Pequenas e médias empresas e disclosure obrigatório : efeitos da adoção do IFRS, auditoria e endividamento

Para tanto foram analisadas PMEs que publicaram suas demonstrações contábeis em Diário Oficial do Distrito Federal, Espírito Santo, Minas Gerais, Mato Grosso e São Paulo no período de 2012 a 2015. Para avaliar o nível do disclosure contábil obrigatório foram analisadas a quantidade de notas explicativas divulgadas pelas PMEs, a quantidade de demonstrações contábeis publicadas e a quantidade de contas em seus balanços patrimoniais. Por esse motivo este trabalho utilizou o método de Regressão Linear para Dados de Contagem. Os resultados encontrados indicam que PMEs que informaram em notas explicativas seguir como o padrão contábil o CPC (Completo ou para PMEs), que contrataram serviços de auditoria externa, especialmente de firmas Big Four e que apresentaram endividamento elevado, possuem uma tendência a publicar um maior número de notas explicativas. Além disso, PMEs que declararam seguir o CPC para PMEs e foram auditadas por Big Four indicaram tendência a reduzir o número de contas em seus balanços patrimoniais, o que não significa que o nível de disclosure contábil nessas empresas esteja comprometido, uma vez que essas PMEs também tendem a divulgar mais notas explicativas, sendo, portanto, mais transparentes dessa forma, reduzindo o número de contas patrimoniais e ampliando as informações nelas contidas. / This study aims to verify the effects of the IFRS adoption, external auditing and leverage on the accounting disclosure level of small and medium-sized enterprises. In order to evaluate the level of the mandatory accounting disclosure, this study analyzes the quantity of information disclosed by SMEs on their financial statements reported in “Diário Oficial” of five Brazilian states: Distrito Federal, Espírito Santo, Minas Gerais, Mato Grosso and São Paulo. To evaluate the level of mandatory accounting disclosure, this study considers the number of notes, the number of published financial statements and the number of accounts in their balance sheets. For this reason, this research uses the Regression method with Count Data. The results indicate that SMEs that reported in their notes that they apply as accounting standard the IFRS (Full or for SMEs), that contracted external audit services, especially of Big Four firms and that had high leverage, have a tendency to disclose a larger number of notes. In addition, SMEs that have stated that they are applying the IFRS for SMEs and were audited by Big Four have indicated a tendency to reduce the number of accounts in their balance sheets, which does not mean that the level of accounting disclosure in these companies is compromised, they also tend to disclose more notes and are therefore more transparent in this way, reducing the number of equity accounts and expanding the information contained therein.

