Adult learning in Canada and Sweden : a comparative study of four sites

This study sought to understand policy factors underlying the differences between the literacy levels of Canadian and Swedish adults as reported in the International Adult Literacy Survey. The New Literacy Studies provided a critical perspective for comparing adult literacy as contextual rather than as a technical, pedagogical skill. Adult learning in rural and urban sites in Canada and Sweden was compared through a qualitative case study. The conceptual framework based on situated literacy and comprising policy-in-intent, policy-in-practice and policy-in-experience guided a multi-method approach. Source materials included public documents and reports, the media, group discussions, interviews and participant observation. There were substantive differences between the two countries in the provision of and access to adult education at the macro-level but at the micro-level, individuals shared similar goals and issues. Swedes with the least education were accorded priority in access to formal education. In contrast, Canadians with the least education often had to rely on the volunteer sector. Other social policies in Sweden, particularly universal childcare and school lunches, facilitated individual participation in adult education. <p>The terminology used in the two countries implied different public perceptions of adult education and literacy. In Sweden, adult education had been a universal compensatory entitlement since 1967 and the term literacy was rarely used. Public policy initiatives in the 1990s focused on increasing the supply and diversity through additional funding for an already well-resourced adult education system. In Canada, literacy was considered a prescriptive, individual responsibility and resources went into public awareness campaigns and an extensive policy network rather than increased learning opportunities. Priority in access seemed to be given to adults most likely to succeed in further education or the job market. <p>Adult education policy discussions in both countries focused on formal learning with little reference to the significance of the century-old informal sector in Sweden. The costs and relative benefits of universal versus targeted social programs deserve further study. The reluctance of older, less educated workers to participate in formal adult education programs in both countries underscores the need for public policy that encourages bridging between informal and formal learning to effectively engage those who read, but not well enough, according to the International Adult Literacy Survey.

Decision Support Tools for Strategic Policy Analysis

New or improved decision analysis tools are developed in this thesis to address strategic policy analysis with specific focus on two topics: strategic conflict analysis and region-performance comparisons. A strategic conflict refers to a situation in which two or more decision makers (DMs) are to make a decision that affects issues over which they have different preferences. Various forms of strategic conflict exist all around us, in areas such as environmental management, international relations, economic competition, and relationships among individuals. The graph model for conflict resolution (GMCR) is an advanced and comprehensive tool to systematically study strategic conflicts. A well-known decision tool, the analytic network process (ANP) is adapted for use in strategic conflict analysis and a comparison of the performance of ANP with GMCR is carried out. Both methods are applied to an international trading conflict between the United States and China over the importation of television sets into the US in order to gain strategic insights about this dispute using the two different but complementary approaches. A country's overall performance comparison with respect to different kinds of indices such as economic, environmental and political indices constitutes another interesting topic for strategic policy analysis. An index aggregation approach is proposed to compare BRICSAM countries, a populous rapidly-growing economic group of nations consisting of Brazil, Russia, India, China, South Africa, ASEAN (Association of South-East Asian Nations), and Mexico with G7 (Group of Seven), the most developed country club including Canada, France, Italy, Japan, Germany, United Kingdom and the United States. A data-envelopment-analysis (DEA) based approach is proposed to aggregate different ranking indices for BRICSAM and the G7 countries. The proposed method can provide a fair overall assessment of a country's standing by maximizing its possibility of obtaining the best evaluation score. Finally, a framework to carry out generic strategic analysis for regions' competence analysis is designed based upon the theory of generic strategic analysis proposed by Porter (1980). This is a well-known approach for use in business competence analysis. The basic idea is to carry out generic strategic analysis in policy studies and two decision tools, DEA and the analytic hierarchy process, are employed to quantify the analysis of competence efficiency and potentiality, respectively. A case study of the competence analysis of provinces in China is used to demonstrate the analysis procedure.

