Role of Organizational Power and Politics in the Success of Public Service Public Private Partnerships

abstract: This dissertation studies the role of organizational politics and power and their role in the success of public service Public Private Partnerships (PPPs). By doing so, it addresses two areas of research in network governance and organizational theory. On one hand it explores the role of public private partnerships in the emerging network governance paradigm of public administration. On the other hand it studies the widely discussed but considerably under-researched role of organizational power in network governance. The literature review establishes public service PPPs as a sub type of governance networks, and provides an initial framework to study the nature and dynamics of power in these PPPs. The research is descriptive in nature and uses inductive reasoning in the tradition of Kathleen Eisenhardt. Case studies in rural areas of Punjab, Pakistan are conducted on two very similar PPPs. A replication logic is used to understand how power contributed to the success of one of those projects and lack of success in the other. Based on analysis of the findings, the dissertation concludes that public service PPPs succeed when the goals of the PPP are aligned with the goals of the most powerful collaborators. This is because regardless of its structure, a public service PPP pursues the goals targeted by the sum total of the power of its politically active collaborators. The dissertation also provides insight into the complexity of the concept of success in public service PPPs and the donor control on the operation and outcomes of public service PPPs. / Dissertation/Thesis / Ph.D. Public Administration 2012

Multi-modelo de referência para planejamento em espectro de alta complexidade / A multi-model reference for planning high complexity spectrum

A presente tese tem por propósito contribuir para uma política de planejamento no campo da educação a distância (EAD). Para isto concebe uma proposta multi-modelo de referência lastreada na definição de estratégias em espectro de alta complexidade, que considera uma seqüência de procedimentos sistematizados nas seguintes fases: (i) Determinação das necessidades de informação, em duas etapas: (a) identificação dos fatores críticos de sucesso (FCS) e (b) identificação das áreas de informação; (ii) Determinação das competências, em três etapas: (a) determinação dos conhecimentos, (b) determinação das habilidades, e (c) determinação das atitudes; (iii) Determinação dos graus de avaliação de competências; (iv) Determinação das estratégias em redes de conhecimentos. Evidencia-se a aplicação a um estudo de caso nas concessões rodoviárias no Brasil, na perspectiva das parcerias público-privadas (PPPs). A consecução da pesquisa foi por meio da intervenção de especialistas e um grupo pequeno de estudantes de um programa de EAD (MBA) aplicado às PPPs. A coleta de dados foi por meio de um formulário semi-estruturado, do tipo escalar, em uma matriz de julgamento, com a intervenção de especialistas. Vários instrumentos de apoio foram utilizados na elaboração da modelagem, com vistas a reduzir a subjetividade dos resultados alcançados: escalagem psicométrica - Lei dos Julgamentos Categóricos de Thurstone (LJC), Multicriteriais-Compromise Programinng, Electre III, e Promethee II; Análise Multivariada; Krigagem, Redes Neurais Artificiais (RNA); Redes Neurofuzzy. Os resultados produzidos mostraram-se satisfatórios, validando o procedimento proposto para EAD. Procedimento este, fundamental na definição de programas destinados para planejar a capacitação de recursos humanos a distância, bem como para a constituição de outros elementos do capital intelectual em políticas de EAD. / This thesis intends to contribute to the planning guidelines in the field of distance education (DE). Thus, it develops a multi-model reference proposal supported by the definition of a highly complex spectrum of strategies that considers a sequence of systematic procedures in the following phases: (i) Determining the information needs in two stages: (a) identification of the critical success factors (CSF), and (b) identification of the information areas; (ii) Determination of competences in three stages, determining: (a) knowledge, (b) skills, and (c) attitudes; (iii) Determination of the degree of competence evaluation; and (iv) Determination of strategies in knowledge networks. There is the application to a case study of the road concessions in Brazil, within the perspective of public-private partnerships (PPPs). The research was achieved through the intervention of specialists and a small group of students from a DE program (MBA) applied to the PPPs. The data collection was conducted by means of a semi-structured form, the scalar type in a trial matrix, to which experts ascribed their assessments. Several support instruments were used in the modeling elaboration in order to reduce subjectivity in the results: psychometric scales - Thurstones Law of Comparative Judgment (LCJ), Multi-criteria Compromise Programming, Electre III, and Promethee II; Multivariate Analysis; Krigage, Artificial Neural Networking (ANN); Neuro-fuzzy networks. The results produced are satisfactory, validating the proposed procedure for DE. This is an essential procedure for the definition of programs designed to plan the training of human resources at a distance, as well as to establish other elements of intellectual capital for DE guidelines.

