Definição e estabelecimento de processos de fábrica de software em uma organização de TI do setor público. / Definition and establishment of software factory processes in an IT organization of the public sector.

Um crescente número de empresas produtoras de software tem adotado um modelo organizacional de Fábrica de Software (FS), que facilita a terceirização por intermédio da segmentação das atividades e adoção de um sistema de produção mais flexível, dinâmico e controlado. Uma FS pode atender a múltiplas demandas de natureza e escopos distintos com o intuito de prover as necessidades específicas de cada cliente. Em face da diversidade e complexidade deste contexto, uma das questões principais a resolver é como mapear todos os processos envolvidos, identificando claramente o que, quem e, sobretudo como cada trabalho deve ser executado e controlado, visando o alinhamento dos processos à estrutura organizacional e conceitual de FS com foco nos processos de integração, alinhamento e reuso. Este estudo tem como objetivo mapear, definir, reestruturar e estabelecer processos de Fábrica de Software, conduzidos pelo método de pesquisaação em uma organização produtora de software do setor público, considerando seu contexto operacional, técnico e cultura organizacional. O desenvolvimento, execução, acompanhamento e resultados são descritos pelos ciclos da pesquisa-ação envolvendo o estudo de estruturas organizacionais, metodologias de desenvolvimento de sistemas, e mudanças organizacionais. Para isso foram definidas uma Estrutura Organizacional de Referência de FS, uma Arquitetura de Definição de Processos para FS e uma Metodologia de Desenvolvimento de Sistemas e Integração com foco organizacional, concebidos e desenvolvidos com base na literatura, experiência profissional e pesquisa empírica, que serviram como guia de condução da pesquisa-ação, culminando na associação do estudo empírico com o estudo teórico. As contribuições empíricas e teóricas geradas referem-se à melhoria dos processos organizacionais e operacionais de uma empresa de TI do setor público com base nos conceitos de FS. / A growing number of software producing companies have adopted an organizational model of Software Factory (SF), which facilitates outsourcing by segmenting activities and by adopting a more flexible, dynamic and controlled production system. A SF can serve the multiple demands of different nature and scopes with the purpose of providing each customers specific needs. Because of the diversity and complexity of this context, one of the main issues to be solved is how to map all the processes involved, clearly identifying what, who and mainly how each work must be executed and controlled, aiming at aligning the processes to the organizational and conceptual structure of SF focusing on the integration, aligning and reuse processes. The purpose of this study is mapping, defining, restructuring and establishing the Software Factory process, conducted by the action research method in a software producing organization of the public sector, considering its operational, technical and organizational culture context. The development, execution, follow-up and results are described by the action research cycles involving the study of organizational structures, system development methodologies and organizational changes. For this, a Reference Organizational Structure of SF, and Processes Definition Architecture for SF and a Integration System Development Methodology with organizational focus were defined, conceived and developed based on the literature, professional experience and empirical research, which served as a guiding line of the action research, peaking at the association of the empirical study with the theoretical study. The generated empirical and theoretical contributions refer to the improvement of the organizational and operational processes based on the SF concepts.

Num curto período de tempo, a Web tornou-se o aspecto central de muitas aplicações em diferentes áreas. Rapidamente, cresceu e diversificou seu uso, e diversos setores de negócio realizam suas operações no ambiente da Web. Entretanto, à medida que cresce a extensão de uso de aplicações Web, que se tornam mais complexas, aumenta a preocupação com a maneira como as aplicações são desenvolvidas. Freqüentemente, a abordagem de desenvolvimento é ad hoc, desprovida de técnicas sistemáticas e de metodologias sólidas, resultando em aplicações de baixa qualidade. A fim de alcançar aplicações Web bem sucedidas, há a necessidade de melhores princípios de esenvolvimento que devem considerar as características especiais dessas aplicações. Dessa forma, o objetivo do trabalho é propor Processos de Apoio ao desenvolvimento das aplicações Web, baseando-se nas características dessas aplicações e nos Processos de Apoio da ISO/IEC 12207. Os processos de Apoio visam auxiliar outros processos do ciclo de vida da aplicação a alcançar produtos de qualidade e o sucesso do projeto / Within a short period, the Web has become the central aspect of many applications in different areas. Rapidly, it has grown and diversified in its scope and use. Diverse business sectors improve their operations in Web environment. The Web application has become more complex and it has increased the concern with the way the application is developed. A contribuição do Seis Sigma para a melhoria dos processos de software. / A Six Sigma contribution for software process improvement.

