An integrated national disaster risk reduction and climate change adaptation development investment framework for Barbados, a Small Island Developing State (SIDS)

Disasters and climate change threaten the very existence of a special group of developing states- Small Island Developing States (SIDS). This research tackles the problem of limited uptake of integrated approaches to address risk in practice- in particular through disaster risk reduction (DRR) and climate change adaptation (CCA). The benefits of these approaches are so significant that they can be considered to be investments in development. Focusing on Barbados, a SIDS, this research therefore seeks to identify the prospects for establishing an integrated disaster risk reduction and climate change adaptation (DRR-CCA) development decision-making framework. It also seeks to understand the policy implications for other SIDS. In addressing the research problem, a risk governance framework and mixed methods approach is proposed for identifying the prospects for DRR-CCA. This allows for the challenges and the potential in actor networks, institutions, and the various dimensions of risk decision-making to be identified. The specific SIDS DRR-CCA risk governance framework utilised to generate the prospects is identified from literature. Data from documents, surveys and in-depth semi-structured interviews with 30 representatives from 20 organisations operating at different levels were gathered on DRR and CCA risk governance in Barbados from November, 2014 to May 2015. Analysis was carried out using document analysis, thematic analysis; social network analysis, and descriptive statistics. The research identifies that SIDS require an enhanced risk governance framework for DRR-CCA. This framework has a systemic approach at the core, as well as an explicit development approach supported by a joined-up governance approach. Furthermore, risk assessments should include assessments of adaptive capacity. Existing potential for DRR-CCA risk governance was identified in highly dense networks, established disaster management networks, and a unique polycentric network that engages intraregional partners in national governance. Notwithstanding, challenges related to cohesion within and across institutions and sectors; missing community and socio-economic participation; as well as issues connected to unadjusted mind-sets to address the DRR paradigm shift in practice, and limited development-socio-ecological systems approaches, meant that the prospects identified mainly addressed these shortcomings. A spatial methodology for DRR-CCA seemed feasible. This research contributes a framework for conceptualising DRR-CCA risk governance in SIDS which could be applicable to others. It offers a Caribbean SIDS perspective and practical suggestions for DRR-CCA that are relevant to SIDS practitioners and donors. Further research should focus on testing the prospects across the varying governance contexts of SIDS.

The objective of this thesis is to evaluate European States&rsquo / efforts to develop a coherent and effective foreign and security policy in the context of historical evolution of the CFSP. In this thesis, European States&rsquo / efforts to develop a coherent and effective foreign and security policy will be evaluated in three international political contexts. First period is Post World War II Period, second one is Post-Cold War Period and third one is Post September 11 Period. In the context of Post World War II period, European States&rsquo / efforts to develop a coherent and effective foreign and security policy is shaped by the conditions of Cold War, Bipolar World and threat of Soviet expansionism towards Western Europe and characterized by the attempts such as European Defence Community, Fouchet Plan and European Political Cooperation. In the context of Post-Cold War period, European States&rsquo / efforts to develop a coherent and effective foreign and security policy were shaped by ex-Yugoslavian Conflict in early 90s which brought new security challenges such as ethnic conflicts and instability in the ex-Communist States in Central and Eastern Europe. EU&rsquo / s attempts were characterized by the CFSP which was launched by the Maastricht Treaty and the CESDP which emerged after Kosovo War with Saint Malo Declaration as defence dimension of the CFSP. In the context of Post September 11 period, European States&rsquo / efforts to develop a coherent and effective foreign and security policy were shaped by global fight against international terrorism. EU&rsquo / s attempts were characterized by adoption of European Security Strategy which accepted international terrorism, organized crime and proliferation of weapons of mass destruction as key threats towards Europe and aimed at developing a coherent vision of strategic objectives, shared threat assessment for European States in order to prevent divisions among EU States in future international events. The main argument of this thesis is that in order to be an important and effective actor in global politics, EU Member States should act coherently and speak with one voice. Their influence on important international issues is greater if they act as a coherent actor rather than acting individually.

