Urban Utopias and Suburban Slums: A Demographic Analysis of Suburban Poverty and Reurbanization in American Metropolitan Statistical Areas

This study examines 2000 and 2010 Census data to determine the resettlement patterns of urban and suburban residents in 23 American metropolitan statistical areas (MSAs). Previous research discusses the development of an affluent suburbia, leaving postindustrial cities in decline. However, recent literature suggests the reurbanization of postindustrial cities by the creative class, a Return to the City movement fueled by middle class entrepreneurs, artists, and technocrats. Alongside reurbanization are increases in poverty, and racial and ethnic enclaves in suburbia. The literature shows these trends as two separate, independent processes. This study investigates the relationship between these processes within MSAs. Consistent with existing literature, this study finds that from 2000 to 2010, there are increases in poverty and racial and ethnic diversity in the suburbs, and increases in middle and upper class white populations within central cities. This study reveals quantitative data concerning the future of American urban and suburban demography.

The Nova Luz Project is inserted in a context of changes in Sao Paulo, arising from the need for reurbanization of areas in order to expand housing, especially, with redevelopment of the central region. These reurbanization processes, in many places, are accompanied by measures resulting in expulsion of resident population of the region, known as gentrification. Hypothesized that Nova Luz Project privileges the overlap of market economy in the process of cleaning the downtown area of Sao Paulo, against the law principles to the city and the proposal of public policies with popular participation inherent to the democratic process established by the Constitution of 1988. Qualitative approach was used in the research, through the bibliographic and documental gathering. For the field survey, were defined as subjects the main leadership of the collective subjects and politicians present and active at the discussion process of Nova Luz project, namely, Associação de Moradores da Santa Ifigênia e Luz, Associação dos Comerciantes da Santa Ifigênia, Movimento Estadual da População em Situação de Rua and União dos Movimentos de Moradia.For the selection of this sample was used the snowball sampling technique. From analysis of the testimonies of the interviewees it was identified that Nova Luz project has characteristics of a renovation project with gentrification, and the mechanisms of popular participation foreseen in the Constitution of 1988 and in the Statute of the City, are not respected by the Government as decision spaces shared with civil society / A presente tese constitui-se de um processo investigativo cujo objetivo é analisar o processo de revitalização do Projeto Nova Luz na cidade de São Paulo, a partir da visão dos diferentes sujeitos coletivos e políticos nele envolvidos. O Projeto Nova Luz insere-se em um contexto de mudanças na cidade de São Paulo decorrentes da necessidade de reurbanização de áreas que permitam a expansão imobiliária, especialmente, com requalificação da região central. Esses processos de reurbanização, em diversos locais, são acompanhados de medidas que resultam da expulsão da população moradora da região, denominada como gentrificação. Levantou-se como hipótese que o Projeto Nova Luz privilegia a imbricação da economia de mercado com o processo de higienização da região central da cidade de São Paulo, em detrimento dos princípios do direito à cidade e da proposição de políticas públicas com participação popular inerentes ao processo democrático constituído a partir da Constituição de 1988. Utilizou-se a abordagem qualitativa na pesquisa, através do levantamento bibliográfico e documental. Para a pesquisa de campo, definiu-se como sujeitos as principais lideranças dos sujeitos coletivos e políticos presentes e atuantes no processo de discussão do Projeto Nova Luz, ou seja, a Associação de Moradores da Santa Ifigênia e Luz, a Associação dos Comerciantes da Santa Ifigênia, o Movimento Estadual da População em Situação de Rua e a União dos Movimentos de Moradia. Para a seleção desta amostragem, utilizou-se da técnica bola de neve (snowball sampling). A partir da análise dos depoimentos dos entrevistados, identificou-se que o Projeto Nova Luz possui características de um projeto de renovação radical com gentrificação e que os mecanismos de participação popular previstos na Constituição de 1988 e no Estatuto da Cidade não são respeitados pelo Poder Público como espaços de decisão compartilhados com a sociedade civil

