Extraterritorial-bound: An urban typology of exception

This thesis inserts a new urban typology into the city, shifting spatial, political, and programmatic boundaries by constructing a new extraterritorial ground. Extraterritoriality, the state of exception from local jurisdiction, is not yet formally manifest as an urban architectural problem. The proposed ExtraTerritorial Typology [ETT] is an urban architecture that reconfigures the boundary conditions between territorial grounds and user groups: displaced populations and local citizens. Mediating between global and local scales, the ETT relates to its urban context despite its bigness. The ETT demarcates its non-vertical boundary in relationship to the existing ground by strategically connecting to and detaching from the site topography. The ETT accommodates a spectrum of multiscalar international programs within venues of emplacement and displacement dispersed in topographical bands across the site. As an urban scale site intervention, the project is a megaplane which interacts with the existing ground. Sometimes a surface condition, sometimes as megaobject, it is perceived from the street as a shifting architectural form. It extends from the urban context to accommodate programmatic spaces of individuation and collectivity, from transit to asylum, privatized medical treatment to public athletic stadia.

Exchange in the barranco: Organizing the internal economy

This thesis problematizes the infrastructural and social boundaries of informal settlements established in anomalous depressed tissues within the gridded city. It does so by proposing a new urban strategy that intends to dissolve the edge condition as well as reconnect extracted points of the settlement as a means to pulsate the activity of the slum dwellers and to incorporate the informal settlement to the city. This new urban approach weaves the inverted topography of the barranco with two pieces of urban fabric that are interrupted. It explores La Limonada, one of Guatemala City's densest and most dangerous asentamientos situated in a barranco. The thesis grows out of three constants of this informal city: informal economies, steep grounds and lack of connectivity and proposes an acupunctural construction of exchange promenades that act as connective infrastructures, exchange platforms, and new public grounds. This Mobilizer engenders a new tectonic paradigm that serves a mediator in this gradient of exchanges between the consolidated city and the asentamiento.

Offshore Concourse: New ground for a landless urbanism

'Offshore Concourse' is an urban proposal for a response to changing ecological, economic and political conditions in Alaska and the Arctic. Since 2007, the Northwest Passage has been navigable without need of an icebreaker. As climate change rapidly redraws the world's coastlines, it poses both opportunities and challenges for global trade: melting ice caps yield new trade routes, markets and resources, but thawing permafrost renders the land an unstable ground upon which to build emerging economies. Sited on the open ocean near the Bering Strait, the Offshore Concourse presents a new model of flexible, dynamic urbanism. The port is re-envisioned as a reconfigurable platform for both trade and occupation: an aggregation of floating modules that can move, expand and submerge in response to economic demands and climatic conditions. Operating as a point of exchange, the Concourse stages a unique confluence of goods, users and natural phenomena.

El presente trabajo de investigación se llevó a cabo con el propósito de determinar la Influencia de las Competencias Gerenciales en la Gestión Organizacional del Gobierno Regional de Tacna. Para ello se estableció la siguiente hipótesis: En el Gobierno Regional de Tacna las competencias gerenciales influyen directamente en la gestión organizacional. El trabajo corresponde a una investigación descriptiva relacional porque el estudio nos condujo a la búsqueda de nuevos conocimientos o campos de investigación; así como medir la relación de las dos variables a estudio: Competencias Gerenciales y Gestión Organizacional. Para tal propósito se consideró la información obtenida a través de la aplicación del cuestionario a los gerentes y trabajadores del Gobierno Regional de Tacna. Los datos obtenidos se tabularon y analizaron mediante cuadros y gráficos. Una vez finalizada la fase de análisis e interpretación de los resultados se determinó que: En el Gobierno Regional de Tacna las competencias gerenciales influyen directamente en la gestión organizacional.

