Analysis of the challenges in the distribution of low-income housing in South Africa: The case of Delft Symphony Community, in Cape Town, 2000-2015

Masters in Public Administration - MPA / There is a major urban housing crisis in South Africa expressing itself in the failure of the government to provide low-income housing to urban residents. Considering this crisis, the specific purpose of this study was to examine the challenges to effective distribution of low-income housing with specific reference to the Delft Symphony community, focussing on the epoch from the years 2000-2015. The study was motivated by the fact that while there is an abundance of research conducted in the Cape flats, research focusing on the Delft Symphony community (DS community) is scanty especially on low-income housing distribution. This research gap became the focus of this thesis. To understand the challenges to effective distribution of low-income housing, this study was grounded in two theories namely the theory of justice and the self-help housing theory. The study employed qualitative methods in which semi-structured and in-depth interviews were conducted to collect the necessary data. This research used twenty-eight (28) key informants, and these were selected through snowball and stratified samplings. Qualitative data were analysed using content and thematic analysis. The findings revealed that government internal bureaucratic procedures and due processes such as the land approval process seem to contribute to the sluggish distribution of low-income housing in the DS community. The study also found that the low-income housing processes in the DS community are seemingly driven by politics manifesting in the allocation of houses based on political affiliations. The main recommendation from this study is that to improve the distribution of low-income housing, there is a need for the government to revitalise transparency and reduce bureaucratic delays in the processes of low-income housing.

A discrete choice model of housing selection by low-income urban renters

The purpose of this study was to (1) develop a statistical model that classifies the housing problems of affordability, quality and crowding as elements in a choice set facing low-income urban renters, (2) identify the demographic, socioeconomic and regional factors which influence housing outcomes, (3) use the resulting model to estimate the probability that an individual household faces a particular combination of housing problems, and (4) consider how the receipt of housing assistance alters those probabilities by addressing the question of targeting assistance. The study used data from the American Housing Survey of 1989 to estimate the model. These were low-income renters who both lived in an urban area and moved from one residence to another during the prior twelve month period. The mean income level of the final sample was $14,336. Sixty-one percent of the sample had affordability problems, twenty-eight percent had quality problems and six percent had crowding problems. The theoretical framework for the study is discrete choice analysis based on a random utility function. The conceptual framework included the development of seven, binary, logit models. These models represent a sequence of choices which the low-income renter makes when finding housing. The assumed choice hierarchy was affordability decisions followed by quality decisions and finally crowding decisions. The affordability and crowding models performed well; however, the quality model was somewhat disappointing. It appears that either quality is not easily modeled using a binary variable or households perceive quality differently than do the policy makers who establish quality guidelines. The models clearly show that affordability problems constitute the biggest hurdle for the low-income renter. Regional location is a significant factor in estimating the probability of having housing problems. Households in the western region of the United States are most likely to have multiple problems. A major contribution of this study is the focus on housing assistance and how receiving assistance alters the probability of low-income households finding basic shelter. / Ph. D.

Designing an instrument to measure quality of life in low cost housing settlements.

South Africa's post-apartheid housing situation is permeated with the knowledge and criticisms of low-income housing. Of late, the latter has gained more exposure than the merits of the process of low-come housing provision, but the criticisms have been generalised comments that have rarely been based on a methodical format of collection and analysis. Furthermore, there have been no reported instruments that have garnered collective perceptions of residents of low-income housing settlements. In light of this gap, in both the academic and political aspects of low income housing, this dissertation describes the design of a multi-construct instrument, aimed at determining quality of life (QOL) in low-income settlements, and specifically describes the two aspects of development of that instrument. It describes the development of the model, as well as the development of the instrument that is derived from that model. Furthermore, results of qualitative tests of fitness for the model and internal reliability tests of the instrument are also described. The model design details the development of domains and variables, derived primarily from literature, while the instrument details the design of items that constitute each variable. Cronbach's alpha reliability tests used to determine the internal reliability of items of the instrument indicate good internal consistencies of twelve of the fifteen constructs constituting the instrument, while frequency tables and descriptive statistics indicate high prioritisation of existing domains used within the model. This high prioritisation and good internal consistencies suggests that the model and instrument are adequately appropriate, relevant and reliable in as far as they have been developed at this stage, and with suitable modifications as recommended on the basis of the research, will yield an appropriate tool for similar studies. / Thesis (M.Env.Dev.)-University of KwaZulu-Natal, Pietermaritzburg, 2005.

