Geographies of Employment among Chinese High-Tech Immigrants in Canada: An Ottawa-Gatineau case study

For a number of years, Canadian immigration selection policy has deliberately emphasized the human capital characteristics of applicants in determining admissibility for permanent residence. Largely due to these measures, Chinese immigrants today are overwhelmingly well-educated and skilled. This thesis examines the role of geography in shaping Chinese newcomers’ post-arrival employment status, with an emphasis on working in the high-tech sector. Given that Ottawa is a leading node of high-tech employment in Canada, this project initially investigates the probability that Chinese newcomers will work in the high-tech sector in Ottawa-Gatineau relative to other cities. The project subsequently examines the degree to which employment in the high-tech sector in Ottawa-Gatineau is related to ethnic, social and demographic characteristics of local spaces where people live and work. All aspects of the study adopt a gender lens with respect to interpreting employment status. The study finds that Chinese immigrants in Ottawa-Gatineau are more likely to work in this sector than their counterparts in Vancouver and Toronto. They are also more likely to work in high-tech relative to individuals in other immigrant groups or the Canadian-born population. With respect to co-ethnic residential and work spatial configurations, as well as social and demographic characteristics of residential neighbourhoods, the study finds that these factors exert quite different influences on the likelihood that Chinese women and men will work in Ottawa-Gatineau’s high-tech sector. The results are quite distinctly different for women and men, and underline the importance of a gendered analysis of relationships between geographic location/place and employment status.

Au croisement de la sociologie des classes populaires et de la sociologie urbaine, cette recherche analyse les effets de la rénovation urbaine dans les cités HLM, à partir d’une monographie dans le grand ensemble des Minguettes (Vénissieux). Elle souligne d’abord que cette politique, qui s’inscrit dans la continuité d’une action publique préoccupée par la maîtrise du peuplement, utilise l’espace résidentiel comme levier de transformation sociale, étendant ainsi l’encadrement des classes populaires au « monde privé », d’ordinaire préservé des rapports de domination. En analysant les pratiques de logeurs et les trajectoires résidentielles des habitants, elle met au jour les conséquences des transformations de l’habitat et des nombreuses mobilités résidentielles suscitées par les démolitions-reconstructions. Parvenant à retenir sur place une minorité de ménages appartenant aux fractions stables des classes populaires, elles ne bouleversent cependant pas le caractère majoritairement populaire du peuplement et ont surtout pour effet d’accentuer la hiérarchisation interne et les logiques de différenciation au sein de l’espace local. Ce travail met enfin en évidence les manières – différenciées selon les profils et les trajectoires – dont ces transformations résidentielles affectent les styles de vie localement en vigueur : elles mettent à l’épreuve les équilibres domestiques, encourageant le repli sur la sphère privée, et affectent les rapports au quartier, marqués par une plus grande réserve et une mise à distance du voisinage. / This research, which lies at the intersection between the sociology of the working classes and urban sociology, analyses the effects of urban renewal in areas of social housing, taking as its starting point a monograph of the social-housing estate of Les Minguettes in Vénissieux, in the south-eastern suburbs of Lyon. It first underlines the fact that this public policy, which follows in the tradition of public action aimed at controlling settlement patterns, uses residential space as a lever for social transformation, thus extending control over the working classes to the “private realm”, a sphere ordinarily exempt from such power relations. By analysing the practices of landlords and the residential trajectories of inhabitants, it sheds light on the consequences of transforming housing and of the many different forms of residential mobility generated by demolition and rebuilding operations. While only a minority of households, from the most stable sections of the working classes, typically remain in such neighbourhoods, these operations do not, however, radically change the broadly working-class character of the population, and tend above all to result in an accentuation of the internal hierarchies and differentiation processes at play within the local space. Lastly, this work reveals the various ways – depending on individual profiles and trajectories – in which these residential transformations affect dominant lifestyles locally: they challenge household equilibrium, encouraging inward-looking attitudes that focus on the private sphere, and affect residents’ relations with the surrounding neighbourhood, which are marked by greater reserve and a tendency to distance themselves from neighbours.

