Child soldiers in northern Uganda : an analysis of the challenges and opportunities for reintegration and rehabilitation

The level of brutality and violence against children abducted and forcefully conscripted by the Lord's Resistance Army (LRA) in northern Uganda pricked the conscience of humanity. The suffering of the people in northern Uganda was described by Jan Egeland, the former United Nations Under-Secretary for Humanitarian Affairs, as 'the biggest forgotten humanitarian crisis in the world'. This study is primarily concerned with the plight of child soldiers in northern Uganda and how their effective reintegration and rehabilitation (RR) could lead to successful peacebuilding. The study is premised on the hypothesis that 'the promotion of the RR of former child soldiers by providing psychosocial support based on traditional and indigenous resources may contribute to conditions of peace and stability in northern Uganda'. The main contribution of this research is that it explores the relevance of psychosocial support based on the traditional and indigenous resources to the RR of child soldiers and peacebuilding of war-torn societies. Psychosocial support based on traditional and indigenous resources as an element of peacebuilding has been the neglected element of peacebuilding by the liberal peacebuilding interventions in most war-torn societies. For example, while traditional and indigenous resources in northern Uganda have been instrumental in the RR of former child soldiers, most scholars and policy makers have largely paid attention to the usual official government and United Nations structured top-down interventions that emphasize Western approaches of peacebuilding. More so, the official approaches have tended to marginalize the plight of former child soldiers in the reconstruction and peacebuilding of northern Uganda. Yet, failing to pay sufficient attention to effective RR of child soldiers could undermine the peace dividends already achieved in northern Uganda. The study also analyses the limitations of psychosocial support based on traditional and indigenous resources in the RR of former child soldiers. It further examines why Western approaches of psychosocial support in the RR of child soldiers have remained in use in spite of the criticisms levelled against them. The study examines other peacebuilding interventions, both official and unofficial, that have been implemented in northern Uganda. In terms of key findings, the study establishes that traditional and indigenous resources are still popular and have been widely used in northern Uganda in the RR of child soldiers. Majority of former child soldiers who were interviewed observed that they found traditional and indigenous resources more helpful than the Western models of psychosocial support. However, it was also established that there is a significant section of former child soldiers who found Western models more relevant in their RR processes. Based on these findings, the study recommends an integrative and holistic model of psychosocial support that blends good elements from both traditional and indigenous resources and Western approaches with greater emphasis on the former.

Analysing desecuritisation : the case of Israeli and Palestinian peace education and water management

This thesis applies securitisation theory to the Israeli-Palestinian case with a particular focus on the potential for desecuritisation processes arising from Israeli-Palestinian cooperation/coexistence efforts in peace education and water management. It aims to apply securitisation theory in general and the under-employed concept of desecuritisation in particular, to explore the limits and prospects as a theoretical framework. Concepts, arguments and assumptions associated with the securitisation theory of the Copenhagen School are considered. In this regard, the thesis makes a contribution to Security Studies through its application of securitisation theory and sheds light on a complex conflict situation. Based on an analytical framework that integrates the concept of desecuritisation with the concepts of peace-building and peace-making, the thesis pays attention to desecuritisation moves involving Israeli and Palestinian civil societies through peace education and water management. The thesis contributes to debates over the problems and prospects of reconciliation between Israelis and Palestinians, so making a significant empirical and theoretical contribution in the development of the concept of desecuritisation as a framework for analysing conflict resolution. The thesis develops an analytical framework that combines political level peace-making with civil society actors' peace-building efforts. These are seen as potential processes of desecuritisation; indeed, for desecuritisation to occur. The thesis argues that a combination of moves at both the political and societal levels is required. By contrast to securitisation processes which are mainly initiated by political andlor military elites with the moral consent of society (or 'audience' in Copenhagen School terms), processes of desecuritisation, especially in cases of protracted conflicts, go beyond the level of elites to involve society in cultural and structural peace-building programmes. Israeli-Palestinian peace education and water management cases are employed to illustrate this argument.