Factors influencing the construction project success rates of Reconstruction Development Programme (RDP) housing projects in the Eastern Cape : a quality perspective : a census study

Submitted in fulfilment of the requirements of the Masters of Technology: Quality, Durban University of Technology, 2012. / There were several problems facing Reconstruction and Development Programmes (RDP) housing projects caused by contractors using unskilled labour, misuse of funds, fraudulent claims, contractors asking for additional money or having left site. The overall scope of projects had no plan and no clear definition, poor project management and there was a lack of strategies to improve the quality of projects. This study recommends that it is imperative that project team members involved in the management of RDP housing projects have the necessary skills and level of education to execute their duties. Moreover, the Department of Housing and Local Government (DHLG) should draft a policy on Quality Management Systems (QMS)/good practices in respect of its project scope of works so that all stakeholders conform to the set standards. The people who are due to benefit from this housing are left in a state of despair, confusion and loss of hope from Government promises, with a subsequent increase in informal settlements. The aim of the study was to investigate factors influencing the success rate of RDP housing in the Eastern Cape. This case study employed a quantitative approach to collect data. Questionnaires were analysed using descriptive and inferential statistics, namely, correlation t-test and Anova. The purposive sampling technique was used to select a sample size of 50 respondents from the Department of Housing and Local Government (DHLG) in the Eastern Cape Province. The advantage of this sampling technique is to reduce data to an intelligible and interpretable form so that the relationship between research problems can be studied and tested and conclusions drawn. The DHLG could significantly improve the quality management of low-cost homes if it adopts the Project Alignment Model. / National Research Foundation

“Nothing about us, without us” : an assessment of public participation in the delivery of RDP houses in the Elias Motswaledi Local Municipality

Thesis (MPA)--Stellenbosch University, 2013. / ENGLISH ABSTRACT: The pivotal role played by public participation in a social context is often undermined by change agents or administrators of government projects. The role of public participation is documented in Chapter 10 of the Constitution (South Africa, 1996). It states that “… people`s needs must be responded to, and the public must be encouraged to participate in policy making”. Besides the Constitution (South Africa, 1996) there are also other legislative frameworks that enshrine the right to public participation. Some of these provisions are included in the White Paper on Local Government (South Africa, 1998c), the White Paper on Transforming Public Service Delivery (South Africa, 1997b), the Integrated Development Plans, and others. It has to be acknowledged that public participation is the fundamental element for the success of development projects geared towards the social upliftment of poor communities. Poor communities, by omission or commission, are often excluded from direct participation in social projects. This study was prompted by the lack of effective public participation in the RDP housing project in the Elias Motswaledi Local Municipality, where the project was used as a case study. Qualitative research methods, well-founded theories and a literature study were used to inform the study. Forty-nine (49) respondents were interviewed. By collecting and interpreting relevant data, the study was able to assess the extent of public participation that had taken place. The study then proceeded to make recommendations as to how the situation could have been handled and to formulate public participation model that would be context relevant to the area. Unfortunately, the Elias Motswaledi Local Municipality housing project is now a thing of the past and cannot be revisited. Fortunately, however, similar projects will be able to learn valuable lessons from this study in the future. Ultimately, the research illustrated that a strategy of comprehensive public participation that includes all project beneficiaries has to be well planned and well managed to promote and ensure the successful implementation of the project. / AFRIKAANSE OPSOMMING: Die rol wat deur publieke deelname gespeel moet word in die administrasie van regeringsprojekte word uit eengesit in Hoofstuk 10 van die Grondwet (Suid Afrika, 1996). Dit stipuleer da tdaar op mense se behoeftes gereageer moet word en dat die publiek aangemoedig moet word om deel te neem aan beleidsformulering. Behalwe die Grondwet (Suid Afrika, 1996) is daar ook ander wetgewende raamwerke wat die reg op publieke deelname bevestig. Sommige van hierdie bepalings is ingesluit in die Witskrif op Plaaslike Regering (Suid Afrika, 1998c), die Witskrif op Transformasie van Openbare Dienslewering (Suid Afrika, 1997b), die Geїntegreerde Ontwikkelings planne, ensovoorts. Dit moet ook erken word dat publieke deelname die basis vorm vir die sukses van ontwikkelings projekte wat gerig is op die sosiale bemagtiging van ons gemeenskappe. Openbare amptenare neem doelbewus nie altyd die belangrikheid van direkte deelname aan sosiale projekte in ag nie. Hierdie studie is juis aangespoor deur die afwesigheid van effektiewe publieke deelname in die HOP behuisings projekte in die Elias Motswaledi Munisipaliteit waar die Monsterlus HOP projek as `n gevalle studie gebruik is. Die studie maak gebruik van ‘n kwalitatiewe metode, gegronde teorie so wel as `n literatuur studie. Onderhoude is onderneem en nege-en-veertig (49) onderhoude is gevoer. Nadat die data versamel en geїnterpreteer is, het die studie die omvang van publieke deelname wat plaasgevind het geassesseer. Aanbevelings is gemaak oor hoe die oewerhede die situasie beter kon hanteer het, en ‘n publieke deelname model is geformuleer wat relevant tot die area is. Die nadeel is dat die Elias Motswaledi behuisings projek afgehandel is en uiteraard nie teruggedraai kan word nie. Die voordeel is egter dat toekomstige projekte deur die studie bevoordeel kan word. Die navorsing wys daarop dat publieke deelname strategieё wat alle rolspelers insluit, deeglik beplan en bestuur moet word, voor die aanvang van die projek sowel as gedurende die projek se implementering.