The chief purpose of this study is to develop a theoretical framework which can contribute to a broader theoretical understanding of the actions of the U.N. Security Council and its members. The framework rests upon a rationalistic foundation and it is set up with two different models of explanation; a first with focus on power and security and the second which is an institutional explanation. The framework is then applied on a case study in which the behavior of theUnited Statesand theUnited Kingdomin the Security Council are explained. The outcome of the paper is worth mentioning that the member nations have find the Security Council to be an important institution and that there is an apprehension of the precedential power of the institution. The study also points out that a permanent member is more likely to use its veto when there are strong national reasons of so doing. In general the developed theoretical framework seems to be well appropriate to explain states behavior in the Security Council and may provide a foundation for further theoretical studies on the subject.

A critical policy analysis: the impact of zero tolerance on out-of-school suspensions and expulsions of students of color in the state of Texas by gender and school level

This study focused on the disciplining actions given to students of color after the implementation of the zero tolerance (ZT) policy in Texas’ schools. Out-of-school suspension and expulsion data were analyzed to depict trends and/or patterns across school levels as well as gender and race/ethnicity. More specifically, the disciplinary action of 34,047 elementary, middle and high school students of color suspended out-of-school and expelled in Texas’ public schools during the1999-2000 and 2002-2003 academic school years were statistically analyzed then evaluated via specific tenets of critical race theory (CRT). A critical policy analysis, as defined by the researcher, was discussed using the results of the data analysis. In addition, the predictive power of the variables school level, gender and race/ethnicity on the disciplinary action given to students of color were analyzed during the school terms under study. The most statistically significant finding of the study was the influence of ethnicity on out-of-school suspension and expulsion rates of students of color in the State of Texas after the implementation of the policy known as ZT during the selected school terms. Furthermore, of the students enrolled in public schools in Texas during the 1999-2000 and 2002-2003 school years, African-American students comprised 14.3 and 14.4 percent of the population; yet, they received more than one-third of all disciplining actions, second to European Americans who comprised 43 and 40 percent of the enrolled population. When compared to other students of color, African-American students received 53.6 and 53.9 percent of the out-of-school suspensions and 64.3 and 65.1 of the expulsions. Even though the data presented were aligned with previous research studies, the view of disciplinary actions for students of color from a critical race theory (CRT) lens highlights the deficiencies outlined via a critical policy analysis of the ZT policy as it is used to fortify the safety of schools.

Investigating the process of policy change with respect to leisure transport in UK National Parks

The National Parks of the United Kingdom are characterised by their beautiful countryside and spectacular rural landscapes. They are also significant leisure based trip attracting locations, the dominant transport mode being the private car which typically accounts for 90% of all journeys made to these destinations. Excessive car use in National Parks is problematic since traffic congestion, environmental degradation, vehicle noise and parking problems serve to undermine the natural and recreational values which they are intended to promote. As recognition of the negative impacts of car use in National Parks has grown, so have calls for innovation and experimentation in approaches to traffic management and transport policy in these locations. Despite this, policy change has been slow. Sustainable and effective solutions to transport problems in UK National Parks appear no nearer to being found now than they were sixty five years ago. Accordingly, this thesis seeks to investigate the process of policy change with respect to leisure transport in UK National Parks. The study adopts the Multiple Streams framework (Kingdon, 1984) as the mechanism by which to explore policy change in the sector, and a case study method is chosen as the overarching research approach. Within the case study design, a three stage research method is undertaken, consisting of a) documentary analysis combined with semi-structured interviews with Transport Officers at UK National Park Authorities, b) two sub case studies at the local level in the New Forest and Yorkshire Dales National Parks, and c) semi-structured interviews with National Park transport planning experts at the national level. The Multiple Streams framework is shown to accurately identify important processes and mechanisms which can be seen to account for policy stability (and therefore inhibit change) within the National Park transport planning sector. As such, the thesis concludes that at the present time there is no significant window for policy change with respect to leisure transport in UK National Parks. A number of barriers exist which make this so. First are perceptions of public and political apathy towards transport problems in the National Parks, and a lack of quantifiable data by which to ‗frame‘ these issues. Second are competing agendas of key delivery agencies in the policy sector, where conflict between economic and environment objectives limit the consideration of certain transport planning instruments for use. Third are issues surrounding the technical feasibility (in terms of implementation) and public acceptability of a range of transport planning instruments, and fourth is a lack of advocacy for policy change amongst the general public and politicians at the local and national level. In light of the research findings, recommendations and advice to policy makers and practitioners seeking change within the sector are offered.