Rethinking Reconciliation : Concepts, Methods, and an Empirical Study of Truth Telling and Psychological Health in Rwanda

This dissertation combines psychology with peace and conflict research in a cross-disciplinary approach to reconciliation processes after intrastate armed conflict. Two overarching contributions are made to the field of reconciliation research. The first is conceptual and methodological. The vague concept of reconciliation is defined and operationalized (Paper I), and a method is proposed for how reconciliation may be studied systematically at the national level (Paper II). By discussing what reconciliation is and how we should measure it, comparative research on reconciliation is facilitated which is imperative if we wish to learn of its promises and pitfalls in post-conflict peacebuilding. The second contribution is empirical. There has been an assumption that truth telling is healing and thereby will lead to reconciliation; healing is the assumed link between truth and reconciliation. This assumption was investigated in two studies in Rwanda in 2006. A multistage, stratified cluster random survey of 1,200 adults was conducted to assess whether witnessing in the gacaca, the Rwandan village tribunals for truth and reconciliation, was beneficial for psychological health; thereby investigating the claim that truth telling is healing (Paper III). The results of the survey are disconcerting. Witnesses in the gacaca suffered from significantly higher levels of depression and posttraumatic stress disorder than non-witnesses also when controlling for important predictors for psychological ill-health such as gender or trauma exposure. To acquire a more comprehensive understanding of the experience of witnessing in the gacaca, in-depth interviews were conducted with 16 women genocide survivors who had witnessed in the gacaca (Paper IV). The results of this study challenge the claim that truth telling is healing, suggesting instead that there are risks for the individuals on whom truth-telling processes depend. Traumatization, ill-health, isolation, and insecurity dominate the lives of the testifying women. Insecurity as a result of the truth-telling process emerged as one of the most crucial issues at stake. This dissertation presents a novel understanding of the complexity of reconciliation in post-conflict peacebuilding, demonstrating that truth and reconciliation processes may entail more risks than were previously known. The results of this dissertation can be used to improve the study and the design of truth and reconciliation processes after civil war and genocide.

Hydropolitical peacebuilding : Israeli-Palestinian water relations and the transformation of asymmetric conflict in the Middle East

Recognising water as a central relational location of the asymmetric Israel- Palestinian conflict, this study critically analyses the peacebuilding significance of Israeli, transboundary water and peace practitioner discourses. Anchored in a theoretically-constructed framework of hydropolitical peacebuilding, it discursively analyses the historical, officially-sanctioned, as well as academic and civil society water and peace relations of Israelis and Palestinians. It responds to the question: How are Israeli water and peace practitioners discursively practicing hydropolitical peacebuilding in the Middle East? In doing so, this study has drawn upon a methodology of interpretive practice, combining ethnography, foucauldian discourse analysis and narrative inquiry. This study discursively traces Israel's development into a hydrohegemonic state in the Jordan River Basin, from the late-19th century to 2011. Recognising conflict as a power-laden social system, it makes visible the construction, production and circulation of Israel's power in the basin. It examines key narrative elements invoked by Israel to justify its evolving asymmetric, hydrohegemonic relations. Leveraging the hydropolitical peacebuilding framework, itself constituted of equality, partnership, equity and shared ii sustainability, this study also examines the discursive practices of Israeli transboundary water and peace practitioners in relationship with Palestinians. In so doing, it makes visible their hydrohegemony, hydropolitical peacebuilding, and hydrohegemonic residues. This study's conclusions re-affirm earlier findings, notably that environmental and hydropolitical cooperation neither inherently nor necessarily constitute peacebuilding practice. This work also suggests that hydropolitical peacebuilding may discursively be recognised in water and peace practices that engage, critique, resist, desist from, and practice alternative relational formations to hydrohegemony in asymmetric conflicts.