The (In)Coherence of Canadian Education Policy Regimes with the United Nations' Refugee Education Strategy

This thesis by article contains three chapters. The first chapter provides an overview of recent developments in global refugee education policy to situate Refugee Education 2030, the United Nations High Commissioner for Refugees’ current international refugee education strategy, within global policy initiatives. It then reviews the literature on refugee education policy that informed the development of a methodology of vertical policy coherence analysis with Refugee Education 2030 to answer the research questions of the thesis. Finally, it addresses my researcher positionality and journey leading to the thesis. The second chapter contains the manuscript for an article. The purpose of the article is to analyze the vertical coherence of Canadian policy regimes towards the primary and secondary education of refugee children and youth with Refugee Education 2030. The article presents a theoretical framework for policy coherence analysis that combines policy coherence theory, policy attributes theory, and policy behaviour theory, as well as a tri-phasic methodology for vertical policy coherence analysis with an international framework designed to be adapted to different contexts to guide the development of country-specific education policies. The theoretical framework and methodology are applied to determine the categories of needs underpinning Enabling Activities of a Strategic Objective of Refugee Education 2030, to assess these needs as presented by refugee children and youth in Canada, and to analyze the coherence of Canadian education policy responses to these needs with Refugee Education 2030. The findings indicate that there are five categories of needs inherent in the Enabling Activities of the selected Strategic Objective, specifically access to education, accelerated education, language education, mental health and psychosocial support, and special education; that all of these categories of needs are present in refugee claimant and/or refugee children and youth in all of Canada’s educational jurisdictions; and that there are significant gaps in policy responses to these needs. Taken together, the findings permitted a discussion on priorities for the revision and development of refugee education policy across Canadian jurisdictions to ensure greater coherence with Refugee Education 2030. The third chapter summarizes the findings of the contextualized analysis of the vertical coherence of Canadian refugee education policy regimes with Refugee Education 2030. Additional findings that could not be incorporated in the article due to the manuscript submission guidelines Schutte iv of the intended journal of publication are then presented and discussed. The thesis concludes with reflections on my research journey.

Assessing the groundwater resources management in the Bac Lieu Province, Mekong delta, Vietnam

The research aims to assess the current groundwater resources management in Bac Lieu province. The combination of descriptive statistic and interview approach (including individual interview and key informant panel) were applied based on the principles of water governance framework developed by the Organization of Economic Co-operation and Development (OECD) to assess the policy coherence and the transparency and stakeholder engagement of the groundwater management. The study showed that the current groundwater resources management improved overtime; however, the policies were not completely sufficient and the responsibility of the units related to the groundwater resources management was not indicated clearly yet. Thus, overlaps in function of different management units are found and the access of the local people to the groundwater management was limited. In addition, the stakeholder involvement in managing the groundwater resources was in short of both amount and qualification. The separation of powers seems to be higher and higher, the local government has the main responsibility to manage the groundwater and the communities, especially the local people still have low rate of participation in the groundwater resources management process. / Nghiên cứu được thực hiện nhằm đánh giá hiện trạng quản lý nguồn tài nguyên nước dưới đất (NDĐ) tại tỉnh Bạc Liêu. Sự kết hợp giữa phương pháp thống kê mo tả va phương pháp phỏng vấn (bao gồm phỏng vấn cá nhân và phỏng vấn chuyên gia)dựa trên những quy định về quản trị tài nguyên nước của Tổ chức Hợp tác và Phát triển Kinh tế (OECD – Organization for Economic Cooperation and Development) được áp dụng để đánh sự chặt chẽ của các chính sách quản lý, sự minh bạch của công tác quản lý và sự tham gia của các bên có liên quan. Kết quả cho thấy, cơ chế quản lý nguồn tài nguyên NDĐ đã và đang dần hoàn thiện, song các chính sách quản lý vẫn còn chưa đầy đủ và trách nhiệm của các đơn vị quản lý vẫn chưa được quy định rõ ràng. Vì vậy, đến nay công tác quản lý còn phát sinh sự chồng chéo và thiếu sự phối hợp giữa các cơ quan chức năng có liên quan cũng như sự liên kết giữa cơ quan quản lý địa phương và người sử dụng tài nguyên NDĐ. Thêm vào đó, các bên có liên quan tham gia vào quản lý nguồn tài nguyên NDĐ còn hạn chế về cả số lượng và năng lực, trong đó chính quyền địa phương là đơn vị quản lý chính; do vậy, sự tập trung quyền hạn vào một chủ thể (chính quyền địa phương) là rất cao và sự tham gia của cộng đồng, đặc biệt là người sử dụng NDĐ, còn hạn chế.

