Current waste management and minimisation patterns and practices : an exploratory study on the Ekurhuleni Metropolitan Municipality in South AfricaGumbi, Sibongile Euphemia 08 1900 (has links)
Growing municipal waste mismanagement and associated environmental impacts is an enormous
environmental concern in developing countries such as South Africa. Hence, this study explored
current waste management and minimisation patterns and practices in the Ekurhuleni Metropolitan
Municipality (EMM), located east of the Gauteng province. The study was undertaken using a mixed
method design, particularly the concurrent triangulated design where the quantitative and qualitative
data were collected at the same time. The methods employed were desktop surveys, interviews with
the participants and use of questionnaires which were designed based on the objectives of the study.
The questionnaires were designed for different types of participants (namely, households, informal
reclaimers, municipal officials and landfill officials).
All the data collected were stored in Microsoft Excel (2010) spread sheet for statistical analyses. The
study has revealed some patterns, practices as well as trends regarding waste management and
minimisation within the EMM municipality. At household level, there was some environmental
awareness on waste management practices provided by the municipality as well as local recycling
options although there are numerous challenges to be resolved before these functions can become
effective. With informal recycling, a number of waste materials are being reclaimed at various landfill
sites. However, current informal waste picking activities by the so-called scavengers are not
sustainable as waste is not separated prior to disposal at various point sources. In addition, informal
reclaimers have to travel long distances to reach waste sources. Another concerning constraint
hampering the effectiveness of informal waste recovery, has to do with their daily exposure to several
environmental and health risks. Furthermore, the study has found out that the EMM is predominantly
focused on providing better waste management services rather than balancing this activity with waste
minimisation through reclaiming and recycling operations. Thus, the municipality lacks adequate
infrastructure to undertake waste minimisation effectively. Also, waste minimisation and awareness
campaigns were found to be inadequate and at an infant stage, unlike those carried out by private

Denna uppsats har undersökt kommunal arbetslöshet i 22 kommuner, vilka är geografiskt anslutande till Sveriges tre storstadsområden – Stockholm, Göteborg och Malmö. Uppsatsen har ämnat undersöka huruvida det föreligger signifikanta orsakssamband som påverkar kommunal arbetslöshet. Uppsatsen har även avsett undersöka om det finns tydliga skillnader i faktorer som påverkar arbetslöshetsnivån i de undersökta regionerna, samt förorts- och storstadskommuner emellan. För att besvara syftet har det i studien genomförts en regressionsanalys med paneldata för de undersökta kommunerna mellan åren 1996-2014. Förklaringsvariablerna, vilka ämnar förklara kommunal arbetslöshetsnivå, har varit kommunal inkomstskattenivå, medelårsinkomst, andel med minst tre års eftergymnasial utbildning, befolkningstäthet och andel utrikesfödda. Resultaten påvisar positiva samband för variablerna kommunal inkomstskattenivå, medelårsinkomst, befolkningstäthet och utrikesfödda, vilket innebär att när dessa faktorer förändras påverkas även kommunal arbetslöshetsnivå i motsvarande riktning. Den enskilda förklaringsvariabel som har ett negativt samband med arbetslöshet är andel med eftergymnasial utbildning, vilket innebär att när denna faktor förändras påverkas kommunal arbetslöshet i motsatt riktning. Resultaten visar skillnader i kommunal inkomstskattenivås påverkan på arbetslöshet storstads- och förortskommuner emellan, då storstadskommuner visar ett starkare sådant samband. Inga övriga skillnader i variablernas påverkan på arbetslöshet kan tydligt urskiljas ur resultaten. Den tydligaste skillnaden regionerna emellan är sambandet mellan utrikesfödda och arbetslöshet, vilket är positivt för Stockholmsregionen, men negativt för Malmö- och Göteborgsregionerna. Resultaten påvisar också skillnader i hur starkt variablerna kommunal inkomstskattenivå och andel med eftergymnasial utbildning påverkar arbetslösheten. Sambandet mellan kommunal inkomstskattenivå och arbetslöshet är starkast i Göteborgsområdet, i förhållande till övriga undersökta områden, och variabeln eftergymnasial utbildning har starkast påverkan på arbetslöshetsnivån i Malmöområdet, i relation till övriga två områden. / This thesis has examined the unemployment rate in 22 municipalities that are geographically connected to the metropolitan areas of Stockholm, Gothenburg and Malmö. The aim has been to examine whether there are distinct differences in factors that effect the municipal unemployment rate. The thesis has also aimed to investigate distinct differences in municipal unemployment rate in suburban and metropolitan municipalities. A regression analysis of panel data between the years 1996-2014 has been estimated and the explanatory variables are level of municipal income tax, average annual income, proportion of individuals with a higher educational level of three years or more, population density and proportion of foreign born. The results indicate positive relationships between the variables municipal income tax, average annual income, population density and foreign born, which means that whenever these factors alter – the municipal unemployment rate does so as well. The sole explanatory variable with a negative relationship to municipal unemployment rate is education, which means that if the level of education changes, the unemployment rate alters in the opposit direction. The results also indicate differences in how strongly the municipal income tax effect the unemployment rate in suburban and metropolitan municipalities, since metropolitan municipalities indicate a stronger relationship between this variable and the unemployment rate. Moreover, there are no clear differences in the variables’ effect on the municipal unemployment rate. The most distinct disparity between the three regions is the relationship between the proportion of foreign born and municipal unemployment rate, which solely is positive for the region of Stockholm and negative for the regions of Malmö and Gothenburg. The results also indicate differences in how strongly the variables of municipal income tax and level of education affect the unemployment rate. The relationship between municipal income tax and unemployment rate is most powerful in the region of Gothenburg, in comparison to the other two regions, and the variable of level of education effect the region of Malmö the most.