Uma das grandes dificuldades do desenvolvimento de software é adequar, de forma sistemática, os esforços na resolução de problemas e nas melhorias dos processos internos aos objetivos do negócio. O Seis Sigma é uma metodologia estruturada que incrementa a qualidade dos processos e o alinhamento com as estratégias empresariais, proporcionando altos ganhos financeiros para quem o utiliza. Surgido inicialmente na manufatura, o Seis Sigma vem sendo aplicado também noutros setores. No desenvolvimento de software, o seu uso é ainda restrito, mas há indícios de que possa ser utilizado com o mesmo sucesso. O objetivo desta dissertação de mestrado é propor um roteiro específico para a implementação do Seis Sigma nas organizações desenvolvedoras de software. Além do levantamento teórico, foi realizado um estudo de casos múltiplos para analisar as razões da sua adoção, as modalidades de seu uso, os seus benefícios e as suas limitações para os processos de software. Os resultados observados mostram que o Seis Sigma pode ser aplicado total ou parcialmente na melhoria dos processos de software. Além disso, é necessário alguma customização nos processos do Seis Sigma convencional, uma vez que os projetos de melhoria podem estar orientados para novos produtos, novos clientes ou, ainda, que os trabalhos de desenvolvimento fiquem a cargo de novas equipes, que muitas vezes são terceirizadas. O trabalho conclui que o Seis Sigma pode contribuir efetivamente para a melhoria dos processos de software, independentemente da organização objetivar níveis superiores de maturidade. O estudo sugere também um roteiro específico, chamado SW-DMAIC, para a aplicação do Seis Sigma em empresas desenvolvedoras de software. Este roteiro é composto por três etapas: implementação da filosofia do Seis Sigma, reciclagem desta filosofia, quando necessário e execução de projetos específicos. / Aligning sistematically efforts to solve problems and improve the software process with business goals is one of the challenges of software development. Six Sigma is a structured methodology that increases the process quality and aligning with enterprise strategies, providing high financial returns for those who uses it. Firstly applied in manufacturing companies, Six Sigma has been applied in other sectors too. It is not widely used in the software companies yet, but there are already some successful cases. The main objective of this master degree dissertation is to propose a specific roadmap for the Six Sigma application at software companies. Besides the theoretical research, it is accomplished a multiple case study to analyze the adoption reasons, the modalities of the use, the benefits and the limitations of Six Sigma for the software processes. The observed results show that Six Sigma could be applied totally or partially for software process improvement. Therefore it is necessary some tayloring in the Six Sigma processes, because improvement projects could refer for new products or new customers or some of the development work is in charge of new teams, specially when they are a outsoursing. The work has concluded that Six Sigma could contribute indeed to software process improvement, independently the enterprise is going to reach higher level maturity. This study suggests also a specific three-stage-roadmap, called SW-DMAIC, for the Six Sigma application at software companies containing processes for implementation of Six Sigma?s philosophy, recycling this philosophy when it?s necessary and, execution of specific Six Sigma projects.

As realizações e atividades desenvolvidas pelo homem em qualquer segmento produtivo são geradas pela percepção de suas necessidades, pelo acompanhamento da evolução tecnológica e pela adequação aos cenários e aos comportamentos da sociedade, seguindo uma abordagem global. Questões relacionadas aos programas de melhoria da qualidade na indústria do software, hoje caracterizadas como competências qualificadoras para a competitividade, tornar-se-ão um conjunto de exigências básicas para a sobrevivência de longo prazo no mercado internacional. Esta realidade faz parte das empresas do mundo todo, principalmente da empresa brasileira, dada a meta de desenvolvimento e melhoria da qualidade de vida estabelecida para a sociedade. Neste contexto, o mercado em que atuam as empresas de pequeno porte é extremamente competitivo. Em se tratando de melhoria de desenvolvimento de software, o CMM (Capability Maturity Model), desenvolvido pelo Instituto de Engenharia de Software, da Universidade de Carnegie Mellon, por solicitação do Departamento de Defesa Norte Americano, tem como objetivos: avaliar o nível de maturidade das empresas desenvolvedoras de software e propor melhorias para seus processos. Este modelo apresenta cinco níveis crescentes de maturidade: inicial, repetível, definido, gerenciado e em otimização. O objetivo desta dissertação é apresentar uma contribuição às empresas desenvolvedoras de software, em especial às de pequeno porte, que desejam aumentar a qualidade de sues processos de desenvolvimento, utilizando um modelo o qual fora desenvolvido originalmente para grandes empresas e projetos. A investigação exploratória sobre a qualidade nos processos de desenvolvimento de software será enriquecida através de uma aplicação, a qual será realizada em uma empresa desenvolvedora de soluções de software localizada no município de São Carlos, interior de São Paulo. / As technology developments becomes more integrated with everyday business activities, the search for quality has become more important than ever in today\'s organizations. For Brazilian companies that develop software, the quality of the final product is directly related to the quality of its development process. Related to the software quality, the CMM (Capabllity Maturity Model) developed by the Software Engineering Institute of Carnegie Mellon University, is a mo dei that assist companies in the evaluation of its current software development process and enables improvements for this process. This model presents five growing levels of maturity: initial, repeatable, defined, managed and in optimizing. The main goal of this work is to extend through an investigation the state of art of software quality engineering, and to apply the principies and practices of the Second Level of the CMM in a small Brazilian company.

