Esta Tese analisa os condicionantes, os limites e as possibilidades postos à efetivação de uma gestão efetivamente integrada em bacias hidrográficas de dupla dominialidade, contextualizando tais questões ao modelo de gestão em implantação no Brasil a partir do início da década de 90. O trabalho está focado na gestão das águas da bacia do Rio Paraíba do Sul, analisando o processo histórico de construção do sistema e seus impactos nas estratégias de convivência entre os dois diferentes organismos atuantes no trecho paulista da bacia: o Comitê da Bacia Hidrográfica do Rio Paraíba do Sul (CBH-PS), responsável especificamente pela gestão no trecho paulista da bacia; e o Comitê para a Integração da Bacia do Rio Paraíba do Sul (CEIVAP), com jurisdição sobre a totalidade da bacia. O marco conceitual deste estudo apóia-se, principalmente, nas contribuições de autores situados no campo reconhecido como neoinstitucionalista. Promoveu-se um minucioso resgate do processo de implantação das diferentes “instituições políticas" relacionadas à gestão das águas da bacia, contextualizando assim o “processo político" de convivência entre os dois modelos de gestão retratados, abrindo-se dessa maneira perspectivas mais amplas para a análise dos conteúdos e dos impactos decorrentes dessas políticas. Para o adequado desenvolvimento deste estudo foi realizado o acompanhamento – tanto documental, quanto presencial - das atividades de ambos os Comitês. A pesquisa está também apoiada em entrevistas com um amplo conjunto de informantes centrais. O relato do histórico da gestão no trecho analisado foi organizado em cinco períodos, retratando movimentos de conflito e cooperação entre os atores. Apesar dos diversos desafios ainda a serem enfrentados rumo à integração, os dados coletados apontam para um gradual avanço na maturidade do sistema de gestão de recursos hídricos, com perspectivas positivas rumo à implantação de ações coordenadas e cooperativas na bacia. Esse movimento também explicita a dimensão temporal como um importante fator a ser considerado no processo de mudança institucional. / This study examines the possibilities and the restraints of the estabilishent an effective Integrated Water Resource Management System in the Paraiba do Sul River Basin in the context of the new Brasilian water management policy started in the 1990s. The research focused on the institutional an jurisdictional complexity of this management, particularly in the São Paulo State section. This study analyzes those institutional frameworks, their articulations and overlaps, and the outcomes on sustainable water use. The research was based on documental analysis and interviews. The management history report of the analyzed section was organized into 5 moments, depicting points of contention and cooperation among the ones involved. The gathered data point to a gradual improvement in the evolution of Integrated Water Resource Management System with positive perspectives towards the implementation of coordenated and cooperative actions in the Basin.

An Empirical Research of High Commitment HRM Systems, Employee Assistance Programs and Job Engagement: The Mediating Effects of Affective Commitment

Giving a special treatment for employees in order to develop competences and engagement are still significant problem in human resources management in the organizations. To counter those problems, researchers and practices have been implementing some approaches, for example, well-established programs on selection, training, reward system, career development and performance appraisal, even more, to exert the employee assistance programs. This paper describes the relationship among the high commitment human resource management system, employee assistance programs, affective commitment, and employee engagement. I share 232 questionnaires as primary data in which respondents are on jobs¡¦ staff. Moreover, I use quantitative method in SEM, One-way ANOVA, etc., to analyze all the information. The main finding is that high commitment human resource management systems and employee assistant programs have a positive effect on job engagement through the mediate of affective commitment. The finding is highly supported the hypothesis I made, and also testify some researcher¡¦s suggests. Further from this research, I also offer some suggestions of management and practical to the issue.

