A preocupa??o de Freyre tamb?m se apresenta no problema da organiza??o do Estado, no dinamismo de certos tra?os culturais de car?ter nacional-popular, da rela??o entre intelectuais e povo, entre dirigentes e dirigidos. Na sua vis?o culturalista da hist?ria, Freyre parece pensar os problemas que afetam o projeto de constru??o de um sistema de hegemonia da classe burguesa industrial e urbana no Brasil. Partimos do pressuposto segundo o qual a proposta de reforma social do projeto pol?tico de Gilberto Freyre, o desenvolvimento integrado como rurbaniza??o, o Estado e os intelectuais s?o conclamados a assumir a condu??o das mudan?as apresentadas como necess?rias, evitando-se assim os perigos decorrentes da mobiliza??o pol?tica popular. A transforma??o social seria entendida, dessa forma, como um ato administrativo, resultado de uma pol?tica racional, que conciliaria de forma pl?stica interesses de todas as classes, mas reservando a exclusividade do poder ?s m?os da elite brasileira. Esse processo de transforma??o social poderia ser compreendido no conceito de revolu??o conservadora.

Addresses the trends of administrative Nestor Santos Lima and sequence of these variables so that we can correlate and monitor the development of various economic, social, cultural and political, to show how influenced and even determined the direction of education, not only the state of RN, but throughout the country. For this purpose, it is the recapitulation of the history of life, experiences of work and travel reports of this important figure, including administrative concepts, aiming to identify the school administration, introduced by him in the 1920s, as those who received influence of characters that included the social and historical context of the time, reconstituting the ways following the education. It was developed by Nestor shares in Lima on the administration of public schools, their way of management, and can see how was the process of modernization of education in Rio Grande do Norte state and how it followed the rapid changes, experienced by Brazil, during this period. Public Education / O presente trabalho busca investigar a administra??o escolar no Departamento de Educa??o do Rio Grande de Norte, no per?odo de 1924 a 1928, na perspectiva da moderniza??o conservadora na sua administra??o, posta em pr?tica por Nestor dos Santos Lima. Aborda as tend?ncias administrativas de Nestor dos Santos Lima e sequencia essas vari?veis de forma que se possa correlacionar e acompanhar o desenvolvimento de diversos aspectos econ?micos, sociais, culturais e pol?ticos, de modo a mostrar como influenciaram e at? mesmo determinaram os rumos da educa??o, n?o apenas do Estado do RN, mas em todo o pa?s. Para esta finalidade, procedeu-se ? recapitula??o da hist?ria de vida, experi?ncias de trabalho e relat?rios de viagens deste importante personagem, contemplando concep??es administrativas, com o objetivo de identificar a dministra??o escolar, implantada por ele na d?cada de 1920, como aquelas que receberam influ?ncia de personalidades marcantes que integraram o contexto social e hist?rico da ?poca, reconstituindo os caminhos trilhados pela educa??o. Constatou-se, nas a??es desenvolvidas por Nestor Lima sobre a administra??o das escolas p?blicas, a sua forma de gest?o, sendo poss?vel perceber como ocorreu o processo de moderniza??o da educa??o do Rio Grande do Norte e como este Estado acompanhou as r?pidas modifica??es, enfrentadas pelo Brasil, durante esse per?odo. Demonstram-se aspectos referentes ? concep??o modernizadora de Nestor Lima no Departamento de Educa??o, aos Atos Administrativos da Dire??o Geral, aos Registros Internos dos Grupos Escolares, Escolas Isoladas, Escolas Rudimentares e ao rec?m-criado Conselho de Educa??o, ressaltando o Regimento Interno deste Conselho, como tamb?m o Regulamento Geral do Departamento de Educa??o. Alegre Campus on the socioeconomic dynamics of the Capara? micro-region as a planning unit, according to the guidelines and strategies outlined by the Esp?rito Santo Development Plan 2025 established by the state government. The reflection proposal was based on the discussion of the (re) production of the geographical space as a social relation's product, seeking to understand the historicity of the organizational processes and structure, in particular on the subspace called Capara? micro-region. It sought to highlight, in a timely manner, the performance intentions of the main agents of (re) production and consumption of space in its social totality, especially the State. In discussing the State actions, the approaches are related to the public policy strategies of education and strategic planning, emphasizing the proposal for rural education in the bias of the Human Capital Theory related to the conservative modernization of the Brazilian agriculture. While an exploratory, descriptive, qualitative and quantitative-based research, it was carried out using three complementary methods: bibliographic and virtual research: scientific articles, books and other publications related to the theme and correspondent topics; documentary research: Esp?rito Santo Development Plan 2025 focusing on the Capara? micro-region, Institutional Development Plan - PDI/Ifes and related legislation; application of questionnaires to graduating students of technical courses and higher education (2014), head of education, course coordinators, head of research and postgraduation and coordinator of community outreach of the Ifes ?Alegre Campus, rural labor union representatives and Incaper of the 11 municipalities that make up the Capara? microregion. After the treatment and effort of data and information analyzes, another question has come out: what is the social function of Ifes - Alegre Campus as an education, training, research and community outreach institution in the context of socio-economic, political and cultural demands of the third poorest micro-region of Esp?rito Santo? / O objetivo principal desta pesquisa foi o de analisar o papel do Ifes ? Campus de Alegre no contexto da din?mica socioecon?mica da microrregi?o do Capara?, na condi??o de unidade de planejamento, conforme diretrizes e estrat?gias apontadas pelo Plano de Desenvolvimento Esp?rito Santo 2025, institu?da pelo governo estadual. A reflex?o proposta fundamentou-se na discuss?o sobre a (re)produ??o do espa?o geogr?fico, enquanto produto das rela??es sociais, buscando compreender a historicidade dos processos de organiza??o e estrutura??o, em especial do subespa?o denominado microrregi?o do Capara?.