Concevoir et habiter un quartier dit durable. Injonctions écologiques et dynamiques collectives à Beauregard (Rennes) et Les Brichères (Auxerre) L'aménagement des villes constitue un enjeu crucial pour la mise en œuvre d'un développement durable. Les discours politiques font désormais de la ville durable l'horizon de la transition des espaces urbains actuels, en cherchant à davantage prendre en compte les enjeux écologiques, sociaux, économiques et de gouvernance. Dans ce contexte, les projets de quartiers dits durables se multiplient en France depuis quelques années, constituant tant des « vitrines » que des « laboratoires » d'expérimentation de ce développement urbain durable. Les concepteurs de ces quartiers dits durables cherchent à créer un « nouvel art de vivre ensemble », s'appuyant sur des modes d'habiter plus écologiques et valorisant la vie collective dans ces quartiers. Dans cette thèse nous interrogeons les principes de conception de ces projets, et notamment la projection des modes d'habiter, que nous confrontons aux pratiques réelles des habitants. Notre recherche croise trois niveaux d'analyse. Les appels à projets, en mettant en avant des « bonnes pratiques » et des objectifs d' « exemplarité », participent d'une standardisation de la conception autour de quelques principes et dispositifs, notamment techniques. Dans ces appels à projets comme dans les projets locaux, les quartiers dits durables ont pour ambition de faire évoluer les modes d'habiter. Ils sont pensés au travers de la figure d'un habitant-type adhérant au projet écologique, responsabilisé dans ses pratiques individuelles et investi dans la vie collective. Dans deux quartiers que nous avons analysés, à Beauregard (Rennes) et Les Brichères (Auxerre), des dispositifs d'incitation comportementale sont mis en œuvre. Leur appréhension par les habitants, et les formes d'appropriation dépendent des trajectoires sociales et résidentielles. C'est en effet selon qu'ils aient choisi ou non de s'installer dans ces quartiers que les habitants adhèrent au projet écologique véhiculé par le projet urbain. Political discourses make sustainable city the goal of the transition of today's urban spaces looking for a better coverage of ecological, social, economic and governance issues.In this context, the number of so-called sustainable districts projects has been growing in France for the last few years, being both “showcases” and “laboratories” of experimentation of this urban sustainable development. Designers of these so-called sustainable districts are aiming to create a “new art of living together” by relying on more ecological ways of inhabiting and by enhancing a neighborhood collective living. In this thesis, we question the design principles of these projects, and specifically the idea of the ways of inhabiting that we confront to the real practices of the inhabitants. Our research crosses three levels of analysis. Calls for projects, putting forward “best practices” and objectives of exemplarity”, contribute to a standardization of conception around a few principles and devices, especially technical ones. In these calls for projects as in local projects, so-called sustainable neighborhoods have the ambition to change the ways of inhabiting. They are considered trough a typical inhabitant ways, embracing the ecological project, made responsible in his individual practices and invested in the neighborhood collective life. In two neighbourhoods we analyzed, Beauregard in Rennes and Les Brichères in Auxerre, devices of behavior incitation are set. Their understanding and appropriation by the inhabitants depend on social and residential trajectory. Indeed, it's whether they have chosen to move in these neighborhoods that the inhabitants embrace the ecological project conveyed by the urban project. The thesis "Trade relations of the EU with the countries involved in the European Neighbourhood Policy" deals with the European Neighbourhood Policy and its importance for trade. The first chapter is focused on external relations of the European Union in general and on the basic characteristics of the trade policy. The second part of the thesis describes the development of the European Neighbourhood Policy, the way how it works and the connection of the policy to the Union for the Mediterranean, the Eastern Partnership and the Black Sea Synergy. The third chapter deals with the implementation of the European Neighbourhood Policy in Azerbaijan and Egypt and analyzes the effects of the policy on the trade with goods. At the end of the thesis the European Neighbourhood Policy is evaluated.

Východní partnerství v kontextu vztahů Evropské unie a Ruské federace / Eastern Partnership in the context of EU-Russian relations

After two waves of the eastern enlargement of the European Union in 2004 and 2007, its territory reached borders of the former Soviet republics. The EU started immediately building up the business ties with these countries. To be able to cover its business activities with the common approach, the EU formulated the European neighbourhood policy. Within ENP structure was separated an eastern dimension based on the Polish-Swedish initiative called Eastern Partnership. The initiative includes both bilateral and multilateral dimension of the EU's cooperation with partner countries - Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine. The objective of the thesis is to investigate the development of relations between the European Union and Russia as a background of the emerging and developing EU's Eastern Partnership initiative. The aim is to analyze how the process of implementation of the Eastern Partnership developed, to what extent did the project stakeholders promoted their objectives and identify factors limiting the smooth implementation progress of the initiative objectives. Finally, the paper also focuses on the definition of Russian attitudes to the Eastern Partnership, reveals the factors and circumstances that view Russia in the context of the shapers, and explores how this view changed over time.

The effects of 'going local' during the planning process for onshore wind power development

In 2015 a Written Ministerial Statement (WMS) expanded the Localism Act in England which effectively gave neighbourhoods the power to decide on onshore wind power development in their area. By doing so, the planning process for such development ‘went local’. Literature on the effects of ‘going local’ during the planning process for onshore wind power development is conflicting. On the one hand, the involvement of local communities can lead to a higher level of trust and hence a higher success rate of development processes. On the other hand, it appears that people are often reluctant to accept wind power develompent in their own area even though they are in favour of the technology in general.  This thesis explores the effects of ‘going local’, in the form of the WMS of 2015 in England, on onshore wind power development by investigating the local and neighbourhood plans, as well as the planning applications, in the administrative County of Cornwall with the help of qualitative document analysis and a thematic analysis framework provided by Braun & Clarke (2006).  The results show that currently 4 out of the 213 Parish and Town Councils in the ceremonial county of Cornwall truly comply with the WMS, which means that onshore wind power development will only be possible in these areas. The development in these and all the other neighbourhoods is limited to small-scale clusters of turbines. In addition to this, the results show that there are four over-arching aspects that play a role in the decision-making process of neighbourhoods: i) benefits for the neighbourhood, ii) negative impacts on the neighbourhood area, iii) socio-political attitude, and iv) conditions set by the neighbourhoods or local authorities.  The results show that, with the current planning policy framework in England, onshore wind power development will be limited to a significant extent in terms of size and possible locations. The conflicting literature on ‘going local’ reappears in the planning documents and a broad range of factors plays a role for all the neighbourhoods. The given weighting to the different factors is what determines a neighbourhood’s stance on onshore wind power development.

