Teacher change: Individual and cultural risk perceptions in the context of ICT integration

Doctor of Philosophy / This study investigates teachers’ perceptions of risk and risk-taking behaviours in the context of ICT-related educational change. Perceptions and behaviours are examined through teachers’ talk about risk: their individual perceptions of risk-taking, and how perceptions relate to risk perceptions in the wider school culture. When teachers implement new teaching practices and experiment in the classroom they are taking risks. Without the risk-taking, change is not possible. The research presented in this thesis examines teachers’ perceptions of risk in the area of ICT integration – utilizing ICT in the classroom to support student learning effectively. The research was carried out in Australia and the United States. A two-phase, mixed-method strategy was employed in the study. The first phase was primarily questionnaire-based, and captured data from both secondary and primary-level teachers, concerning aspects of teaching-efficacy, computer-efficacy, measures of playfulness & anxiety, and school culture. This phase made it possible to explore some of the relationships between these variables, develop and test instrumentation to distinguish between more and less risk-averse teachers and then select some contrasting teachers for further investigation. Phase two involved observation of these eight teachers’ teaching, several rounds of in-depth interviews, and the gathering of field notes from school visits. The thesis shows that risk-taking needs to be understood as an interaction between personal (teacher) and cultural (school) variables. Findings revealed that a primary area of concern in teachers’ perceptions of risk was risk to student achievement. Teachers who showed more potential to take risks talked about student achievement in terms of intrinsic motivation and engagement, while teachers with less potential to take risks saw achievement in terms of quantifiable results and test scores. Depending on a teacher’s risk-taking habits, perceived risks had more or less impact on the decision to integrate ICT into the classroom. Risk-taking behaviours related to teachers’ perceptions of the teacher role and school expectations of ICT-integration. Teachers’ risk perceptions proved to be related to their school’s cultural type, categorized using a grid-group typology. The two case study schools were found to be hierarchical cultures. In hierarchical cultures, technology is viewed as low-risk, as long as the manner in which it is used is approved by an expert. The findings have significant implications for the introduction of new technologies into school cultures, particularly in relation to the impact of school leadership and trust when schools are introducing ICT-related change initiatives.

Social Norms Among Peers and Social Norms Among Friends and Their Influences on Adolescents’ Sexual Risk Perceptions

The influence of peers and peer norms is a significant health determinant of adolescent sexual activity, yet little is known in health education about differences between peer pressure and friend pressure on adolescents. The objective of this study was to investigate differences between social norms among friends and social norms among peers and determine if differences influence adolescents’ sexual risk perceptions. As a secondary data analysis of the 2006 Adolescent Health Risk Behaviors Survey data, this study included 915 adolescents in grades 8, 10, and 12 who completed questions pertaining to perceived sexual activity rates and perceived risks from having unprotected sex. T-tests, analyses of variance, and linear regression analyses indicated that adolescents perceived a difference between social norms among peers and social norms among friends and that these differences influenced risk perceptions differently. Future research should explore how social norms among friends influence adolescents’ risk behaviors and how to incorporate this focus into effective and efficient sex education efforts.

Energy and Risk: Discourse, Framing, and Content

This research examined how people communicate and create knowledge about energy-related risks. Analysis of the discourse, frames, and content surrounding unconventional energy policy and development in the Western United States was conducted using three case studies. The results contribute to an understanding of energy-related risk perceptions in social and historical contexts. Discourses contained in newspapers and public comments to the Bureau of Land Management presented arguments on the basis of risks to the environment; climate; human health and safety; jobs and economic prosperity; property rights; and local governments. Governments were seen as risks when they were perceived to allow misuse of public resources or threatened to override democratic processes. The quantity of water, energy, and land resources that would be consumed in the production of unconventional fuels were perceived to be social and environmental risks. Findings indicate that national identity and expectations of democracy were commonly-held values. Other entities, such as energy, the oil and gas industry, and property rights, were constructed in ways that created polarization and conflict among discourses. Different underlying assumptions about the role of government and what should be protected created social tensions and competing accounts of risks. Overall findings lend support to theories of risk and indicate possible communication and trust-building strategies for scientists and policy-makers.

