The diploma thesis describes one of fiscal powers of municipality, the possibility use local coefficient. In addition to local coefficient, the work deals with a coefficient of 1.5. It focuses on the development of the local coefficient from 2009 to 2012. This thesis is focused on monitoring number of municipalities, which this local coefficient has. The conclusion is that the local coefficient uses only a small number of municipalities. The work is focused on the size of the local coefficients. The research shows that the local coefficient has many changes. Municipalities coefficient introduced or canceled and re-introduced, they also change the size. Less than half of the municipalities which have introduced local coefficient in the first year of potential introduction, the coefficient left unchanged throughout the period. This master thesis deals with analysis of indebtedness and economy of city Havlíčkův Brod in 2010 – 2016. In the theritorial part is defined the territorial self-goverment in the Czech republic, management, indebtedness, revenues and expenditures of city. The analytical part contains the basic information about Havlíčkův Brod. It also deals analysis of the economy and the indebtedness of the city in the years. The final part of the thesis contains suggestions for improvement of the city’s economy.

This master thesis deals with budget economy of municipality Hovorany in the years 2009 - 2015. The theoretical part defines the territorial self-government in the Czech Republic, as well as management of the municipality, budget revenues and budget expenditures. The analytical part contains basic information about the village Hovorany, analysis and subsequent evaluation of budget management in the years. The last part deals with proposals to improve the management of the municipality Hovorany.

This diploma thesis aims to provide insight into the municipal system in small municipalities. The work consists of two parts, a literature search and a research analytical part. The subject of the research is a discussion of Czech and later also German authors who deal with communal politics. The subject of this work is the role of associations as political actors in small municipalities with less than 300 inhabitants. The results of the research demonstrate the identical and different features of the Czech and German debate regarding small municipalities and the involvement of associations in political life. As a result, several variables were identified that are repeated for the authors. The sample is 10 municipalities from the Brandýs nad Orlicí micro-region, which are compared with each other in several areas. Municipalities are very similar, especially in terms of population, and thus the sample is relevant for mutual comparison between municipalities. Transformation of Czech society after 1989 caused changes in spatial migration patterns. After strong socialist urbanization and during post-socialist suburbanization, people also began to move from towns to more remote rural areas. The subject of the thesis is the evaluation of the rural area of South Bohemia in terms of changes in its population and migration development in 1992-2017. Firstly, the thesis briefly analyzes the long-term population development of individual municipalities with extended power of South Bohemia in the context of the whole Czechia and then analyzes the types (positional and size) of rural municipalities of South Bohemia when solving their population growth, stagnation or depopulation and reveals the role of natural currency and migration balance in this population development. The main part of the thesis is an analysis of the internal migration of municipalities of South Bohemia in 1992-2017, namely migration flows between rural municipalities (semi-peripheral and peripheral) on the one hand and urban regions, including core towns (important and less important) and surrounding suburban municipalities, on the second hand. The paper deals with strategic analysis of municipality Svitávka. The main goal was proposing full plan of strategic development of municipality. The strategic plan was based on the situation analysis of the municipality, SWOT analysis and analysis of the municipality budget. The SWOT analysis was based on questionnaire survey. Based on the results of analyzes was established goals, priorities and measures. Then there was created proposal of the new strategic plan for the period 2020 – 2028. The priorities of municipality development that were chosen are Transport, Technical Infrastructure, Quality of populations services and Tourism, Sport, Culture and Recreation. There was also created the action plan with connection to strategic plan for the period from 2020 to the end of year 2021.

The aim of submitted thesis is to evaluate impacts and influence of the Common Agricultural Policy od European Union on the current stadium and development of agriculture and countryside of the municipality with extended competence Uherský Brod. The firt part is about history of the Common Agricultural Policy, its instruments, finance and curent state of agricultural in the Czech Republic. The second part is about selected area, their physical geography and socio economic charakteristic. The thesis also analyses the evolution of the land use in the studied area, especially after 2000. The focus is set on the development of the agricultural and countryside aspects of the studied area after the Czech Republic entrance into the European Union. Then the thesis analyses financial supply from European Union to the studied area and to all Czech Republic. The thesis is based on questionnaires from small farmers, SWOT analysis of rural development in SO ORP area of Uherský Brod.

The presented thesis focuses on the phenomenon of the cooperation of rural municipalities. The cooperative mechanism is one of possible ways for small municipalities to solve problems resulting from their limited financial, material and human resources. The cooperation with neighbouring municipalities or other actors of spatial development allows them to realize projects and activities, that they otherwise could not realize themselves because of the costs or spatial extent of the project or activity beyond their territory. The main objective of the thesis is to classify several types of the cooperation in rural region and to apply these classifications to the model region. First the fundamental theoretical background and external and internal factors affecting the cooperation of municipalities are discussed. Further several classifications of the cooperation were compiled based on theoretical findings and recent research results. Diploma thesis Municipal Secessions after 1989 in District of Česká Lípa deals with a wave of disintegration of municipalities which took place immediately after a restoration of democracy in the Czech Republic. The thesis discusses the following subjects: the development of municipal administration in the Czech lands, the current position and function of municipality, basic aspects of democratization on a local level, territorial fragmentation, local development, the concept of secession, and legislative conditions for the foundation of new municipalities in the Czech Republic and administrative development in the district of Česká Lípa on which is this paper focused. The thesis analyses the influence of ideological distance to the formation of executive coalitions at the municipal level. The thesis attempts to determine which factors are reflected in the formation of executive coalitions, how the decision-making processes are functioning at the municipal level and what kind of actors we can determine in this processes. There is also a question if there is a difference between ideological distance of political actors at national and municipal level. Another part of the thesis deals with the possible cleavages between the long- term political subjects in the municipal council and the subjects, which are new in the municipal council. In the empirical part of the thesis there is a comparative case study on the sample of five municipalities from the municipal district of Pilsen-South - five largest municipalities in the district with the population over 3500 were examined: Přeštice, Dobřany, Blovice, Nepomuk and Stod. The field of research was conducted in these municipalities through the semi-structured interviews with the mayors and some other local politicians.