Economic globalization and the Open-Door policy make China market more significant around the world. On the other hand, intensive competitions are making progress. This paper examines the economic and society change, labor laws altering, and human resources varying since 1949. As the dynamics of competition accelerate are perhaps the only truly sustainable sources of competitive advantage in China firms. Thus, successful management of human capital may be more ultimate determinant of organizational performance and survival than physical capital. Strategic human resource management (SHRM) emphasizes the through the improvement of within reliable bundles of human resources practices and human resources management system, which are appropriately matched or linked to existing organizational environment. Most particularly business strategies could result in higher organization performance achievable. An empirical analysis is presented by gathering data from 80 China firms in 2003. That is on purpose to examine the determinants of the accomplishment of human resource management system and the coverage to human resource management system influences on organization performance.

A Topologically Aware Resource Management System

As companies fight for market share whoever is able to bring products to market faster has an advantage over their competitors. Therefore it is absolutely essential to constantly evaluate and optimize processes to achieve shorter time-to-market for products. These optimizations have to be carried out in all parts of a company. This thesis describes one such attempt made by a Swedish telecommunication vendor focused on enabling a resource management system to gain a greater understanding of the resources available during testing. This system manages all of the hardware utilized by the users, software testers, within one particular part of the organization and aids users by automatically converting the information stored in its database into a configuration file that will later be used in the testing framework’s execution environment. Unfortunately, the current version of this resource management system lacks semantic understanding of the information necessary to automatically generate the configuration file, leaving a rather large part of the configuration file to be manually entered by the testers, a rather time-consuming task. The inability to completely automate the process means that the testing process is slower, more error prone, and increases the work needed for a new engineer to become a productive software tester. In order for the resource management system to automatically generate the configuration file it needs to know not only which resources it is managing, but must also how these resources are interconnected, i.e. the topology of the resources. For this reason this thesis describes how to make the resource management system topologically aware, thus making verification of the System under Test (SUT) more efficient and mitigating the problems mentioned above. This thesis does not deal with the intricate details of how to automatically extract the topology, as this is inherently domain specific and thus difficult to generalize. Rather, this thesis focused on how to allow users to custom-build their desired topology by defining a set of rules that restrict how resources can be interconnected. The goal of providing functionality for storing and retrieving topological information from database has been successfully achieved, and the resulting code has been integrated into the existing resource management system. However, the functionality has not yet been delivered because of a limitation in our front controller that stops us from providing an efficient web interface to our tool. After delivery the implemented solution is expected to remove most manual work related to test configuration and therefore also reduce the learning curve for new engineers. / När företag slåss om marknadsandelar har de som kan leverera produkter till marknaden snabbare en fördel över sina konkurrenter. Det är därför av högsta vikt att kontinuerligt utvärdera och optimera processer för att produkten snabbare skall nå marknaden. Dessa optimeringar måste utföras inom samtliga områden inom ett företag. Denna uppsats beskriver ett sådant försök av ett svenskt telekombolag att stärka ett resurshanteringssystem för att uppnå en högre förståelse för de resurser den hanterar. Detta system hanterar samtlig hårdvara för användare (mjukvarutestare) inom en del av organisationen. Det hjälper användarna att automatiskt konvertera informationen i sin databas till en konfigurationsfil som används i testramverkets exekveringsmiljö. Tyvärr saknar den nuvarande versionen den semantiska förståelsen av dess data för att kunna automatiskt generera konfigurationsfilen, vilket tvingar användaren att manuellt ägna sig åt denna tidskrävande uppgift. Oförmågan att inte kunna automatisera fullt ut innebär att den övergripande testprocessen är långsammare, mer felbenägen och ökar tiden det tar för en ny ingenjör att komma igång och bli en produktiv mjukvarutestare. För att resurshanteringssystemet ska kunna generera konfigurationsfilen automatiskt krävs inte bara kunskap om vilka resurser den hanterar utan också hur dessa är sammankopplade. Det vill säga hur de topologiskt relaterar till varandra. Den här uppsatsen beskriver därför hur ett resurshanteringssystem kan bli topologiskt medvetet och därigenom åstadkomma en mer effektiv testning av produkten och därmed överkomma de tidigare nämnda problemen. Denna uppsats inte gå in på detaljer om hur man extraherar den topologiska strukturen av resurser eftersom detta i sin natur är domänspecifikt och därigenom svårt att generalisera. Fokus istället ligga på hur man kan tillåta användare att bygga önskad topologi genom att definiera regler för hur olika resurser kan sammankopplas. Målet vi satte upp med att kunna lagra och inhämta topologisk information från en databas har med framgång integrerats i det existerande resurshanteringssystemet. Ändringen är dock ännu inte fullt ut levererad på grund av en begränsning i vår nuvarande front controller som hindrar oss från att på ett effektivt sätt koppla samman vårt nya verktyg med ett webbgränsnitt. Efter leverans förväntas den implementerade lösningen eliminera större delen av det manuella arbete som tidigare krävts i samband med konfiguration av testmiljön, och därigenom även minska inlärningskurvan för nya ingenjörer.