Em revisão da literatura especializada na temática, constatou-se que: (1) existe uma lacuna na investigação do gerenciamento de resultados no Brasil, visto que a maioria dos estudos se concentra no gerenciamento de resultados por accruals discricionários, havendo ainda poucos estudos sobre o gerenciamento de resultados por manipulações operacionais, assim como estudos que abordam ambas as formas de gerenciamento de resultados (MARTINEZ, 2013) e; (2) a qualidade da informação contábil (QIC) não é somente influenciada pelo padrão contábil, mas por pelo menos três fatores distintos: i) o ambiente legal e político em que as empresas estão inseridas, ii) o padrão contábil e; iii) os incentivos internos das companhias para a divulgação da informação contábil, sendo o primeiro fator mais relevante que os outros dois, inclusive por também influenciá-los (SODERSTROM; SUN, 2007). Assim, optou-se por mensurar as duas formas de gerenciamento de resultados e analisar o impacto nelas de três variáveis que se espera que capturem os efeitos dos três fatores que impactam na QIC, são elas: i) a regulação adicional de alguns setores da economia (primeiro fator); ii) as IFRS (segundo fator) e; iii) a presença das companhias nos segmentos especiais de listagem da BM&FBOVESPA (terceiro fator). Acredita-se que esta abordagem que avalia as IFRS em conjunto com demais fatores que impactam na QIC permita uma análise mais abrangente acerca do possível impacto das IFRS no gerenciamento de resultados. A população de interesse da pesquisa foram as companhias abertas não financeiras da BM&FBOVESPA e a amostra, coletada a partir da ferramenta Comdinheiro, contou com 1.619 observações empresa/ano para os modelos de accruals discricionários e com 1.592 observações empresa/ano para os modelos de manipulações operacionais. Para a operacionalização da pesquisa foram realizadas seis análises de regressão com correção robusta de White para dados em painel com efeitos aleatórios, cada regressão tinha como variável dependente uma métrica diferente para o gerenciamento de resultados das companhias, sendo que três buscavam capturar os accruals discricionários e outras três as manipulações operacionais. Os resultados sugerem que as IFRS não impactaram nas práticas de gerenciamento de resultados, seja por accruals discricionários ou por manipulações operacionais. A presença em setores regulados, no entanto, tende a exercer uma restrição à utilização do gerenciamento de resultados por accruals discricionários nas companhias, porém, não impacta no gerenciamento de resultados por manipulações operacionais. Em relação à presença nos segmentos especiais de listagem da BM&FBOVESPA, os resultados sugerem que nos últimos anos, quando o padrão contábil já era as IFRS, as companhias presentes em tais segmentos apresentaram menores valores absolutos de accruals discricionários e de manipulações operacionais. Conclui-se que as IFRS não foram capazes de diminuir o gerenciamento de resultados no Brasil possivelmente devido ao fraco ambiente institucional brasileiro (LOPES; WALKER, 2008), apresentando, inclusive, um teor formalístico que se caracteriza pela diferença entre a realidade prática e a proposta legal prevista para esta realidade (RIGGS, 1964, 1968). Além disso, contribuindo para literatura no Brasil, os resultados sugerem que as duas formas de gerenciamento de resultados são impactadas por fenômenos diferentes porque possuem incentivos e custos diferentes e, dessa forma, não devem ser tratadas como se respondessem aos mesmos incentivos. / This dissertation aimed to identify the impact of the IFRS adoption on earnings management (proxy for the earnings quality - EQ) of non-financial Brazilian companies on the Brazilian Securities, Commodities and Futures Exchange (Bolsa de Valores, Mercadorias e Futuros de São Paulo - BM&FBOVESPA). In reviewing the literature on the issue, it was found that: (1) there is a gap in the investigation of earnings management in Brazil, since most of the studies focuses on earnings management by discretionary accruals, there are few studies on earnings management by operational manipulations, as well as studies on both earnings management forms (MARTINEZ, 2013) and; (2) the earnings quality (EQ) is not only influenced by accounting standards, but by at least three distinct factors: i) the legal and political environment in which companies operate, ii) the accounting standards and; iii) internal incentives of the companies for the disclosure of accounting information, being the first factor more relevant than the others two, including by also influence them (SODERSTROM, SUN, 2007). Thus, it chose to measure both forms of earnings management and analyze the impact on them of three variables that are expected to capture the effects of the three factors that impact the EQ, they are: i) the additional regulation of some sectors of the economy (first factor); ii) IFRS (second factor) and; iii) the presence of companies in the special segment of BM&FBOVESPA listing (third factor). It is believed that this approach which assesses the IFRS together with other factors that impact the EQ allow a more comprehensive analysis on the possible impact of the IFRS on earnings management. The population of interest of the research was the non-financial public companies of BM&FBOVESPA and the sample, collected from the Comdinheiro tool, included 1,619 firm/year observations for models of discretionary accruals and 1,592 firm/year observations for models of operational manipulations. In order to implement the research were carried out six regression analyzes with White robust correction for panel data with random effects, each regression had as a dependent variable a different metric for earnings management of companies, and three sought to capture the discretionary accruals and three other the operational manipulations. The results suggest that IFRS had no impact on earnings management practices, either discretionary accruals or operational manipulations. The presence in regulated sectors, however, tends to have a restriction on the use of earnings management by discretionary accruals in companies, however, does not impact on earnings management by operational manipulations. Regarding the presence in the special segment of BM&FBOVESPA listing, the results suggest that in recent years, when the accounting standard was already IFRS, companies present in these segments had lower absolute values of discretionary accruals and operating manipulations. It is concluded that the IFRS were not able to decrease the earnings management in Brazil possibly due to poor Brazilian institutional environment (LOPES; WALKER, 2008), showing even a formalistic aspect which is characterized by the difference between the practical reality and Legal proposal planned for this reality (RIGGS, 1964, 1968). Also contributing to the literature in Brazil, the results suggest that both forms of earnings management are affected by different phenomena because they have different incentives and costs and, therefore, should not be treated as if they respond to the same incentives.

The quality of published accounting information in Russia

Abstract Since the collapse of the Soviet Union Russia has undergone a number of reforms towards developing market economy. Accounting has encountered dramatic changes over the last two decades. Despite attractive investment opportunities in Russia, investors are often faced with uncertainty, which makes it very important to explore the quality of accounting information published in Russia. The purpose of this thesis is to investigate the quality of published accounting information in Russia. The thesis consists of four essays, each of them addressing the question of the quality of accounting information published in Russia by incorporating the specific Russian institutional environment. Special attention is paid to the role of International Financial Accounting Standards (IFRS) and foreign investors. The quality of published accounting information is conceptualized by such accounting constructs as conservatism, earnings management and value relevance. This first essay investigates the earnings quality of both listed and non-listed Russian firms and explores whether foreign ownership affects the quality of earnings published by non-listed Russian firms. The second essay examines whether emphasis on international investors is associated with the adoption of or intention to adopt IFRS in Russian firms. The third essay addresses the question of IFRS and Russian Accounting Standards (RAS) accounting quality by using the methodology proposed by Barth et al. (2008) and by value relevance constructs of accounting quality. The fourth essay investigates the value relevance of firms’ integral environmental impact, i.e. a proxy for environmental performance, following the stream of non-financial information value relevance in accounting research. This thesis provides evidence that the quality of published accounting information published in Russia depends on many factors, the most influential of these being listing on the stock exchange, IFRS and foreign investors. The results of the thesis demonstrate that the institutional characteristics of the country shape accounting numbers and influence the incentives of those preparing financial statements. The findings of the thesis include information valuable for regulators and investors.