O que acontece embaixo da ponte? : juventudes e ocupação de espaço público

The growth of the city of Aracaju, Northeast Brazil, brings questions about the occupation of urban spaces. In the case of this research, the starting point to study the cultural space created after the construction of the bridge linking the capital Aracaju the county of Barra Dos Coqueiros came from the Industrial District. Using an Ethnography done through field research, participant observation, interviews and questionnaires, relevant information was gathered about the “Sintonia Periférica” group, which occupies the space under the bridge in an artistic and political manifestation through the hip-hop movement. This research aimed to observe and analyze the way the young people of this town have been occupying and transforming the space, and the relationships that this artistic intervention in public spaces have with the reurbanization and growth of the city. To perceive the dimension of the relationships and their modes of action, consequent of urban restructuring, demonstrate the various possible ways of new forms of social and structural organization of the city, with relevance to the knowledge not only to social sciences, but also for the Public Administration and the community in general, because actions like these are daily response to the way the city has been ordered and its consequences in everyday life of its residents. / O crescimento da cidade de Aracaju, nordeste do Brasil, proporciona questionamentos acerca da ocupação dos espaços urbanos. No histórico dela, e no caso desta pesquisa, é no bairro Industrial que surge o ponto de partida para o estudo do espaço cultural criado após a construção da ponte que liga a capital Aracaju ao município da Barra dos Coqueiros. Mediante uma Etnografia feita através de pesquisa de campo, observação participante, entrevistas e questionários, foram colhidas informações relevantes a respeito do grupo ‘Sintonia Periférica’, que em uma manifestação artística e política ocupa o espaço embaixo da ponte por meio do movimento hip-hop. Tal pesquisa teve como principal objetivo observar e analisar a forma como os jovens dessa localidade vêm ocupando e transformando o espaço, e as relações que essa intervenção artística em espaços públicos têm com a reurbanização e o crescimento da cidade. Perceber a dimensão das relações e seus modos de ação consequentes da reestruturação urbana, demostram as várias maneiras possíveis de novas formas de organização social e estrutural da cidade, apresentando pertinência na construção de conhecimentos não somente para Ciências Sociais, mas também para a Administração Pública e a comunidade em geral, pois ações como essas são resposta diárias a maneira como a cidade vem sendo ordenada e as suas consequências na vida cotidiana de seus moradores.

Zeleň veřejných prostorů v nových obytných souborech (obytné soubory v okrajových částech měst) / Greenery of public spaces in new residential areas (residential areas on the outskirts of the cities)

In the current post-industrial society, with increasing requirement of sustainability, greenery significantly participates in the spatial, operational and functional organization of the urban environment. The first part of the thesis introduces relationship between formation and structure of greenery in an urban environment from the historical point of view. Elements of greenery in an urban environment and on its margins filled a variety of functions: from productional and aesthetical to the recreational and ecological. Green areas have also gradually become an important public space. In the current urban environment, areas of vegetation arise mainly in the form of recultivation of post-industrial areas, adjusted smaller parks, greenery of business and entertainment centers, or greenery of residential units. The thesis is focusing on the last mentioned type, which should be in the closest coexistence with residential environment and on the possibilities of creating eco-residential units, which can become a substitute /or at least one of the possible options/ to mono-functional residential zones emerging on the outskirts of our cities and in the open countryside and act against the ongoing suburbanization and its negative effects. The text of doctoral thesis is trying to find qualitative aspects of greenery which supports the creation of living, attractive and sustainable public spaces. Comparison and evaluation of selected examples from abroad /Austria, Germany, Holland/ and also from the Czech Republic brings us the definition of the necessary and optimum qualitative properties of greenery in public, but also semi-public spaces of residential complexes. These examples of good practice may be used - as a whole or in parts – as inspiration for the development of residential projects in the Czech Republic, either in preferred brownfields areas or in carefully selected areas of new development. The final chapter emphasizes the inseparability of the creation of public spaces and greenery in residential areas from the sustainable development of the area in terms of a penetrable and compact city.

Principy formování zeleně jako součásti městského interiéru / Principles of formation of urban greenery as a part of urban interior

Urban interior environment mostly serves as a place for various meetings and social events. Thus, these spaces come alive thanks to people, who give them reason and meaning. However, the question is what role urban interior has in the present day, which, at the beginning of the new millennium, is characterized by a high degree of individualism. Within the deurbanization tendencies, buildings and adjoining areas in central parts of cities are often abandoned and the activities move to the periphery. If we want to return the social function to the urban interior, as a place of pleasant encounters and relationships, we need to approach its formation with respect to current trends in the development of human society. From the perspective of sustainable development, it is also necessary not to extend the boundaries of urbanized area to adjacent landscape, while abandoning the central locations in cities, but to maintain their intensive character. From this point of view, it is necessary to realize, that it is the greenery that gives the city an opportunity to perceive public spaces as an integral part of urban life and not just as places that people walk through having no reason to stay longer than necessary. Application of greenery in urban interior provides many positive features to the city. Greenery is an added value that can also operate independently as a functional unit that links the other functions of the urban organism. Both in its solitary form and in line or area applications. Along with water elements, urban furniture, various hard surfaces and landscaping, greenery creates a pleasant and interesting living environment in the city that can be desirable and sought-after again.
