The importance of developing the rural and urban areas in an integrated manner is a fact that can no longer be ignored by not only the proponents of the development planning approach, but by all the governments in the developing world. The long history of separate development has left scars on the planning system in South Africa, and this poses serious challenges to the new democratic state, particularly the local government sphere that has to ensure redress of the previous imbalances and inequalities. Through democratic local governance and active community participation in the development of rural and urban areas, some of the fruit of integrated development planning can be realised.
The Tshwane Metropolitan Municipality case study shows that there is an interface between the rural and urban areas. The methodology employed enabled a more comprehensive analysis of the key areas where the rural and urban areas interface as well as the interventions that could foster the interaction between rural and urban areas. Although the development of rural and urban areas should be prioritised, developing the rural areas is perceived to be more urgent due to their history of underdevelopment during the apartheid era. Primary health care challenges in Ekurhuleni Metropolitan MunicipalityNdhambi, Mshoni Angeline 01 February 2013 (has links)
OBJECTIVE/ METHOD
The study examined implementation challenges faced by primary health care workers within the Ekurhuleni Metropolitan Municipality in Gauteng South Africa. Data collection was based on semi-structured interviews carried out on a purposive sample (n=19) of frontline clinicians working within the district as primary health care practitioners.
RESULTS
Participants confirmed that work within the primary health care service disproportionately focussed on curative and rehabilitative functions of their roles with little prioritisation of preventive and promotive interventions. Primary identified reasons included, institutional culture that prioritised short-term curative approaches. Clinicians also cited a range of other organisational barriers, such as – poor strategic planning, and a lack of understanding of health promotion and illness prevention.
CONCLUSIONS
Although the challenges that exist in implementing primary health care are clearly understood, clinicians perceive the solutions for these as being within the control of policy makers and those with power within the organisation. / Health Studies / M.A. (Public Health)

Factors influencing the success of activity-based costing in the Nelson Mandela Bay metropole manufacturing industryReynolds, Arthur 08 May 2014 (has links)
Past research on activity-based costing (ABC) success factors has predominantly
focused on establishing relationships between known success factors and ABC
implementation success. According to the researcher, there is a lack of exploratory
studies to establish ABC implementation factors especially in a South
African context. This study has explored these factors from literature and
attempted to identify any other factors of importance with the use of semistructured
interviews. A total number of 13 interviews were conducted with
participants from manufacturing organisations in the Nelson Mandela Bay
Metropole using some form of ABC. The findings suggested that ABC may be
more beneficial at larger, more diverse organisations but that smaller organisations
may also benefit from ABC if product costing accuracy could be
significantly improved with ABC and if no major pressure on company resources
is incurred. In addition it seems that ABC should be utilised to the fullest extent
that is practical for the manufacturing organisation and that the use of
supplementary cost-saving mechanisms with ABC may be beneficial. Finally it
is recommended that users be fully trained at ABC and that careful consideration
of an appropriate ABC software package may increase the likelihood of ABC

Barriers and drivers to the implementation of the "clean development mechanism" within the Nelson Mandela Bay Municipality: a case studyWilson, Craig Michael January 2008 (has links)
The global threat of climate change is one of the most crucial environmental issues facing the world in modern times. In response to this threat, international governments have drafted the Kyoto Protocol which included the Clean Development Mechanism (CDM). The CDM is a scheme which invited developing countries, like South Africa, to become involved in climate change mitigation projects. While South Africa has been identified as an attractive host country for CDM projects, research has revealed that it lags behind other developing countries in this regard. This study provides a theoretical background to the CDM and grounds the subject within the field of Environmental Economics. Following a literature review of factors that could influence the involvement of a municipality in CDM projects, this thesis undertook a case study of the barriers and drivers to CDM implementation within the Nelson Mandela Bay Municipality (NMBM). Use was made of semi-structured interviews, where a questionnaire was used to guide the researcher’s interview process. Five NMBM officers, who were likely to have been involved with CDM project implementation, were