We have noticed that, in the beginning, thought from the subordinations of the state interests to a greater interest, the national, the resolution devices of the interstates boundaries issues have been dissolved throughout the politics. However, the gaps found in the elaboration of the constitution of 1891 were of fundamental importance for the judicialization of those devices. We also have noticed that the process of judicialization started at the STF ended up metamorphosed in other ways, because of the long legal proceedings of brazilian justice, giving subterfuges on recognizing and strenghtening of the arbitral tribunals, as well as in the importance attributed to the national executive through the intermediary of the President of the Republic or emissaries linked to it. / O presente estudo discute como os dispositivos de resolu??o das quest?es de limites interestaduais foram se metamorfoseando durante a Primeira Rep?blica atrav?s dos debates em diversas institui??es, como Congresso Nacional, Senado Federal, Supremo Tribunal Federal (STF), dentre outras. Perceberemos que, inicialmente, a partir da subordina??o dos interesses estaduais pelo interesse maior, o nacional, as resolu??es das quest?es de limites foram pensadas para serem dirimidas atrav?s da pol?tica. Contudo, as brechas dispostas na produ??o da Constitui??o de 1891 foram de fundamental import?ncia para que houvesse a judicializa??o dos dispositivos. Ainda perceberemos que o processo de judicializa??o iniciado no STF acabou se metamorfoseando em outro meio, pois os demorados tr?mites da justi?a brasileira acabaram dando subterf?gios no reconhecimento e fortalecimento dos Tribunais Arbitrais, assim como na import?ncia atribu?da ao Executivo Nacional por meio da intermedia??o do Presidente da Rep?blica ou de emiss?rios vinculados ao mesmo.

Even though it is a demanding task, a motivating factor in the study of this phenomenon is its usefulness. Basically, several Natural Language Processing tasks may benefit from their results, such as named entities recognition, relation extraction between named entities, summarization, sentiment analysis, among others. Coreference Resolution is a process that consists on identifying certain terms and expressions that refer to the same entity. For example, in the sentence ? France is refusing. The country is one of the first in the ranking... ? we can say that [the country] is a coreference of [France]. By grouping these referential terms, we form coreference groups, more commonly known as coreference chains. This thesis proposes a process for coreference resolution between noun phrases for Portuguese, focusing on the use of semantic knowledge. Our proposed approach is based on syntactic-semantic linguistic rules. That is, we combine different levels of linguistic processing, using semantic relations as support, in order to infer referential relations between mentions. Models based on linguistic rules have been efficiently applied in other languages, such as: English, Spanish and Galician. In few words, these models are more efficient than machine learning approaches when we deal with less resourceful languages, since the lack of sample-rich corpora may produce a poor training. The proposed approach is the first model for Portuguese coreference resolution which uses semantic knowledge. Thus, we consider it as the main contribution of this thesis. / A tarefa de Resolu??o de Correfer?ncia ? um grande desafio para a ?rea de Processamento da Linguagem Natural, tendo em vista o conhecimento lingu?stico exigido e a sofistica??o das t?cnicas de processamento da l?ngua empregados. Mesmo sendo uma tarefa desafiadora, um fator motivador do estudo deste fen?meno se d? pela sua utilidade. Basicamente, v?rias tarefas de Processamento da Linguagem Natural podem se beneficiar de seus resultados, como, por exemplo, o reconhecimento de entidades nomeadas, extra??o de rela??o entre entidades nomeadas, sumariza??o, an?lise de sentimentos, entre outras. A Resolu??o de Correfer?ncia ? um processo que consiste em identificar determinados termos e express?es que remetem a uma mesma entidade. Por exemplo, na senten?a ?A Fran?a est? resistindo. O pa?s ? um dos primeiros no ranking...? podemos dizer que [o pa?s] ? uma correfer?ncia de [A Fran?a]. Realizando o agrupamento desses termos referenciais, formamos grupos de men??es correferentes, mais conhecidos como cadeias de correfer?ncia. Esta tese prop?e um processo para a resolu??o de correfer?ncia entre sintagmas nominais para a l?ngua portuguesa, tendo como foco a utiliza??o do conhecimento sem?ntico. Nossa abordagem proposta ? baseada em regras lingu?sticas sint?tico-sem?nticas. Ou seja, combinamos diferentes n?veis de processamento lingu?stico utilizando rela??es sem?nticas como apoio, de forma a inferir rela??es referenciais entre men??es. Modelos baseados em regras lingu?sticas t?m sido aplicados eficientemente em outros idiomas como o ingl?s, o espanhol e o galego. Esses modelos mostram-se mais eficientes que os baseados em aprendizado de m?quina quando lidamos com idiomas menos providos de recursos, dado que a aus?ncia de corpora ricos em amostras pode prejudicar o treino desses modelos. O modelo proposto nesta tese ? o primeiro voltado para a resolu??o de correfer?ncia em portugu?s que faz uso de conhecimento sem?ntico. Dessa forma, tomamos este fator como a principal contribui??o deste trabalho.

