The content in my graduation theses is characteristic of villages and poeple in outbuildings , which disappeared by the development JETE. I wrote about trend in number of houses and poeple in the time 1869 {--} 2001 in comparision with Southbohemia region, district around Č. Budějovice, city Týn n. Vltavou and village Temelín, which is nearly JETE. People compare target the age, nationality and economy power in the country around JETE. I wanted to desribe structure of settled outbuildings. The trend of the country target the farmland, status quo around JETE, i.c. reconstruction of castle Býšov in distillery, characteristic park of castle, valuation of landscape and coefficient ecological stability.

The thesis is focused on changes which have been originating in accounting of comunities since 1. 1. 2010, mainly on the decree No. 410/2009 Coll., implementing certain provisions of the act No. 563/1991 Coll. about accounting, as amended, for some selected entities to replace the existing decree No. 505/2002 Coll. The decree 410/2009 Coll. was analyzed in terms of changes in the financial statements and changes in the guiding chart. In short, the paper deals with act No. 304/2008 Coll. which amends act No. 563/1991 Coll. about accounting. Furthermore, the major changes in the accounting practices of the local authorities since 1. 1. 2010 have been described. In this work a bridge for transmission for the village Račice nad Trotinou has been created according to the accounting standard for certain selected entities No. 702 {--} Opening and closing of books of accounts, which defines the advancement of the accounting entity on 1. 1. 2010. As well as the analysis of the structure and of the development of incomes and costs of the village for the period 2006-2009 have been carried out based on the statement for assessment of the performance of municipal budgets and of voluntary associations of municipalities.

The main objective of this thesis is to provide information about the legal status and activities of a municipality mayor. The topic is related to the analysis of municipality organization and relations among its institutions according to the current legislation, as well as the evaluation of the position of a mayor in various situations that he may encounter during the performance of his duties. The thesis can be divided into several parts. One part consists of the first two chapters which describe the development of local governments and their current legislative framework. The next part consists of chapters Three to Five which deal with the specific functions of a mayor, his rights and obligations in various situations, the start and the end of his mandate, and the position of a deputy mayor. The last part is chapters Six and Seven which describe the legislative framework for local governments in Slovakia and the election process of a mayor there. The seventh chapter primarily deals with the problem concerning the changes in the way mayors are elected in the Czech Republic, from indirect election to a direct one. Resüme Titel: Die Zuständigkeit der Gemeinden Das Hauptziel dieser Diplomarbeit besteht darin, die Zuständigkeit der Gemeinden in der Tschechischen Republik zu beschreiben. Die heutige gesetzliche Regelung schließt sich seit 1990 wieder an die ehemals Ősterreichisch-Deutsche kommunale Tradition des gemischten Vollzugs der öffentlichen Verwaltung an. Nach einer nötigen kontextuellen Einführung (in der Form der Abgrenzung des Begriffes der "Zuständigkeit" und in der Form eines kurzen historischen Exkurses des Verlaufs der gesetzlichen Regelung bis zum Jahr 1990), folgt das Kapitel über den übertragenen Wirkungskreis der Gemeinden. Das Ziel dieses Kapitels ist die Verankerung dieser Zuständigkeit innerhalb der Rechtsordnung der Tschechischen Republik, ihre Prinzipien und ihre Funktionieren zu zeigen. Práce je členěna do dvou základních částí. V první teoretické části je definována působnost obce, právní úprava, orgány, rozpočtový proces a rozpočtová skladba. Po krátké charakteristice města Mělník následuje praktická část, která se zabývá analýzou plnění rozpočtu, mimorozpočtovými fondy a hospodářskou činností města Mělník ve zkoumaných letech.

This Thesis describes municipalities in Czech Republic, their authorities, budget system, budget revenues and budget spendings. The Thesis analyses the insolvency of municipalities of all Czech Republic from 1993 and insolvency of three municipalities - České Budějovice, Český Krumlov, Dolní Třebonín.

The purpose of the thesis is to analyse subsidies system of municipalities in Czech Republic. The thesis examines needs and development of municipalities in the context with their financing. The theoretical part defines the basic terms relating to municipal revenues with orientation on subsidies. Furthemore, it analyzes and evaluates possibilities of acquiring of subsidies and their subsequent usage. In the process of obtaining these financial resources procedural requirements and some principles must be complied. Due usage of subsudies is controlled afterwards. Folowing part of my thesis on the base of analysis and comparison of a few concrete municipalities with different size provides information on methods that municipalities use to obtain subsidies, how effective they are in using them, whether the subsidies are sufficient and how they affect needs and development of municipalities. In the conclusion my thesis evaluates whether bigger municipalities, in comparison with smaller ones, are more succesful in aquiring of subsidies and what is the effect of this successfulness on the standard of provided services by municipalities that are different in size and whether this standard of publicly provided services is identical.

One of the main present problem of the municipalities is decision about legal forms for provision of public services. In this thesis I'm analysing posibilities of selected legal forms and defining the main factors which influence the decision of the munucipality. In conclusion I'm aplying individual factors to the real example of Sezimovo Ústí and I'm presenting general recomandation for the municipalities.

The thesis deals with the budget of the town of Mělník. The thesis is aimed at analysing the development of budgets in the years 2003 - 2015, and ascertaining the major determinants affecting these budgets. Besides, the thesis uses the town`s balance sheets, and describes the development of property and indebtedness ratio of the town of Mělník. The theoretical part is concerned with local governments and their budget creation, and also describes municipal property and funding possibilities. The practical part analyses budgets, revenues and expenses thereof, as well as the balance sheets showing Mělník`s property and indebtedness. On the basis of the data from the budget and balance sheet development, a medium-term outlook for the town`s economic activity was created.

This paper discusses in its first section fiscal decentralization and in detail describes reform steps in Slovak republic and allocation of income from taxes between budgets of government and local governments. Second part compares Act on property tax Law No. 317/1992 Coll. and Act on local taxes No. 582/2004 Coll. Main part of chapter is focused on analysis of economy situation of chosen cities and competences, which cities used in period 2006 -- 2011.
