Collegiality and the interplay between modes of governanceSoltani Shahsanami, Sara, Vickers, Emelie January 2021 (has links)
As an under-researched form of coordination and control, little is known of how collegiality is practiced, especially in for-profit firms. Our thesis has sought to address this research gap by interviewing professionals from two fields which are recognized as collegial, namely lawyers and architects. Our aim was to depict how for-profit firms coordinate and control using collegiality in relation to the traditional modes of governance of bureaucracy and management. We do this by utilizing the concept of institutional logics which focuses on field-level meaning systems and how actors use these systems of values, beliefs and expectations to make sense of their institutional environment. We could observe a clear coexistence of all three modes of governance. Our respondents indicated an awareness of the different logics and demonstrated an understanding of which governance mode was called for in which situation. This interplay was highly contextual and contingent on each situation's institutional demands and expectations. Collegial values were keenly advocated, yet work tasks that were legalized were also bureaucratized. The coexistence of fundamentally contradictory governance modes did not however appear to meet much internal resistance and seemed to rather function peacefully with wide employee acceptance.

Co-producing Community Energy : Collaboration Structures Between Swedish Wind Power Cooperatives and Municipal Energy CompaniesNettelbladt, Sonja January 2022 (has links)
Community energy is an umbrella term encompassing various forms of renewable energy initiatives involving citizens and communities. These initiatives have been highlighted as a strategy for more sustainable and just energy systems. While community energy is a marginal phenomenon in Sweden, there are still around 140 active community energy initiatives of which the majority are wind power cooperatives. An overview of both active and discontinued wind power cooperatives gives evidence of different types and levels of collaborations with municipal energy companies, pointing to the vital role these play in the emergence and development of wind power cooperatives in Sweden. Still, there is a lack of research engaging with wind power cooperatives on the local level. With this thesis, I address this research gap by conducting a qualitative case study of four wind power cooperatives in Sweden exhibiting different types and levels of collaborations with municipal energy companies. The aim is to explore ways to conceptualise these collaboration structures and create a better understanding of the implications they have on the emergence and development of energy cooperatives in general. To this end, I use the concept of modes of governance as an analytical tool to discern, describe, and conceptualise the various ways in which wind energy cooperatives and municipal energy companies collaborate. The findings indicate both differences and similarities between the various cases in terms of how and why wind power cooperatives and municipal energy companies collaborate. The results suggest that a productive and supportive collaboration structure between energy cooperatives and energy companies is characterised by principles of co-production such as mutual interests and benefits. In turn, the conditions for such a collaboration depend on internal and external factors such as personal ties, individual engagement, and institutional aspects like policies and tax rules. Further, the study indicates that while cooperative ownership still has a role to play in the expansion of renewable energy in Sweden, it will likely remain a niche phenomenon whose emergence and survival is dependent on facilitation and guidance by governments.

L’obiettivo principale di questa tesi è di analizzare l’origine ed evoluzione della dimensione esterna della politica migratoria dell’Unione Europea. Attraverso un framework teorico che coniuga la letteratura sui ‘new modes of governance’ con quella riguardante il ‘rational-choice institutionalism’, questa tesi si propone di analizzare il sistema di governance in tre settori politici che rientrano nell’ambito della dimensione esterna: politica di riammissione, controlli esterni alle frontiere, e cooperazione con Paesi terzi concernente la gestione della migrazione legale. Sulla base delle premesse teoriche sopra indicate, questa tesi avanza due conclusioni principali. In primo luogo, si sostiene che l’evoluzione del sistema di governance nei tre casi presi in considerazione, lungi dal seguire un percorso lineare verso una sempre maggiore comunitarizzazione, ha al contrario dato luogo a sistemi di governance ‘ibridi’, che combinano cioè elementi vincolanti tipici del metodo comunitario con elementi caratteristici dei “new modes of governance”, incentrati sull’uso di soft law. In secondo luogo, si evidenzia il ruolo centrale rivestito dagli Stati Membri nello sviluppare tali sistemi di governance in accordo con due obiettivi prioritari: limitare l’autonomia delle istituzioni sovranazionali all’interno del processo decisionale e plasmare i risultati di tali politiche in accordo con le preferenze degli stessi Stati Membri. / The central aim of this thesis is to provide an account of the origin and evolution of the external dimension of EU migration policy. By means of a theoretical framework that combines new modes of governance and rational-choice institutionalism, this thesis analyses the systems of governance of three policy areas falling within the external dimension: readmission policy, external border controls and cooperation with third countries in the field of legal migration. On the basis of such theoretical premises, two central arguments are advanced. First of all, it is argued that the evolution of the system of governance in the three cases, far from following a linear path towards communitarization, has resulted in the adoption of mixed systems featuring both 'old' modes of governance in line with the traditional Community Method and 'new’ modes based on soft-law and non-binding commitments. Secondly, this thesis underlines the central role played by the Member States in devising those governance mechanisms in order to fulfil two main objectives: limiting the discretion of EU supranational institutions in the decision-making process and shaping policy outcomes according to their preferred policy options.