The approach is a two-way street, because it allows the interaction between the above mentioned themes, facilitating and stimulating in a concrete and practical way the understanding and learning of the subjects studied. Due to the teaching of this thematic, it is proposed to potentiate its learning with really functional and motivational resolution resources, once, due to the need to have ample knowledge in several educational environments, the Probability study becomes an indispensable topic in the various areas of engineering, medicine, administration, and even day-to-day life.

Al?m disso neste bioma h? importantes bacias hidrogr?ficas, cuja preserva??o das nascentes e leito dos rios e c?rregos ? de extrema necessidade. Com a finalidade de facilitar o estudo dessas ?reas a utiliza??o do Sensoriamento Remoto tornou-se uma excelente ferramenta. Assim, num primeiro momento, este trabalho utilizou imagens dos sensores dos sat?lites Landsat-5 e Landsat-8 para monitorar o desenvolvimento de ?reas de degrada??o, utilizando o ?ndice NDVI, na sub-bacia Hidrogr?fica do Ribeir?o Chiqueiro entre 1984 e 2016. No segundo momento verificou a aplicabilidade das imagens do sat?lite CBERS-4 na distin??o de diferentes tipos de vegeta??o e ou uso e ocupa??o do terreno, comparando-o com o sat?lite Landsat-8, e Rapideye-3, por meio do ?ndice NDVI e da diferen?a NDVI. Como resultados da primeira parte do trabalho foi poss?vel quantificar 108 vo?orocas na regi?o e atestar que a ?rea da sub-bacia sofreu grandes mudan?as nos anos estudados, principalmente com aumento expressivo do uso e ocupa??o do terreno. Nas ?reas de entorno das vo?orocas, que tinham como predomin?ncia tipos de vegeta??o com menor densidade de dossel, como cultura agropecu?rias (principalmente pasto), Campo limpo e Campo Sujo, verificou-se uma maior tend?ncia de crescimento dos vo?orocamentos. Na segunda parte do trabalho foi poss?vel verificar que, como j? era esperado, as imagens do sensor do sat?lite Rapideye, apresentaram melhor resolu??o, sendo seguidas pela imagem do sensor do sat?lite CBERS-4, que se mostrou vi?vel para uso em ?reas de Cerrado. Mesmo assim, estas s?o preteridas por imagens do sensor do sat?lite Landsat-8, que no presente trabalho obteve os piores resultados, deixando de identificar muitas diferen?as na vegeta??o. / Disserta??o (Mestrado) ? Programa de P?s-Gradua??o em Ci?ncia Florestal, Universidade Federal dos Vales do Jequitinhonha e Mucuri, 2017. / The Cerrado is considered a global biodiversity hotspot due to the abundance of Endemic species that suffer a huge habitat loss. Besides in this biome there are important hydrographic basins, whose Preservation of springs, rivers and streams is of utmost importance. In order to facilitate the study of these areas, the use of Remote Sensing has become an excellent tool. Thus, in the first stage, this work used images from the Landsat-5 and Landsat-8 satellite sensors to monitor the development of degradation areas, using the NDVI index, in the sub-basin of Ribeir?o Chiqueiro between 1984 and 2016. In the second The results obtained in this study show the applicability of the CBERS-4 satellite images to the distinction between different vegetation types and or use and occupation of land, comparing it with the satellite Landsat-8 and Rapideye-3, using the NDVI index and the NDVI difference. As a result of the first part, it was possible to quantify 108 gullies in the region attesting that the sub-basin area underwent major changes in the years studied, mainly with a significant increase in use and occupation of land. In the areas surrounding the gullies, which had as predominant types of vegetation with lower canopy density, such as agricultural culture (mainly pasture), Campo Limpo and Campo Sujo, there was a greater tendency of vo?orocamentos growth. In the second part of the work, it was possible to verify that, as expected, the images of Rapideye satellite sensor presented better resolution and were followed by the CBERS-4 satellite image, which proved to be feasible for use in Cerrado areas. Even so, these are neglected by images of the Landsat-8 satellite sensor, which in the present work obtained the worst results, failing to identify many differences in vegetation.

