An Analysis of the Recruitment of Foreign Employees in the Civil Service of Saudi Arabia

The purpose of this study was to analyze the recruitment of foreigners working in the civil service in Saudi Arabia. The country was facing dual problems in manpower in the form of shortages in both quality and quantity of human resources in all levels and areas of employment, including the civil service. A survey of the literature related to the Saudi Arabian civil service, especially government documents recording the history of civil service legislation, revealed that recruitment of foreigners was carried out on an individual basis until 1953.

Rekrytera olika : En kvalitativ studie av fyra olika organisationers val av rekryteringsmetoder

Studiens syfte var att undersöka varför fyra olika organisationer använder vissa rekryteringsmetoder. Utifrån detta syfte formulerades en frågeställning om vilka bakomliggande orsaker som kan påverka valet av rekryteringsmetoder i dessa fyra olika organisationer. Studien genomfördes med hjälp av kvalitativasemistrukturerade intervjuer med fyra organisationer, varav två verkade inom privat sektor och tvåverkade inom offentlig sektor. Studien visar att de fyra olika organisationerna använder ett flertal olika rekryteringsmetoder vid tillsättandet av lediga tjänster. Valet av de olika metoderna kan ses grunda sig på olika bakomliggande orsaker; organisationernas uppgift, organisationens omvärld, makt och styrning samt tillgången på resurser. Därmed kan det finnas flera sätt att förstå vad det är som gör att enorganisation väljer en viss rekryteringsmetod och därmed väljer bort andra metoder. Det är därför viktigt att förstå organisationernas specifikaförutsättningar då alla verkar inom olika kontexter där en och samma rekryteringsmetod intealltid kan tänkas vara optimal för alla. Därmed kan en och samma organisation ses påverkas av flera av varandra oberoende faktorer, som i samspelet med varandra hjälper till att forma en organisations hela rekryteringsprocess. / Thestudy's purpose was to investigate why four different organizations use certain recruitment methods. Based on this purpose, the writers of this study formulated a question about the underlying causes that may affect the choice of recruitment methods in these four different organizations. The study was conducted using qualitative semi-structured interviews with four organizations, two of which appeared in the private sector and two of which appeared in the public sector. The study shows that the four different organizations use a variety of recruitment methods for the filling of vacancies. The choice of the different methods can be based on different underlying causes; organizations' mission, the organization's environment, power and control and the availability of resources. Thus, there may be several ways to understand what it is that makes an organization choosea particular method of recruitment and thus deselect other methods. It is therefore important to understand organizations' individual conditions and that theyall operate in different contexts in which the same recruitment method may not beoptimal for all. Thus, one and the same organization can be influencedby several independent factors whichin interaction with each other helps to shape an organization's entire recruiting process.

The Environment determined political leadership model: a comparative analysis of the Gowon, Babangida and Abacha regimes

The recent election victory of gen. Obasanjo highlights the fragile civil-military relations encountered in Nigeria. It also illustrates the impact environment has on the recruitment process of political leaders, as a changed environment paved the way for democratic elections in Nigeria. To shed light on the phenomenon of the undemocratic recruitment of military leaders as political leaders, a model encompassing environment, recruitment and leadership elements was formulated and applied to the Nigerian situation as experienced under the Gowon, Babangida and Abacha regimes. The first step of the environment determined political leadership model is to perform a specific analysis of the historical situation to facilitate the description, explanation and clarification of undemocratic recruitment. In the next step, the dynamic interaction between leadership, environment and recruitment, as revealed in the previously assessed historical situation, is analysed and tabularised to facilitate prediction. The third step of the model is to test set linkages of statements, to formulate a theory for the prediction of undemocratic recruitment in general. This theory is as follows: The military leader (micro environment) will adopt a challenger personality, when the macro - and global environment allow the micro environment to challenge them for political domination. If the micro environment is able to mobilise resources and the macro environment is unable to mobilise resources and the global environment remains neutral, the military leader can be recruited in an undemocratic manner as political leader. To remain in power, the military leader must either dominate the macro environment or adopt legitimacy. In the application of this model, it was determined that a challenger personality developed in the micro environment due to a weakened macro environment pestered by the absence of nationalism and national political leadership, as well as constant psychological conditioning, but also because the global environment remained uninvolved in the recruitment process. Besides the colonial legacy of Nigeria, this background provided the opportunity for a strong supportive organisation to develop in favour of military regimes. This eased the mobilisation of military resources for attempting undemocratic recruitment actions and facilitated the institutionalisation of military regimes in Nigeria. These identified behavioural patterns confirmed the mentioned general theory on the undemocratic recruitment of military leaders. In conclusion it was stated that undemocratic recruitment attempts in Nigeria can be prevented if a balance is kept between the micro -, macro - and global environment. To address this imbalance, political restructuring (including leadership, institutions and processes), and also economic - and social restructuring need to take place in order for Democracy to be institutionalised. This requires that the lack of nationalism and the attitude of the military be addressed immediately. It also necessitates the participation of the global environment in condemning undemocratic recruitment actions. Fact is, the environment has changed and in the process has begun to hinder Africa's military's self imposed mission to redeem the continent from corrupt politicians. Analýza efektívnosti metód výberu zamestnancov v organizácii / Analysis of the effectiveness of methods for selection process of employees in the organization