interviewed. Data collected was analyzed using a coding technique and was compared and contrasted to the literature in a process of explanation building. It was possible to elicit 14 factors that acted as CDM-barriers; seven that acted as CDM-drivers; and 10 that were required to change within the NMBM to encourage greater CDM involvement. Of the barriers, lack of awareness, poor political will and lack of funding emerged as the most inhibiting. Of the CDM-drivers, the potential financial benefits; ownership of infrastructure capable of producing carbon assets; and technology transfer emerged as the factors most likely to promote CDM involvement. With regards the factors that require change, it emerged that a positive response would result from a proactive stance by National Government on the CDM; the use of Public-Private-Partnerships to facilitate CDM projects; and improved communication and capacity building within the NMBM and the Nelson Mandela Bay business community. The main recommendation offered to the NMBM was for it to draft a Sustainable Development Policy as well as a formal sustainable development strategy to drive a coherent and consolidated approach to the Municipality’s involvement with CDM projects. Further, it was proposed that the NMBM should, lobby National Government for it to promulgate enabling legislation and a framework which would encourage CDM investment in South Africa; and engage with local business to promote the active involvement of the Nelson Mandela Bay with the implementation of CDM projects. Basic service delivery challenges with regards to water and sanitation in Gauteng Province : a case of City of Johannesburg and City of Tshwane Metropolitan MunicipalitiesChauke, Stephen 03 1900 (has links)
The research study focused on the service delivery challenges regarding water and sanitation in the Gauteng Province. Two metropolitan municipalities including the City of Johannesburg and the City of Tshwane were investigated and used for this research study. The study used a qualitative research design and the methodology includes literature reviews and structured interviews to highlight the challenges from an international, South African, and provincial perspective, particularly in Gauteng. An interview schedule was developed and structured interviews were conducted to collect primary data from the selected participants.
Although the literature review conducted indicate that the provision of water and sanitation in the Gauteng Province had improved, significant challenges remain. Areas such as informal settlements are still experiencing shortcomings as compared to the metropolitan areas. Institutional challenges such as a lack of appropriate skills still exist. Other challenges such as poor financial management and non-payment for services by the communities persist. Furthermore, the literature indicates that community protests over basic services occur more in the Gauteng Province than in other provinces. This indicates that the challenges of providing basic services such as water and sanitation are still persistent.
To deal with the challenges of providing water and sanitation services, the government and agencies involved in the provision of these services implemented several measures. To alleviate the challenges, not only government help is needed, but also help from other sectors, including non-governmental organisations, agencies, and communities.
The findings of this study might assist the municipalities to improve the services through its recommendations. The study is also meant to help public officials and political office bearers to understand the dynamics and challenges they are faced with when carrying out their duties. This study will be used to add to the current literature on the basic service delivery challenges in the Gauteng Province, it will also contribute to academic and government related publications for further references and broadens research on the subject. / Public Administration / M. The influence of Web 2.0 technologies on the use of public libraries in Mangaung Metropolitan Municipality, South AfricaMatobako, Molaodi Margaret 06 1900 (has links)
Recent innovations and advances in information and communication technologies (ICTs) have resulted into radical changes in the way information resources are provided, and have also brought about several options to handle a wide-range of information services effortlessly. Web 2.0 or social media is one of these innovations which expands the option in information services provision. Against this backdrop, this study intended to investigate the use of Web 2.0 technologies in the public libraries in the Mangaung Metropolitan Municipality in South Africa. The study was guided by mixed-methods of quantitative and qualitative approaches, because the approach enables the researcher to cover a wide variety of issues. The study adopted a sample survey research design to guide selection of subjects. Two data collection tools namely: a self-administered questionnaire were used for collecting data from 248 library users, while unstructured interview schedules were used to collect qualitative data from 16 library officials. The response rate for the survey of library users was 69%, a good