Shaping spaces in challenged places: what to do with The Flats; Brandon's flood-prone area

The severity and frequency of flooding-related catastrophes are increasing, and lands adjacent to rivers that were formerly the hub for city growth and commerce now face constant threats of flooding. As flood risks have become more at the forefront of legislative consciousness, with governments increasing flood-protection and mitigation measures for flood-prone areas, landowners within such areas are left with little support and direction for their lands. In exploring the issues facing landowners within flood-prone lands, this practicum focuses on whether governments should be directly involved in finding solutions for landowners to ensure a situation where both private landowners and governments benefit. The research concludes that development within flood-prone areas should be avoided, and that municipalities should, given adequate capacity and ability, relocate existing residents from flood-prone areas to repurpose the area for flood-mitigation measures. The research recommends that the City of Brandon become a member, and participate in the Red River Basin Commission, while also exploring opportunities to play a leadership role in the implementation of a similar commission for the Assiniboine River Basin. / February 2017

For this, as a development concept, the study adopted the prospect of Celso Furtado, comprising it as a cultural and social process, and of the United Nations, regarding multidisciplinary conceptualization, involving civil and political rights, economic, social and cultural. Both definitions complement and coincide with the objectives and fundamentals of Brazil, provided constitutionally. Thus, the thesis aims to demonstrate that the effectiveness of development policy planning is directly related to participation of political, economic and social actors in decision-making. The methodology involved both hermeneutics research, using bibliographic technique, as the inductive method and causal attribution that compared the duty be of constitutional norms to the reality of planning, identifying distortions and assigning them the lack of social empowerment. Also it was used the empirical, quantitative and qualitative research, in which they were made analysis of international documents, conducted case studies and survey of national data on the Human Development Index. In the end, it intends to confirm the hypothesis that the achievement of development is possible in Brazil, through empowerment, which is experienced through direct and indirect participation in the planning of development policies. / Motivada pelo problema de como concretizar o desenvolvimento no Brasil, trata a presente tese de investigar a hipótese de que o empoderamento, materialmente, e o planejamento público, formalmente, consubstanciam-se em meios aptos ao alcance deste designo. Para tanto, como entendimento de desenvolvimento, o trabalho adotou a perspectiva de Celso Furtado, compreendendo-o como um processo cultural e social, e da Organização das Nações Unidas, no tocante a conceituação pluridisciplinar, envolvendo os direitos políticos e civis, bem como os direitos econômicos, sociais e culturais. Ambas as definições complementam-se e coincidem com os objetivos e fundamentos do Brasil, dispostos constitucionalmente. Assim, a tese objetiva demonstrar que a efetividade do planejamento de políticas de desenvolvimento está diretamente associada à participação dos atores políticos, econômicos e sociais no processo decisório. A metodologia envolveu tanto a pesquisa hermenêutica, com uso de técnica bibliográfica, como o método indutivo e de imputação causal, em que foi comparado o dever ser das normas constitucionais à realidade do planejamento, identificando as distorções e atribuindo-as a insuficiência de empoderamento social. Também foi utilizada a pesquisa empírica, quantitativa e qualitativa, na qual foram feitas análises de documentos internacionais, realizado estudos de casos e auferidos dados nacionais, incluindo o Índice de Desenvolvimento Humano. Ao final, pretende-se confirmar a hipótese de que o alcance do desenvolvimento, no Brasil, é possível, através do empoderamento, o qual é vivenciado por meio da participação direta e indireta no planejamento das políticas de desenvolvimento.

The feeling of this work is to study this strategy proving this relationship of economic growth with investment in infrastructure. / O nível de estoque de infraestrutura do país e regiões é necessário para sustentar e alavancar o crescimento econômico. A quantidade e qualidade de infraestrutura reduz custos de produção, aperfeiçoa a logística, melhora o comercio nacional e internacional e aumenta o nível de competitividade das empresas. A correlação existente entre crescimento econômico e o nível de investimento qualitativo em infraestrutura, resultam em uma estratégia de desenvolvimento econômico. A estratégia em investir em infraestrutura no país e regiões quando bem aplicadas podem alavancar a produtividade e pode trazer o desenvolvimento econômico. O sentindo desse trabalho é estudar essa estratégia comprovando essa relação de crescimento econômico com investimento em infraestrutura.