The Europeanization of Swedish Alcohol PolicyCisneros Örnberg, Jenny January 2009 (has links)
The purpose of this dissertation is to study the Europeanization of Swedish alcohol policy from 1995-2006. It analyses the development of Swedish and European alcohol policy and answers the following research questions: How has alcohol policy developed on the national and the EU level during this period? What are the Swedish alcohol policy initiatives on the EU level? What does the interplay between Swedish and European policy processes look like? Of interest for this dissertation is also how the Swedish view on alcohol policy has been received on EU level. The dissertation comprises four related articles and an introductory chapter. In the articles official documents and interviews are analyzed in the context of the literature on Europeanization, using the concepts framing, narrative and new modes of governance. Article I explores the history of negotiations between Sweden and the EU on the traveller’s allowances question. Article II and III analyse how Swedish authorities, first through research and later through formal policy-making during the Swedish Presidency, tried to reframe alcohol on the EU-level. Finally, the fourth article is a comparative analysis of the Nordic retail monopolies, analyzing how the monopolies have developed and reacted to national and international pressures on their activities. The dissertation shows that Swedish authorities have influenced the EU level by putting alcohol on the agenda, and offered pressure and economic support to make sure that alcohol as a public health question has become and been kept as a prioritized question. This development is, however, nested inside the changing scope and emphasis of the EU. The emergence of a European alcohol policy as a public health-oriented process has been made possible through a new focus on the EU level, with increased cooperation between member states and a trend toward harmonization of policy and frames when it comes to alcohol.

What's the Problem? : An Analysis of EU's Gender Equality PolicyJoensen, Alma January 2010 (has links)
For the past decade, EU’s gender equality policies have undergone some changes that have affected the way in which the problem with gender equality is now represented. This case study analysis explores what the problem with gender inequalities is represented to be in EU’s Strategy for Equality between Women and Men, 2010-2015, and whether there are any presuppositions or assumptions underlying EU’s representation of the problem. The method used for analysis is Carol Lee Bacchi’s approach: What’s the Problem (represented to be)?, which is a post-structuralist approach that pays much attention to language and discourse. EU’s gender equality policy is then compared with Sylvia Walby’s theory on the patriarchy, that explains gender inequalities as being systematically produced through a system of social structures. The main conclusion is that EU’s gender policies are tailored to fit the political priorities of the union, which are to achieve the objectives of the EU 2020 Strategy. The problems are mainly being represented from an economic perspective, and furthermore the EU dismisses the notion that gender inequalities are a result of our social structures, and rather explains the problem of gender inequality as being the problem of women.

Previous issue date: 2013-09-26 / This study presents the theoretical development and the application of a model aimed at analysing public policy governance arrangements tha t occur when multiple organizations are involved to tackle complex issues. The following re search question was posed: how does the set of coordination instruments employed in the gov ernance of a cross-cutting policy operate? An exploratory case study about the Bolsa Família Program was conducted, specifically on its dimension related to the coordination between healt h, education and social assistance sectors. Research methods consisted of content analysis of d ocuments and transcripts of semi- structured interviews with key actors of the Progra m in the three policy sectors. Results demonstrate how different governance modes coexist in the multi-level arrangement studied, revealing several coordination elements which opera te concomitantly resulting in a mixed mode of governance. Thus, contributions are made to the improvement of the Program and to the theoretical, methodological and applied develop ment of the governance and coordination concepts, resting demonstrated that it is possible to integrate them in the analysis of cross- cutting public policies. / Este estudo apresenta o desenvolvimento teórico e a aplicação de um modelo voltado à análise de arranjos de governança de políticas públicas que ocorrem quando múltiplas organizações estão envolvidas em lidar com questões complexas. A seguinte pergunta de pesquisa foi proposta: Como opera o conjunto de instrumentos de coordenação empregados na governança de uma política pública transversal? Um estudo de caso exploratório sobre o Programa Bolsa Família foi realizado, especificamente na sua dimensão relacionada à coordenação entre os setores de assistência social, educação e saúde. Os métodos de pesquisa consistiram em análise de conteúdo de documentos e transcrições de entrevistas semiestruturadas com atores-chave do Programa nos três setores de políticas. Os resultados demonstram como diferentes modos de governança coexistem no arranjo multinível estudado, revelando diversos elementos de coordenação cuja operação concomitante resulta em um modo de governança misto. Contribui-se, assim, para o aperfeiçoamento do Programa e para o desenvolvimento teórico, metodológico e aplicado dos conceitos de governança e de coordenação, ficando demonstrado ser possível integrá-los na análise de políticas públicas transversais.