Farmer's perceptions of agroforestry : A case study about the obstacles and opportunities for agroforestry adoption in Babati, Tanzania

This thesis deals with the perceptions of agroforestry among farmers in Babati, north- central Tanzania. The focus is on which resources farmers perceive that they need to adopt agroforestry and which risks that are connected with agroforestry adoption. It is also to see how farmers perceive that the access to resources changes after agroforestry adoption and how their livelihoods change. The data has been collected through qualitative interviews with agroforestry farmers, conventional farmers and extension officers. After that the data has been analyzed through the sustainable livelihood approach and a risk perception theory. The results show that some of the obstacles or risks that farmers perceive with agroforestry adoption are high input costs, dependency on short-term benefits, competition between trees and crops and lack of education from extension services. Without financial capital and human capital in terms of knowledge there might be too many risks connected with adoption. If agroforestry however is adopted the farmers perceive that the access to firewood, timber and fruits increase which increase their incomes and therefore financial capital. They also perceive that the fruits improve food security and that the timber improves the housing. The firewood is also perceived to improve the situation for women as they do not have to walk as far to collect the firewood. Agroforestry is also perceived to provide environmental services like erosion prevention and increased soil fertility, therefore it increases natural capital. Some trees can also be used as natural pesticides. The increased soil fertility or the access to natural pesticides, however does not seem to affect the use of industrial fertilizers or pesticides. Agroforestry is also not perceived to have any effects on biodiversity or water quality. Even if agroforestry may not be a good choice for all farmers, it can for some farmers increase their ability to cope with stress and shocks like future climate change. This is because the agroforestry system can work as a buffer against increased climatic variability.

Genetically modified food and crops : perceptions of risks

The debate around genetically modified food and crops has proved to be complex and far-reaching, involving diverse stakeholder groups and many issues. Although the extent of global uptake of GM crops has been substantial (23 countries and 114.65 million hectares by 2007), it is significant that four countries are responsible for 86% of all GM plantings, and that a number of key food markets (for example the EU and Japan) remain largely "GM-free‟. This suggests that there is reluctance on the part of many countries to embrace GM technology. There are likely many reasons for this, but one significant issue is that of the perception of the risks associated with the technology. There is a distinction between risk that exists in the world and that can be measured (objective risk) and risk that is perceived by an individual to exist and that is constructed by them based on their values and preferences. When technical measurement of actual risks is not possible, peoples‟ own perceptions of risks become important. This thesis aims to investigate the topic of risk perceptions associated with GM food and crops. Different stakeholder groups have been targeted, and a range of methodologies from a variety of disciplines have been employed to investigate what factors can be shown to influence risk perception. A range of factors were identified from existing literature, as having potential impact on risk perceptions. A number of these were investigated, some of which were found to have some influence on levels of risk perception. Results demonstrate that factors influencing peoples‟ perceptions of risk relating to GM food and crops, include the uncertainty associated with the technology, and trust in regulators, policy makers and others with control over the future development of the technology. Other factors found to be important to levels of risk perception held by different stakeholder groups, were a range of socio-demographic and cultural variables, the relationship between perceived risks and benefits, the equity of impacts, and the influence of third parties. There are a number of implications for the development of the GM debate arising from the findings. First, as there are socio-demographic and cultural factors linked to the perceptions of risk associated with GM technologies in food and agriculture, it is important to recognise that different people will react differently to the technology. Specifically, results from this thesis show that it may be that men, those who are more highly educated, those with a less ecocentric worldview, and those living in urban areas, are likely to respond more favourably to targeted promotional campaigns. As regards the farming community, results show that the first farming adopters are likely to be those who are both owners and tenants, not in an urban fringe location, potato growers, and not barley growers. Second, this thesis provides evidence that third parties are particularly important to farmers, thus it is crucial to recognise that there is potentially a long chain of action and reaction amongst many different stakeholders and actors impacting on farmers' levels of risk perception, and hence willingness to adopt the technology. Third, results from this research demonstrate that the linked issues of the relationship between risks and benefits, and the equity of (positive and negative) impacts, require that all stakeholders are content that they will receive a share of the benefits (if any) to be derived from the technology, and that neither they nor any other group of stakeholders are unduly impacted by the risks or negative impacts (if any) of the technology. Important here is the recognition that perceptions are as important as actual impacts. Fourth, the issue of trust has been shown by the results obtained by this research to be extremely important to peoples' perceptions of risk. It can be concluded that trust is of wider social and political importance that relates to the need to ensure greater democratisation of decision-making in order to re-establish trust in authorities. In the case of GM food this may require a rethinking of the EU legislation relating to the technology. This also relates to point below about the delivery of messages and education. Information sources must be trusted by those at whom the messages are aimed. More importantly though, if people are to trust decision making processes, there needs to be stakeholder involvement at an early stage of decision making, that allows some impact on decisions taken. In the case of the GM debate it may indeed be too late as decisions about the technology, its applications, the regulatory processes and its inclusion within the food chain are well established. Perhaps the best that can be hoped for is that lessons will be learnt and applied to future technology developments of relevance to the food chain, such as, nano-technology. Finally, this thesis has shown that uncertainty is central to peoples' perceptions of risk. This could be addressed through a combination of additional research into what is uncertain to people, the impacts and implications of the technology, more effective dissemination of existing knowledge, and impartially delivered messages and education strategies from trusted sources that address the concerns that people have about the technology. Importantly however there must be an acknowledgement that uncertainty is not restricted to "knowledge deficit‟ but encompasses the scientific uncertainties inherent within the technology, and is framed by the social and cultural values of those whose views are considered. This thesis uniquely targeted diverse groups and employed a combination of different methods from a variety of disciplines. By doing this the study has increased understanding of the views of two groups (campaigners and farmers) who are crucial to the uptake of the technology, and who are seldom researched in the area of attitudes to GM technologies. The diversity of groups, methods and disciplines brought together in this thesis is important because the issue of GM has proved to be complex and far-reaching, and previous discussions of risk perceptions have been complex and disjointed. All groups investigated here are stakeholders in the process, and as such their views and concerns relating to risk perceptions of GM technologies ought to be taken into consideration.

