The effects of agricultural price policies on the funding of agricultural research: Chile 1960-1988

Chilean governments have simultaneously used a combination of price policies and expenditures on agricultural research in their efforts to enhance the performance of the agricultural sector. These two policy instruments, under changing political environments, have had important distributional implications for agricultural producers and consumers. Neglecting the interactions between these instruments may have distorted the measurement of research benefits. This dissertation examines the implications of agricultural price policies on the funding of public agricultural research. A political-economy framework allows for the interactions between producers and consumers/taxpayers in affecting policy formation. The welfare effects on each interest group are identified. Agricultural price policies and research expenditures on beef, wheat, milk, apples, and grapes are considered within a simultaneous system of supply, demand, price and research policy equations. Economic and political considerations determine the choice between direct price policies and public research expenditures. Results conform to theoretical expectations that the level and distribution of public research investments are affected by agricultural price policies. The implications derived from these results are that policies can be made more effective if decision-makers consider the complementarity or substitutability of these policy instruments. Agricultural production was influenced by direct price policies and by domestic agricultural research and foreign technology transfers. Publicly-sponsored agricultural research in Chile has had positive economic returns. The benefits to research, however, would have been larger if distorting price policies had not been present. / Ph. An economic assessment of research and extension investments in corn, wheat, soybeans, and sorghum

The evaluation of public investments in agricultural research has been a topic of special interest to research administrators and others concerned with productivity in agriculture. Tighter research budgets and diminished purchasing power due to inflation have increased concern about research budget allocations. Earlier research evaluation studies have indicated high rates of return to overall agricultural investments. This study is concerned with the evaluation of research investments made at an individual agricultural commodity level. The primary objectives of this study are: (a) to estimate the marginal product and internal rates of return to research investments in corn, wheat, soybeans, and sorghum. (b) to estimate separately the internal rate of return to extension investments in these commodities. (c) to estimate the effect of spillovers from research investments in these commodities by other outside states. (d) to estimate the impact of these research and extension investments in grain commodities for individual geographical production regions in the U.S. The theoretical framework of a supply response model with inclusion of a variable to account for aggregate risk by producers was developed as the basis for analyzing research and extension investments in corn, wheat, soybeans, and sorghum. Individual commodity models focusing on the relationship of yield per acre to output prices, land quality differences, weather, aggregate risk, and investments in research and extension were specified. Data were collected for these variables for a cross-section of the major producing states of each commodity for the 1973-1979 crop years. The Park's model, a generalized least squares procedure which includes adjustments for first-order autocorrelation within each state and cross-sectional correlation among states, was used to estimate coefficients of individual commodity models. Empirical results for the individual commodity models indicate that the prices of output and a substitute commodity, weather, land quality differences, aggregate risk, in-state and outside research investments, and extension investments were significant variables explaining yield per acre of corn, wheat, soybeans, and sorghum. The estimated internal rates of return on research investments indicate very favorable rates of return to both in-state and outside investments in agricultural research. The returns to in-state research investments ranged from 81 percent for wheat to 177 for corn and the returns to outside research investments ranged from 21 percent for wheat to 133 percent for sorghum. The rates of return to outside research expenditures indicate that the benefits of research investments are not confined solely to the state making the investment. The significance of these spillovers suggest that the contribution of federal funds to state research programs is appropriate as a means of compensating states for the externalities. The contributions of extension investment to productivity increases of these grain commodities were estimated separately from the contributions of investments in agricultural research. Based on assumptions of 8 and 12 year "inverted V" distributions of benefits from increased yield per acre, the estimated IRORs for extension investments ranged from 42 percent for sorghum to 96 percent for corn. The estimated IRORs for research and extension investments in the various U.S. production regions were comparable to the rates estimated for the U.S. in total. While the IROR to research investments were higher than for extension investments, these rates are highly sensitive to assumptions made concerning the length and structure of the lag between expenditures and impacts. The measure of benefits based solely on yield increases also may not be appropriate for all types of research and extension expenditures. Aggregate risk based on past variations in prices has a significant impact on corn and wheat yields. The significant negative coefficients imply risk-averse behavior by corn and wheat producers in the aggregate. Increases in price variability have a depressing effect on yield. The models developed in this study enable price elasticities for grain yields to be estimated. Elasticities estimated at mean levels, using expected nominal prices, ranged from .06 for sorghum to .30 for corn. These elasticities indicate total supply response is 6 to 30 percent greater than estimates based solely on acreage response. / Ph. D.