Gender mainstreaming as a knowledge process : towards an understanding of perpetuation and change in gender blindness and gender bias

This thesis locates itself in wider developments in gender theory and examinations of the state’s production of gender inequality. It responds to two research problems in existing literature. Firstly, scholars have developed increasingly complex theorisations of the social construction of gender and the state’s role in it. This body of research has shown how gender blindness and gender bias in state policies produce inequality and how gender structures priorities, hierarchies and roles within state organisations. Fully operationalising these insights has, however, thus far proved difficult. Secondly, whilst existing research provides a nuanced picture of these multiple dynamics involved in the state’s reproduction of gender inequality, we cannot yet fully account for the processes through which these dynamics are maintained. As a result, our explanations of how change could be achieved are also under-developed. This thesis uses gender mainstreaming (GM) implementation as a model to explore these research problems, examining the processes underlying the ‘disappointing’ policy outcomes which existing analyses of GM implementation have documented (Bretherton 2001, Daly 2005, Mazey 2000). Whilst these existing studies provide an essential starting point, this thesis argues that many have applied an implicitly rigid or rationalistic approach to policy analysis, highlighting the disparity between the intended and actual outcomes of GM. This kind of approach fails to operationalise our understanding of the construction of gender as a process and a constantly renegotiated phenomenon. It also fails to exploit the research opportunities which GM implementation provides. To enable such an analysis, this thesis draws together literatures from policy studies, particularly interpretative policy analysis (Colebatch 2009, Pressman and Wildavsky 1984, Yanow 1993) and science and technology studies/the sociology of knowledge (STS/SK) (Latour and Callon 1981, Law 1986) to apply an understanding of policy implementation as a process of negotiation, where we analyse how policy is interpreted, understood and enacted, on the ground. This perspective emphasises how local responses to strategic policy demands emerge through collective processes of interpretation, which are heavily affected by pre-existing policy assumptions, activities and practices (Wagenaar 2004, Wagenaar et al 2003). These concepts are used to operationalise the concept of gender knowledge (Andresen and Doelling 2002, Caglar 2010, Cavaghan 2010, 2012, Doelling 2005) to investigate how shared (non)perceptions of gender inequality are institutionalised and perpetuated, whilst competing notions are marginalised. Thus developed, the gender knowledge concept enables us to grasp and analyse (non)perceptions of the gender inequality issue; the evidence or ways of thinking which underpin them; and the processes, materials and persons involved in institutionalising them to the exclusion of competing perceptions. This approach therefore operationalises the notion that gender and gendering is a process and connects the ‘genderedness of organisations’ (Benschop and Verloo 2006, Rees 2002) to gendered policy outputs. Examining ‘what is happening’ when GM is implemented in this manner provides an opportunity to identify mechanisms of resistance, i.e. the processes through which the production of gender inequality is maintained. By corollary, examining ‘successful’ incidences of GM implementation provides empirical examples of how change has occurred. The project thus aims to produce theoretical insights which can be extrapolated to a wider understanding of the perpetuation of the state production of gender inequality.

EVALUATING THE EFFECTS OF ORGANIZATIONAL POLICIES ON SURGEONS’ AVAILABILITY TO OPERATE: A COMPUTER SIMULATION APPROACH

Surgical services contribute to a large proportion of a hospital’s costs and revenues thus it is important to understand key performance drivers so that resources can be distributed in an informed way. Organizational policies can affect the performance of the peri-operative process, however, there is a lack of knowledge within the health services literature regarding how the organizational policies of a surgical service affect surgeons’ availability to perform operations. Additionally, simulation-based research has largely focused on operating room planning and scheduling, not on how surgeons’ operating time may be affected by organizational policies. The objective of this simulation study was to estimate the effects of organizational policies on surgeons’ availability to operate in the context of cardiac surgical care. The major finding was that surgeons’ availability to operate declines if surgeons are not permitted to be on-call and scheduled in the OR for non-emergency operations on the same day.