The effect of policy incoherence on the emergence of groundwater-related subsidence phenomena: A case study from Iran

Land subsidence due to overexploitation of aquifers is often attributed to incoherent public policies. Taking the case of the Mahyar valley in Iran as an example, and based on a mixed-method research design, this study analyses the effects of policy incoherence on well use for agricultural irrigation and the resulting groundwater levels. Results show how an accumulation of policy incoherence over time results in an increased construction of wells, ultimately leading to a groundwater table drawdown, with a significant decrease of 7.61 m in the last 16 years.

An evaluation of biodiesel policies : The case of palm oil agro-industry in Indonesia

Oil palm has flourished as an economically vital crop in Indonesia given its use in both food and non-food products (including biodiesel) for domestic and export markets. However, the expansion of oil palm plantations in Indonesia is controversial. While the crop generates fiscal earnings for the country, and regular income streams for farmers and companies, oil palm plantation expansion is claimed to cause deforestation, environmental degradation and biodiversity losses. At the same time, there is a national target to reduce GHG emissions from land use change and the production of palm oil. Climate change mitigation goals also include ambitious targets to blend biodiesel with fossil diesel in various economic sectors. This thesis looks at the palm oil agro-industry, from oil palm plantation to crude palm oil (CPO) production, and CPO based biodiesel production. It proposes a policy evaluation to verify policy implications in relation to the issue of land use allocation, and the poor profitability in palm oil biodiesel production. The overarching objective is to evaluate the effectiveness of prevailing policies used to promote the palm oil agro-industry for biodiesel production in Indonesia. The thesis is framed by policy research and ex-post policy evaluation. The focus is on the process of policy formulation and implementation, rather than outcome evaluation. Two specific analytical frameworks are used to answer the research questions while addressing the criteria of effectiveness in policy evaluation: (i) policy coherence analysis and (ii) life cycle cost analysis. Qualitative indicators are used to measure the coherence of biofuel policy with other sectoral policies (agriculture, climate and forestry) in relation to land allocation. Quantitative economic indicators are used to compare the costs and benefits of conventional palm oil biodiesel production with a biorefinery conceptual plant. There are valuable lessons to be learnt from this policy evaluation. The results indicate areas in which policy effectiveness can be improved. For land allocation, adjustments and improvements in policy formulation and implementation are crucial. Uncertainties when it comes to the allocation of land to meet multi sectoral policy goals are to be addressed by clarifying land use definitions and categories, which should be backed up by consistent land use definitions in various policy documents. The dual land classification presently applied should move towards a single land classification, linking actual landscape coverage and the legal status of the land. Policy information and guidance across sectoral policies should be compiled in a single database. Such a publicly available database would help enhance the efficiency of land allocation for multiple policy purposes. More importantly, the formulation of biodiesel policy has to engage various sectoral policies that compete for the same resources. The biorefinery conceptual plant allows the reduction of government subsidies, while also providing a pathway to enhance the use of renewable energy and reduce GHG emissions. Policies have been designed to enhance plant profits through the improved utilisation of biomass residues in the palm oil mill for energy generation and composting. However, the low implementation rate of policies indicates the need to improve the effectiveness of policy implementation, and therefore the need for better monitoring processes, and possibly more stringent consequences for non-compliance. / <p>QC 20180223</p>