The purpose of this essay is that through idea analysis and ideal types examines if the EU changed the kind of peace they seek to promote to confirm or falsify Magnus Jernecks thesis that the meaning of peace change depend on the context. I will be making two comparison points, the first at the peace projects start in the European Coal and Steel Community (ECSC) and the second in the European Neighbourhood Policy (ENP). My ideal types that I have chosen are the idealistic perspective of peace, the justice peace perspective and the perspective of balance of power which has constituted a main line when it comes to issues of war and peace. My research question is linked to my ideal types and reads - is the peace that ECSC and ENP promote: 1) a peace of the idealistic perspective, 2) a peace of the justice perspective, 3) a peace of the balance of power perspective. I seek the answer of these questions in two types of documents. The Schuman declaration which is directed to answer the question ECSC and the report Wider Europe – Neighbourhood: a new framework for relations with our Eastern and Southern neighbors which is directed to answer the question ENP. The results of the study shows that the EU was intended to promote a different kind of peace within the ECSC than the ENP. The ECSC seek to promote a peace of justice and a peace of the balance of power perspective. With ENP they seek to promote a peace of justice and the idealistic peace perspective. This can give a result that EU loses its trustworthiness as a peace-builder if one is not clear when this change occurs.

It is believed that neighbourhoods have an impact on individuals and groups either significant or insignificant. The neighbourhood effect is understood by deeply observing the common trends, norms and similar behaviours, furthermore, by measuring the influence it has on life of its residents. This study intends to explore the relationships between neighbourhood effects and place attachment and is inspired from a bigger project ‘The Neighbourhood Revisited’ (Research programme in Department of Human Geography at Stockholm University, Riksbankens Jubileumsfond 2019-2024) that explores the spatial polarization and social cohesion in contemporary Sweden. The aim of my study is to look at social ties, how it changes over time and what neighbourhood effects we can observe on its residents’ social lives. Neighbourhood effect and place attachment studied together, through the narratives of local residents give many new meanings to both concepts. My focus here is on social aspects of it.

This diploma thesis deals with the relations between European Union and Republic of Moldova. It presents the EU as a unique entity within European territory, which influences its neighbourhood through "soft power", i. e. through peaceful means. Although such means are not binding and legally enforceable, they have certain impact on countries concerned. The thesis aims at examining to what extent the Republic of Moldova is influenced by these means. A special attention is given to transmission of those values and norms, which are the most important for EU (democracy, rule of law, human rights protection, etc.). The issue is seen from a social constructivist perspective.

EU’s Trade and Foreign Policies towards Tunisia : Following up on the Neoliberal debate

In the aftermath of the Arab Spring, Tunisia is often described as the solitary success among the political transitions which followed. Much has been ascribed to the trade agreement (Euro-Mediterranean Partnership or EMP) between EU and Tunisia in promoting said democracy. Recently, Tunisia has also become dependent on IMF loans. This has raised concerns of the effect of neoliberal policies that are advocated for by the IMF, EU and the World Bank. The correlation between neoliberal policies and political stability is still being debated among scholars and the linear causalities remain unclear. Several scholars have criticised the EU-Tunisian trade agreement and EU policies, claiming that this has led to increased poverty and social instability in the country. This study seeks to determine, in accordance with such critique, if a neoliberal agenda is advocated for by the EU. Previous studies have focused on policy effects of the trade and foreign relations between EU and Tunisia. Instead this study analyses the mutual trade agreement and EU political policy agenda for Tunisia to understand the intent of the EU. A content analysis is used on the Association Agreement as well as the EU Policy Paper `Cadre Unique d’appui 2017-2020´ towards Tunisia.This study uses a definition of neoliberalism based on Joseph Stiglitz well-renowned critique on IMF-policies in developing countries in the 1980s-1990s. The result of the analysis shows that even though policy or trade provisions may correspond to a neoliberal agenda, the overall language in both the trade agreement and the policy documents suggest that EU is well-aware of possible negative effects of neoliberal policies. Throughout the documents EU advocates for a balanced approach including both economic and social interests.The study does not find evidence for EU knowingly pursuing a neoliberal agenda in Tunisia. Instead it suggests that future studies on the topic should focus on the EU Commission’s own projections of its policies, a more thorough study on policy effects of specific treaty- and policy provisions, and/ or how neoliberal approaches have recently evolved in development policies.