rate for an unsolicited survey. The findings revealed that Mangaung Metropolitan Municipality libraries have ICT equipment with access to Web 2.0 technologies and that these technologies are also highly utilised. However, lack of training, low bandwidth, and short time allowed to access WIFI makes it difficult for the library users and staff to fully benefit from the web-based services offered by these libraries. Other factors include poor staff attitudes, technical problems, and challenges in marketing of online public access and catalogue, restrictions of social networking sites, non-linkage of the library OPAC to social media, geographical distances, and load shedding. The study concluded by recommending allocation of sufficient funds to cater for ICT trainings, free WIFI, uninterrupted power supply, increased bandwidth, amongst others which will enhance the quick and effective service that will meet the information needs of their users. / Information Science / M.A. (Information Science)

Intergovernmental relations : delivery of potable water to poor communities in Diepsloot of Gauteng ProvincePietersen, Johnny Masego January 2017 (has links)
In 1994, South Africa adopted intergovernmental relations (IGR) to facilitate service delivery. Sections 40-41 of the Constitution of the Republic of South Africa, 1996, link service delivery with normative aspects of IGR, which include cooperation, transparency, accountability, mutual support, and coherence. A coherent implementation of IGR was subsequently emphasised by the Intergovernmental Relations Framework Act 13 of 2005. However, South Africa continues to experience service delivery challenges, especially in marginalised and poor communities in the current and former informal settlements. The selected Diepsloot was established as an informal settlement in 1995 and has been under an in situ upgrade programme.
The study’s focus was on the provision of potable water in the City of Johannesburg with specific reference to Diepsloot. A case study approach was used to assess lived experiences among the actors within the intergovernmental context of cooperative government. A qualitative methodology was utilised to source data about intergovernmental interactions among actors from the public institutions by means of semi-structured interviews and documentary analysis. Lastly, a focus group was utilised for members of the ward committees in Diepsloot.
The study concluded that IGR system is not used adequately to support Diepsloot to access potable water in accordance with an established standard. In essence, the IGR system lacks an integrated approach to reverse a legacy of informality. To facilitate an IGR improvement, the study’s recommendations were three-fold: (i) provision of integrated support to the City of Johannesburg for Diepsloot despite erroneous assumption that metropolitan municipalities are self-sufficient, (ii) standardisation of potable water provision in Diepsloot by means of integrating IGR institutional responses, and (iii) institutionalisation of IGR engagements with other cities. To this end, the study proposed a model of integrated intergovernmental support to improve potable water provision and, by extension, other related services in Diepsloot. / Public Administration / D.P.L. A critical assessment of the metropolitan police mandate within a constitutional democratic framework : the case of Gauteng metropolitan police departmentsVan Biljon, Ernst Hendrik 13 November 2018 (has links)
Text in English, with summaries in English, Xhosa and Zulu / This research was directed towards investigating if the metropolitan police mandate, as it is collectively perceived by senior metropolitan police officials in Gauteng, is constructive and aligned to the notion of a democratic South Africa. Qualitative data was collected from all metropolitan police departments in Gauteng through an extensive series of semi structured interviews. By adopting a phenomenographic research approach, collected data was transcribed, analysed and hierarchically arranged into a variety of qualitatively different but intrinsically related categories of description. From these categories of description, multiple collective understandings relating to democracy in South Africa, democratic policing and the metropolitan police role emerged. Further analysis revealed that the senior metropolitan police managers collectively fosters a significantly limited understanding of democracy, predominantly based on rudimentary and general democratic principles and values. The collective understanding participants held in relation to democratic policing was also significantly rudimentary and limited, as it principally revolved around the notion of police accountability. Again, the absence of an explicit relationship between participants and South Africa’s democracy was notable. Sequentially, it emerged that participants predominantly do not understand or perceive the metropolitan police department or its mandate as is appropriate within the framework of South Africa’s constitutional democracy. The democratic features of a preventative and proactive focus, objective professionalism and individual and situational responsiveness are thus remarkably absent from these departments.