Ill-health has been identified as the cause and consequence of poverty in Uganda. In April, 2009 the ICT4MPOWER project was launched in order to improve health care delivery in the rural communities of Uganda using Information and Communication Technology. One of the aspects considered, was the development of a human resource management system. Studying quality literature, interviewing possible stakeholders and investigating the current healthcare management information system led to the finding of both tactical and strategic functions for the development of human resources. Mock up interfaces was designed to support the needs of the organization. Flowcharts, use cases, and instruction films were made to clarify and to see the process from different end user. We have identified a need for a more strategic approach towards human resource management, but it must begin with establishing the hard foundation.

Linear Programming Based Resource Management for Heterogeneous Computing Systems

An emerging trend in computing is to use distributed heterogeneous computing (HC) systems to execute a set of tasks. Cluster computer systems, grids, and Desktop Grids are three popular kinds of HC systems. An important component of an HC system is its resource management system (RMS). The main responsibility of an RMS is assigning resources to tasks in order to satisfy certain performance requirements. For cluster computer systems, we propose a new mapping heuristic which requires less state information than current heuristics. For Desktop Grids, we propose a new scheduling policy that exploits knowledge of the effective computing power delivered by the machines and the distribution of their fault times in order to improve performance. Finally, for grids, we propose a new decentralized load balancing policy which dramatically cuts down the communication overhead incurred in state information update. The proposed resource management policies utilize the solution to a linear programming problem (LP) which maximizes the system capacity. Our simulation experiments show that these policies perform very competitively, especially in highly heterogeneous systems. / Thesis / Doctor of Philosophy (PhD)

Modeling of an Adaptive Parallel System with Malleable Applications in a Distributed Computing Environment

Adaptive parallel applications that can change resources during execution, promise increased application performance and better system utilization. Furthermore, they open the opportunity for developing a new class of parallel applications driven by unpredictable data and events. The research issues in an adaptive parallel system are complex and interrelated. The nature and complexities of the relationships among these issues are not well researched and understood. Before developing adaptive applications or an infrastructure support for adaptive applications, these issues need to be investigated and studied in detail. One way of understanding and investigating these issues is by modeling and simulation. A model for adaptive parallel systems has been developed to enable the investigation of the impact of malleable workloads on its performance. The model can be used to determine how different model parameters impact the performance of the system and to determine the relationships among them Subsequently, a discrete event simulator has been developed to numerically simulate the model. Using the simulator, the impact of the variation in the number of malleable jobs in the workload, the flexibility, the negotiation cost, and the adaptation cost on system performance have been studied. The results and conclusions of these simulation experiments are presented in this dissertation. In general, the simulation results reveal that the performance improves with an increase in the number of malleable jobs in a workload, and that the performance saturates at a certain percentage of rigid to malleable jobs mix. A high percentage of malleable jobs is not necessary to achieve significant improvement in performance. The performance in general improves as the flexibility increases up to a certain point; then, it saturates. The negotiation cost impacts the performance, but not significantly. The number of negotiations for a given workload increases as number of malleable jobs increases up to a certain point, and then it decreases as number of malleable jobs increases further. The performance degrades as the application adaptation cost increases. The impact of the application adaptation cost on performance is much more significant compared to that of the negotiation cost.
