo, 2017. / While there are a fair number of studies on land reform in South Africa, there are knowledge gaps on the impact of some specific forms of land redistribution on livelihoods of beneficiaries. The purpose of this study therefore was to assess the impact of the land redistribution in the case of selected farms in the Vhembe District, Limpopo Province, South Africa. A qualitative research method was used and twelve households were interviewed. A number of indicators were used to assess impact. These included household income, job creation, empowerment and sustainability. The selection of indicators was informed by a comprehensive literature review on land redistribution, not only in South Africa but in other parts of the world as well. The findings from the study revealed that the land redistribution beneficiaries are faced with challenges such as poor infrastructure on redistributed farms, limited or lack of access to affordable inputs and lack of financial support immediately after redistribution. These and other challenges makes life for the intended beneficiaries very difficult which in the end makes land redistribution ineffective. A major factor which explains the failure of these farms appeared to be the inadequate planning of post-settlement support. Even though land was effectively transferred to the beneficiaries, the little support they have received in terms of financial, infrastructural and marketing support, for example, has limited their capacity to utilise the land productively and cost effectively. The study recommends that the government and other agencies should consider providing comprehensive support to these communities until they are able to run on their own. Substantial research should be carried out to rethink strategies on land redistribution, particularly on how to handle the issue of title deeds which currently appears problematic in the context of the farms that were studied. Finally, the training programmes for land redistribution beneficiaries should also include training current legislation on land redistribution issues in order to adequately prepare the new land owners for any unexpected challenges as has occurred in the case of the farms that were studied.

In certain parts of the world, land reform is seen as the redistribution of property or rights in property for the benefit of the landless, tenants and farm labourers but in others it has been a tool of oppression. Worldwide, land reform arose mainly because of inequalities of resources or in other to control resources. In South Africa, the need for land reform started as early as 1658, where blacks were not afforded equal opportunities as white people and therefore were forced off farm land and properties. Since, 1994 when South Africa’s first democratic Government came into power, one of its goals was to redress the injustices of the past and give back land to the previously disadvantaged people through various land reform programmes. The goal of this study is to evaluate the delivery land reform programmes of South Africa, namely: Land Restitution, Land Redistribution and Land Tenure Reform. The impact of land reform is not measured in this thesis. This research is however focussed on answering the following question: To what extent has land reform achieved its intended output? Land reform in South Africa could be viewed as an act of development, as it focuses on meeting the basic needs of the marginalised and underdeveloped people, which is in turn an objective of development. Marginalised and underdeveloped people as well as communities need land in order to ensure that their living conditions improve. Programme evaluation is used to evaluate land restitution, land redistribution and land tenure reform in order to determine the successes and failures of the land reform programme in South Africa. Land reform has mixed opinions on whether the programmes have been implemented effectively and efficiently. The process has received criticism, even though land has been restored and redistributed to claimants and beneficiaries, it has not been occurring at a fast enough pace. / AFRIKAANSE OPSOMMING: Grondhervorming is ’n onderwerp wat universeel bespreek word. In Suid-Afrika, word grondhervorming gesien as die herverdeling van eiendom of regte in eiendom vir die voordeel van die grondlose, huurders en plaaswerkers. Wêreldwyd, het grondhervorming ontstaan hoofsaaklik as gevolg van ongelykhede van hulpbronne. Die behoefte vir grondhervorming in Suid-Afrika het so vroeg as 1658 begin, waar swartes nie gelyke geleenthede gegun was soos blankes en was gedwing om hulle plaasgrond en eiendomme te verlaat. Sedert, 1994, toe Suid-Afrika se eerste demokratiese regering aan bewind gekom het, was een van sy doelwitte om die ongeregtighede van die verlede reg te stel en grond aan die voorheen benadeelde mense deur middel van verskeie grond hervormingsprogramme terug te gee. Die doel van hierdie studie is om die lewering van die grondhervorming programme van Suid-Afrika te evalueer, naamlik: Grond Restitusie, die Herverdeling van Grond en Grondbesit Hervorming. An historical overview and evaluation of the sustainability of the Land Redistribution for Agricultural Development (LRAD) Programme in South Africa

Thesis (MPhil)--Stellenbosch University, 2006. / ENGLISH ABSTRACT: Land policy in South Africa prior to 1994 was used as a political instrument to discriminate against the black population by preventing them from accessing land. The National Party government promulgated various laws that allowed the government to forcefully removed millions of black people from their original land to the so-called reserves. These removals resulted in extensive landlessness, homelessness, poverty, unemployment and economic disempowerment of blacks in South Africa. Prior to 1994 the explosive issue of land reform was the subject of debates between the different political parties, with diverse viewpoints on what should be done. Following much debate, when the African National Congress (ANC)-led government took over in 1994, a market approach of “willingbuyer, willing-seller” (WBWS) was adopted, with as goal the redistribution of 30% of farmland to blacks by 2015. A land reform programme was instituted, consisting of three programmes, namely land restitution, land redistribution and land tenure reform. The ANC government originally regarded land reform as a key programme to address unequal patterns of resource distribution, but there seems to be a broad consensus that land reform has changed its originally objectives. By December 2004, all aspects of the land reform programme had only transferred an area equal to 4, 3 % of commercial agricultural land to blacks. At the National Land Summit of July 2005, the majority of delegates agreed that the WBWS principle in the land redistribution process is no longer appropriate and called for alternative policies, such as expropriation to fast track the process of redistribution in South Africa. This integrated assignment focuses on the Land Redistribution for Agricultural Development (LRAD) sub-programme of the land redistribution programme in South Africa. It gives an overview of the history of land issues and land reform in South Africa. The study then evaluates the sustainability of the LRAD programme and investigates the many problems and challenges that still face the programme. The research is mainly literature based, and combines primary and secondary sources. The study concluded that the LRAD programme will not meet its well-known objective of transferring 30% of farmland to blacks by 2015, unless radical steps are taken to change the policy. A section on proposed policy changes is included. It is felt that if sustainable development principles and resolutions that were taken on the recent Land Summit are taken seriously and implemented successfully, the LRAD programme may achieve its target by 2015. / AFRIKAANSE OPSOMMING: Voor 1994 is die Grondbeleid in Suid Afrika gebruik as ʼn politieke instrument om teen die swart bevolking te diskrimineer, deur hulle daarvan te weerhou om grond te bekom. Die Nasionale Party regering het verskeie wette gepromulgeer wat die regering toegelaat het om miljoene swart mense van hul oorspronklike grond te verwyder, na die sogenaamde reservate. Hierdie verskuiwings is die oorsaak van grootskaalse grondloosheid, dakloosheid, armoede, werkloosheid en ekonomiese ontmagtiging van swart mense in Suid Afrika. Voor 1994 was die eksplosiewe aspek van grondhervorming die onderwerp van debatte tussen die verskillende politieke partye, met uiteenlopende sienings oor wat gedoen moes word.