Factors affecting housing delivery in South Africa : a case study of the Fisantekraal housing development project, Western Cape

The case study of Fisantekraal, a low-income housing project situated close to Cape Town in the Western Cape, illustrates the challenges associated with housing delivery and allocation. The study illuminates the main issues associated with housing allocation and delivery, as well as how these processes were managed in the said housing project. The study is descriptive in nature and explores the relationship between housing policy and practice. The method of Policy Analysis for Sustainable Livelihoods was employed because it emphasises the significance of the processes that formulate and enlighten policy. Additionally, it places the spotlight on the livelihood priorities of vulnerable groups and the impact policies and institutions have on them in terms of accessibility to livelihoods assets, such as housing. The national housing policy is discussed as a response to the severe housing need experienced in South Africa, resulting from high population growth, smaller households, urbanisation and the Apartheid legacy. The key variables known to influence the rate of housing delivery such as financial constraints at local government level, under-spending due to capacity constraints, insufficient resource allocation and a lack of suitable land, are discussed in this regard.

Public private partnership as a means to address the financing of affordable housing in South Africa

Thesis (MDF)--University of Stellenbosch, 2010. / This study is an evaluation of the feasibility of utilising project finance in a Public Private Partnership model (as one of a number of possible private public partnership models) in order to deliver social housing in the South African market by evaluating the social housing regulatory environment against the commercial requirements for implementing project finance based PPP‘s, and indentifying gaps that are acting as stumbling blocks to the mobilisation of private sector resources in this sector. The study also looked at the social housing policy and the various private public partnership procurement models currently in use in the United Kingdom, with a view to highlight best practise and lessons which could be applied within the local environment. The broader South African procurement policy environment caters for the private sector delivery of infrastructure, with a number of deals having been delivered since the late 1990‘s. The Social Housing Policy does make provision for the Minister to make pronouncement on procurement models to be used, and does foresee some form of partnership between the public and private sector in delivering affordable housing (this is also supported by policies such the Inclusionary Housing Policy). The current policy environment however does not go far enough in addressing commercial requirements, such as guarantees for rental payments, and performance monitoring instruments, such as housing inspectorates, to facilitate the implementation of housing PPP‘s. 138 pages.

The health and sanitation status of specific low-cost housing communities as contrasted with those occupying backyard dwellings in the city of Cape Town, South Africa

