A articulação entre o Sindicato dos Professores Municipais Leopoldenses – CEPROL, o Executivo Municipal e as direções de escola constituiu-se no principal problema norteador da investigação. O texto analisa a eleição de diretores/as como um mecanismo da gestão democrática, conquistado pela categoria no ano de 1985 e retirado pelo Executivo em 2002. Isso demonstra que as políticas são processo, construção permanente e que sua formulação não se constitui em conquista assegurada. As articulações do movimento docente é que favoreceram a instituição de estratégias de democratização da gestão escolar na rede municipal. Todavia, as táticas de cooptação das lideranças escolares pela Administração, inseridas num contexto mais amplo de políticas, enfraqueceram o potencial organizativo do magistério junto ao seu / This dissertation analyzes the implemented educational politics in São Leopoldo, Rio Grande do Sul, Brazil, from1984 to 2004, following the contour of the principle of democratic management at the Public School System. The interwoven work among the Union for Municipal Teachers in São Leopoldo - CEPROL, the Municipal Executive Power and Public School Heading Boards constituted the main problem leading to this research. The text analyzes the election of school principals as a mechanism from democratic management, achieved by the category in 1985 and removed by the Executive Power in 2002. This demonstrates that politics is a process under permanent construction and that its formulation does not hold guaranteed assets. The woven work of the teaching movement favored the establishment of strategies for democratic School Management in the Municipal Network. The experience of Anísio Teixeira with integral education of Escolas Parque in the State of Bahia was also recalled in the beginning of our research.This paper is going to show the reality of some schools visited and its condition by the time they were implemented. It also aims to present through researches the perspective of the schools especially the perspective of the teachers about the organization of this kind of teaching. This work attempts to display some of the silenced voices of teachers who have been working in full-time schools, their view and their role in the consolidation of the full-time school policy in the state of Goiás. / Nesta pesquisa procuramos evidenciar e analisar como está sendo realizada a implantação da escola de tempo integral no estado de Goiás enquanto politica de Estado. Desenvolvemos conceituações sobre a educação integral a partir de pesquisadores que produziram textos dentro desse tema, e ampliamos nosso olhar e escrita utilizando autores que falam da composição da individualiade frente a coletividade, a importancia da emancipação e ainda da enquanto forma de expressão do exercicio da cidadania a partir de projeto de educação em-si e para-si. Relembramos um pouco da experiencia de Anísio Teixeira em nossos primeiros contatos de leituras sobre educação integral, por meio das Escolas Parque na Bahia. Assentaremos a realidade de algumas escolas visitadas frente ao projeto implantado e as condições que ele foi implantado. Evidenciamos por meio da pesquisa a perspectiva das escolas, especialmente dos professores suas expectativas quanto a esse tipo de organização do ensino. Esse trabalho tenta apresentar um pouco sobre como os professores, que atuam nas escolas de tempo integral, da rede estadual de ensino, vêem a implantação do projeto e como pensam que devem ser os caminhos para consolidar a politica desse tipo de escola no Estado de Goias.

Examina a estrutura organizativa do sistema sindical e analisa, por meio do estudo de caso, o sindicalismo das cidades de São Leopoldo e Bagé, no período compreendido entre os anos de 1988 e 2005. Contempla as alterações legais e estruturais ocorridas no movimento sindical após a promulgação da Constituição de 1988, buscando perceber a forma como foi recebido o enquadramento dos docentes pelos novos dispositivos normativos. Por meio da metodologia da História Oral, conjuntamente com a análise da documentação das entidades sindicais, investigamos a organização dos professores assim como a questão identitária dos docentes destes municípios. / This dissertation studies the municipal unions, representative questioning the duplicity that has emerged in many localities, especially in relation to the category of teachers. Examines the organizational structure of the labor union system and analyzes, through the case study, the unions of the cities of Sao Leopoldo and Bage, in the period between 1988 and 2005. Include legal and structural changes occurring in the union movement after the promulgation of the 1988 Constitution, trying to discern how the frame was received by teachers new regulatory provisions. Through the methodology of oral history, together with the analysis of the documentation of unions, we investigated the organization of teachers as well as the identity issue of teachers in these municipalities.
