(EU) that receive export goods from developing countries. The UK has successfully voted to
exit the EU through a referendum and this may impact the already existing developing
countries’ markets that depend on their exports to the UK. On the one hand, the UK has
promised that it intends on maintaining the existing trade agreements with most of its trade
partners including the Southern African Development Community (SADC)-EU Economic
Partnership Agreements (EPA). On the other hand, the UK is concerned of its independence
from the EU and at this point in time, it can only be anticipated that, agreements if any, relating
to Brexit will only suffice once the entire exiting process has been completed.

The question of the democratic deficit have been a much discussed topic in the field of European studies throughout the years. The lack of accountability in the decision-making together with lack of trust and interest from the public have created a situation where the unions democratic legitimacy has been questioned. The goal of this essay is to analyze what measures the EU have taken to restore the union’s legitimacy and in which direction it’s heading structure-wise through the recent ratification of the Lisbon Treaty and to examine if the public will be allowed to participate in the legislative process somehow. For this purpose I have used a qualitative text analysis of the democratic parts of the Lisbon Treaty to find out what reforms or changes that matter for the democratic process. Together with this I have also used Dimitris N. Chrysschoou’s four models for a democratic Europe to see in which direction the EU is going in terms of the nature of the union’s structure in order to determine the prospects of a legitimate governance. My conclusion is that although the member states after the Lisbon Treaty still enjoy much independence the EU is moving towards a more federalized governance and that the institutional reforms give good conditions for an accountable decision-making, while it’s doubtful to imagine that the reforms to increase the public’s participation will have any notable effects.

This thesis focuses on the contest that can be defined as an epoch in Irish political discourse, the Treaty of Lisbon referendum 2008. It approaches the subject from an alternative angle to current research, which predominately focuses on the outcome of the referendum rather than the causes of the outcome. Principally, this research offers a critical discourse analysis of the preliminary debate covering the sessions of Dáil Éireann from the begin of the debate on 3rd April 2008 to the final statements on the 23rd April 2008 which debated the controversial government backed Treaty of Lisbon. This thesis wishes to trace the ways in which opposition actors attempted to resonate their arguments with chronicled master frameworks of Irish foreign policy a tactic which has emerged as a key ideological resource, and to the extent they utilised neutrality as a persuasive tool in influencing the outcome of the debate.

Resumé The thesis deals with the exclusive powers of the European Union with a focus on legislative competencies. It is composed of four chapters; while deriving from Czech and foreign literature it contains theoretical view enriched by decisions of The European Court of Justice/The Court of Justice of The European Union. The first chapter focuses on the powers of the EU generally; it explains the term power and includes also the origin of the powers from historical and constitutional point of view. Corresponding with the principle of conferral explained in the chapter 1.3, the will of the member states could be considered as the basis for the powers of the EU. The thesis deals also with the theory of implied powers and the flexibility clause. These are the ways to avoid the rigidity which might be represented by strict obeying the principle of conferral. The following chapter offers an overview of other types of powers and hints to their particularities in comparison to the group of exclusive powers. We are finding out that in case of shared competencies the member states can take action unless the blocking effect of the European regulations is applied while in other cases the EU has only a supporting function. It is a sensitive political issue, traditionally understood as a part of national sovereignty. That is why it has always been facing the reluctance of Member States to limit their powers in this area in favour of the Union. Union is constantly criticised for the lack of consistency of its external actions. Member states feel that it is necessary to "speak with one voice", if they want to have chance to be a legitimate partner to the world powers. It leads to slow enhancing of cooperation in the CFSP matters. Lisbon Treaty entered into force on the 1st December 2009 and brought many changes in the functioning of the EU. <p>Abstract</p><p>Since democracy was developed in the ancient Greece it has come to be used within a small city state, within the national state and as today used within a bigger perspective. After the end of the second world war political leaders wanted to make sure that there would never be a war between European countries again. Now, about 60 years later this type of cooperation now involves 27 of the European countries and goes under the name of the Euroapean Union. This means that democracy is no longer used just within the nation state, but within a big organisation that is responsible for almost 500 million Europeans lives. This also means that the European Union need to make some institutional reforms to be able to handle all the future challenges. The European Union is often accused of not being democratic enough and in my thesis I wanted to see what if there were any suggestions for a more democratic union within the new Lisbon treaty. The aim with this thesis has been to investigate if the European Union can be more democratic in the futher according to those changes that is listed in the Lisbon treaty.</p><p>My comprehensive objective is: does the European Union have any intentions of making the democratic bas within the union more democratic in the new Lisbon treaty?</p><p>My other objectives are: How democratic is the EU today?</p><p>How does the democratic base within the EU look like today?</p><p>How does the democratic base change in the new Lisbon treaty?</p><p>I have used a qualitative text analysis as a method to answer my questions because it’s a good method to use when we want to investigate organisational changes for example.</p><p>The result of my thesis has shown that some democratic changes are expressed in the Lisbon treaty and that they will make the EU a little bit more democratic in the future.</p>