Modelo de gestão do processo de venda e desenvolvimento de software on-demand para MPE\'s / Management model of selling and on-demand software development process

A maioria das micro e pequenas empresas (MPEs) de desenvolvimento de software brasileiras são voltadas para o desenvolvimento de software on-demand. Normalmente, essas MPEs têm dificuldades em formalizar um processo de software padrão. O presente trabalho de pesquisa tem por objetivo apresentar uma proposta de integração de modelos/normas de capacidade de processo com modelos de ciclo de vida de software, em um contexto de gestão de processos de negócio. Como resultado, obteve-se o modelo de gestão do processo de venda e desenvolvimento de software on-demand para MPEs (ProcSoftVD - Gestão), composto pelo método de melhoria de processo de software (ProcSoftVD - Melhoria) e pelo modelo de processo de venda e desenvolvimento de software on-demand para MPEs (ProcSoftVD). O método de melhoria de processo de software foi criado a partir de abordagens existentes e complementares, voltadas às MPEs. O ProcSoftVD foi originado com base no framework unified process, possibilitando a visualização do processo em duas perspectivas - fases e áreas de conhecimento, e nos modelos/normas de capacidade de processo CMMI-DEV e ISO/IEC 15504-5, elaborado em um processo iterativo e evolutivo de pesquisa-ação com a participação de duas MPEs. Um diferencial dessa proposta é a consideração de atividades de comercialização do software junto ao processo de desenvolvimento de software, o que auxilia na delimitação do escopo do projeto de desenvolvimento de software para um acordo contratual. Outro diferencial é o detalhamento das atividades do processo por meio de tarefas, sugestão de papéis desempenhados pelos responsáveis das atividades e disponibilização de templates com exemplos para cada um dos artefatos elaborados na execução da atividade. / The majority of the software development micro and small companies are turned to the development of on-demand software. Usually, for these small companies the formalization of a standard process for software development is very difficult. For that reason the goal of this research is to propose an integration of capability processes models/standards within software life cycle models, in a perspective of business process management. The main result of this research is a management model of selling and on-demand software development process, which embraces the software process improvement method and the selling and on-demand software development process model. The software process improvement method was build from complementary and existents tailored approaches for micro and small companies. The selling and on-demand software development process model was created based on the models/standards of process capability CMMI-DEV and ISO/IEC 15504-5 and on the unified process framework, allowing the process view from two perspectives - phases and knowledge areas. The model was elaborated in an iterative and evolutionary action-research process carried out within two micro and small companies. The originality of this proposal is the consideration of software sale activities jointly with software development process, assisting the scope delimitation of a software development project for contractual agreement. Other aspect of this research which makes it distinctive is the detail of the process activities by mean of tasks, suggestions of people roles for each activities and provision of templates with examples for each artifact created during the activities.

Instituições públicas de ensino superior: estudo de casos de aperfeiçoamento de processos administrativos. / Public institutions of undergraduate education: administrative processes improvement case studies.