Regionalization and regionalism: A comparative study of the cases of regional integration in Mainland China

¡@The economic reform and the Open Door Policy undertaken in Mainland China has been carried out for more than 20 years since 1978 by Deng Xiaoping. Mainland China has been advocating herself to the rest of the world, and the development of domestic regional integration is also taking place. The differences between the provinces and regions in China is basically very huge. And in the process of economic reform, decentralisation, the gradural withdraw of the central government from certain functions, all accelerate the cleavage of different regions. ¡@How do the provinces cooperate with each other? What is the key features in the process of economic integration? We distinguish two models in this article. One is regionalization, which refers to bottom-up process where the most important driving forces for economic regionalization come from markets, from private trade and investment flows, and from the policies and decesions of companies, rather than resulting from predetermined plans of national or local government. Here we exaime the triangle territory of Guangdong Province and Hong Kong and Macao. Conversely, regionalism is used here to refer to top-down process- the concious and deliberate attempts by national state to create formal mechanism for their economic good. Such regionalism is defined as political and intergovernmental project, and here we exaime the south-west provinces in Mainland Chind, thus the forces of intergration is mainly from the local government. Through the two cases, we highlight the uneven nature of regional economy, and the cases suggest that attempts to forster regional integration have been most successful when governments facilitate, rather than control.

The Study of the Cultural Tourism as a Strategy for Regional Development--A Case Study of Kaohsiung City,Kaohsiung County,Pintung County

In the 21st century, tourism has become a very popular and important industry all over the world. The success of tourism lies in the sound infrastructure of the scenic spots and, more importantly, in the unique cultures behind different localities. According to the statistics published by the World Tourism Organization (WTO), 37% of tourism abroad is related to culture and this ¡§cultural tourism¡¨ is experiencing a 10% annual increase. Cultural tourism has undoubtedly become a new trend in invigorating regional development. In the long run, culture-based tourist activities may be the only activities that can attract and keep tourists. The Kaohsiung and Pingtung districts are well-known for their natural resources, beautiful landscapes, and cultural backgrounds, all of which have been intertwined in creating this unique community. Through competition, complementarity, and finally cooperation, these districts have become an inseparable whole. The continued integration of the cultural resources among these districts can further promote cultural tourism and greatly benefit the regional development in these districts. The purpose of this dissertation is mainly to analyze the developmental processes and cultural resources in the Kaohsiung and Pingtung districts. Based on the SWOT approach adopted in several foreign cases, the internal as well as external factors involved in the environment and resources related to cultural tourism were investigated. Also, informed by the Delphi approach, viable strategies were recommended for the future development in the cultural tourism industry in these districts. The strategies proposed in this dissertation include (a) development of strategic alliances between public and private sectors; (b) establishment of cooperative as well as compensatory mechanisms in relation to cultural tourism; (c) synergetic marketing of cultural activities; (d) organization of relevant administrative departments in relation to cultural tourism; (e) designing of thematic cultural tourism packages; (f) synergetic marketing of scenic spots with similar cultural tourism attractions; (g) integration of cultural activities as well as development of communities that value art appreciation.

The Study on Developmental Strategy for MICE Industry in Kaohsiung City, Kaohsiung and Ping-tung Countries.

In recent years, MICE (Meeting, Incentive, Convention and Exhibition) industry has sparked the market all over the world. Its enormous economic marginal benefits have been supposed to form a strategic industry to inspire local economic growth and to make up the lost of traditional industry. In order to develop the ¡§South and North Dual Core¡¨ policy as well as to carry out regional market, Taiwanese government has input tremendous investment to construct ¡§Kaohsiung World Trade Center and Convention Center,¡¨ which will be completed in 2010 on schedule. This study is to analyze the key factors to bring MICE industry to success by case studies of Hannover, Chicago and Shanghai city plan. It also follows the mechanisms of Delphi approach and TOWs Matrix were applied to obtain the opinions from professionals, which then to be concluded into five strategies: 1.Environment strategy 2.Public Administration strategy 3.Operation and Management strategy 4.The Third Sector strategy, and 5.Human Resource Cultivation strategy The results of this study wish to be good reference for Kaohsiung City, Kaohsiung and Ping-tung Countries to initiate development policy in MICE industry.
