Foundation phase educators' knowledge and attitudes towards implementation of the National Reading Strategy

Submitted in fulfilment of the requirement of the Degree of Doctor of Technology: Language Practice, Durban University of Technology, 2011. / In response to the alarmingly low literacy rates in South Africa and to improve reading instruction in schools, the National Department of Education introduced the National Reading Strategy (NRS) in primary schools in 2008. The NRS was developed for educators from grades R to 9 to facilitate reading literacy but foundation phase educators are faced with many challenges in implementing the NRS which include among others: teaching or facilitating reading in English in their multicultural, multilingual classrooms where the majority of their learners do not speak English as a first language; catering for different levels of understanding and proficiency in the language of instruction and reading within time-table and resource constraints; and adapting to changing curricula and requirements without receiving training to do so. In the absence of training, educators are left to interpret the NRS on their own. Recognising that the above factors impact on performance in the classroom this study investigated foundation phase educators’ knowledge and attitudes towards implementation of the NRS. Grounded within a social constructivist paradigm and underpinned by Vygotsky’s theory of the zone of proximal development, this study used a mixed methods approach to gather both qualitative and quantitative data from foundation phase educators and learners in the Phoenix-North region in northern KwaZulu-Natal. Questionnaires were administered to foundation phase educators to gather data to determine their knowledge and attitude towards implementing the National Reading Strategy. Focus group discussions were conducted with learners to establish the effect of educators’ implementation of the NRS on their “actual level” of development in terms of reading. Analysis of data revealed that despite a relatively positive attitude towards teaching reading, educators’ level of confidence to implement the NRS was low as many of them were teaching reading in their second language. In the absence of training workshops and professional development, there was conflict between educators’ existing knowledge and the requirements of the NRS. This study also found that educators’ knowledge and attitudes towards implementation of the NRS had a direct impact on learners’ reading progress as they are dependent on the educator for guidance and assistance within their zone of proximal development. Based on the findings, this study developed a training framework towards vi improving foundation phase educators’ knowledge and attitudes in order to facilitate reading and implementation of the NRS.

The development policy within this context is guided by the training suppositions of the Pacto Nacional pela Alfabetização na Idade Certa – PNAIC (National Pact for Literacy at the Right Age). To look into how continuing professional development can contribute to the change of teachers’ activity, the study proposes the analysis of aspects of the training route which may promote reflection and eventual change. It also investigates the action of the former as a mediator in the process of reconstructing and resignifying literacy teachers’ methods, as well as identifies whether there were changes in practice through continuing professional development offered and measured by the suppositions of PNAIC. The theoretical background deployed is composed by Freitas (2007), Placco and Souza (2015), Larrosa (2002), Almeida (2002) and Tardif (2014). The study was conducted at a municipal school of basic education in the region of São Mateus, East Zone of São Paulo. The subjects of the research are five literacy teachers who took part in the 2016’s continuing professional development program. The methodology is qualitative, with the objective of studying the contingencies of the subjects under actual working conditions. Data was collected through a questionnaire and individual and collective interviews, always semi-structured. The analysis of the data has revealed that continuing professional development will likely promote change of practices as long as the professional and formative trajectory of the teachers is taken as a starting point for the reflections, being teaching activity itself the object of study and investigation in the face of the proposition of a formative itinerary which favors meaningful experiences that affect the former and leads to looking for new pedagogical practices. For this purpose, the study has also confirmed that the development must establish dialogical processes which emphasize an active listening and an attentive look from the former towards the groups of teachers, breaking with the conceptual and pragmatic deconstruction discourse to promote the pragmatic resignification mediated by teachers’ trajectory discourse. The research has also testified that the practice as the object of study has fostered its approximation to the theoretical basis, which aroused, besides legitimating literacy teachers’ work, changes of teaching activity in the literacy period / A presente pesquisa tem por objetivo investigar como a formação continuada docente pode contribuir para a reflexão e mudanças das práticas dos professores alfabetizadores da Rede Municipal de São Paulo. A política de formação desse contexto pauta-se nos pressupostos formativos do Pacto Nacional pela Alfabetização na Idade Certa – PNAIC. Para investigar como a formação continuada pode contribuir para a mudança das práticas docentes, o estudo propõe a análise dos elementos do itinerário formativo que podem promover a reflexão e a possível mudança. Analisa também a ação do formador como mediador no processo de reconstrução e ressignificação das práticas, além de verificar se houve indicadores de mudança das práticas a partir da formação continuada oferecida e mediada pelos pressupostos do Pnaic. O estudo foi realizado em uma unidade educacional municipal de ensino fundamental da região de São Mateus, zona leste da cidade de São Paulo no ciclo de alfabetização. Os sujeitos da pesquisa são cinco professoras alfabetizadoras que realizaram a formação continuada em contexto no ano de 2016. A metodologia de pesquisa é qualitativa com o objetivo de estudar as contingências dos sujeitos em condições reais de trabalho. Como instrumentos de coleta de dados foram utilizados o questionário, a entrevista individual e a entrevista coletiva, sempre semiestruturadas. A análise dos dados revelou que a formação continuada poderá promover a mudança das práticas quando o formador considerar a trajetória formativa e profissional dos professores como o ponto de partida das reflexões, sendo a própria prática docente o objeto de estudo e investigação diante da proposição de um itinerário formativo que privilegie as vivências de experiências significativas que afetem o docente e o levem a buscar novas práticas pedagógicas. Para tanto o estudo também comprovou que a formação deverá estabelecer processos dialógicos que privilegiem a escuta ativa e o olhar atento por parte do formador com o grupo de professores, rompendo com o discurso da desconstrução conceitual e pragmática para o discurso da ressignificação pragmática mediada pela própria trajetória docente. A pesquisa também comprovou que a prática como objeto de estudo promoveu sua aproximação com a fundamentação teórica o que permitiu, além da legitimação do trabalho dos professores alfabetizadores, a mudança das práticas docentes no ciclo de alfabetização