Copyright : rebalancing the public and private interests in the areas of education and research

However, since the current copyright law system subtly favors copyright holders, it is time to re-evaluate copyright law to ensure it meets its original purpose of promoting the learning of the society. The research primarily focuses on how to broaden copyright limitations and exceptions for the public to access and use learning materials. Within the framework of the copyright law system, other mechanisms that allow users to access copyrighted materials at a reasonable price also are considered. Such mechanisms include an efficient collective copyright management system and various licensing schemes. In an information network environment, it is time for developing countries to reform copyright law in order to promote education and research. It is hoped the findings of this study not only benefit South Africa and People's Republic of China, but also provide insights and guidelines to other developing countries with similar conditions.

A conceptual model for commercialisation at an academic institution

In a new South Africa, an entrepreneurial approach has become a means of survival. Modern day South Africans have been compelled to adopt an innovative and entrepreneurial mindset in order to function optimally. For the higher education sector, this has meant the commercialisation of many aspects of their operations due to yearly cuts in subsidy allocations. Stellenbosch University is not exempt from this and is also affected by these cuts. The goal of this study is therefore to provide an internationally researched conceptual model and process for commercialising academic research at Stellenbosch University. This will require the adoption of an entrepreneurial mindset which views research differently from its traditional mode. By moving away from an academic view of research, new partnerships, opportunities and outcomes become possible, from which new revenue avenues could be opened. The question arises as to what technological innovations are likely to result in commercial success and what route should a university then take to successfully commercialise their research findings? Finding practical answers to these questions could provide a platform from which a university can make accurate and timely decisions with regards to the commercialisation of its academic research. Accurate decision-making is therefore an essential tool in the management of this process. Commercialisation is not viable without first creating an innovative mindset and platform. These cannot be created without first understanding the concept of newness. Consistent newness requires continuous innovation, from which academic entrepreneurship then stems. The successful commercialisation of this entrepreneurship can then be understood by considering the various concepts and basic components involved in commercialisation. A broad look at literature provided the basis for this platform from which a model could then be constructed. In constructing the model, the key components were first identified. Secondly, a brief look at four different commercialsiation models provided an overview of the thought pattems involved in such a process. The synthesis of these components and models culminated in a conceptual model for commercialisation within the Stellenbosch University environment. This model included the tangible and intangible side of commercialisation, incorporating organisational mindset, attitudes and culture. / AFRIKAANSE OPSOMMING: Konstante en omvattende verandering is 'n kenmerk van die eietydse samelewing en raak alle sosiale vlakke. 'n Entrepreneuriese benadering het in die nuwe Suid-Afrika 'n middel tot oorlewing geword. Eietydse Suid-Afrikaners word genoodsaak om innoverend en ondernemend te wees ten einde optimaal te kan funksioneer. Dit impliseer dat tersiere instellings byvoorbeeld baie van hul bedrywighede moet kommersialiseer, weens toenemende besnoeiings in subsidiering. Die Universiteit van Stellenbosch word insgelyks deur hierdie besnoeiings geraak. Die doel van hierdie studie is die ontwerp van 'n konsepsuele model en proses vir kommersialisering van akademiese navorsing vir die Universiteit van Stellenbosch, gebaseer op internasionale navorsing. Dit vereis 'n entrepreneuriese denkwyse wat navorsing anders benader as in die verlede. Deur weg te beweeg van 'n suiwer akademiese siening van navorsing, word nuwe vennootskappe, geleenthede en uitkomste moontlik, en skep sodoende ook nuwe bronne van inkomste. The utility of university-industry partnerships : a case study of the University of Cape Town (UCT) and SASOL

