The urban operations were regulated by the City Statute in 2001 and intend to requalify certain city areas which require structural intervention. In order to achieve this objective, four Urban Operations currently existing at S?o Paulo city were studied: ?gua Branca Urban Operation, Centro Urban Operation, ?gua Espraiada Consortial Urban Operation and Faria Lima Consortial Urban Operation. In addition, other experiences implemented in Paris/France; Baltimore/United States of America; London/England; and Barcelone/Spain were also studied. During this analysis, the historical context was taken into account, considering the reasons that led to the use of this instrument in Brazil as well as in the other countries chosen for this research. The beginning of each one of the Urban Operations mentioned were registered, as well as their objectives and construction already implemented; after that, the ?gua Branca Urban Operation was evaluated separately in more detail, regarding the imparcts generated, both positives and negatives, and also as a municipal urban instrument. / O presente estudo teve como objetivo analisar as Opera??es Urbanas Consorciadas como instrumento de planejamento urbano. As opera??es urbanas foram regulamentadas pelo Estatuto da Cidade em 2001 e t?m como objetivo requalificar determidas ?reas da cidade, que exijam interven??o estrutural. Para tanto, foram pesquisadas as quatro Opera??es Urbanas em vigor atualmente no Munic?pio de S?o Paulo, quais sejam: Opera??o Urbana ?gua Branca, Opera??o Urbana Centro, Opera??o Urbana Consorciada ?gua Espraiada e Opera??o Urbana Consorciada Faria Lima. Foram pesquisadas tamb?m as experi?ncias realizadas em Paris/Fran?a; Baltimore/Estados Unidos da Am?rica; Londres/Inglaterra; e Barcelona/Espanha. Durante a an?lise buscou-se inser?-las no contexto hist?rico, considerando os fatores que levaram ? utiliza?ao do instrumento tanto no Brasil como nos outros pa?ses escolhidos na pesquisa. Foi registrado o in?cio de cada uma das opera??es urbanas citadas, seus objetivos e obras j? realizadas, para posteriormente realizar uma avalia??o mais aprofundada da Opera??o Urbana ?gua Branca, separadamente, no que diz respeito aos impactos gerados, tanto positivos quanto negativos, e enquanto instrumento urbano municipal.

Long avenues and important highways connecting major regions in the State cross this area, that is occupied by a low-income population, predominantly African descent. The surroundings of this farm are currently experiencing the insertion of new housing development projects. Thus, the present work examines the actions of Comunidade Jongo Dito Ribeiro, linked to other social and cultural Afro-brazilian movements, for the urban regeneration of Fazenda Roseira, as well as the role of the cultural expression of Jongo, also known as Caxambu, in this process. Fazenda Roseira as a " memory place ", is the matrix on which social dispositions and spatial forms are articulated , stimulated by the actions of the Jongo community integrating cultural identity with territoriality in the production of a urban space. This case presents the combination of two segments of the cultural heritage: in one hand Fazenda Roseira as a material heritage characterized by environmental and architectural fragments from the colonial period and the nineteenth century; in the other hand Jongo as an intangible heritage recognized since 2005 by IPHAN (National Institute of Historical Heritage), is also represented by Comunidade Jongo Dito Ribeiro, an important witness in the construction of the historical memory of black people in the city of Campinas. / Este trabalho aborda aspectos da luta pela preserva??o da Fazenda Roseira do Campo Grande antiga fazenda de caf? e marco referencial cultural e hist?rico, situada na regi?o noroeste de Campinas,SP, num territ?rio entrecortado por extensas avenidas e por importantes rodovias de conex?o regional e ocupado por uma popula??o de perfil predominante de baixa renda com forte presen?a de comunidades de afro descendentes. O entorno da sede convive atualmente com a inser??o de um novo loteamento fechado nos terrenos remanescentes da Fazenda. O trabalho analisa a atua??o da Comunidade Jongo Dito Ribeiro, articulada a outros movimentos sociais e culturais de origem africana, pela requalifica??o urbana da Fazenda Roseira bem como o papel do jongo/caxambu que a constituiu enquanto manifesta??o cultural e pol?tica. A Fazenda Roseira, como lugar de mem?ria , constitui a matriz sobre a qual se articulam s?nteses do conte?do social e as formas espaciais, estimuladas pelas a??es da comunidade jongueira integrando identidade cultural com a territorialidade na produ??o do espa?o urbano. It is a research where the airport becomes protagonist in the discussion of the re-signification of an area within a perspective of integration of the city and the region on the global markets of production and consumption. The main objective of the thesis is to analyze how the territory, covered by the new economic and industrial activities, turns into an airport-city and gains regional momentum, being able to constitute an Aerotropolis. It is assumed that the facilities of the International Airport of Viracopos-Campinas (VCP), can, possibly, be transformed into an airport-city and shape the surrounding region on an Aerotropolis; however, it will not serve the public interest in the urban requalification of the region, historically marked by inequality and socio-spatial segregation if it does not maintain and incorporate the resident population in the construction of Aerotropolis. This thesis is based on studies carried out on two international airports with a strong presence in airfreight transport in their countries (Netherlands and United States) to understand the city-region-production-networks-territory relationship on which the Aerotropolis territorial arrangement is based. / Esta pesquisa se insere no debate sobre a requalifica??o urbana das ?reas aeroportu?rias, alocadas em regi?es metropolitanas, as quais concentram din?micas relacionadas ao incremento das rela??es comerciais internacionais, da globaliza??o dos meios de produ??o e da reprodu??o do capital junto ao mercado imobili?rio. Trata-se de uma pesquisa onde o aeroporto se torna protagonista no bojo da ressignifica??o de uma ?rea metropolitana, na perspectiva de integra??o da cidade e da regi?o junto aos mercados globais de produ??o e consumo. O objetivo principal da tese ? analisar como o territ?rio, abrangido pelas novas atividades econ?micas e industriais, se transforma em uma cidade aeroportu?ria e ganha impulso regional podendo se constituir numa Aerotropolis. It approaches the performance of Parade Lesbian, Gay, Bisexual