Приводится сравнительный анализ российских и международных стандартов менеджмента качества и выявляются проблемы их интеграции. Предложена методика построения интегрированной системы менеджмента качества при строительстве химического промышленного комплекса. Рассмотрена концепция и особенности проекта строительства химического комплекса «Аммиак-Карбамид-Меламин». Обозначены риски проекта и определены возможности их снижения за счет использования разработанного методического подхода. / In the final qualifying work, the theoretical foundations of the formation of an integrated quality management system are considered. A comparative analysis of Russian and international quality management standards is given and problems of their integration are identified. A technique for constructing an integrated quality management system in the construction of a chemical industrial complex is proposed. The concept and features of the project for the construction of the chemical complex "Ammonia-Urea-Melamine" are considered. The risks of the project are identified and the possibilities of their reduction through the use of the developed methodological approach are identified.

The role of integrated quality management system to measure and improve teaching and learning in South African further education and training sector

Since 1994, South African education system has been undergoing continuous transformation which had an impact on the quality of teaching and learning. There appeared to be a huge underperformance in the High School and FET College learners which for many years forced Universities to embark on bridging courses in order to enroll new students. Furthermore, a misalignment of college’s National Technical Diploma (NATED) programmes that did not afford college graduates an opportunity to register with Universities nor Universities of Technology brought about the questioning of the quality of teaching and learning in the FET College sector. Tabling the unified quality improvement plans in education in South Africa, the Education Ministry introduced an integrated approach to measure teaching and learning with the view of identifying improvement strategies. However, the implementation of this integrated tool called the Integrated Quality Management System had educators and managers attaching ambiguous meanings to the system. The IQMS instrument is meant to be a dependable quality assurance tool to measure and improve the quality of teaching and learning. The ambiguity lies with educators and managers referring to IQMS as a means to acquire 1% pay progression and the possible return of the old apartheid systems’ inspectorate. This research study was promulgated by a concern on the effectiveness and efficiency of implementing the IQMS instrument to measure the quality of teaching and learning in South African FET sector. In exploring literature on the concept of quality teaching and learning in the FET sector in South Africa, the researcher identified that similar trends of integrating quality management systems in education are being followed globally. The difference to the South African system is the attachment of the salary progression of 1% as an incentive to performance. In view of the introduction of the new system of education and training, the researcher realized that ‘short cut’ processes were followed in preparing educators to be able to offer new education programmes using the OBE system of teaching and learning. That appeared to be another shortfall to the adequacy of implementing IQMS as a quality assurance instrument to measure the quality of teaching and learning in the FET sector in South Africa. In addition, there appeared to be conflicting trends in the FET sector where the same sector provided curriculum 2005 programmes for schools which differed from college programmes offering National Certificate Vocational {NC(V)}. Both sectors were expected to use IQMS as a tool to measure the quality of teaching and learning with the view of enhancing improvement thereof. Furthermore, the end product of the FET sector for both schools and colleges is the Further Education and Training Certificate (FETC). Unfortunately, it was difficult for the education department to achieve its objectives because time frames to prepare educators and the critical element of providing adequate human resources for the implementation of IQMS could not be met through Umalusi the national quality assurance body for the sector. The FET Sector which is expected to deliver Education and Training to produce quality students for HE sector and the world of work is faced with shortfalls of quality delivery. The driving force of this research study was to explore the dependability and adequacy of implementing IQMS as a quality assurance instrument to effectively and efficiently measure the quality of teaching and learning to meet the expected outcomes. It is in this regard that the researcher through empirical evidence realized that IQMS did not have theoretical grounding hence there are no principles, procedures or processes that govern the implementation of this very important system. In addition, the empirical evidence from the qualitative study proved that quality delivery of teaching and learning has been monitored using diverse assessment practices. A variety of assessment tools like the TQM and QMS which exist in FET Colleges with the summative IQMS in FET Schools of which the three practices are premised around Quality Management. Quality Management refers to a process where quality delivery in a school, college or any other organization is systematically managed to maintain the competence of the organization. It is in this regard that TQM, QMS and IQMS refer to Quality Assurance Practices in any organization that is geared to effective and efficient client relations. / Teacher Education / D.Ed. Diploma thesis is focused on topics of strategic management, business performance management, Balanced Scorecard and Business Intelligence in the company, which operates in Education. Analyzes the current situation and then design and implement selected tools in a specific organization. Main objective is to design a system for monitoring the performance of medium-sized company through the application of the Balanced Scorecard. Not only for monitoring business performance, but also for the management of company itself. Partial objectives include the identification of strategic objectives, design of strategic map and implementation of selected part through Business Intelligence. Diploma thesis first looks at identifying the main risks and benefits of the BSC and BI. In addition, it also deals with the position of the BSC in practice at present, and current trends in BI. A key benefit of this work is another part, which deals with the relation of the parallel implementation of the Balanced Scorecard and Quality Management System according to ISO. The section devoted to design of the Balanced Scorecard strategic objectives are identified, plotted in the strategic map and accompanied by appropriate metrics. Inputs are the interviews, document study and experiences. The acquired information is verified through a questionnaire survey focused on strategic management and performance measurement. For a practical demonstration is realized Business Intelligence project of specific part of the BSC. Since the initial study, through analysis, design, dimensional analysis, modeling, data warehouse design through to the reports design, implementation and evaluation. Part of the work is to establish technological basis required for the implementation and operation of the project. The main benefit is primarily in the practical dimension. The outputs are designed primarily for management. It enables company to enter the world of the strategic management. Selected parts can also be utilized by any other company that deals with similar issues in management. Specifically, it's the relationship between BSC and QMS, BI trends, risks and benefits of the BSC and BI.

