Využití metod vícekriteriálního hodnocení variant ve veřejném sektoru / Apply the methods of multicriterial decision making in the public sector

DUŠEK, Jan January 2008 (has links)
The main purpose of this thesis was the application of the multicriterial decision making options methods on specific decision situations in the public sector. The task was to present the most important methods and to show the possibility of their use in reality. From the methods requiring ordinal information I chose the Cook - Seiford method which can be utilized when the sources are limited. From the cardinal data requiring methods I chose the Weighted Sum Approach method and the AHP method (based on the calculation of values of the utility function), the TOPSIS method (based on the minimization of distance from the ideal option) and the ELECTRE I. method (based on the plotting of the preferential relation).

Metodologia para a análise dos efeitos da geração distribuída sobre as características operacionais dos sistemas de distribuição utilizando técnicas multicriteriais / Methodology for analysis of impacts of distributed generation sources on the operational characteristics of distribution systems using techniques of multi-objective analysis

Barin, Alexandre 08 November 2007 (has links)
Conselho Nacional de Desenvolvimento Científico e Tecnológico / Nowadays, the Brazilian electric systems need the development of new researches and tools, in order to obtain a logic solution to maintain and improve the reliability and the quality of the power delivered to customers. Therefore, the study of the appropriate connection of distributed generation sources is an essential topic to be analyzed, since this process may provide positive impacts along the feeders. An appropriate DG site is an important aspect mentioned in the PRODIST (Proceedings of Electric Energy Distribution on Electrical National System), inside section 3. For now, the PRODIST is just an orientating tool established by the ANEEL - National Regulatory Agency of Electric Energy. It is important to observe that after the approval of PRODIST, this tool will be the standard for several processes considering planning and operation of distribution systems in Brazil. During the development of this work the main types of distributed energy sources were presented in order to observe their characteristics and their applications on distributions networks. Besides, the main effects of the DG operation inside three distribution system models were analyzed through the software DigSilent®, considering power losses and voltage levels. Moreover, this study intends to perform a multi-objective analysis defining some quantitative and qualitative parameters evaluated by specific softwares, according to the types of parameters. It is important to emphasize that the appropriate choice of these parameters is essential to support the final results, since a wrong choice or a lacking of an import parameter may provide undesirable outputs. These parameters were applied on the Bellman-Zadeh algorithm and the membership fuzzy functions, in order to find the appropriate DG site inside a distribution system model. These two methods are described separately. However, the methods are applied on a practical example together. Therefore it is possible to analyze the main characteristics of each method, emphasizing its applications on the multi-objective analysis. The developed methodology intends to provide positive effects in distribution networks and also work towards the planning of distribution systems. It is important to observe that the methodology presented in this study may be applied to distribution system feeders to find in which feeder will be the most appropriate DG location, and to any node inside a determined feeder providing a specific place for the appropriate DG site.

[en] SELECTION OF LOGISTICS PROJECTS OF A COMPANY IN OIL AND GAS INDUSTRY / [pt] SELEÇÃO DE PROJETOS DE LOGÍSTICA EM UMA EMPRESA DA INDÚSTRIA DE ÓLEO E GÁS

05 November 2021 (has links)
[en] In a global scenario of intense competition with increasingly complex and dynamic industries, decision-making has become a key factor that can often determine the survival and success of a company. The oil and gas industry has annual investments of billions of dollars and every decision is considered vital for this industry. Due to the large number of projects being proposed and studied, involving both expansion and maintenance of business structure, the high value of each and the budget constraint of each company, the decision-making is important and complex, due to numerous variables and constraints involved. This dissertation develops a proposed method of support to the process of decision making used in the selection of logistics investment projects, in a large company in the oil and gas industry. In most cases, the criteria used for decision making in project selection only considers the financial aspects, without taking into account other ones, which are addressed in this work. Due to the importance of the projects and the amount of variables involved when selecting and prioritizing them, this work uses the Simplified AHP (Analytic Hierarchy Process) and concepts of Mixed Integer Linear Programming (MILP) to determine priority projects and optimize the satisfaction of the decision-making group. Six of the main projects of the enterprise were studied, which together sum up to approximately 2.7 billion dollars and represent almost 80 per cent of the logistics portfolio of the studied company. This study allowed a more effective selection, resulting in a greater integration between decision makers and a greater knowledge of each of the evaluated projects.

Pomališová, Michaela January 2011 (has links)
Noise currently represents a problem in society, which disturbs mainly inhabitants in populated areas. It decreases their quality of life and endangers their health. The sensitivity to noise is individual, yet it is possible to measure noise by various means and evaluate its intensity and impact on human beings. Noise as a part of the environment, is becoming on the basis of resident complaints a discussed matter on the town and city level. Their management of noise necessarily involves monitoring and taking subsequent precautions. This work deals with comparing objective and subjective methods in noise evaluation in urban environments and its impact on the quality of life and the health of the residents. It uses a method of the multicriterial evaluation of variant also known as the multicriterial analysis. It compares four approaches to evaluate noise; two objective involving measuring, one subjective using a survey method and one hybrid. The winning method represents the subjective evaluation, which has fulfilled given criteria and acquired a significance of 75 %. All variants included in the analysis are suitable for noise evaluation in outdoor environments on a local level. The outcome of this work is to recommend towns and cities in the Czech Republic to use the winning compromising variant,...