and Transgender and examines how this event fits in with the resignification operated in recent years, in central public spaces of Campinas. The dynamics that were established between the actors involved in the construction process Parade revealed the content of these interactions studied from two aspects relevant around central public spaces: (1) the symbolic potential - reinforced by the choice of paths traversed in dialogue with the government, by Parade, who in the pursuit of political legitimacy and public event associated with the historic rescue of the most emblematic public spaces in central and social life of the city, and (2) the nature of these spaces - remeanings as places urban living democratic, affirmation of sexual diversity and social inclusion by increasing legitimization Parade and other activities of the Community of Lesbians, Gays, Bisexuals, Transvestites and Transsexuals, which has contributed to the urban regeneration of the central spaces of Campinas as public spaces and democratic. / O trabalho parte do princ?pio de que h? intera??es entre as mudan?as observadas na sociedade e as concep??es e usos dos espa?os p?blicos. It approaches the recent phenomenon of the urban dispersion, understanding the city of characteristic Valinhos-SP as one fabric urban of the contemporary metropolitan space. It analyses, on the basis of the lines of direction contained in the three existing Managing Plans elaborated by the City hall of the city, the trajectory of the Capuava Farm since the sprouting as coffee farm, with prominence for the period where it attracted modernist artists and intellectuals, the successive accomplished urban parcels in its territory until the situation current of the overthrown headquarters surrounded for fabric urban fragmented and occupied by distributed closed condominiums in quarters of diverse social classes. On the basis of the lines of direction contained in the three existing Managing Plans, elaborated for the City hall of the city, t argues the difficulties and potentialities of the preservation of the Capuava Farm while historic site and cultural overthrown and the paper that can perform in the context of the Metropolitan Region of Campinas. / Este trabalho tem por finalidade analisar atrav?s das transforma??es territoriais da Fazenda Capuava o processo de evolu??o urbana da cidade de Valinhos-SP e sua integra??o na Regi?o Metropolitana de Campinas. Aborda o fen?meno recente da dispers?o urbana, entendendo a cidade de Valinhos-SP como um tecido urbano caracter?stico do espa?o metropolitano contempor?neo. Aims to discuss the points of intersection between urbanism, public policy and tourism, based on the case study of the expansion of Viracopos International Airport in Campinas. With this goal presents the Viracopos International Airport at the same time as a strategic connection element between various modes of displacement taking into account other means of transport (such as road and rail interconnection) and as an urban equipment with the potential to bring about change significant in urban and tourist infrastructure Campinas. For such investigations, the tourist attractions of Campinas city will be focused as potential spaces for boosting tourism, taking into account their cultural relations linked to tourism and a brief study of the local identity and the construction of a new identity of marketing that incorporates the urban aspects involved. One purpose of this paper is to discuss the consequences, beneficial or evil, the transformation from Viracopos International Airport in the main airport portal in Latin America, both to become a real center for receiving and issuing tourist and dynamic socio-spatial City. We intend to complete this work with issues related to the subject matter with regard to management and public policies should be developed on the future of tourism in Campinas, and with the assurance that the expectations will be proposed to the council hardly they will be achieved if the government does not develop purposeful initiatives integrated to the different instances of municipal management to improve the quality of life of its residents. / A presente pesquisa tem como objetivo analisar a situa??o atual da atividade tur?stica de Campinas, as potencialidades que a cidade apresenta e investigar as poss?veis novas demandas da amplia??o do Aeroporto Internacional de Viracopos neste segmento de atividades. Pretende discorrer sobre os pontos de intersec??o entre o urbanismo, as pol?ticas p?blicas e o turismo, tendo como base o estudo de caso da amplia??o do Aeroporto Internacional de Viracopos no munic?pio de Campinas. This work aims to reflect on the experience of urban regeneration in the historic center of Natal, addressing the strategies adopted in the implementation of public policies and how these improve the effectiveness of actions, processes and outcomes for which turn the management of the historic center in question. In Natal, is identified in the neighborhoods of the Upper Town and Ribeira, the historic city center, a large distortion of their ancient architectural complex, the use of sub-urban infrastructure and emptying in the evenings and weekends. Shares redevelopment of the historic center of Natal are considered late, it is only recently that these neighborhoods were objects of policies and projects generally aimed at enhancing the cultural attraction of the area, and not always, it can be said that they have relevance in development process of the city. Added to this, there is the slowness of the interventions, although the zoning as an area of historic preservation has been done for over two decade. In Natal, the ideas of sustainable development articulated a proposed redevelopment of its historic center is still far from being achieved, but on the other hand, the latest phase of implementation of plans and projects in the area, indicating the intention to transform practical experience in the formulations and proposals in relation to these ideals / A partir da segunda metade do s?culo XX, em muitas cidades brasileiras, os Centros Hist?ricos deixaram de ser os espa?os mais densamente povoados da cidade, pois passaram a acumular a degrada??o do ambiente constru?do, e tiveram as suas fun??es f?sicas, sociais e econ?micas ressignificadas. Nesse per?odo, tamb?m se intensificaram interven??es voltadas ? sua requalifica??o. O presente trabalho tem como objetivo refletir sobre a experi?ncia de requalifica??o urbana no Centro Hist?rico de Natal, abordando as estrat?gias adotadas no ?mbito da implementa??o de pol?ticas p?blicas e como elas melhoraram a efetividade das a??es, dos processos e dos resultados para os quais se volta a gest?o desse espa?o.