Diamantina, MG, starting from the normative resolutions that guide the procedures for the entrance in the career of the Superior Teaching in this institution. Disciplinary Administrative Procedures (ADP), processes of inquiries, University Council meeting minutes, public edicts of contests for teaching that demands resources and its developments (40 papers) and other institutional documents constituted the source of research of this study in order to identify the difficulties or existent gaps between the specific resolutions and the execution of the procedures in the accomplishment of the contests. F?vero (2006); Santos; Cerqueira (2009); Saviani (2008); Amaral (2008), Fowler (2011) and others were the basis of theoretical discussions about the peculiarities of the administration of the superior education, in the context of the administrative and education reforms in Brazil. The period considered for this research were the years 2011 to 2015. The motivation for the theme arose because of the constant doubts from the users of this institution with regard to the high frequency of interference of administrative and judicial resources, annulment of contests and commencement of ADP and, in consequence, the stagnation and lack of commitment with the educational process due to the non use of the educational vacancy. This research was performed starting from a qualitative approach, of basic nature, with exploratory and descriptive objective, specifically, a case study, of bibliographical and documental analysis. Indispensable and preventive procedures are pointed for the effectiveness of the actions during whole the process as results of this analysis: attention to the verification of the public edicts that are received by the collegiate courses for assessment with the constant criteria between the documents; dissemination of the information; technical and professional capacitation of the involved in public tender by the responsible organ; establishment of information management policies accessible to all users. The relevance of this work is justified by the contribution possibility and opportunity of reflections for the practices of administration of UFVJM, longing for the strenghtening and growth of the institution.

Nesse contexto, foram apresentadas as suas principais formas de abordagem, discriminadas todas as fases que comp?em a resolu??o de um problema matem?tico, bem como apresentadas as caracter?sticas e estrat?gias de planejamento, inser??o e desenvolvimento dessa metodologia pelos docentes, considerando aspectos relacionados ? sele??o dos problemas, ? maneira de apresenta??o dos mesmos, ? forma de organiza??o das atividades e ao papel do aluno no processo. Al?m disso, foram selecionadas, apresentadas e resolvidas quest?es que compuseram o ENEM no per?odo de 2009 a 2016 que abrangem a Compet?ncia de ?rea 2 da Matriz de Refer?ncia do ENEM, 'Utilizar o conhecimento geom?trico para realizar a leitura e a representa??o da realidade e agir sobre ela'. As quest?es foram resolvidas utilizando a metodologia de Resolu??o de Problemas, com a apresenta??o discriminada das fases da resolu??o. Em cada uma das quest?es s?o apresentadas as compet?ncias e habilidades a que est? relacionada, com o intuito de contextualiz?-la em rela??o ?s capacidades esperadas dos alunos para sua resolu??o. Programa de P?s-Gradua??o Matem?tica, Universidade Federal dos Vales do Jequitinhonha e Mucuri, 2017. / This work was developed based on the principles of Didactic Engineering, whose objective is to research and propose teaching methodologies for the discipline of Euclidean Plane Geometry of the Mathematic undergraduation course of Federal Unversity of the Jequitinhonha and Mucuri Valleys, with the support of the tools Geogebra dynamic geometry software. In addition, it seeks to detect the main difficulties in the teaching and learning of Plane Geometry and to propose methodologies that improve the learning of the concepts of Plane Geometry in the university. In order to do so, four didactic interventions were applied with the students, referring to the topics Axiomatic Treatment of Plane Geometry, Notable Quadrilaterals, Area of Plane Figures and Angles in Circumference, whose purpose was to provide the necessary knowledge to work with interactive dynamic geometry, always interconnected with the formal empirical knowledge od the discipline, and also preparing them for the teaching practice of the specific content. After detailed analysis, it was observed a notorious advance od the students in what referes to the understanding of the fundamental mathematical concepts of the topics addressed.

Conformational dynamics of G-quadruplex DNA probed by time-resolved circular dichroism / Dynamiques conformationnelles de l’ADN G-quadruplex sondées par dichroïsme circulaire résolu en temps