Ao longo das últimas duas décadas, o setor público viu-se sob maior pressão para melhorar seu desempenho e demonstrar maior transparência e avaliação de resultados. Historicamente, o setor público brasileiro apresenta uma estrutura departamental e burocrática, o que dificulta a coordenação das atividades e diminui a eficiência e a eficácia de seus serviços. Diante desta realidade, algumas instituições públicas do setor brasileiro vêm buscando melhorias em sua forma de operar. A abordagem por processo fornece uma alternativa para a estrutura estática e fragmentada da organização, proporcionando uma visão sistêmica, com foco no cliente ou cidadão. Neste contexto, o objeto de estudo deste trabalho foram as instituições públicas de ensino superior (IPES) brasileiras, com foco no aperfeiçoamento de seus processos administrativos. Os objetivos alcançados com o trabalho foram os seguintes: estudo das características administrativas de instituições públicas de ensino superior brasileiras, sua forma de operar e sua cultura organizacional; pesquisa sobre metodologias de aperfeiçoamento de processos, desenvolvidas tanto no setor privado como no setor público; realização de estudo de múltiplos casos de aperfeiçoamento de processos administrativos em IPES; identificação de padrões e diferenças entre os casos estudados, avaliando os modelos viáveis em diferentes situações; e, por fim, proposta de modelo de aperfeiçoamento de processos administrativos para IPES, com base nos casos estudados. A metodologia utilizada foi o estudo de casos múltiplos, com abordagem qualitativa. A coleta de dados foi realizada por meio de observação direta (a autora participou dos casos como consultora), análise documental e entrevistas semiestruturadas. Como conclusão deste trabalho, foi possível identificar atividades que devem ser enfatizadas ao se realizar intervenções de mudança em IPES brasileiras: (1) Preparar a organização para a intervenção - atividade essencial para o sucesso das mudanças, necessária para se obter uma compreensão adequada dos objetivos da intervenção e o comprometimento de todos, inclusive da alta direção; (2) Implantar melhorias nos processos com a participação ativa dos funcionários, que devem ter alto grau de autonomia na geração de sugestões de melhoria, visando obter maior motivação e menor resistência às mudanças; (3) Capacitar os funcionários da organização, difundindo os conceitos e técnicas utilizados durante a intervenção, com o objetivo de obter participação ativa dos mesmos e aumentar a motivação e a compreensão sobre os trabalhos executados; (4) Divulgar os resultados alcançados para motivar a continuação dos trabalhos; (5) Criação de grupo interno, com o objetivo de dar suporte aos gestores dos processos e de dar continuidade aos trabalhos. Considerando que na literatura existem poucos relatos sobre aperfeiçoamento de processos no setor público brasileiro, os resultados obtidos neste trabalho consistem em contribuição para a teoria, uma vez que abrangem fatores específicos do setor público e sua influência sobre programas de melhoria. Além disso, diante da grande necessidade de melhoria dos processos administrativos do setor, a descrição dos casos e a análise dos resultados das intervenções apresentam evidente aplicação prática, uma vez que proporcionam uma base para trabalhos futuros. / During the past two decades, the public sector has been under pressure for improving its performance and showing more transparency and assessment of results. Historically, the Brazilian public sector has developed a departmental and bureaucratic structure, which makes difficult the activity coordination and service efficiency and efficacy. In this scenario, some public institutions of the Brazilian public sector have searched for improvements in its modus operandi. Process approach provides an alternative to the static and fragmented structure of organization, providing a systemic vision, focused on the customer or citizen. In this context, the object of the present study were Public Institutions of Undergraduate Education (PIUE), focusing on their administrative processes. The objectives reached with this work were: study of administrative PIUE characteristics, their modus operandi and organizational culture; research of process improvement methodologies, developed both in private and public sectors; multiple-case study of administrative process improvement in PIUE; identification of patterns and differences in the studied cases, evaluating viable models in different situations; and, finally, proposal of a model for administrative process improvement in PIUE, based on the studied cases. The methodology used was multiple-case study, with qualitative approach. Data were collected through direct observation (authors participated in cases as consultants), documental analysis and semi-structured interviews. As conclusion of the present work, it was possible to identify activities that must be emphasized in leading change interventions in Brazilian PIUE: (1) Prepare organization to intervention - essential to change success and necessary to obtain an appropriate comprehension of interventions\' objectives and the compromise of all, including high direction; (2) Implement process improvement with active participation of employees, which must have high autonomy level in generating improvement suggestions, in order to obtain more motivation and less change resistance; (3) Capacitate organizations employees, diffusing the concepts and techniques used during intervention, with the objective of obtaining active participation and improving motivation and work comprehension; (4) Report the results obtained to motivate work continuity; (5) Create an internal group, to support process owners and continue with the work. Considering that there are few academic studies about process improvement in the Brazilian public sector, the results obtained in this work consist of contribution to theory, since they enclose specific aspects of the public sector and their influence in improvement programs. Moreover, given the major need for improvement of the administrative processes of the sector, the cases description and the analysis of the interventions\' results present evident practical application, because they provide a base for future work.