It is based on the premise that the PPA instrument, besides the constitutional legal obligation, can reveal the meaning of regional development for governments through defined state interventions and their impact on the territory. Through the process of formulation and execution of public policies of this important planning instrument, it is sought to analyze how the regional question has been addressed, the selected territories (regions), to capture in the guidelines and strategic actions formulated, the prioritization of existing problems And the proposed solutions. Aware that the construction of a Regional Development Policy must go through the fight against regional inequalities, promote integration, this work aims to make a chronological retrospective of the existing theoretical framework in Regional Development, the formulation of Planning and Public Policy for Regional Development in Brazil and Goiás through the National and State Plans conceived, the regional development strategies applied and investigate whether in Goiás, during the last fifteen years (1999-2015), the government plans were designed and executed in accordance with the profile, dynamicity, potentiality And peculiarities of the regions of Goiás and how the public execution of the programs listed in the PPAS – volume of resources applied, degree of efficiency, effectiveness and effectiveness in order to leverage development and reduce existing regional inequalities. / A presente pesquisa intitulada: Um olhar sobre a dimensão estratégica da Política de Desenvolvimento Regional no Estado de Goiás de 1999-2015 busca compreender por meio de um estudo analítico dos 4 Planos Plurianuais (PPA) elaborados e executados em Goiás (2000-2003; 2004-2007; 2008-2011; 2012-2015). Nesse trabalho, parte-se da premissa de que o instrumento PPA além da obrigação legal constitucional pode revelar o significado do desenvolvimento regional para os governos, através das intervenções estatais definidas e seu impacto no território. Busca-se, por meio do processo de formulação e execução de políticas públicas deste importante instrumento de planejamento, analisar como a questão regional tem sido abordada, os territórios selecionados (regiões), captar nas diretrizes e ações estratégicas formuladas, a priorização dos problemas existentes e as soluções propostas. This essay examines how urban planners work with the political ambition of creating integration and sustainable development through mixed housing. The essay compares how urban planners have worked in two residential areas/districts, in which both districts have been expansive since the start of the millennium.  Although both areas have been expansive, there are otherwise both structural, historical, and cultural differences. The essay thus examines how urban planners work with these different structures.  Even though the municipality have the planning monopoly, they are dependent on various actors for the implementation of the political visions and ambitions. In this respect, the private actors are often driven by the market. Hence, the essay examines how the planners work towards the politicians as well as other actors in the implementation. The essay shows that if the municipality has a large landholding in an area, they have also good positions to negotiate with the private actors, even if the planners cannot influence or determine which form of tenure the buildings will have. The essay studies and compare how the urban planners work with implementation in two different districts, in order to investigate if there are any differences between the two.  The study shows that, in theory, it seems easier to plan in an area that are built from scratch, but in practice the plans can be easier to implement and realize in an area that are slowly developed over time, because the conditions tend to change over time.

Adapting urban planning policies to upcoming effects of climate change is becoming increasingly important to municipalities all over the world. Therefore, the purpose of this study is to examine how Jönköping municipality prioritizes sustainability dimensions in their planning of waterfront areas, as well as how they implement climate adaptation in their regulatory documents. To achieve the results for this study, a qualitative content analysis with predetermined codes has been used. The predetermined codes are based on a part of the analytical framework of the study, which is “Sustainable urban planning development framework”. The framework consists of four sustainability dimensions, environmental, social, economical, and planning, accompanied by subthemes and codes. Another analytical framework that has been used to analyze the results is the Sustainable Development Goals. The results of the study indicates that Jönköping municipality addresses the sustainability dimensions differently in their planning documents. The results of the study also demonstrates how Jönköping municipality incorporates climate adaptation strategies in a majority of their urban planning documents, with a significant focus on managing future flood risks.

This thesis offers an overview of Personal Employee Development Planning focusing on its objectives and perspectives in current practice. Attention is paid to the employees' personal development in organization, relation between work performance management and personal development planning, main trends in the preparation of plans and the tools and methods used in the creation and realization of development plans. The thesis explores the benefits of personal employee development planning for the organization, and for professional and personal life of employee. The work is focused on defining the areas of the organization's approach to personal employee development, competencies and learning. It analyzes the process of creating personal development plans. The work contains a qualitative analysis of the results of survey conducted in eighteen organizations in the Czech Republic, focused on the use of personal development plans in practice. Sustainable housing for residential-industrial neighbourhoods in Malaysia : a study on the elements of indoor environmental quality improvements

Economic development brings about urbanisation which may result in rapid housing expansion. The health and well-being of communities is often not considered as a priority of urbanisation with the pressure for developing better economies. Sustainability principles in housing developments are perceived to be able to enhance and to improve the quality of living. The approach to sustainability can, however, be interpreted and prioritised differently. Many developing countries such as Malaysia are depending upon industrialisation for the development of their economies. Continuing urbanisation and industrialisation in these countries indirectly creates tensions between the need for a better built environment, and the push for economic growth. One specific phenomena in Malaysia is the introduction of the mixed-use urban neighbourhood, whereby residential development is netsled within the industrial establishments. On one hand, this helps to create job opportunities and improve the local economy. On the other, it creates concerns in the relations to the house planning, and to the well-being of the residents. These have potential exposures to industrial activities that are associated with environmental problems, such as, poor air quality, local temperature increases, and excessive noise levels. This research applied the current international trends of sustainability practices in housing development in searching for the most appropriate strategies for developing sustainable residential-industrial neighborhoods. Cross reference to other countries strategies and experiences can be adaptation for Malaysian conditions. A residential-industrial community in the city of Pasir Gudang Johor, Malaysia, has been selected as a case study in order to examine the perceived problems of indoor environmental quality in such environments. The result of a questionnaire survey and in-situ measurement indicates that they are facing indoor environmental problems. A set of recommendations for housing guidelines which are tailored for local Malaysians conditions have been identified, and have potential for improving the housing development guidelines and policies for mixed-use community living. Comprehensive strategies will need to be developed to achieve housing development sustainability goals. The development of Master Planned Communities (MPC's) is suggested to be appropriate mechanism to developing planning controls. This will ensure the improvement of indoor environmental quality of living in residential-industrial housing developments in Malaysia. It is anticipated that this research will make a positive contribution to developing decision-making procedures that are appropriate to achieving the goals of sustainable housing development in relation to mixed-used residential housing, It is also expected that this research will assist in establishment of a unified national sustainable housing strategy, and in the rationalised adoption of a master planned community approach.