Em dezembro de 2012, após treze anos, três mandatos de operações de paz e dois mandatos de missões políticas, a ONU se retirava do território do Timor-Leste de maneira bastante discreta. Fechava-se, naquele momento, um ciclo de participação da Organização na vida política e econômica daquele país, que se iniciara com os episódios de violência de 1999, quando milicianos pró-indonésia tentaram impedir o processo político de autodeterminação do povo timorense. Herdando um país com suas infraestruturas destruídas e mais de um quarto de sua população refugiada ou deslocada internamente, a ONU não apenas pacificou o território como também empreendeu ali um processo de Post-conflict Peacebuilding (PCPB), onde sua participação variou entre o exercício pleno de todos os poderes soberanos atinentes às funções de governo de qualquer Estado ao apoio de assessores altamente especializados em prol do governo independente do Timor-Leste. O balanço final dessa participação é positivo na medida que revela um país com estruturas governamentais consolidadas, formalmente democrático e com boas taxas de crescimento econômico. Por outro lado, o combate à pobreza, a consolidação da pacificação social, a necessidade de maior participação popular na política e a redução da dependência de sua economia em relação ao petróleo seguem sendo desafios não resolvidos e, em grande medida, externalidades provocadas pela própria ONU. / In December 2012, after thirteen years, three mandates of peace operations and two mandates of political missions, the UN withdrew from the territory of Timor-Leste in a rather discreet manner. At that moment, a cycle of the Organization's participation in the political and economic life of that country, which began with the 1999 episodes of violence, occurred when pro-Indonesian militiamen tried to impede the political process of self-determination of the Timorese people. Inheriting a country with its destroyed infrastructure and more than a quarter of its population refugee or internally displaced, the UN not only pacified the territory but also undertook a Post-conflict Peacebuilding (PCPB) process, where its participation ranged from full exercise of all sovereign powers pertaining to the government functions of any State to the support of highly specialized advisers for the independent government of Timor-Leste. The final balance of this participation is positive insofar as it reveals a country with consolidated government structures, formally democratic and good rates of economic growth. On the other hand, the fight against poverty, the consolidation of social pacification, the need for greater popular participation in politics and the reduction of dependence of its economy on oil remain unresolved challenges and, to a large extent, externalities caused by the UN itself.

Grassroots community peacebuilding in Lunenburg County, Nova Scotia, Canada : identifying local perceptions of the causes of, and means of, preventing interpersonal violence

The term ‘global peacelessness’ is used to describe the impact of persistently high rates of interpersonal violence throughout the world, and particularly violence against women (Flaherty, 2010). This violence is epidemic and constitutes a global health problem and pervasive human rights violation. Responses are critiqued as narrow in scope, reactive and lacking in coordination. The research presented in this thesis contributes to addressing this gap by exploring measures community citizens from diverse backgrounds defined as important to ending violence. Specifically, the research question asked ‘What do community members of Lunenburg County say about the structural and cultural influences on interpersonal violence?’ It links the field of peace studies with the interpersonal anti-violence field and the field of addiction. The meta-analysis that frames this dissertation asserts that grassroots community peacebuilding will involve defining and connecting measures at the local level that can lead to defining and challenging broad, oppressive cultural and structural factors linked to the persistence of violence at provincial, national, and international levels. Situating interpersonal violence within a peacebuilding framework provides a critical lens that moves from a narrow focus on individual responsibility to include a wider analysis of the origins of violence to include social, cultural, economic, and political factors and ultimately compel a collective community response. This emancipatory function of peacebuilding must include a focus on promotion of environments where boys and men, girls and women, can live safe and satisfying lives that include the development of skills that promote nonviolence and peace.

Peacebuilding In Myanmar: A Case Study of State Influence on Civil Society in Karen State