The diploma thesis deals with the efficiency of the methods of selection of employees in the company Tesco Stores ČR a.s. The main aim of this thesis was to analyse the methods of recruitment which were introduced to the company and evaluate if their impact on the selection process and the quality of the candidates is positive. Academic research provided a theoretical framework for solving recruitment problems and subsequently were determined performance indicators which were applied to the selection process of employees. Based on the data from internal documents, interviews and questionnaire was analysed the effectiveness of recruitment methods in the company. The obtained data allowed to identify strengths but also weaknesses in the method of selection and recruitment process. The results of the analysis led to recommendations which implementation shall lead to elimination of the identified weaknesses and to ensure full satisfaction of managers and candidates with recruitment.

The goal of this master thesis is to summarise the theoretical knowledge and subsequently analyse the so-called Assessment Centre, a modern methodology used for recruitment of employees out of a larger pool of applicants. A unified approach to the recruitment process has been developed based on the results of this analysis The analysis includes a detailed insight into the preparation and the course of the Assessment Centre, a competency assessment of the committee members, assessment of the job description, job requirements and selection criteria and an analysis of satisfaction of the applicants themselves. The analysis was conducted on two workplaces of the Insurance Company "XY", with each of them having a different approach towards the assessment centre. Free as well as partially standardised observations were used as a methodological background for the assessment centre analysis. The assessment of satisfaction of the AC participants was conducted with the help of questionnaires.

Its part and also the objective of this work is to suggest amendments that could make the process more efficient in future. Suggestions for improvement are based on the knowledge gained in the theoretical part in connection with current process in the company.

Headhunting som strategiskt kompetensförsörjningsverktyg / Headhunting as a strategic competence supply tool

Forskningen har visat kunskapsbrister när det gäller användningen och nyttan av headhunting som strategiskt kompetensförsörjningsverktyg. Studiens syfte var att undersöka vilka strategiska verksamhetsmål, behov och förutsättningar som utgör grunden för beslutet att framgångsrikt rekrytera chefer och andra affärskritiska roller via metoden headhunting. För att besvara forskningsfrågorna samlades data in med hjälp av kvalitativa semi-strukturerade intervjuer där fem respondenter var delaktiga. Studiens resultat tydde på att den strategiska kompetensförsörjningens omfattning samvarierar med företagens storlek. Studien visade även på att rationella, situationsberoende beslut är ytterligare en parameter som styr valet av rekryteringsmetod. De förutsättningar som studien visade ligger till grund för valet av headhunting som rekryteringsmetod är brist på intern kompetens, behov av specifika, komplexa kompetenser, affärskritisk roll samt riskminimering. Identifierade framgångsfaktorer är en tydlig kravprofil, ett gediget förarbete, intern rekryteringskompetens och god kommunikation. / The research has shown deficiencies in the use and utility of headhunting as a strategic competence tool. The purpose of the study was to investigate which strategic business goals, needs and conditions form the basis for the decision to successfully recruit managers and other business-critical roles via the headhunting method. In order to answer our research questions, data were collected by using qualitative semi-structured interviews in which five respondents participated. The results of the study indicated that the scope of strategic competence supply varies with the size of the companies. The study also showed that rational, situation-dependent decisions are another parameter that governs the choice of recruiting method. The prerequisites that the study shows are the basis for the choice of headhunting as a recruitment method is a lack of internal competence, need for specific, complex skills, business-critical role and risk minimization. Identified success factors are a clear requirement profile, solid preliminary work, internal recruitment skills and good communication.