Thesis (PhD)--Stellenbosch University, 2011. / ENGLISH ABSTRACT: South Africa embarked on an ambitious program to rehouse the informally housed poor. These initiatives were formerly called the RDP and later the BNG programmes. This was aimed at improving the living conditions of the urban poor and consequently their health and poverty status. These low-cost houses were quickly augmented by backyard shacks in almost all settlements. The present study is an epidemiological assessment of the health and sanitation status of inhabitants of specific low cost housing communities in the City of Cape Town as contrasted with those occupying ‘backyard dwellings’ on the same premises. The study was undertaken in four low-cost housing communities identified within the City. A health and housing evaluation, together with dwelling inspections were carried out in 336 randomly selected dwellings accommodating 1080 inhabitants from Tafelsig, Masipumelela, Driftsands and Greenfields. In addition, the microbiological pollution of surface run-off water encountered in these settlements was assessed by means of Escherichia coli levels (as found by ColilertTM Defined Substrate Technology) as an indication of environmental health hazards. The study population was classified as ‘young’ - 43% of the study population was aged 20 years or younger. Almost a third of households were headed by a single-parent female. In all four communities combined, 47.3% of households received one or other form of social grant. At the time of inspection 58% of the toilets on the premises were non-operational, while all the houses showed major structural damage - 99% of homeowners reported not being able to afford repairs to their homes. In 32% of dwellings one or more cases of diarrhoea were reported during the two weeks preceding the survey. Five percent of the participants willingly disclosed that they were HIV positive, while 11% reported being TB positive (one of them Multiple Drug Resistant TB). None of the HIV positive or TB positive persons was on any treatment. The E. coli levels of the water on the premises or sidewalks varied from 750 to 1 580 000 000 organisms per 100 ml of water - thus confirming gross faecal pollution of the environment. Improvements in health intended by the re-housing process did not materialise for the recipients of low-cost housing in this study. The health vulnerability of individuals in these communities has considerable implications for the health services. Sanitation failures, infectious disease pressure and environmental pollution in these communities represent a serious public health risk. The densification caused by backyard shacks also has municipal service implications and needs to be better managed. Policies on low-cost housing for the poor need realignment to cope with the realities of backyard densification so that state-funded housing schemes can deliver the improved health that was envisaged at its inception. This is in fact a national problem affecting almost all of the state funded housing communities in South Africa. Public health and urban planning need to bridge the divide between these two disciplines in order to improve the health inequalities facing the urban poor. / AFRIKAANSE OPSOMMING: Suid-Afrika is besig met 'n ambisieuse program om diegene wat in informele behuising woon te hervestig. Hierdie inisiatiewe is voorheen die HOP en tans die “BNG” programme genoem. Hierdie hervestigingsprogramme is gemik daarop om die lewensomstandighede van die stedelike armes en dus hulle gesondheid- en armoedestatus te verbeter. Hierdie laekoste huise is algou in byna alle nedersettings aangevul deur krotwonings in die agterplase. Die huidige studie is 'n epidemiologiese beoordeling van die gesondheid en sanitasiestatus van inwoners van spesifieke laekoste behuisingsgemeenskappe in die Stad Kaapstad in vergelyking met diegene wat krotwonings op dieselfde erwe bewoon. Die studie is onderneem in vier laekoste-behuising gemeenskappe geselekteer in die stadsgebied. 'n Gesondheid- en behuisingevaluasie tesame met 'n inspeksie van elke woning is uitgevoer in 336 ewekansig geselekteerde wonings wat 1080 inwoners gehuisves het. Die woonbuurte was Tafelsig, Masipumelela, Driftsands en Greenfields. Mikrobiologiese besoedelingsvlakke van oppervlak-afloopwater in hierdie gemeenskappe is bepaal deur middel van die bepaling van Escherichia coli vlakke (met behulp van ColilertTM Gedefinieerde Substraat Tegnologie) as aanduiding van gesondheidsgevare in die omgewing. Die studiepopulasie is as ‘jonk’ geklassifiseer - 43% was 20 jaar of jonger. Amper een-derde van die huishoudings het 'n enkelouer-vrou aan die hoof gehad. Sanitasiefalings, infektiewe siektedruk en omgewingsbesoedeling hou groot openbare gesondheidsrisiko in. Die verdigting wat deur agterplaaskrotte meegebring word asook die gevolge vir munisipale dienste benodig beter bestuur. Beleide oor laekoste-behuising vir armes kort herbeplanning om die realiteite wat saamgaan met verdigting deur agterplaaskrotte te kan hanteer sodat die verwagte verbetering in gesondheid kan materialiseer. Hierdie is inderwaarheid 'n nasionale probleem wat omtrent alle staatsbefondste laekoste-behuising gemeenskappe in Suid-Afrika affekteer. Openbare gesondheid en stadsbeplanning behoort die skeiding tussen hierdie twee dissiplines te oorbrug om sodoende die ongelyke gesondheidstatus van die stedelike armes aan te spreek.

The development, implementation and evaluation of a housing education literacy programme for semi-literate recipients of government subsidised housing

It is widely acknowledged that in this period it has delivered more subsidised houses than any other country in the world. The housing backlog is still between 2 to 3 million and growing every year, so housing policies for the future must continue to , not only provide subsidised housing for a large part of the population but also seeking to establish a viable market for low-cost housing units and to create sustainable human settlements for low-income groups. There are a therefore large numbers of new consumers that enter the housing market for the first time.
