Selhání implementace státní kulturní politiky na příkladu projektu stavby nové budovy Národní knihovny / Implementation of a culture policy project of new building of National Library of the Czech Republic and its failure

The thesis focuses on a chosen public policy issue, as a part of cultural policy, namely on an implementation of a project of new building of National library of Czech Republic in Prague, arisen from an international architecture competition. This thesis has a form of a case study paper and investigates all relevant events and circumstances of the case, as well as interested stakeholders. They were characterised to disclose their possible role in implementation deficit, which occurred in the case. The aim of this thesis is to provide complex insight into the case, to find the point of implementation deficit in the process and to identify the values and hidden motivations of stakeholders. The thesis is divided into three chapters. In the first chapter, there is a summary of theoretical knowledge about public policy and implementation process and its analysis. The author describes three possible approaches to implementation analysis. Second chapter focuses on culture and its specifics, in the forming of culture policy. The third chapter is a complete analysis of the case, including event analysis and stakeholder analysis. In the conclusion, the author sums up the identified causes of implementation deficit and gives recommendations for possible future implementation of a similar cultural project.

Determinanty zájmu o životní prostředí / Determinants of Environmental Concern

The thesis "Determinants of environmental concern" is a quantitative analysis that deals with determinants of environmental concern, the scale of new ecological paradigm, environmental behavior and ecological activism. It uses data from an international survey "International Social Survey Project Environment III" from year 2010. Strong predictors came out from the analysis, mainly cultural differences of the respondents and education. The inhabitants of Western Europe and English speaking countries have the strongest environmental concern, in contrast, in post communist countries of Eastern Europe is this concern the smallest. Post materialists and inhabitants of the richer countries have stronger environmental concern and they believe more in science and progress solving ecological problems. The perception of consequences of ecological problems on everyday life is also a strong determinant from which suffers mostly localities out of Europe. The recycling waste is most often carried away in Western Europe and English speaking countries. A strong correlation is between finished education and environmental concern as well as ecological activism, there is a weaker connection to saving natural resources.

Nástup nových politických stran v České republice / The emergence of new political parties in the Czech Republic

The aim of this diploma thesis is to discuss new political parties in the context of the Czech party system. Movement ANO 2011 and Dawn of Direct Democracy are the researched subjects which broke through elections to the Chamber of Deputies in the Czech Republic in 2013. This multiple case study proceeds from the basic and ambiguously gripped notion political party to diverse theoretical aspects of newness, trying to briefly define the Czech party system in the context of new political parties. It is done in terms of legislative rules for (not only new) political parties and also from a developmental view. Afterwards the empirical part works with particular characteristics of two chosen subjects - it gradually focuses on their emergence and development, programme, the leader and members, electoral campaign and their participation in elections. The task of the individual characteristics is to introduce both subjects accurately so their common and different traits are obvious. The gained findings are later assessed by the view of the chosen Sikk's theory of newness. There is examined if ANO and Dawn fall into some of the categories defined by this theory. This diploma thesis examines the system of adult civic education in Germany and its specifics in the new federal states. At first, the author introduces the concept of adult civic education (from the German term politische Bildung), describes the evolution of civic education over time and explains what the goals of modern civic education are and how these differ to indoctrination or propaganda. Later this paper focuses directly on the Federal Republic of Germany, starting by explaining the unique historic experience behind German civic education and its development over time. The author then defines the up-to-date face of affairs, while particularly focusing on the public organisations which represent the universal concept of civic education: the Federal Agency for Civic Education and the State Agencies. An overview of the recent threats and challenges to civic education follows. The next part of this thesis focuses on the new federal states. It outlines the basic context of the former German Democratic Republic, then it studies, how civic education reacted after the reunification of 1990 on the organisational level and in terms of the goals, contents and forms. There is a crossing of important city roads on the site. Proposed building is a freestanding cubic volume surrounded by the urban blocks around. Simple black mass contains a small concert hall with a capacity of 810 seats behind the grid facade. Required spaces for performers and the staff are also included.

Stavba v krajině - Winery / Architecture in Landscape - Winery

The project designs a small family winery near Strachotín, on the bank of Nové Mlýny. The land area is 35,9 hectares and the height difference is about 30 metres. There are a beautiful views of the Pálava Hills. One of the basic ideas was to link the vineyards with the embankment. Therefore, the proposed buildings are divided into two parts - the Wine Center ( including production, presentation and sales) and a restaurant with a pension. The buildings are based on the traditional archetypal shape - a rectangle and a gable roof. The asymmetrical roofs evoke panorama of Palava. Offset the production hall and the visitor centre allows free passage and the building does not act as a barrier.

The area of today's southern center of Brno was determined from the very beginning by the location of the rivers Svratka, Svitava and their drives, which defined the southern part of the city as a fertile area suitable for cultivation. After the advent of industrialism, the city transformed rapidly. The southern area was transformed from smaller villages into industrial units, which, due to the proximity of water and the newly established railway, expanded after 1838 to the entire vicinity of the Trnitá district. Already in this period, the location of the station by the Svratka River (in the proposed position from 2016) began to be considered, but due to the waterlogged soil and difficult construction conditions, it was decided for the station under the walls. It was this decision and the unsatisfactory conditions of waterlogged land for the development of the industrial area closer to the Svratka River that caused the suspension of the development of the southern suburbs. The proposal seeks to reflect the context of Brno's apartment buildings in the vicinity of the area, which lacks a comprehensive context and scale. At the same time, however, to solve the environmental problem by proper management of rainwater or the use and design of a recycled perimeter cladding of material obtained after the demolition of other buildings. The building is structurally designed as a combination of a wall system with monolithic, communication cores and the first floor.

Our planet has been facing enormous challenges over the last century, caused by population growth, an ever-evolving industry, resulting in ever-increasing CO2 production, rising water levels, misuse of agricultural land and the extinction of animal species. This causes the destruction of the Biome. Architectural and urban tendencies in the construction of cities, which do not change even today, use the maximum area, materials that cannot be recycled, also have a large share in this. Insufficient use of renewable resources, modern agriculture, self-sufficiency, both housing and urban structures. The reason for not using these technologies is largely a political and commercial problem. The aim of this work is to examine the problems we face today and find meaningful solutions. Change existing architectural and urban trends. To create a self-sufficient structure in places where Biomes were destroyed and to create new ones accordingly. These places often have poor living conditions, such as high temperatures, lack of drinking water and overcrowding. With the help of simple rules of working with the landscape and the use of modern technology, create a new biosphere environment, change the climatic conditions in a given place and create suitable conditions for the life of both plant and animal communities. The structure should be inhabited by a certain number of people who will live in modules that will be fully self-sufficient, following the ISS model. Provide plenty of drinking water, food and energy. The structure should be created from plastic waste by new construction technologies, such as 3D printing using nanotechnology and carbon fiber. This should make it fully recyclable and renewable. The goal is to work with one structure and subsequently create another structure.