Solid waste management through partnerships : a study on the role of facilitating agencies

This research examined the role of facilitating agencies in promoting public-private partnerships (PPP). Bangladesh's solid waste management sector was taken as a case study. As is the case in many developing countries, municipalities in Bangladesh could not cope with rapid urbanization resulting in a large proportion of solid waste remaining uncollected. The private sector took the opportunity to fill this gap in service. They started providing house-to-house garbage collection and charging citizens for this service. Therefore, two streams of service providers-public and private-became active in the sector. In some cities the two streams remained separate without coordination. In other cities the two sectors formed partnership with support from facilitating agencies. This research investigated the roles played by the facilitating agencies. Three broad aspects were investigated: (1) necessity of facilitating agencies, (2) the role of a facilitating agency in sustainability of partnership, and (3) the role of a facilitating agency in effectiveness of partnership. Four cities were included in the study with varying degree of PPP and facilitation. Primary data were collected from public and private sector staff, elected representatives, and citizens through interview, questionnaire survey and observation. PPP is a promising mechanism for urban service delivery. This study on the role of facilitating agencies may illustrate how to achieve and sustain PPPs in developing countries.

This Diploma Thesis deals with Public Private Partnerships (PPP) projects in transportation area in the conditions of the Czech Republic. Theoretical part of the Thesis describes basic rules of project finance, as an elementary part of each PPP project, as well as analyzes key economic, legal, tax and accounting aspects of the PPP projects within the Czech Republic. Practical part of the Thesis describes the development of PPP projects in the whole Europe. Current pilot PPP projects in the Czech Republic are also analyzed. Real PPP project, D3 highway, and its economic availability are being analyzed and evaluated in the final part of the Thesis.

Ensaios sobre parcerias público-privadas

As parcerias público-privadas (PPPs) consistem em um arranjo, formado pelo setor público e privado para a provisão de serviços de infraestrutura, os quais eram previamente providos pelo governo. No ambiente desses contratos realizam-se três estudos, sendo que o desenvolve-se um modelo teórico de PPPs para hospitais. Neste sentido, o regime de bundling, em que as empresas são agregadas em um consórcio, mostra-se se superior ao que as empresas são contratadas separadamente. Isto se dá, porque no primeiro modelo, as firmas conseguem internalizar as externalidades advindas do processo produtivo. Já no segundo ensaio faz-se um modelo computacional de risco moral com loterias aplicado a essa modalidade contratual. As simulações realizadas neste exercício indicam que projetos de valor econômico mais elevado atraem firmas mais capacitadas e esse maior valor monetário provavelmente está correlacionado com a complexidade do empreendimento o que pode ser o motivo das empresas empenharem mais esforço. O terceiro trabalho pretende identificar os determinantes do investimento e do número de projetos de PPPs em economias emergentes. Os resultados indicam que o ambientes de negócios, macroeconômico, político e o sistema legal são os principais preponderantes na formulação destes contratos. Por fim, as PPPs demandam esforços governamentais para o desenho de contratos que coíbam o comportamento oportunista e consigam monitorar de forma adequada as empresas responsáveis pelo empreendimento. O compartilhamento de riscos de certa forma é um mecanismo de proteção para o parceiro privado, mas são necessários o desenvolvimento de contratos bem estruturados, que possam lidar com as possíveis contingências e evitar abusos por parte de ambos agentes. / The Public-Private Partnerships (PPPs) consist of an arrangement formed by the public and private sectors for the supply of infrastructure services, which were previously provided by the government. In this contractual environment three studies have been performed. The first one develops a theoretical model for hospitals. In this sense, the bundling system, in which firms are aggregated into a consortium, is shown to be superior to when businesses are hired separately. This happens because in the first model, firms can internalize the externalities arising during the production process. The second essay makes a computational model of moral hazard, with lotteries applied to this type of contract. The simulations indicate that projects with a higher economic value attract more qualified firms and that greater monetary value is likely correlated with the project’s complexity, which may be why the companies pledge more effort. The third paper aims to identify the investment determinants and the number of PPP projects in emerging economies. The results indicate that the business, macroeconomic, political environments and legal system are the main preponderant in the formulation of these contracts. Finally, PPPs require government efforts to design contracts that restrain opportunistic behavior and are able to adequately monitor the companies responsible for the contracts. Risk sharing is a protection mechanism for the private partner, but there is a need to develop well-structured contracts which can deal with possible contingencies and prevent abuses by both agents.

