What does it take for organizations to change themselves? : the influences on the internal dynamics of organizational routines undergoing planned change

Accomplishing desired benefits from investments in planned change is problematical for organizations, their leaders and the change agents charged with delivery. This is despite a well-developed literature, replete with advice on how change should be achieved. Examination of this literature shows the primary focus on change agents and their practices. This research widens the focus by observing the influence of change agents, change recipients and line managers on organizational routines undergoing planned change. It examines the interplay between stability and change in organizational routines, adopting a social practice perspective, and the routine intended to change as the unit of analysis (Feldman and Pentland, 2003, 2005). The research builds on claims that to understand the patterns of action within routines requires the internal dynamics – the claimed duality between ostensive (in principle) and performative (in practice) aspects - to be examined. A research method to operationalize the study of this claimed duality was devised following the principles of Strong Structuration (Stones, 2005). This method enabled a unique conceptualization of the study of routine dynamics, focused on planned change from the perspective of multiple, interdependent actors. Two cases of change agents following the advice in the planned change literature were explored. In one case, stability of the routine persisted when change was intended. In the other, change was relatively easy to achieve irrespective of change agent actions. The primary contribution is the demonstration of how the attitudes to change of change recipients, line managers and change agents influence the internal dynamics of routines undergoing planned change. Other contributions pertain to the method of ‘unpacking’ organizational routines and its potential for shaping future practice. This research does not offer new ‘normative’ advice but instead sensitizes planned change practitioners to the level of analysis they need to carry out to ensure that their interventions are suitably designed.

From craftsman to citizen : the career of local CSSA mothers

Poverty management has been institutionalized in affluent societies. Individuals are less vulnerable to starvation, but it does not mean they are exempt from plight. The issue of respect and recognition is high on the agenda. Poverty amidst plenty arouses suspicion and incites hostility. Civil inequality makes a place inhospitable. In this regard, I wish to revitalize the poverty debate by working on two key concepts: craftsmanship and citizenship. We can see craftsman and citizen in local Comprehensive Social Security Assistance (CSSA) mothers, in particular in the career and life history of them. Craftsmanship describes a fundamental impulse in humanity: the desire to do a job well for its own sake. A craftsman aims to get better rather than get by or get ahead. Life adds up when practiced as a craft. Citizenship is concerned about human association: how should we live together? Of particular note is the virtue of citizens. To make sense of their orientation to act, I approach citizenship as lived practice. These two sentiments are aptly tracked down from life history analysis, studying individuals as a process of social becoming. The key is to identify social gateways, in the forms of significant events and encounters, leading to social innovation. My investigation witnesses the making of a career of respect. For CSSA mothers, the starting point is located in a life crisis. All felicity wish is misfired; their lives sink into victimization. To lift them out of this state, it requires an awakening. The small voice of a child may make a magic. This hints at the situational imperatives of parenthood, which is often the key to revive a soul. The welfare of their children cries out for a halt in self-pity. Mothers respond by making a baby step, venturing into unfamiliar territories and trying out new things. Chances are that they will be in touch with expert systems against the backdrop of the institutionalization of poverty management. Government bureaucracies and NGOs from civil society especially come to their aid. Apart from professionals, ordinary folk, like a community of women, can be sociable experts. Together, they boost reflexivity, resourcefulness, and resilience. Greater transformation takes place in an enabling social space. Of exceptional significance is the transcendence from the smaller “I” in isolation to the bigger “we” whose future belongs to a common project. Three types of crafted citizens are identified. The metaphors of kangaroos, beavers, and watchdogs are used to give credit to their contributions to parenting, community building, and policy campaign respectively. In the end, three lessons are drawn. The first campaigns for social space at the meso level that is proven to contribute a great deal to the career of respect. The second addresses the issue of care by advocating a universal caregiver model. The third puts forward a new welfare contract to cope with public legitimacy about CSSA. Envois de fonds et pauvreté : le cas des Comores / Remittances and poverty : case of Comoros

