Metropolitan management, whose main agent is the State, appears as an important tool to exercise control over the land use planning of such territories, since the state political institutions - government and public administration - would operate under permanent pressure of the interests of capital. Based on this premise, it is assumed that a highly coercive management model would prevail in the sense of centralizing decision by the state apparatus and imposing an agenda of public policies that would favor the production and appropriation of the territory by economic agents. In order to make possible a classification of the existing types of metropolitan management, an analysis instrument was created based on a referential frame with the different types according to the characteristics of the political process of the management. Two case studies were then selected for application of the proposed methodology: the management of the Metropolitan Area of Lisbon, in Portugal, and the metropolitan regions of the state of S?o Paulo, both chosen for the particularities they present in different contexts and for the possibility of comparing the types found. Based on these cases, the aim was to demonstrate the tendency to prevail the coercive model in the contemporary metropolitan management, to the detriment of a territorial cohesion model, which would operate towards a more democratic management, with an agenda based on the reduction of socioeconomic inequalities, which are expressed more severely in the metropolitan territories. / Os territ?rios metropolitanos constituem, no sistema urbano mundial, suporte fundamental para o modo de produ??o e de acumula??o capitalista. A gest?o metropolitana, cujo principal agente ? o Estado, surge como importante ferramenta para exercer o controle sobre o ordenamento de tais territ?rios, uma vez que as institui??es pol?ticas estatais ? governo e administra??o p?blica ? operariam sob permanente press?o dos interesses do capital. Com base nessa premissa, sup?e-se que prevaleceria atualmente um modelo de gest?o marcadamente coercitivo, no sentido da centraliza??o decis?ria pelo aparelho estatal e na imposi??o de uma agenda de pol?ticas p?blicas que favoreceriam prioritariamente a produ??o e a apropria??o do territ?rio pelos agentes econ?micos. De modo a viabilizar uma classifica??o dos tipos existentes de gest?o metropolitana, criou-se um instrumento de an?lise baseado em um quadro referencial com os diferentes tipos segundo as caracter?sticas do processo pol?tico da gest?o. Foram ent?o selecionados dois estudos de caso para aplica??o da metodologia proposta: a gest?o da ?rea Metropolitana de Lisboa, em Portugal, e das regi?es metropolitanas do estado de S?o Paulo, ambos escolhidos pelas particularidades que apresentam em contextos diferentes e pela possibilidade de compara??o dos tipos de gest?o encontrados. The research assumes that the urban space is both social product and process of various logical of productions vying for the urban space. However some logical of productions can act more than others choosing new vectors of growth of the city's , whether by political, economic or ideological reasons. We were adopted three research strategies for the study of contemporary urban expansion: a) to characterize the contemporary urban expansion in the RMC through the growth survey of legally urban areas (i.e., through the expansion of graphed urban perimeters in municipal law), the areas that are really urbanized and the relationship with the regional context and through the use of the IBGE database; b) analyzing federal and municipal planning legislation that addresses the issue of urban sprawl on the light of understanding that planning legislation is not merely a technical part, it results from the clash of interests of the different agents that make up society; c) mapping and systemizing the logic of production active in newly incorporated areas of the Municipal urban area, collecting the arguments used by the municipal public sector to justify the approval of each of the legally urban area expansions. The systematization of these justifications reveals the ideology constructed to justify the expansion of the areas legally considered as urban, often legitimized through a built speech to mislead that the simple expansion of the urban area would ensure the urban development of the city. This work helps to explain the way that government - executive and legislative - plan through laws their territory and orchestra the logical production of urban space which, in turn, are closely associated with the standard space that produces urban sprawl, socio-segregated spatially, physically fragmented and a full of inequalities and environmental weaknesses. / Esta pesquisa tem como objeto, o processo contempor?neo de expans?o urbana em munic?pios contidos em uma ?rea metropolitana, sendo definido para fins do estudo emp?rico, a Regi?o Metropolitana de Campinas RMC como recorte territorial. Parte-se da premissa que o espa?o urbano ? produto social e processo das diferentes l?gicas de produ??o que disputam o espa?o urbano, contudo algumas l?gicas de produ??o conseguem atuar mais do que outras no processo de escolha dos novos vetores de crescimento da cidade, seja por motivos pol?ticos, econ?micos ou ideol?gicos. Foram adotadas tr?s estrat?gias de investiga??o para estudo da expans?o urbana contempor?nea: a) caracterizar a expans?o urbana contempor?nea na RMC por meio da an?lise do crescimento das ?reas legalmente urbanas (ou seja, por meio da expans?o dos per?metros urbanos grafados em lei municipal), das ?reas de fato urbanizadas e sua rela??o com o contexto regional e por interm?dio da utiliza??o de dados do IBGE; b) analisar a legisla??o urban?stica federal e municipal que trata da quest?o da expans?o urbana, sobre a luz do entendimento que a legisla??o urban?stica n?o ? meramente uma pe?a t?cnica, pois resulta do embate de interesses dos diversos agentes que comp?em a sociedade c) mapear e sistematizar por meio de fichas de caracteriza??o as l?gicas de produ??o atuantes em ?reas rec?m-incorporadas ao per?metro urbano