A gestão da qualidade está cada vez mais presente nas empresas construtoras. Observa-se, no entanto, que as características particulares desse tipo de empresas podem interferir na implementação de sistemas de gestão da qualidade (SGQ). O objetivo desta dissertação é apresentar uma proposta para avaliação da adequação dos SGQ das empresas construtoras aos requisitos SIQ-Construtoras, a partir de um instrumento de avaliação, e identificar quais os fatores que interferem na implementação de SGQ nessas empresas, com o auxílio de um instrumento de análise desenvolvido para esse fim. A pesquisa adotou, como método de investigação, os estudos de casos e foi utilizado um roteiro para análise dos SGQ, baseado nos requisitos do SIQ-Construtoras, como instrumento de avaliação e um questionário de caracterização para identificação das características dos SGQ das empresas construtoras. A partir da aplicação do instrumento de avaliação, os SGQ das empresas construtoras pesquisadas foram classificados em um dos quatro níveis propostos pela pesquisa e comparados com o nível que os sistemas que elas possuem implementados atualmente estão classificados ou certificados. A avaliação e conseqüente classificação foram possíveis através de evidências que confirmassem essas informações. Com o questionário de caracterização, foram identificadas as principais características dessas empresas e dos seus SGQ, além dos fatores que interferem na correta implantação e manutenção dos sistemas / The quality management is each time more present in the building companies. It is verified in those companies that the quality is going constituting in a reality because for the search of a larger competitiveness or for the motivation originated for your certification. It is observed, however, that the own characteristics of that type of companies can interfere in the implantation of quality management systems (QMS). The objective of this dissertation is to present a proposal for evaluation of the adaptation of QMS of the building companies to the SIQ-Construtoras requirements, starting from an evaluation instrument, and to identify which are the factors that interfere in the implantation of QMS in those companies, with the aid of a characterization questionnaire developed for that end. The research adopted, as investigation method, the study of cases and it was used, as evaluation instrument, a route for the analysis of QMS, based on the SIQ-Construtoras requirements, besides a structured questionnaire, as characterization questionnaire. Starting from the application of the evaluation instrument, the QMS of the researched building companies were classified in one of the four levels proposed by the research and compared with the level in that the systems, for them implemented, are classified or certified now. The evaluation and the consequent classification were possible through the evidences that confirmed those information. With the characterization questionnaire, it was possible to identify the principal characteristics of those companies and of their QMS, besides the factors that interfere in the correct implantation and maintenance of the systems