The second aim is to examine what variables affect the compliance level of these firms.Methodology - A sample of 90 firm’s annual reports and disclosure notes are surveyed from 2006 to 2016, and aggregated compliance scores are determined and analysed using quantitative statistical methods. The dependent variable is compliance with disclosure requirements of IAS 36 paragraph 134. The independent variables are size, industry, audit firm, leverage ratio, profitability ratio, learning, and the 2008 financial crisis.Findings - The results show that firm’s compliance levels with IAS 36 paragraph 134 have increased from 2006 to 2016, but they are still low compared to what the standard requires. There is not a significant increase in compliance levels during the crisis, therefore the 2008 financial crisis cannot be seen as a determinant factor of compliance with the disclosure requirements. The results show that larger firms and firms with higher leverage- and profitability ratios comply to a greater extent with the standard. Increasing Auditor Sensitivity to the Risk of Fraudulent Financial Reporting: Assessing Incentives and Pressures on Top Management

The ability of auditors to detect fraud, including intentional material misstatements in earnings, remains key to the credibility of audit firms and confidence in capital markets. The PCAOB concludes from its most recent inspections of public company audits that auditors often fail to assess and respond to risks of material misreporting by management. In a behavioral experiment, this study concludes that auditors can increase sensitivity to management motivation to misreport by actively seeking to transform identified risk factors focused on the organization, into factors focused on top managers, and to evaluate whether these manager-focused risk factors represent incentives for personal gain or pressures to avoid a personal loss on the managers. Currently, auditing standards use incentive and pressure as interchangeable constructs, but auditors in this study assess pressure on managers to avoid a loss as a greater risk than an incentive to managers to attain a gain. Results also demonstrate that auditors will be made more sensitive to fraudulent financial reporting risk when focusing on pressure on top managers, than they will be by engaging in a traditional process of assessing total fraud risk based on the three fraud triangle elements. This study is the first to propose a theoretical explanation for why prior studies reflect auditor insensitivity to organizational level fraud risk factors. This study is also the first to enhance knowledge about auditor risk assessment and decision-making through the application of prospect theory and through disaggregation of one of the three elements of the fraud triangle model, by differentiating between incentive and pressure for misreporting earnings.

Exploring the perceptions of academic trainees on IFRS learning through a new teaching and learning strategy

M.Comm. (Accounting) / In January 2010, the Department of Accountancy at the University of Johannesburg changed their teaching and learning strategy. This new strategy moved away from a teacher-centered classroom experience to a student-centered approach. Several interventions were employed to accomplish this. Examples include: pre-reading in preparation of the next lecture, self-assessment tests of the main objectives of the topic under discussion, tutorials, assignments and consultation with peers and/or lecturers. Accounting education at the Department is based on International Financial Reporting Standards (IFRS). IFRS is seen as principle-based standards. Many educators of accounting will have to adapt their teaching strategies and approaches when they deal with principle-based standards. They need to move away from teaching the rules to facilitating the understanding of principles, so that it can be applied to various scenarios. The purpose of this study is to explore the perceptions of academic trainees on a new teaching and learning strategy in the Department. This is done through a review of pedagogical approaches and strategies as suggested in the literature and then by gaining insight from academic trainees, through in-depth interviews, of the detailed working of the new teaching and learning strategy and the impact that the new teaching and learning strategy had on their learning of IFRS. The study found that the academic trainees perceived the new teaching and learning strategy to be successful and a good model to follow. It provides students with opportunities to learn in different ways, it encourages deep learning patterns and it places the responsibility for learning with the students so that they will become life-long learners. The teaching and learning strategy is not infallible and can be improved by providing more areas where students can debate multiple solutions, by incorporating more group work to enhance interpersonal skills and by explaining the workings and the purpose of the teaching and learning strategy more effectively.

The study determines the role of the Medium-Term Expenditure Framework (MTEF) in financial reporting, in relation to the business plan (strategy) and measurable outcomes and results of the Department of Community Safety. The primary objective of this study was to perform an assessment of financial reporting and its effectiveness in terms of the PFMA as the legislative framework and the MTEF as a financial management tool.