Engaging Employees in Sustainable Continuous Improvement Strategies

Lack of strategies to sustain continuous improvement initiatives to serve the needs of consumers whilst restructuring to conform to regulations has resulted in the collapse of some financial service companies in Ghana. The purpose of this multiple case study was to explore strategies some leaders of financial service companies use to engage employees to sustain continuous improvement initiatives to improve organizational performance. The targeted population comprised 6 senior leaders of financial service companies in Ghana who have engaged employees to sustain organizational continuous improvement initiatives. The conceptual framework for this study was Goldratt's theory of constraint complemented by the transformational leadership theory. Data were collected using semistructured face-to-face interviews, analysis of company reports, and field notes. Based on methodological triangulation and thematic analysis, 3 themes emerged from the study: operational excellence, employee engagement and incentives, and leadership strategies. The implications of these findings for positive social change include the potential to reduce poverty and improve quality of life in Ghana. Business leaders whose organizations attain improved financial performance can direct their efforts to increasing their organization's corporate social responsibility in the communities where they do business by supporting local charities and other initiatives.

When Does Six Sigma Reduce Defects and Increase Deficiencies?

A field research-based statistical study was used to investigate successes and failures of Six Sigma methodologies based projects. Six Sigma methodologies require that projects be designed, planned, and implemented using techniques specifically designed to achieve desired benefits that are based on the method's key drivers for project success. This study addressed an identified gap in the literature that Six Sigma projects do not fail because of Six Sigma methodologies, but that the projects can fail because of deficient support processes. Six Sigma projects that do not achieve the desired benefits are often labeled as "fads". Research questions related to management support processes for Six Sigma projects addressed whether the project was properly scoped and if Six Sigma projects were conducted with the appropriate methodological framework. Field research data were collected using a 5-point, Likert self-administered survey, which was provided to a sample of 206 Six Sigma Black Belt practitioners and project participants. The survey data were analyzed using descriptive and inferential statistics to identify probable significance of the results. The general data results concluded that Six Sigma projects do not fail solely because of Six Sigma methodology; instead, failure was attributed to other unexamined reasons and factors. Successful Six Sigma projects, which are deployed to increase claims processing accuracy throughput for insurance companies and the Centers for Medicare & Medicaid Services, can trigger positive social change. Increased efficiencies should lead to improved cash flow for doctors and hospitals that will positively affect services offered, utilization processes, and their employees.

One basic idea is to assess the organizations’ current practice and improve their software process on the basis of the competencies and experiences of the practitioners working in the organization. A major challenge is to create strategies and mechanisms for managing relevant and updated knowledge about software development and maintenance. Insights from the field of knowledge management are therefore potentially useful in software process improvement efforts to facilitate the creation, modification, and sharing of software processes in any organization.</p><p>In the work presented in this thesis, we have made an overview of empirical studies on the effect of knowledge management in software engineering. We have categorized these studies according to a framework and we report findings on the major concepts that have been investigated empirically, as well as the research methods applied within the field. We have also investigated two main strategies for knowledge management, codification and personalization, through the application of four concrete methods in a software process improvement setting: Mentoring, Rational Unified Process, Process Workshops and Post Mortem Analysis.</p><p>We have classified the work in this thesis within three main themes:</p><p>RT1: Previous research on knowledge management in software engineering.</p><p>RT2: Application of knowledge management to improve the software process through codification of knowledge.</p><p>RT3: Application of knowledge management to improve the software process through personalization of knowledge.</p><p>The main contributions are:</p><p>C1: An overview of the research literature on empirical studies of knowledge management in software engineering.</p><p>C2: A method for tailoring the Rational Unified Process to the development process of a software consulting company.</p><p>C3: Improvements of the Process Workshops method by contextualization.</p><p>C4: Improvement of the root-cause analysis phase of the lightweight Post Mortem Analysis for more effective project retrospectives.</p><p>C5: Proposed methods to increase the learning effect of mentor programs in software engineering.</p>