A manipulação de medicamentos pode ser considerada a essência da profissão farmacêutica. Os produtos manipulados são destinados a um indivíduo e, por essa razão, eles são considerados uma importante ferramenta na terapêutica. Entretanto, de acordo com a literatura, a ausência de comprovação científica quanto à segurança e eficácia clínica desses medicamentos faz com que os profissionais de saúde assumam um risco toda vez que um medicamento manipulado é dispensado. Com a finalidade de regular esse setor, a ANVISA aprovou o Regulamento Técnico de Boas Práticas de Manipulação em Farmácia BPMF a RDC 67/2007, a qual tem sido criticada devido aos seus exigentes requisitos para as farmácias comunitárias. Os objetivos desse trabalho foram identificar os riscos sanitários, seus efeitos e impactos na tríade qualidade-segurança-eficácia e as medidas de controle que podem ser aplicadas para reduzir os riscos identificados, a fim de verificar se tais medidas de controle se constituem como requerimentos de BPMF. Este trabalho, considerado teórico-conceitual, foi elaborado com base em uma pesquisa documental, por meio da hermenêutica da RDC 67/2007, do desenvolvimento e aplicação da ferramenta Análise de Perigos, Efeitos e Medidas de Controle e da pesquisa bibliográfica, a qual auxiliou na identificação dos riscos sanitários e das medidas de controle. Os resultados mostraram que os processos envolvidos na manipulação de medicamentos em farmácia apresentam riscos sanitários que podem ser reduzidos por meio de medidas de controle que, em sua maioria, são requisitos regulatórios da RDC 67/2007. Entretanto, existem algumas medidas de controle, tais como validação de software e de limpeza, qualificação de todos os equipamentos utilizados na manipulação e no controle de qualidade que não são cobertos pelas Boas Práticas de Manipulação brasileiras e que alguns dos requisitos das BPMF precisam ser revistos para evitar erros de interpretação e para facilitar a implantação do Sistema de Gestão da Qualidade. Conclui-se, portanto, que para garantir a tríade qualidade-segurança-eficácia dos medicamentos manipulados é mais do que o Saber-Fazer galênico dos farmacêuticos. É necessário conhecer os riscos sanitários envolvidos na manipulação, suas conseqüências, seus impactos e as medidas de controle, a fim de que seja criada uma cultura organizacional de gestão do risco por meio de um sistema de gestão da qualidade implantado e mantido com o propósito de manter os riscos sanitários sob controle. / Pharmaceutical compounding is the essence of pharmaceutical profession. Compounded drug products are addressed to an individual patient and for this reason they are considered an important tool in therapeutics. However, the literature states that the absence of scientific confirmation of clinical safety and efficacy, as required to the manufactured drug products, make the health professionals to assume a sanitary risk each time a compounded drug product is dispensed. In order to regulate this market, ANVISA approved the brazilian Good Compounding Practices RDC 67/2007, which are being criticized due to their hard requirements for community pharmacies. The objectives of this work were to identify the sanitary risks, the impact and effect of them in quality-safety-efficacy triad and the control measures that can be applied to reduce the identified risks, in order to see if these control measures are requirements of Good Compounding Practices. This work, considered theoretical-conceptual, was written based on the documental research and hermeneutics of RDC 67/2007, the development and application of the tool Hazard-Effect Analysis and Control Measures and the bibliographic research, which aided in the identification of sanitary risks and control measures. The results showed that the pharmaceutical compounding process encompass sanitary risks that can be reduced through some control measures that are most related to the regulatory requirements of RDC 67/2007. However, there are some control measures, such as software and cleaning validation, the qualification of all equipments used in compounding/quality control, that are not covered by the brazilian Good Compounding Practices and some requirements of them need to be reviewed in order to avoid misunderstanding errors and facilitate the implementation of the Quality Management System. We conclude that to assure the quality-safety-efficacy triad of compounded drug products is necessary more than the galenic know-how of the pharmacists. Is necessary to know the sanitary risks in pharmaceutical compounding, their impact, effects and control measures, in order to create an organizational culture of risk management though a Quality Management System implemented and monitored designed to keep the sanitary risks under control.

Análise das organizações certificadas e não certificadas ISO 9001:2000 na cadeia coureiro-calçadista brasileira : motivações, gestão e resultados