Les quadruplexes de guanines (G4) sont des structures d’ADN non-canoniques qui résultent de l’empilement hydrophobe de tétrades de guanines, stabilisé par des cations métalliques (tels que Na+ et K+). Il existe aujourd’hui un nombre croissant de preuves expérimentales qui attestent de l’implication des G4 dans d’importantes fonctions cellulaires corrélées à leur mécanisme de repliement/dépliement. Toutefois, très peu d’études ont abordé les aspects dynamiques de leur formation. Aussi, nous avons entrepris l’étude de plusieurs G4 mono-moléculaires à l’aide d’une nouvelle extension d’expériences de saut de température, capable de mesurer la dynamique de dénaturation thermique et de renaturation consécutive de l’ADN, sur une fenêtre temporelle allant de quelques millisecondes aux secondes. Les changements conformationnels ont été sondés par dichroïsme circulaire (CD) résolu en temps, connu pour être très sensible à l’arrangement des guanines dans les G4. Au préalable des études résolues en temps, en collaboration avec DISCO/SOLEIL, nous avons mesuré les spectres CD statiques de différentes séquences G4 présentant des topologies distinctes, comme celles des télomères humains, de l’aptamère de la thrombine ou des promoteurs de c-MYC. Nous avons observé des cinétiques de dénaturation et renaturation biphasiques avec des constantes de temps de quelques centaines de millisecondes et quelques secondes. Ces cinétiques dépendent fortement de l’amplitude du saut de température et de la concentration de cations métalliques. L’ensemble de ces observations suggère l’existence de plusieurs voies de repliement/dépliement des G4 sur des surfaces de potentiel très rugueuses. / Guanine-quadruplexes (G4) are non-canonical DNA structures that result from the hydrophobic stacking of guanine quartets stabilized by metal cations (typically Na+ and K+). There is now an increasing body of experimental evidence of their occurrence in important cell functions correlated to their folding/unfolding mechanisms. However, only few studies have addressed the dynamical aspect of their formation. In this context, we have undertaken the study of several intramolecular G4 with a novel extension of temperature-jump experiments capable to measure the thermal denaturation and the consecutive renaturation of DNA over a time window spanning a few ten milliseconds to seconds. Conformational changes have been monitored by time-resolved circular dichroism (CD), which is known to be sensitive to the chiral arrangement of guanines in the G4 scaffolds.Prior to time-resolved measurements, within the frame of a collaboration with DISCO/SOLEIL, we have performed static synchrotron radiation CD measurements on several short G4-forming sequences, such as human telomere, thrombin-binding aptamer and c-MYC promoter sequences, displaying distinct topologies. Denaturation and renaturation kinetics are found to exhibit biphasic decays with time constants of a few hundred milliseconds and a few seconds, respectively. Those kinetics depend strongly on the amplitude of the temperature jump and the concentration of cations. Taken together these observations suggest the existence of multiple folding pathways on extremely rugged landscapes.

The proposed method uses a set of mesh operators and simple rules for selective mesh refinement, with a strategy based on Kohonen s self-organizing map. Basically, a self-adaptive scheme is used for iteratively moving vertices of an initial simple mesh in the direction of the set of points, ideally the object boundary. Successive refinement and motion of vertices are applied leading to a more detailed surface, in a multi-resolution, iterative scheme. Reconstruction was experimented with several point sets, induding different shapes and sizes. Results show generated meshes very dose to object final shapes. To achieve this goal, it was searched for theoretical support in the views of D'Ambrosio (2002) on Ethnomathematics, in the official documents? proposal, as well as in qualitative research. In the empirical part, it was used Ethnography procedures, such as diary, semi-structured interviews and participant observation. Based on the collected data?s analysis, it was elaborated an Activity Book as a proposal to support the process of teaching and learning in mathematics, guided by assumptions of teaching-learning-assessment methodology through the Solving Problem, based on the concepts of Onuchic & Allevato (2009) who assisted in the establishment of the Educational Product to the level of Basic Education. The problem-situations, inserted in the Product Educational, emerged from the interpretations of mathematical knowledge, has as a starting point from the purchases made by market stallholders for suppliers until the sales of these suppliers by the stallholders to the clients on the open market. In this sociocultural context, it can be noted the presence of mathematical ideas, since the stallholders make use of a specific type of mathematics to solve their inherent problems, on purchasing and sales: passing the change, choose the best tool to quantify the earnings, without using calibrated instruments as analog or digital scale. The Educational Product consists of an alternative proposal for the mathematical process of teaching and learning, intending to promote the application of abilities geared to estimated calculation, appropriation of mathematical concepts applied in different situations, as well as in other knowledge areas, besides it is, in fact, a proposal for the teachers to implement educational and pedagogical actions in the classroom.

In order to achieve this goal, we support ourselves in the Ambrosian conceptions of Ethnomathematics and in Problem Solving in the conception of Lourdes Onuchic (2015). In order to do so, it was necessary throughout the body of this research, starting from the empirical knowledge, as well as knowledge acquired from common sense, sometimes based on the experience of these students, who must remain in tune with the school knowledge. As for the methodological approach, we used the Ethnography procedures, such as field diary, semistructured interview, questionnaire application and participant observation, which helped us to analyze the conceptions of mathematical knowledge used and / or produced by EJA students In their professions. Based on the analysis of the data collected, we produced a didactic material, called the Educational Product, an indispensable technical production for the conclusion of the Professional Master in Teaching of PPGECNM - Post-Graduation Program in Teaching of Natural Sciences and Mathematics of UFRN. An educational tool that should be disseminated, analyzed and used by other teachers. This product was composed of problem situations related to the professional experience of one of the students of the school to which we conducted the research, in which we could perceive present mathematical ideas, at various moments in the execution of their professional activity.