De nombreuses initiatives ont été mises en place par des organismes provenant des trois sphères sociétales pour pallier ce problème. Certains l’ont fait avec succès d’autres sans. Aujourd’hui bien que ces initiatives aient comme objectif de répondre au problème existant, le déficit continu de se creuser. Ce mémoire propose une analyse des causes du problème afin de comprendre pourquoi les initiatives mises en place ne fonctionnent pas comme elles le devraient. Il met en avant le manque de coordination qui existe enter les acteurs et démontre que l’ensemble du secteur fonctionne selon une organisation « en silo » révélatrice d’un manque de cohérence des politiques de financement du logement. Enfin il analyse les origines possibles d’une telle organisation et des incohérences politiques qui l’ont amenée. Par cette analyse, il tente de déterminer la part de responsabilité relative imputable à l’État nicaraguayen et à l’Aide Publique au Développement qui est la principale source de fonds de tous ces programmes. / Nicaragua suffers of a very important housing deficit. The bulk of it is due to the inability of the finance sector to attend low income families. Numerous initiatives were implemented by organization from the three societal sectors to alleviate this problem. Some were successful, others were not. Today, although the objectives set by these initiatives seems to respond the existing problem, the deficit keeps on deepening. This thesis offers to analyse the causes of the problem and to understand why the implemented initiatives are not functioning as they should. It emphasizes the lack of coordination existing and demonstrates that the whole sector functions in accordance with a silo approach which is itself indicative of a lack of housing finance policy coherence. Finally, it analyses the possible origin of such an organization and of the policy incoherence that brought it. Through this analysis it attempts to clarify the respective accountability of the Nicaraguan State and the ODA which is the main financing source of these programs.

Diskurzy a praktiky české rozvojové spolupráce / Discourses and practices of the Czech development cooperation

As a part of international economic relations, development cooperation is a relatively new issue area of the Czech foreign policy. In spite of the strong Czechoslovak cooperation with the pro-socialist Third World countries during the Cold War, the country quickly abandoned delegitimized development activities only to restart them in the mid-1990s. This time, the policy was induced mostly externally by the international and EU commitments to provide aid to developing countries. Building on James Ferguson's concept of 'anti-politics machine' and the Bourdieusian concept of illusio, this dissertation argues that (i) the apparatus of the Czech development cooperation deals with development as a technical matter and leads to the depoliticization of the Czech relations with the South; and (ii) the low public awareness of the policy and the dependence of the civil society on government funding tones down their criticism and facilitates the use of the policy for the particular interests of the Czech implementers instead of contributing to poverty reduction in the South. The second chapter justifies the interdisciplinary approach adopted in the dissertation. It argues that in the same way as multidimensional poverty cannot be reduced to mere income, a holistic analysis of development cooperation must extend beyond the neoclassical economic approach and include social, cultural, political and environmental aspects of development. The third and fourth chapters analyze accordingly the discourses (historical and legal sources, political and social context, government strategies) and practices (content of bilateral cooperation, its effectiveness, actors and interrelations between them) of the Czech development cooperation. The following chapters extend from the narrow topic of development cooperation to gender as a cross-cutting issue and further to the problem of policy coherence. While gender has gained serious credit on the international development research and policy agenda, it is reflected in policy and operational documents only formally, making bilateral cooperation projects gender blind, and hence detrimental to women. Finally, the Czech discourses and practices of the formally institutionalized policy coherence for development are analyzed in cases studies on migration, trade and agriculture. The chapter argues that slight changes in other government policies may have greater impact on developing countries than any substantial reforms of development cooperation. Overall, the dissertation advocates for a repoliticization of the development agenda and its return to the public space. So far, it was mostly the European Union funding that incited the civil society to raise new policy issues and question the effectiveness of the Czech development cooperation in reducing global poverty, but it is crucial to involve political parties, civil society at large, media and academia in the process as well. An annex lists a range of detailed policy recommendations for development cooperation generally, in particular its gender dimension, and its coherence with the Czech migration, agriculture and trade policies.

Integrace klimatické politiky do vybraných obchodních dohod Evropské unie / Climate Policy Integration in the EU's Trade Agreements

This master's thesis deals with climate policy integration in two European union's trade agreements, EU-Canada Comprehensive Economic and Trade Agreement (CETA) and EU-Japan Economic Partnership Agreement (EPA). Ambitions of EU's climate policy have grown in recent years. Therefore the EU needs to cooperate with other world countries to tackle the climate change now even more than ever before. One of the solutions for such a binding cooperation to fight climate change could be implemented through the EU trade policy. This master's thesis is therefore interested in climate policy integration concerning the policy coherence during the process of making trade agreements and also in climate policy aspects of the final form of the agreements. In the theoretical part, this thesis describes the academic debates of policy coherence, climate policy actors in the institutional framework of the EU and also the history of EU's climate policy. Research operationalises the academic concept of climate policy integration (CPI) and carries it out through analysisand comparison of official EU's institutional documents. In the final part, this master's thesis draws its conclusions mainly from comparison of EPA and CETA.
