El presente proyecto de innovación tuvo como objetivo mejorar el nivel de avance en la implementación del proceso de tránsito a la Ley del Servicio Civil (LSC) en la Municipalidad Provincial de Maynas (MPM). Por ello, se determinó inicialmente el problema y sus causas: i) injerencia y obstrucción de agentes políticos sobre la implementación del Servicio Civil; ii) carente efectividad de la normativa existente acerca de la implementación del Servicio Civil; iii) priorización de temas económicos y políticos en la agenda pública de la municipalidad. El proyecto buscó convertir el conocimiento teórico en práctico, por lo que, luego de determinar las causas, se priorizó el objetivo de seleccionar las que provocan un mayor impacto sobre el problema. Teniendo en cuenta ello, se describió el desafío de innovación de la siguiente manera: ¿cómo se puede reducir la injerencia y obstrucción de los agentes políticos sobre la implementación del proceso de tránsito a la LSC, priorizándola frente a temas económicos y políticos en la agenda de la MPM? Después de haber priorizado las ideas, se seleccionó la referida a la incorporación de la implementación del Servicio Civil como meta dentro del Programa de Incentivos a la Mejora de la Gestión Municipal (PI) y el plan de comunicación interna. El prototipo de innovación estuvo compuesto por dos elementos intangibles (el diseño y el seguimiento y monitoreo) y uno tangible (las guías de cumplimiento de metas). Por último, se validó con especialistas el prototipo y las mejoras necesarias, así como también se realizó un análisis de deseabilidad, factibilidad y viabilidad. Todo ello llevó a la conclusión de que el prototipo genera valor público directo a los trabajadores de la MPM e indirectamente a la ciudadanía, mejorando la calidad de los servicios públicos. / This innovation project seeks to improve the level of progress in the implementation of the transition process to the Civil Service Law (LSC) in the Provincial Municipality of Maynas (MPM). Therefore, the problem and its causes were initially determined: i) interference and obstruction by political agents on the implementation of the Civil Service; ii) lack of effectiveness of the existing regulations regarding the implementation of the Civil Service; iii) prioritization of economic and political issues on the public agenda of the municipality. The project seeks to convert pure knowledge into practical knowledge. Therefore, after determining the causes, the objective of selecting those that cause a greater impact on the problem is prioritized. Taking this into account, the innovation challenge is described as follows: How can the interference and obstruction of political agents on the implementation of the transition process to the LSC be reduced, prioritizing it over economic and political issues on the MPM agenda? After having prioritized the ideas, the one referring to the incorporation of the Civil Service implementation was selected as a goal within the Incentive Program for the Improvement of Municipal Management and internal communication plan. The innovation prototype is composed of two intangible elements (the design and the follow-up and monitoring) and a tangible element (the goal fulfillment guidelines). Finally, the prototype and the necessary improvements were validated with specialists, an analysis of desirability, feasibility and feasibility was carried out, concluding that the prototype generates direct public value to MPM workers and indirectly to citizens, improving the quality of the public services.