municipal, coletando-se as argumenta??es utilizadas pelo setor p?blico municipal para justificar a aprova??o de cada uma das expans?es de ?rea legalmente urbana. A sistematiza??o destas justificativas revela as ideologias constru?das para justificar a expans?o das ?reas legalmente urbanas, legitimadas muitas vezes por meio de um discurso constru?do para aludir que a simples expans?o do tecido urbano por si s? garante o desenvolvimento urbano do munic?pio. Because water is a scarce element, the most rational way pointed out by our recent history has been to move towards an increasing emphasis on the need for a truly rational, integrated, sustainable and participatory water resources management, supported by legislation and by a network of institutions that could materialize it. In this sense, despite all the advances in the formulation of public policies in water resources, which ones have indeed lead to significant changes that have occurred or are underway in semiarid regions such as Serid?? What factors may be preventing the realization of the desires rationality embedded in the framers of water policies intents? How to properly manage water resources if the current actors who promote their management and the political, human, cultural and institutional processes that intervene in this management, show strong traces of unsustainability? The research methodology adopted in this paper led to a breakdown of the traditional approach to water resource management, to integrate it into other areas of knowledge, especially to political science and public administration, catalyzed by the concept of "sustainable development". From a broad, interdisciplinary literature review, an exhaustive characterization of the river basin Serid?, a set of interviews with key people in the public administration acting in the region, a series of diagnoses and a set of propositions were made in order to correct the direction of current public policies for the region. From the point of view of public policies, it is in the deployment phase, not in its formulation, which lies a major problem of the lack of significant progress in water management. The lack of coordination between government programs are well characterized, as well as the lack of efficiency and effectiveness of their actions. The causes of this secular model are also discussed, including political factors and social relations of production, which led to a stalemate difficult, but of possible solution. It can be perceived there is a scenario of progressive deterioration of natural resources of the fragile ecosystem and a network of environmental and social consequences difficult to reverse, the result of a persistent and inertial sociopolitical culture, whose main factors reinforce itself. The work leads towards a characterization of the water resources management also from the perspective of environmental, institutional, political and human sustainability , the latter being identified, particularly as investment in the development of people as autonomous beings - not based in ideological directives of any kind - in the emancipation of the traditional figure of the poor man of the hinterland" to the "catalyst for change" responsible for their own decisions or omissions, based upon an education for free-thinking that brings each one as co-responsible epicenter of (self-) sustainable changes in their midst / A realidade da gest?o dos recursos h?dricos em regi?es semi?ridas, como ? o caso da regi?o do Serid?, tem sido moldada por uma cadeia complexa envolvendo aspectos socioculturais, pol?ticos, econ?micos e ambientais, abrangendo diferentes esferas de atua??o do local ao federativo. Sendo a ?gua um elemento escasso, o caminho mais racional apontado pela nossa hist?ria recente tem sido o de caminhar no sentido de uma ?nfase cada vez maior na necessidade de uma gest?o verdadeiramente racional, integrada, sustent?vel e participativa dos recursos h?dricos, sustentada por uma legisla??o e por uma rede de institui??es que dessem materialidade a essa gest?o. Nesse sentido, apesar de todos os avan?os na parte de formula??o das pol?ticas p?blicas em recursos h?dricos, quais t?m sido, de fato, as mudan?as significativas que j? ocorreram ou est?o em marcha em regi?es semi?ridas como o Serid?? Quais fatores podem estar impedindo a realiza??o da desejada racionalidade embutida na inten??o dos formuladores das pol?ticas h?dricas? Como gerir adequadamente recursos h?dricos, sendo que os atuais atores que promovem a sua gest?o, os processos pol?ticos, humanos, culturais e institucionais que nesta gest?o interv?m, apresentam fortes tra?os de insustentabilidade? A metodologia de investiga??o adotada nesta disserta??o levou a uma ruptura da tradicional abordagem da gest?o de recursos h?dricos, para integr?-la a outras ?reas do conhecimento, notadamente ?s ci?ncias pol?ticas e ? administra??o p?blica, tendo como elemento agregador o conceito de desenvolvimento sustent?vel . A partir de uma ampla e interdisciplinar an?lise bibliogr?fica, de uma caracteriza??o exaustiva da bacia do rio Serid? e de um conjunto de entrevistas com pessoas-chave da administra??o p?blica atuantes na regi?o, chegou-se a uma s?rie de diagn?sticos e um conjunto de proposi??es para a corre??o de rumos das atuais pol?ticas p?blicas para a regi?o. Sob o ponto de vista das pol?ticas p?blicas, ? na fase de implanta??o, e n?o na de sua formula??o, que reside um dos principais problemas da falta de avan?o consider?vel na gest?o h?drica. A falta de articula??o entre programas governamentais est?o bem caracterizadas, bem como a falta de efici?ncia, efetividade e efic?cia de suas a??es. As causas desse modelo secular s?o tamb?m discutidas, abrangendo fatores pol?ticos e as rela??es sociais e de produ??o, que levaram a um impasse de dif?cil, mas poss?vel solu??o. Como pano de fundo, observa-se um cen?rio de progressiva deteriora??o dos recursos naturais do fr?gil ecossistema e uma rede de consequ?ncias ambientais e sociais dif?ceis de serem revertidas, fruto de uma cultura sociopol?tica persistente e inercial, cujos fatores principais refor?am a si mesma.