Factors of public-private partnerships (PPP) attracting private investors in developing countries : A quantitative research study of inexperienced and experienced private investors

Background: Acquiring capital is a crucial component for developing countries to strengthen their economies and gathering it solely through national channels is challenging. Public-private partnerships allows for foreign capital to fund projects aimed at developing infrastructure through private investors. Yet, the topic of how to attract investors to public-private partnerships is largely unexplored.   Purpose: The purpose of this study is to investigate how investors with different levels of experience perceive attributes of public-private partnerships in developing countries. Furthermore, to add to the current body of knowledge of the topic, as it is limited to investors with extensive experience. Thus, we investigate investors with a range of previous knowledge and their observed preferences regarding investment opportunities.  Method: This bachelor thesis is written in accordance with a positivist approach where quantitative data was extracted through a questionnaire from 31 individuals with different investments experience. The results are later analysed in terms of mean value, standard deviation, multivariate multiple regression analysis and p-value approach. The data is later discussed in terms of relevance, connection to literature and in context to the frame of reference.    Conclusion: The results gathered in this thesis showcased that 3 out of 14 factors indicated a statistical significance. Which refers to that the level of investor experience influence how the individual investor perceives adequate local expertise, political support and acceptance of PPPs and capabilities of the developing country. This on the other hand also represents the overall homogenous perception and assumption regarding various factors of PPPs in developing countries from an experienced and inexperienced investors perspective. Moreover, this study provides additional knowledge and literature background regarding how investor experience influence perception on various factors associated with PPP markets in developing countries.

Between control and care : UNHCR and the use of biometrics

In recent years, humanitarian organisations increasingly embraced biometric technologies to respond to refugee crises. Therefore, this thesis studied the features and effects of the United Nations High Commissioner for Refugees’ (UNHCR) biometric cash transfer programme in Jordan. The method that has been used is an analysis of relevant academic literature, reports, policies, and news articles examining biometric tools and the varying uses of biometrics in humanitarian contexts. In particular, attention has been paid to the effects of biometrics on refugee management, as well as on UNHCR and its beneficiaries in Jordan. The analysis uses the concepts of accountability, humanitarian neophilia, and humanitarian technology governance to improve understanding of what the use of biometrics means for the humanitarian sector and those dependent on it. The analysis shows that UNHCR’s biometric cash transfer programme has improved downward accountability by speeding up registration processes, thereby ensuring quicker financial inclusion of refugees. Biometrics also improve upward accountability by providing instant metrics regarding beneficiaries, distributions, and other audit trails. Yet, the analysis also reveals serious concerns about experimentation with new technologies in humanitarian settings, a lack of informed consent and data safeguards for refugees, and UNHCR’s increasing dependence on the private sector. UNHCR’s use of biometrics also improves the reputation of these technologies, generates new protection challenges, and increases exclusion risks for non-registered refugees.

Vital Collaboratives, Alliances, and Partnerships: A Search for Key Elements of an Effective Public-Private Partnership.

Owing to the significant structural changes that have occurred in the global marketplace over the past 2 decades, a corresponding increase of public-private partnerships have been established among the business sector, local governments, and public community colleges. This qualitative project sought to identify and substantiate key elements that may be common to the formation, implementation, and maintenance stages of public-private partnerships. Who or what minimum conditions are necessary to the successful navigation of each stage? What obstacles typically arise during each stage, and how are they managed or circumvented? What sorts of benefits are generated through these partnerships and what measures may be applied to determine whether a partnership is meeting its mission objectives or not? To investigate these elements, the researcher interviewed 18 key stakeholders directly involved with 1 or more partnerships between 1 or more divisions of a community college located in Tennessee (CCTN) and their respective for-profit private sector concerns. Data collected were entered into the NVivo8 program for qualitative coding, analysis, and interpretation. Data analysis suggested that visionary and innovative leadership was critical to the formation and implementation of partnerships; key themes of "people," "training," "business," and "need" influenced the life cycle of the partnership; persons identified as "champions" formed the "critical mass" necessary to create and sustain partnerships; and both public and private sectors implemented informal and formal assessments, but differences existed in how and what they measured to determine the efficacy of each partnership. By substantiating, uncovering, or affirming common elements relevant to the establishment and maintenance of public-private partnerships as described in existing literature and this study, partnership stakeholders may find additional perspectives that may assist and guide the creation, implementation, and assessment of effective, mutually-beneficial public-private partnerships.