Myanmar, formerly known as Burma, has been going through a democratization process since 2011, despite different stages of conflict in several regions. In Karen State the main ethnic armed group, has signed the National Ceasefire Agreement in 2015. With the democratization process came a lot of changes for civil society. The role of civil society has been subject of many studies, with most researchers acknowledging that that role is dependent on the environment in which civil society operates. An important actor in this environment is the state. This research aimed to get a better understanding of how the state influences civil society and the work it does. To do this, the case of Karen State in Myanmar was chosen. The research question of this thesis was as follows: How is the state influencing civil society and its functions in peacebuilding in Myanmar, specifically Karen State? To answer the research question, the research was conducted as a field study. An abductive approach was taken with the use of semi-structured interviews for qualitative data. To get comprehensive results, three types of organizations were interviewed: local CSOs, national CSOs and international CSOs. To analyse the results, two frameworks were used: the functions of civil society in peacebuilding according to Paffenholz and Spurk (2006) and the dimensions of the relationship of the state and civil society according to Müller (2006).   The results show that civil society, in their view, is negatively influenced by the state. They are experiencing restrictions in performing some of their activities. The main worry for many of the organizations is the consequences of officially registering the organization. This requires giving up a lot of information to the government and makes them subject to influences from the state. Some other influences were the restriction of some activities, with even people getting arrested for their advocacy work. Collectively civil society is getting weaker, as the civil government is creating a divide in civil society with organizations that support them and organizations that are critical. Future research must go deeper into the influence of different state actors, and how each actor influences civil society in its own way.

Tracing The Evolution Of Un Peacekeeping: Peacebuilding, Internal Conflicts And Liberal Restructuring

Peacekeeping, which was born as an innovation of the United Nations system in an ad hoc way, has transformed in the post-Cold War. In the post-Cold War era, the number of peacekeeping operations increased, new tasks were introduced and the end goal of the operations has changed. Besides, the prevailing understanding of UN peacekeeping has transformed thereby leading us to use the terms peacebuilding and peace operations rather than mere peacekeeping. While during the Cold War era, peacekeeping meant to supervise the ceasefire after interstate conflicts, in the post-Cold War era, peace operations have been mostly utilised in internal conflicts with a view to bring sustainable peace in the lands of internal conflicts. Furthermore, while during the Cold War era, peacekeeping mainly concerned peace/security and sovereignty upon the conflicts / human security and socio-economic development have been embedded into the agenda of peace operations in the post-Cold War era. This thesis offers two dynamics based on a normative change as the underlying cause behind this transformation. In the post-Cold War era, international norms have changed and brought a new parameter: internal conflicts are to be responded. Based on this normative change, the first dynamic is related with the challenge, which internal conflicts pose for peace operations, and the second dynamic is the rise of liberal internationalism, which tends to organise domestic realms of the states.

Exploring violence through the narratives of youth in Kenyan secondary schools : implications for reconceptualising peacebuilding

Based on the narratives of young people this research explores the rise in youth violence in Kenya's secondary school system and wider society and the potential for peacebuilding to address youth violence. Of particular concern is the gradual change in the profiles, patterns and intensity of the conflict, as evidenced by the increase in the number of youth militias. This increase is often attributed to unemployment and poverty - yet, to date, no systematic research has been produced on the extent to which the youth participation in violence occurs through choice or coercion, or indeed both. Worryingly, a significant number of young people involved in this violence are secondary school students. The findings of this research indicate that despite responses to youth violence in the school and wider Kenyan society, the violence is unabated. Notably, approaches continue to be top-down, generic, superficial and ineffectual. By marginalising the narratives of the youth who participate in and/or observe the violence, current institutional policies and approaches are decontextualised - from both the particular and the wider Kenyan context. This leaves intact the root causes of the violence. This research raises important questions concerning generic, top-down, quick-fix, outmoded cultural paradigms, hierarchical and questionable homogeneous pedagogical approaches to peacebuilding in both the schools and wider Kenyan context. In attempt to address these deficiencies the research seeks to find out approaches to peacebuilding and the Kenyan education systems that can respond to youth violence. This research proffers three key dimensions that can be incorporated in order to ensure effective and sustainable peace: experiences, worldviews and attitudes of the actors. The research, which utilises a constructivist grounded theory approach (Charmaz, 2006), was conducted in fourteen secondary schools in Nairobi and the Rift Valley provinces - two provinces that have been at the centre of youth violence and militia activities. These provinces were also selected in order to reflect the multi-cultural and multi-ethnic character, and the different types of schools in Kenya.