This research investigated the evolution of the University of Cape Town (UCT) and SASOL partnership involving heterogeneous catalysis. As part of this investigation, I analysed the driving force and sought to determine the motivations and benefits that UCT and SASOL have since accrued as a result of their partnership. I also analysed knowledge transmission or technology transfer processes such as the hiring of graduates, intellectual property etc. In light of all of these I sought to draw lessons that could be learnt from UCT-SASOL partnership for future purpose. I followed four themes or sections in order to situate the study. These were, (a) the socio-economic context (global and knowledge economy, innovation, knowledge society etc.), the changing modes of knowledge production ("Mode 2") and the changing ways of interactions among stakeholders industry, university and government (Triple Helix). The key argument here is that the university industry partnership cannot be seen as an independent development, but is interrelated or partly the consequence of changes in the socio-economic, science, technology and higher education fields, (b) The driving force behind the partnership, (c) motivations, benefits, and (d) knowledge or technology transfer/transmission processes. I used the case study research design. I conducted interviews with the UCT Chemical Engineering Department, UCT Centre for Research and Innovation and SASOL officials. I collected several documents related to the study and also visited the laboratories in which UCT-SASOL partnership research activities were happening. Some of the findings of the study include the following. The partnership demonstrates the significant role of an individual academic, who steered transformation in terms of research activities and culture in the Chemical Engineering Department. The legacy of the individual academic's strong personality and commitment to research is evident and continues to stimulate high levels of research interest and teamwork among staff members which is characteristic of this department. A strong link is maintained between the basic disciplinary "Mode 1" teaching and research on the one hand and the multidisciplinary "Mode 2" applied and strategic research and training on the other: This is evident in the strong emphasis on the solid undergraduate disciplinary education as a basis for a high quality multidisciplinary postgraduate education. All staff members are involved in both teaching and research. A strong link is maintained between academic, research and postgraduate activities: The department utilizes surpluses generated through industrial-oriented research to cross-subsidize the academic and postgraduate activities. / AFRIKAANSE OPSOMMING: Daar is weinig sistemiese studies in Suid-Afrika reeds uitgevoer oor universiteit-industrie samewerking. Hierdie studie ondersoek die ontwikkeling van 'n vennootskap tussen die Universiteit van Kaapstad (UK) en SASOL wat heterogene katalise insluit. Ek analiseer in hierdie studie die dryfkrag van die vennootskap, en probeer die motivering en voordele bepaal wat beide die UK en SASOL toegekom het as deel van hulle vennootskap. Ek analiseer ook die oordrag van kennis of oordrag van tegnologiese prosesse, die aanstelling van graduandi, intellektuele eiendom, ens. Ek probeer op grond hiervan lesse van die UK-SASOL vennootskap uitlig vir toekomstige doeleindes. Ek het vier temas of afdelings gebruik om hierdie studie te vestig. Ek het die projekdokumentasie versamel en het ook die laboratoriums besoek waarin die navorsingsaktiwiteite van die UK-SASOL vennootskap plaas vind. Die bevindinge van hierdie sluit dus die volgende in. Die vennootskap demonstreer die belangrike rol van 'n individuele akademikus wat transformasie bewerkstellig het in terme van navorsingsaktiwiteite en die kultuur in die Chemiese Ingenieurswese Departement. Die nalatenskap van die individuele akademikus se sterk persoonlikheid en toewyding tot navorsing is duidelik en stimuleer steeds hoe vlakke van belangstelling in die navorsing en spanwerk in die departement. Dit is ook een van die kenmerke van hierdie departement. Daar is 'n sterk skakel gehandhaaf tussen die basiese dissiplinere "Modus 1" onderrig en navorsing aan die een kant, en die multidissiplinere "Modus 2" toegepaste en strategiese navorsing en onderrig aan die ander kant. Dit is duidelik in die sterk kleim wat gele word op die stewige voorgraadse dissiplinere onderrig as 'n basis vir 'n hoe kwaliteit multidissiplinere nagraadse onderrig. Alle personeel is betrokke by beide onderrig en navorsing. 'n Sterk skakel is behou tussen akademiese, navorsings- en nagraadse aktiwiteite: die departement gebruik die oorskotte van industrieverwante navorsing om akademiese en nagraadse aktiwiteite te kruissubsideer.