Are We There Yet? Parent's Perceptions of Risk Associated with Family Vacations

The study explored risk perceptions and novelty dimensions associated with family vacations. In particular, the study focused on households containing married or common law partners, blended families, single parents and same-sex partners, with at least one child aged twelve years old or younger, located in one of the Region of Waterloo’s three cities, encompassing Kitchener, Waterloo, and Cambridge, Ontario. The research explored whether novelty or familiarity of a vacation destination affected the level of risk perceived as well as the locus of control. Additionally the research focused on particular aspects of the family vacation including the decision making process and the stage of the family life cycle in which respondents are categorized, having either younger or older children, affected the decision making process. Lastly, the study looked at external sources of information including family and/or friends, other sources of information, prior experience at the destination, if applicable, and the distance traveled, borders crossed and transportation utilized. Families in each specified area were initially accessed through five direct contacts and an associated snowball sampling method. A revised data collection method was utilized part way through the study being distribution at a recreation centre within the Region. Respondents were asked to complete a self-administered questionnaire containing questions relating to their last family vacation, preferences for novelty/familiarity, locus of control orientation, degree of risk perception agreement or disagreement and basic sociodemographic characteristics. Data were reduced to minimize complexity through a series of factor analyses through the use of components analysis. It involved taking salient items and factoring them together based on the conceptual fit within each loading having eight components created. T-tests and analyses of variance were utilized to further univariate relationships between variables of interest. Relationships between perceived risk, gender and prior experience were non-significant (p > .05) whereas family life cycle, level of education, crossing an international border, and total distance traveled had a significant effect on risk perceptions (p < .05) and were included in stepwise regression analyses. The present study complemented emerging literature suggesting that parents with older children attributing greater risks as associated with creating memories. There was less support for extant research indicating that families with younger children are more likely to associate as many risks with travel. Similarly, preference for novelty/familiarity was found to not have a significant effect on respondents’ risk perceptions yet certain external sources of information (e.g., friends/family, travel agents) played a large role in the level of risk perceptions.

The Politics of an Epidemic: SARS & Chinatown

This thesis explores how the 2003 epidemic of Severe Acute Respiratory Syndrome, or SARS, threw into relief the myriad historical, political and economic factors that shape understandings of and responses to a new disease. The author traces how the historic "othering" of Chinese immigrants and their descendents in the United States was combined with dominant discourses of risk and blame to understand SARS and the potential for a domestic epidemic. Narratives from community members of Manhattan's Chinatown are used to investigate the local impacts of the production of these discourses during the SARS epidemic. Finally, the author explores how these dominant discourses were applied locally within Chinatown understand local and personal risk.
