Land Government in Bohemia in Relation to the Public between 1900-1908 Abstract At the beginning of the 20th century, the term Czech Kingdom referred to one of the crown lands forming the "West half" of the Habsburg monarchy, called Cisleithania. The Czech Kin- gdom was a public corporation which participated in implementing public administration. Its activities included mainly administrative tasks and to a limited extent also tasks related to exercising state power. The Czech Kingdom as a public body managed in the early years of the 20th century a very complex public agenda ranging from supervision and regulation of the subordinate self-governance bodies, significant activities related to public construction work, tasks related to education on the national level to tasks from the field of culture. Agricultural issues and tasks related to small scale business were of great importance. In 1890s, coalition of conservative nobility and Czech citizenship policy won a majority of parliamentary seats in the representative assembly of the Czech Kingdom. However, the coalition lost its position due to political changes in the civil bloc. The early years of the 20th century already saw long term escalation of the delicate Czech-German relations. The topic of this diploma thesis is the Process of institutional reforms of EU in light of its enlargement. The thesis is divided into two parts -- theoretical part and practical part. Theoretical part talks about European treaties that founded or reformed five main European institutions -- Parliament, Council, Commission, Court of Justice and Court of Auditors. In separate chapter the thesis talks about Lisbon Treaty and this chapter is followed by description of the main institutions. Practical part was based on original research in which almost two hundred respondents took part and which was focused on the knowledge of respondets of the administration of EU. The results of the research were analysed in form of commented graphs and tables. Based on the research, last chapter provides recommendations that should help increase the knowledge of Czechs of the EU administration.

Personální stabilita obsazování funkcí v Parlamentu České republiky / Stability of Incumbents in the Parliament of the Czech Republic

The thesis deals with the personal stability of the Czech Parliament in the period after 1993 when the Czech Republic was founded. The author assumes a better orientation in both organizational and procedural issues of reelected representatives. The aim of this thesis is to explore what factors have influenced the rate of reelection of MPs and Senators and how these are subsequently reflected in the personal structure of both Chambers. Using a quantitative analysis, the author tests the hypothesis that the rate of reelection will be higher in the Senate due to the majority voting system which is more personalized than the proportional one used in the Chamber of Deputies. The hypothesis was tested in the Committees analogically. Furthermore, the author tests if the current level of voter turnout influences the final election results and the rate of reelection, respectively. The text is divided into three chapters. The thesis is composed of a common structure heading from a theoretical background towards empirical analysis.

The diploma thesis focuses on the connection of interest in the international music competition Eurovision Song Contest and in the European Union. The theoretical part shows the current approaches to the study of the contest, which is watched annually by almost 200 million viewers worldwide. The work also provides space for a brief history of the contest, including a detailed description of how the Czech Republic participated there, what the country has done only at the time of membership in the European Union. The competition, based on a grouping of European states, is placed here in the context of the European Union, which together share the motivation for their historical establishment. The text therefore shows the history and development of the European Communities and the establishment of the European Union and its institutions. One of them is the European Parliament, whose representatives are directly elected by the citizens of the Member States. On the example of the elections to the European Parliament in 2019, the work penetrates the possible interest of events in the European Union and watching the Eurovision Song Contest, as both events - elections and contest evenings - took place at about the same time - in mid-May 2019. The subject of the thesis is the Czech Republic parliamentary debate about a national referendum spanning from 1989 to 2014. It is mapping the evolution of the debates on the base of stenographic protocols from the proceedings concerning national referendum bill, as discussed by Chamber of deputies of the Czech Republic. The theoretical part of the thesis is based on current debates about direct democracy. The metodological part of the thesis is using concepts and terminology of the discoursive approach of R. Wodak. Based on this approach, the analysis of the debates is focusing on the main discoursive elements, those are, context framing, inter - discoursive relations, the main issues of the debates, reasoning and identification of the participants. The second level analysis is putting the debates about national referendum into the the context with contemporary debates about direct democracy. In the last part of the thesis the results of the analysis are discussed.

The aim of this thesis is an analysis of activities of the Parliamentary Institute (PI) which serves as an expert base for the Parliament of the Czech Republic. The Parliamentary Institute resolves the tasks of scientific, informative and educational nature for the Chamber of Deputies as well as the Senate. The PI originated from an initiative of deputies who lacked apolitical and unbiased information of a professional nature in the early 1990s. Nevertheless, the need for objective information persists to this day. The importance of the PI thus lies primarily in the fact that it enables legislators to create good quality laws and control the executive by providing them with the specific unbiased information. This thesis is dealing with the problematic position of the upper house of the czech Parliament. In this thesis author is operating as with primary literature (i.e. laws and historic constitutional documents) in analysis historical moments of the czech parliamentarism, so with direct observation of the members of the Senate (in 11th term). Author was focusing himself on direct observations of the senate committees and plenary session of the Senate. With great help of the Senate's staff and senator Jaromír Jermář, all the members of the Senate was addressed with author's request to participate in research. Results of this research are basic cornerstone in order to answer the questions in the introduction about the sense and the role of the upper house of the czech Parliament. First chapter represents an introduction, where are the most important sources, metodology, questions entitled and this problematic is basically explained. Thesis title: Contemporary populism in Europe This thesis maps the development of populism across Europe and investigates its manifestations and core elements in its complexity, which is the groundwork for analysis of populist party, movement or individual. Populism is not considered solely as the relieving strategy meant to maximize the voter's votes by comprehensible, straightforward and hardly feasible promises. Without this attitude in mind, we would hardly be able to put some reason behind the populist boom, which we had chance to witness during the last decade. Therefore this thesis considers populism as the ideological construct, the way politicians present themselves, the rhetorics, the mastered political style or the structure, which provides the foundations of programme documents of political movements and parties. It would be a mistake to a priori consider it as some kind of purely negative phenomenon, but more of as the reflection of various and continuously changing demands of European electorates. This diploma thesis comparatively analyses elections to the European Parliament held in 2004 and 2009 in the Czech Republic. It focuses on the main features of these elections with the aim of finding their main similarities and differences. For this purpose the framework of the classic "second order elections" concept is used which was introduced by Karlheinz Reif and Hermann Schmitt. The introductory part summarizes the main aspects of the "second order elections" concept. What follows is the examination of development of the electoral system for the elections to the European parliament. Crucial features of the electoral system used in the Czech Republic are explored in detail. The main part of the thesis concentrates on the analysis of elections to the European Parliament held in the Czech Republic in 2004 and 2009. These elections are put into context of domestic political situation. Additionally, party lists and election manifestos are examined, as well as the most important facets of election campaigns of relevant political parties. Necessary attention is also paid to the analysis of election results and to their implications for the political and party system. Finally, in the closing chapter both elections are compared using the "second order elections" concept.