Performance management is a process through which employees‟ performance is evaluated in order to reward such performance that meets the required standards, and to develop employees who fail to attain the required expectations. The overall organisational performance hinges on the effectiveness with which a performance management system is developed and implemented. The current study focuses on the extent to which performance management is effectively developed and implemented at the City of Johannesburg Metropolitan Municipality and the correlation that this has with service delivery. To achieve this objective a number of research questions and objectives were posed and formulated in chapter one. The hypotheses for the study are: a well-designed performance management system with well thought out practices and procedures can improve the delivery of services in the City of Johannesburg; and a well-designed performance management system with well thought out practices and procedures cannot improve the delivery of services in the City of Johannesburg. In order to validate the hypotheses, the structured questionnaires on the performance management system and service delivery were compiled. A questionnaire for employees consisted of close-ended questionnaire statements and open-ended questions. Another questionnaire with only close-ended questionnaire statements was issued to residents to elicit responses on service delivery by the City of Johannesburg. Frequency analysis, which lends itself to correlation analysis, of employees‟ responses and residents‟ feedback was conducted. The correlation analysis between employees‟ responses to performance management system and residents‟ responses to service delivery was conducted using the Pearson Correlation.
The findings of the study are: Growth and Development Strategy and the Integrated Development Plan (IDP) are not adhered to in the daily operations in the municipality. Managers and subordinates set objectives jointly but are, however, not participants in the evaluation of the municipality’s performance. The employees of the municipality are aware of the existence of the performance management system but it is applied only to more senior officials. Employees and managers are not involved in the evaluation of the municipality‟s performance. Training does not capacitate employees to work effectively with the Balanced Scorecard. The information technology architecture is not supportive of the implementation of the performance management system. Key performance areas were found to lack uniformity in the municipality and therefore created „silos‟ in the municipality. The key performance indicators are developed without the involvement of the communities, including employees, especially at the lower level of management. The critical success factors are understood by employees and are linked to major tasks and job responsibilities. Tax and rates accounts are issued in time. Tax and rates accounts are inaccurate. The municipality does not maintain street lights regularly. The municipality does not maintain sewage systems regularly. There is no relationship between the performance management system and service delivery. Evaluating human resource policy in managing absenteeism : a case of the City of TshwaneMoletsane, Mphacha Innocentia 01 1900 (has links)
Absenteeism in the workplace is a longstanding challenge practised by employees for various reasons. It persists despite the numerous efforts undertaken to curb it. The City of Tshwane Metropolitan Municipality is concerned with excessive employee absenteeism. Present research evaluates the City of Tshwane’s human resources policy for managing absenteeism. Causes of absenteeism are critically examined, particular attention being paid to the different leave-types that impinge on service delivery within the City of Tshwane.
Within a qualitative research framework, personal semi-structured interviews were used to gather data from staff members of the Leave Capturing Office of the City of Tshwane. The targeted office is responsible for leave management, which includes capturing, recording and encashment of leave. In addition to the questionnaire, the leave management policy as well as sick-leave statistics were brought to bear on this study of absenteeism at the City of Tshwane.
Study findings highlighted factors such as job dissatisfaction, unpleasant working relations, favouritism, low wages, lack of resources, stress at the workplace alongside boredom with routine unchallenging tasks as significant causes of absenteeism. The study also found sick-leave to be the form of reported absence most misused by employees. In general, employees take two days sick leave, which is the maximum an employee can take without requiring a medical certificate. Recommendations include that management should invest in a total process that can control and mitigate absenteeism related risks that may adversely affect operations at the City of Tshwane. / Public Administration / M. The key lessons learnt from the experience of the implementation of Section 79 Governance Model by the City of Tshwane are used to make three sets of recommendations. The first set of recommendations advises policy makers in RSA on development / establishment of a legislative framework that would formalize the section 79 oversight committees. The second set of recommendations relates to identifying the challenges faced by the City of Tshwane in implementing the Section 79 governance model. The third set of recommendation identifies the resources required for successful implementation of section 79 governance model.

A qualitative research design that is explorative, descriptive and contextual in nature was employed in order to understand and describe the factors that predispose children to be in conflict with the law and to develop guidelines to support these children. The data-collection techniques were individual semi-structured interviews and field notes. The sample consisted of eight (8) children who volunteered to be interviewed.
The theme that emerged during data collection and analysis was the factors that predispose children to break the law. Five categories were identified in this theme, namely
* Personal factors
* Family factors
* Community factors
* Police service factors and
* Education factors
