Šiame darbe aš aprašysiu e-valdžios plėtros situaciją Lietuvos viešajame sektoriuje ir įvertinsiu jos teisinį bei visuomenės pasirengimą e-valdžiai įgyvendinti. Siekdama įvertinti teisinį pasirengimą, analizuosiu dokumentus, kurie teisiškai reglamentuoja elektroninę valdžią Lietuvoje, o siekdama įvertinti visuomenės pasirengimą, remsiuosi statistiniais duomenimis apie interneto vartotojų skaičių, gyventojų ir valstybinio sektoriaus darbuotojų kompiuterinius gabumus ir jų tobulinimo galimybes bei informacinės visuomenės kūrimą. Tyrime Lietuvos pažangą ES kontekste įvertinsiu naudodamasi naujausiais statistiniais Lietuvos ir ES duomenimis. Bus lyginami statistiniai duomenys apie e-valdžios infrastruktūrą, e-paslaugas piliečiams ir e-paslaugas verslui. Darbo pabaigoje pateiksiu išvadas apie Lietuvos pažangą ES kontekste ir rekomendacijas sėkmingesniam e-valdžios projektų įgyvendinimui. [toliau žr. visą tekstą] / In this thesis, I will analyze the development of e-government in the public sector in Lithuania and will assess its legal and social readiness for the implementation of e-government. In order to assess its legal readiness, I will review and analyze legal documents, which regulate e-government in Lithuania, and in order to assess the preparation of Lithuanian society for e-government, I will analyze recent statistical data about the number of internet users, e-skills of Lithuanian people and employees in the government institutions, available training opportunities and development of information society in Lithuania. In the comparative statistical research, I will estimate and compare the development of e- services and infrastructure in Lithuania (e-services for citizens, e-services for business and development of e-government infrastructure) against other EU countries and the indicators for the EU25. At the end of the thesis, the conclusions and recommendations for better implementation of e-government in Lithuania will be provided.