A globalização tem apresentado ameaças e oportunidades aos negócios das agroindústrias de países em desenvolvimento. Apesar das organizações da América Latina e da Ásia competirem no mercado mundial com baixos custos de produção, estas deveriam desenvolver outras vantagens competitivas como a flexibilidade, o tempo de atravessamento e a qualidade. Empresas não tradicionais, como as da cadeia coureiro-calçadista, estão sendo demandadas por seus clientes a implantarem a certificação ISO 9001:2000 para assegurar a qualidade. Contudo, reporta-se que a obtenção desta certificação por motivação externa, como demanda de clientes, não ocasionaria melhores práticas de gestão e resultados. Desta forma, o objetivo deste estudo foi analisar nas organizações certificadas e não certificadas ISO 9001:2000 da cadeia coureiro-calçadista brasileira as dimensões de práticas de gestão e de resultados, assim como, analisar a dimensão de motivações que levaram as organizações a obter a certificação. Para isso, utilizou-se o levantamento de pesquisa como metodologia. Foram enviados e-mails convites a 1453 empresas para responderem um questionário na internet. O questionário visou captar a percepção dos respondentes em relação às três dimensões estudadas. Obteve-se uma amostra de 130 empresas, 45 certificadas e 85 não certificadas. Primeiramente, foi realizada uma validação interna para demonstrar a confiabilidade e a validade do questionário. Em seguida, realizou-se a validação externa com testes estatísticos não paramétricos para demonstrar a estatística inferencial do estudo. Os fatores extraídos das três dimensões apresentaram correlações positivas nas organizações certificadas. Além disso, empresas certificadas com diferentes motivações que levaram a obtenção da ISO 9001:2000 não apresentaram diferenças significativas nas práticas de gestão e nos resultados. Contundo, as empresas certificadas apresentaram um desempenho superior quando comparadas com aquelas não certificadas. O estudo sugere às empresas não certificadas da cadeia que se motivem para obter a ISO 9001:2000 para que possam melhor desenvolver seus negócios. / Globalization has presented both threats and opportunities for businesses of the agrobased industries in developing countries. Latin America and Asia organizations compete on low costs in global market, though they should develop other competitive advantages as flexibility, lead-time and quality. Non-traditional companies, like tannery-footwear industry, have being requested by customers to implement ISO 9001:2000 certification to assure the quality. However, it is reported that attaining the certification for external reasons, as customers demand, would not improve practical management and results. Hence the objective of this study was to analyze, in Brazilian ISO 9001:2000 certified and not certified organizations of the tannery-footwear supply chain, the dimensions of practical management and results, as well as, analyze the dimension of motivations in which organizations obtained the certification. Research survey was applied to collect data. Invitations had been sent by emails to 1453 organizations to fill up a questionnaire on the Internet. The purpose of the questionnaire was to capture the respondent’s perception about three dimensions studied. A sample of 130 organizations, 45 certified and 85 not certified, was obtained. First an internal validation was carried out to demonstrate the extent of reliability and validity of the questionnaire. After that it was carried out an external validation applying nonparametric statistics to demonstrate the inferencial statistics. The extracted factors of three dimensions had positive correlations among certified organizations. Moreover, certified organizations with different motivations to attain ISO 9001:2000 did not show significant differences on practical management and results. However, certified organizations exhibit superior performance when comparing with not certified. The study suggests that not certified organizations should motivate to obtain the ISO 9001:2000 certification in order to improve their businesses.

A implementação de Sistemas de Gestão da Qualidade (SGQ) em laboratórios de ensaio de instituições de ensino e pesquisa, com fins de acreditação conforme norma ISO/IEC 17025, demanda abordagens que atendam às características típicas deste tipo de ambiente. A necessidade de conciliar as atividades de ensino, pesquisa e prestação de serviços de ensaio, a falta de foco no cliente e a presença de pessoal temporário, bem como a ausência de publicações mais específicas e detalhadas a este respeito, dificultam e até impedem iniciativas neste sentido. Um dos objetivos desta pesquisa foi propor soluções para as principais dificuldades encontradas durante a implementação de um SGQ realizada em dois laboratórios de ensaio da Universidade Federal do Rio Grande do Sul, através do relato e da análise deste processo. Baseado no estudo dos casos mencionados, foi proposto um método para a implementação de um SGQ de acordo com norma ISO/IEC 17025 e a acreditação de laboratórios de ensaio de instituições de ensino e pesquisa. A proposta apresenta a descrição das principais etapas, incorpora uma abordagem de gestão por processos e estabelece indicadores de desempenho vinculados aos objetivos do SGQ, adotando soluções criativas para atender às características e às necessidades dos laboratórios destas instituições. / The implementation of Quality Management Systems (QMS) in test laboratories of teaching and research institutions, with the purpose of accreditation according to ISO/IEC 17025 standard, requires approaches that meet the typical characteristics of this type of environment. The need to reconcile teaching, research and testing services, the lack of customer focus and the presence of temporary staff, as well as the absence of more specific and detailed publications on this subject, difficult or even prevent some initiatives. One of the objectives of this study was the proposition of solutions to solve the major problems encountered during the QMS implementation conducted in two laboratories at the Federal University of Rio Grande do Sul, through the reporting and analysis of this process. Based on this case, a method to implement a QMS according to ISO/IEC 17025 in test laboratories of teaching and research institutions was proposed. This proposal presents the main steps description, incorporates a process approach and establishes performance indicators related to the objectives of the QMS. It also adopts creative solutions to meet the characteristics and needs of these institutions’ laboratories.