Middle Grades (6-8) Reading Teachers’ Beliefs Regarding the State’s Academic Reading Standards, Curriculum Materials, and Instructional Practices

Teachers’ beliefs about the reading standards as well as curriculum materials used to address the standards affect how teachers implement the standards, which further impacts student learning. In this case study, 26 middle grades (6-8) reading teachers each participated in a 90 minute one-on-one audio-taped interview consisting of 33 openended questions. Analysis was conducted on the teachers’ beliefs regarding the state’s academic reading standards, content materials the teachers used to teach reading, the teachers’ self-reported instructional practices, and how the selected teachers understand the relationship between their beliefs and instructional practices. Likewise, content analyses were performed using documents such as lesson plans, classroom assignments, and assessments that were collected from the participants. There were six major findings in this study. The first finding indicated that participants had mix feelings regarding the standards; they were viewed by some teachers as guides and building blocks while others viewed the standards as not being beneficial to have in the classroom. The second finding depicted that participants had mixed experiences of collegial planning; some shared that collegial planning assisted their efforts with understanding the standards while others indicated that collegial planning could be improved. The third finding portrayed that the curriculum materials used to teach reading were both district-given and supplemental. Due to a lack of rigor with the district-given resource, some participants opted to use supplemental resources that better aligned to the expectation of the standards. The fourth finding addressed both teacher and student challenges faced by the participants. Teacher challenges included the fast pace and implementation of the standards while student challenges included lack of motivation and student misbehavior. The fifth finding highlighted how participants viewed the relationship between their beliefs and instructional practices. Participants discussed the impact, or lack thereof, of the implementation of the shifts in the standards. The sixth and final major finding of this study emphasized that professional development was needed to teach the reading standards. Para que a brincadeira protagonizada se efetive como atividade que engendra novas formações psíquicas é preciso que ela se complexifique em forma e conteúdo, o que não ocorre natural e espontaneamente, mas depende de mediações educativas. Sendo assim, por meio de um estudo teórico e uma pesquisa empírica, buscamos as respostas para as seguintes questões: Quais são as mediações educativas necessárias para que isso ocorra? In order for the play to be effective as an activity that engenders new psychic formations, it must be complexed in form and content, which does not occur naturally and spontaneously, but depends on educational mediations. Developing teachers� theory and practice in literacy teaching

In recent years, professional development programmes that have been made available to teachers in New Zealand and other western countries have not often achieved the desired outcomes of improved teacher practice and decision making, or increased student achievement. The professional development research literature implies that the reason for this situation, is the inadequacy of programmes that do not acknowledge the teacher as a learner with individual knowledge, experience and priorities for their learning. As resources and attention continue to be focused on improving curriculum policies and classroom decision making to enhance student literacy achievement and reduce disparities, it is important to continue the search for teacher learning opportunities that achieve the desired goals. While teachers have often been viewed as knowledge recipients, the research literature alerts readers to the dearth of knowledge to inform the decision making in classrooms and in the wider realms of schooling and education. Moreover, teachers have often been positioned simply as the subject of research that once published appears to have little bearing in their work. Developing Teachers� Theory and Practice in Literacy Teaching is a study of four teachers and a facilitator, who is also the researcher, engaging in four teacher researcher partnership projects. The aim of these projects was to provide the teachers with professional learning opportunities while simultaneously producing knowledge about literacy teaching and learning. This alternative approach to professional development sought to investigate the outcomes of teacher researcher partnership projects, each designed by individual teachers who worked with the facilitator to address their self-identified �questions about practice�. The facilitator and the teachers worked together over a fifteen month period during which time they had individual and group meetings to learn about the research process and to design and implement their individual projects. The facilitator as researcher, gathered data from the teachers using qualitative methods and the teachers in turn gathered their own data to inform the progress and outcomes of their projects. While there were a number of factors that contributed to the outcomes of each project, the way in which the facilitator and the teachers conducted their projects and managed the partnership was central to the success of the teacher learning and their ability to produce findings to inform curriculum decision making. The teachers� and facilitator�s knowledge of the theory and practice of research, literacy and professional learning were shown to be important. It is argued that in order to produce and disseminate knowledge, a body of prerequisite knowledge that transcended that which would previously be expected of the teachers and of the facilitator, had to be acquired. The study recommends that further attention be given to such partnership projects as a means to increment the knowledge about teaching and learning, at the same time that teachers learn and improve their curriculum decision making. The teacher researcher partnership project approach that was implemented is discussed and analysed and an alternative �four tier� approach is advocated as more likely to result in the production and dissemination of information to enhance the curriculum of the classroom.