L’objectif de cette étude est de mesurer l’impact des envois de fonds extérieurs sur la pauvreté aux Comores. Les envois de fonds à destination des Comores ont été évalués à 117 millions Usd en 2010, représentant ainsi 24 pour cent du PIB. Les envois de fonds sont de loin, la première ressource extérieure des Comores, devant l’Aide publique au développement, qui représente environ 10 pour cent du PIB. Les migrants comoriens qui envoient des fonds sont composés d’une grande majorité d’employés à faible qualification (66 pour cent). Réciproquement, près de la moitié des bénéficiaires, sont issus des classes pauvres. Le « Grand mariage » est le motif principal d’envoi de fonds. Deux méthodes d’analyse ont été développées dans cette étude : l’une descriptive et l’autre économétrique. L’approche économétrique considère les envois de fonds comme une donnée endogène, résultant d’un « contrat implicite » entre les migrants et les bénéficiaires. La conclusion de l’étude est la suivante : les envois de fonds contribuent à une réduction des indices de pauvreté. L’impact sur les inégalités est mitigé. L’incidence de pauvreté (P0) baisse de -3,5 pour cent, sous l’effet des envois de fonds. La profondeur (P1) et la sévérité (P2) baissent respectivement de -7,4 pour cent, et -5,8 pour cent avec les envois de fonds. Les envois de fonds ont plus d’impact sur la pauvreté, pour les catégories des ménages suivantes : celles vivant en milieu rural, celles vivant en Grande Comore, celles dirigées par les femmes, les chômeurs et les inactifs. On observe alors que, ce sont les catégories des ménages qui bénéficient le plus d’envois de fonds en termes de dépenses par tête, qui enregistrent le plus d’impact sur la réduction de la pauvreté. / The target of this study is to measure the impact of the remittances on the poverty. The remittances to Comoros were evaluated to 113 Usd million in 2010, thus representing 24 percent of the GDP. The remittances are by far, the first external resource of the Comoros, in front of public Aid, which represents only approximately 10 percent of the GDP. The Comorian migrants, who send funds, are composed by a great majority of the employees with weak qualification (66 percent). Reciprocally, about half of the recipients, are resulting from the poor classes. The “Grand marriage” is the principal reason for remittances. Two methods of analysis were developed in this study: one descriptive and the other one, econometric. The econometric approach regards the remittances as an endogenous data, resulting from a “implicit contract” between the migrants and the recipients. The conclusion of the study is as follows: the remittances contribute to the reduction of the indices of poverty in Comoros. The effect on the inequalities is mitigated. The incidence of poverty (P0) drops by -3,5 percent, under the effect of the remittances. The depth (P1) and severity (P2) drop respectively by -7,4 percent, and -5,8 percent with the remittances. The remittances have more impact on poverty of the following categories of the households: those alive in rural areas, those alive in Grand Comore, those directed by the women, the unemployeds and the inactives. The categories of the households which are received the most remittances in terms of expenditure per capita, records the most impact on poverty reduction.

Disclosure of salaries of public authority employee - abstract This thesis is concerned with the issues of legal interpretation of key provision of Act No. 106/1999 Coll. on free access to information relating to disclosure of salaries of public authority employee. The thesis introduction is focused on the constitutional aspects of the right to information and the right to privacy. It is also focused on the collision of these two fundamental rights. The following chapter examines the disclosure of salaries of public authority employee regulation and discovers and expounds the intended meaning of this regulation by the principles and rules of standard methods of interpretation, especially lingual interpretation, systematical interpretation, historical interpretation and teleological interpretation. This chapter provides the lingual meaning of key provision of Act No. 106/1999 Coll. on free access to information, presents brief look at relationship between the disclosure of salaries of public authority employee regulation and other norms and legal acts of the European Union and finally finds the content, sense and purpose of the regulation from both subjective (historical) and objective (teleological) point of view.
